Ensuring tax compliance is an enduring problem for governments in all countries. In this paper, we examine the role of information reporting in increasing tax compliance. We first discuss the practice of information reporting in the US, including a recent IRS initiative that implemented information reporting for income received through debit and credit cards via the new Form 1099-K. We then review the literature on the compliance effects of information reporting. Finally, we report some new evidence that indicates that Form 1099-K information reporting had significant--but heterogeneous--impacts on compliance rates of different types of business reporting.

Large-scale sequencing efforts in amyotrophic lateral sclerosis (ALS) have implicated novel genes using gene-based collapsing methods. However, pathogenic mutations may be concentrated in specific genic regions. To address this, we developed two collapsing strategies: One focuses rare variation collapsing on homology-based protein domains as the unit for collapsing, and the other is a gene-level approach that, unlike standard methods, leverages existing evidence of purifying selection against missense variation on said domains. The application of these two collapsing methods to 3093 ALS cases and 8186 controls of European ancestry, and also 3239 cases and 11,808 controls of diversified populations, pinpoints risk regions of ALS genes, including SOD1, NEK1, TARDBP, and FUS. While not clearly implicating novel ALS genes, the new analyses not only pinpoint risk regions in known genes but also highlight candidate genes as well.

The profitability of life insurance offerings is contingent on accurate projections and pricing of mortality risk. The COVID‐19 pandemic created significant uncertainty, with dire mortality predictions from early forecasts resulting in widespread government intervention and greater individual precaution that reduced the projected death toll. We analyze how life insurance companies changed pricing and offerings in response to COVID‐19 using monthly data on term life insurance policies from Compulife. We estimate event‐study models that exploit well‐established variation in the COVID‐19 mortality rate based on age and underlying health status. Despite the increase in mortality risk and significant uncertainty, the results generally indicate that life insurance companies did not increase premiums or decrease policy offerings due to COVID‐19. Nonetheless, we find some evidence that premiums differentially increased for individuals with very high risk and that some policies were removed for the oldest of the old.

In order to encourage savings among workers without access to employer-sponsored retirement plans, several states have proposed defaulting workers into state-run individual retirement accounts known as Auto-IRAs. Plans such as OregonSaves automatically enroll workers and, by default, increase their contributions over time. Given low opt-out rates, these policies have the potential to increase retirement savings for workers without access to employer-sponsored plans. Using survey data, we find that over 24 million workers could automatically be enrolled in an Auto-IRA, if enacted on a national scale. Nonetheless, these policies have the potential to adversely affect individuals with debt and current financial difficulties who do not actively opt-out. One-third of potentially affected workers hold credit card debt with an average balance exceeding $5,000. Furthermore, approximately 15% of potentially affected workers have difficulty meeting basic needs.

An important question aside from outright discrimination is whether poor underlying race relations in an area might create a chilling effect on homeownership for minorities. From 2012 onward, there were a series of high-profile events in the U.S. related to police brutality which highlighted racial tension. Using Google Trends, we characterize a locality’s underlying racial climate based on search interest in these charged events. We use data from the American Community Survey prior to any of these flare-ups and show that the ownership decision for blacks is responsive to the racial climate; black homeownership in localities with the most charged racial climates is 5.6 percentage points lower than in the least charged racial climates based on a sample of movers.

How does third-party income reporting affect tax compliance? We use confidential administrative data from tax returns and information reports to estimate the impact of third-party income reporting on small business tax compliance. Since 2011, payment settlement entities (e.g., American Express) were required to report payment card transactions to both the firm and the Internal Revenue Service using Form 1099-K. This requirement made businesses’ receipts from payment cards—but not their cash receipts—third-party reported. Consequently, businesses located in higher payment card use areas experienced greater levels of third-party reporting than businesses located in lower credit card use areas. We construct an index of payment card use at the commuting zone level, and we use this variation to identify the effect of Form 1099-K on reported receipts and deductions by small businesses. Overall, we find that the legislation modestly increased reported receipts without significantly increasing deductions. We also find substantial heterogeneity, with smaller firms, firms in business-to-consumer industries, and partnerships reporting a relatively large increase in receipts and a partially offsetting increase in deductions, implying a modest increase in tax compliance.

