Given the importance of data skills to the economy and the skills shortage within data science, educational policy makers have identified the importance of including technical and analytical data skills in the school curriculum. An equally important aim is to educate children and young people to become "data citizens" who are aware of the current uses of data in society, able to use data to make decisions in their lives, and are actively engaged in critiquing the societal implications of future uses of data. The paper will explore the meanings of data citizenship, in light of the findings of a consultation with 96 children and young people (aged between 10 and 16 years old), from 11 schools in South East Scotland and the wider conceptual debates on citizenship and children and young people's rights to privacy, participation, and education.

Recent debates about children's participation rights, formulated in the UN Convention on the Rights of the Child, primarily focus on 'effectiveness' of implementation. However, children's participation remains problematic, its limited impact on adult power in decision-making or on the nature of decisions made persists, and implicated in both are reservations about children's competence as participants. In respect of this, we analysed conceptualisations of competence in 67 articles, published between 2007 and 2017 in six childhood studies journals, in which 'competence' and its variations appear in the abstract. Although competence was rarely defined, conceptualisations were wide-ranging, covering competence as skills, as compliance with adult views, and as a trope signalling the field of childhood studies. As a result of our findings, we argue that epistemological clarity is vital for this concept to be useful regarding children's participation and that attention must be paid to the different kinds of competences relevant for 'effective' participation.

This paper explores how research advisory groups can be a vehicle for youth activism. It draws on our experiences with young activists, aged 15–26 years, in India and Brazil, who were advisors on a research project focused on youth livelihoods in cities. These young people played a vital role in supporting youth researchers, identifying research themes and developing engagement and advocacy strategies. Through this paper, we explore how the Youth Expert Group advisory model evolved differently in each location and examine how these were shaped by the context, the 'adult' research team and the youth activists themselves. Child-led research is gaining increasing attention. Such research involves children leading throughout the research process, from research design to dissemination. Child-led research has tested adult-centric research assumptions, with debates in the literature about researchers' expertise and responsibilities. If these debates are testing for child-led research undertaken with older children and young people, they are even more so for young children below school-starting age. This article examines child-led research undertaken in a Froebelian early years setting, over 11 months, with 36 children aged between 2 and 5 years, from the adult facilitators' perspectives. The article utilises the research's documentation, including mind maps, photographs and story books, songs and video recordings, and an interview undertaken with the facilitating early years practitioner and supporting academic. Learning from this, the article challenges the assumption, in much of the literature on child-led research, that adults need to transmit their knowledge of research methods to children. Instead, a 'slow pedagogy' can build on children's own knowledge, collectively, with time to come to research understandings. The article concludes that child-led research is feasible with young children, but the research process can include or exclude certain forms of children's communication, making some children more 'competent' to undertake research than others. Childhood studies have argued for the social construction of childhood, respecting children and childhood in the present, and recognising children's agency and rights. Such perspectives have parallels to, and challenges for, disability studies. This article considers such parallels and challenges, leading to a (re)consideration of research claims to represent children's "voices" and the current promotion of children's participation as researchers. It concludes how research with disabled children encourages due account of multiple communication methods to access, analyse and present research, and being more reflexive about assumptions of competency, expertise and agency in the roles of researcher and research participant.

Children's participation is a popular rallying cry among child rights activists and community development groups, backed by the recognition of children's participatory rights in the United Nations Convention on the Rights of the Child (UNCRC). Participation is both a guiding principle of the UNCRC and an explicit right. Article 12 establishes the right of children (who are capable of forming their own views) to express them freely in all matters affecting the children, and for their views to be given due weight, in accordance with age and maturity. In South Africa, children's participatory rights are recognised in the Children's Act, the Child Justice Act and, in a more circumscribed way, the South African Schools Act.

This paper critically examines the array of policy approaches that have been adopted in the field of special needs education in Scotland over recent years. These are characterized in the following ways: (1) supporting or changing the child--an individualized approach; (2) making schools inclusive for all--a systems approach; (3) challenging the mainstream--an anti-discrimination approach. Each approach creates different distributions of power, accountability and resource allocation. They formulate categories and eligibility requirements that can both include and exclude children (and their parents), and create rights and duties with varied potential and limitations. Thus, the policy approaches may aver their promotion of inclusion but, in fact, they create a new quilt of inclusive and exclusive policies and practice. This is further examined through the analysis of official statistics, which suggests that there has been little difference in the proportion of children who are excluded spatially from mainstream schools and classrooms. Recent legislation, the Education (Additional Support for Learning) (Scotland) Act 2004, claims to underpin a radical new approach to promoting inclusion. However, many features of the Act suggest that it will reinforce the power of professional groups, rather than investing more power in children and their parents. There is a real danger that, whilst policy frameworks shift, practices remain the same as a result of inertia and resistance to change. (Contains 2 tables.)

As the participation of children and young people in policy decision-making has spread in the UK, participation work is facing hard questions on its translation from principle to effective practice. The participation literature has been largely self-referential in its consideration of policy influence. This paper considers the potential usefulness of the UK literature on policy networks, which categorises the relationships between government actors and other interests in policy-making. A brief introduction is given to this literature. Then a participatory project is examined in light of certain key concepts within the policy network literature. The paper concludes by considering how both the participation and the policy networks literature might learn from each other in future conceptual and empirical work.

Over the last 30 years, remarkable efforts have been made to understand and support children and young people's participation rights outlined in the UN Convention on the Rights of the Child (UNCRC). Despite these efforts, challenges remain consistently the same, such as tokenism, lack of sustainability, and accountability. This article reviews the progress and challenges for children and young people's participation. It then considers the potential of activism as a relatively novel concept for the children's rights field. Drawing on activism literature more generally, and considering examples of child activism, the article explores the potential of identity politics and social movements to challenge adult power, growing on-line activism and tensions between best interests, protection and participation. The article concludes that activism recognises children as political actors and problem solvers. The article develops the idea of an 'ecology of participation', which values respectful intergenerational relationships that develop 'critical social capital' for child activism and multiple participation forms - ranging from the more conventional, to protest, to transformation. This more extended conceptualisation of children and young people's participation builds on all the participation rights within the UNCRC, recognising them as minimum standards rather than final destinations, to create more expansive understandings and practices.