Premature death of a breadwinner can have devastating financial consequences on surviving dependents. This study investigates the role of life insurance in mitigating the long-run financial consequences of spousal mortality. Using the Health and Retirement Study, we examine individuals whose spouses died during or soon after his or her peak earnings years. After controlling for socioeconomic status, we find that sizable lump-sum life insurance payouts do not significantly influence spousal well-being. (JEL D31, G22, I31, J32, J33, J38)

Using administrative data from a large public university, we analyze a policy designed to increase employer-sponsored life insurance. The University always had a supplemental life insurance plan available for its workers. In 2008, it increased its provision of basic coverage from a $10,000 to 1x salary. Workers initially paying for supplemental life insurance were in a position to completely undo the increase in basic coverage by scaling back supplemental elections, yet their default choice in 2008 was to continue at their existing level from 2007. The increased provision of basic coverage therefore represents a nudge for employees to increase life insurance. The nudge increased life insurance holdings one-for-one, both in the short and long-run, even for workers who actively made changes to other fringe benefits. New hires, who had to make an active choice, elected less supplemental coverage after 2008 relative to earlier cohorts of new hires, providing additional evidence of a significant degree of inertia among existing workers. Additionally, we find evidence of inertia for high earners constrained by the maximum limits. Data from a national sample of job changers show minimal crowd-out of individual market coverage from increased employer- sponsored life insurance. Further, we discuss the desirability of the nudge and find that the increase in basic coverage decreased life insurance dis- parities for two-thirds of employees

The American Recovery and Reinvestment Act waived work requirements nationally in 2010 and broadened waiver eligibility in subsequent years for Able‐Bodied Adults without Dependents (ABAWDs) receiving Supplemental Nutrition Assistance Program (SNAP) benefits. From 2011 to 2017, many states voluntarily imposed work requirements, while other areas became ineligible for waivers because of improved economic conditions. Using data from the American Community Survey from 2010 to 2017, I analyze the influence of work requirements on employment and SNAP participation for ABAWDs. I find that work requirements increased employment for ABAWDs and also significantly decreased SNAP participation.(JEL J21, J68, H42)

This paper examines asymmetric information in the life insurance market using data that link life insurance holdings with death records for a representative sample of purchasers. This analysis finds no compelling evidence for adverse selection in a broad age cohort.

This paper evaluates the relationship between urban productivity and density using data on metropolitan areas. This is an alternative measure of the urban economy to the one employed by Ciccone and Hall (1996), who use data on output and education by state and employment and education by county, which excludes agricultural and mining sectors. Instead, our U.S. metropolitan area data are defined contemporaneously for the five available census years from 1950 to 1990. These data allow us to conduct both cross-sectional and panel analyses. Furthermore, since we use a model where income is a linear function of density, these data allow us to evaluate the urban system in its own right. Our results replicate the key finding of Ciccone and Hall (1996): a doubling of population density leads to about a 6% increase in productivity. Our results establish an important role for Jacobs externalities, measured by metropolitan area population.

This paper provides the first empirical test of the role of history versus expectations in U.S. urban development. Starting from Paul Krugman's theoretical work in new economic geography, we test whether or not a modern city develops because of either advantageous initial conditions or by way of a self-fulfilling prophecy based on expectations of development. Using the methology developed by Granger to establish causality between two variables, but adapted to a cross-section with four time lags, we test whether asset values, that is, farmland values and housing values, anticipate urban development or vice versa. In the case of the former, we would conclude that expectations drive urban development in the U.S., and in the case of the latter we would conclude that history does. The results indicate very strongly that initial conditions, that is history, dominate the process by which one city becomes a metropolis and another languishes in the periphery.
