Environmental flows (e-flows) aim to mitigate the threat of altered hydrological regimes in river systems and connected waterbodies and are an important component of integrated strategies to address multiple threats to freshwater biodiversity. Expanding and accelerating implementation of e-flows can support river conservation and help to restore the biodiversity and resilience of hydrologically altered and water-stressed rivers and connected freshwater ecosystems. While there have been significant developments in e-flow science, assessment, and societal acceptance, implementation of e-flows within water resource management has been slower than required and geographically uneven. This review explores critical factors that enable successful e-flow implementation and biodiversity outcomes in particular, drawing on 13 case studies and the literature. It presents e-flow implementation as an adaptive management cycle enabled by 10 factors: legislation and governance, financial and human resourcing, stakeholder engagement and co-production of knowledge, collaborative monitoring of ecological and social-economic outcomes, capacity training and research, exploration of trade-offs among water users, removing or retrofitting water infrastructure to facilitate e-flows and connectivity, and adaptation to climate change. Recognising that there may be barriers and limitations to the full and effective enablement of each factor, the authors have identified corresponding options and generalizable recommendations for actions to overcome prominent constraints, drawing on the case studies and wider literature. The urgency of addressing flow-related freshwater biodiversity loss demands collaborative networks to train and empower a new generation of e-flow practitioners equipped with the latest tools and insights to lead adaptive environmental water management globally. Freshwater habitats are experiencing two to three times the rate of biodiversity loss of terrestrial and marine habitats. As status quo actions within the conservation community are not reversing the downward trajectory for freshwater biodiversity, we propose four actions to shift the narrative such that freshwater biodiversity is no longer invisible and overlooked, but rather explicitly recognized, valued, and protected: (1) Reshape our relationship with freshwater habitats and biodiversity, (2) Appreciate indigenous knowledge systems relating to freshwater habitats, (3) Connect science more directly to action, and (4) Elevate freshwater habitats as a unique “domain” that requires explicit recognition in conservation planning (RACE). We highlight roles that both freshwater scientists and the wider conservation community can play in implementing the four actions such that the “RACE” can be won.

Freshwater biodiversity, from fish to frogs and microbes to macrophytes, provides a vast array of services to people. Mounting concerns focus on the accelerating pace of biodiversity loss and declining ecological function within freshwater ecosystems that continue to threaten these natural benefits. Here, we catalog nine fundamental ecosystem services that the biotic components of indigenous freshwater biodiversity provide to people, organized into three categories: material (food; health and genetic resources; material goods), non‐material (culture; education and science; recreation), and regulating (catchment integrity; climate regulation; water purification and nutrient cycling). Global freshwater biodiversity is declining dramatically, and meeting the challenges of this crisis requires bold goals and the mobilisation of substantial resources. While the reasons are varied, investments in both research and conservation of freshwater biodiversity lag far behind those in the terrestrial and marine realms. Inspired by a global consultation, we identify 15 pressing priority needs, grouped into five research areas, in an effort to support informed stewardship of freshwater biodiversity. The proposed agenda aims to advance freshwater biodiversity research globally as a critical step in improving coordinated actions towards its sustainable management and conservation.

Non-technical summary: There has been a long history of conflicts, studies, and debate over how to both protect rivers and develop them sustainably. With a pause in new developments caused by the global pandemic, anticipated further implementation of the Paris Agreement and high-level global climate and biodiversity meetings in 2021, now is an opportune moment to consider the current trajectory of development and policy options for reconciling dams with freshwater system health. Technical summary: We calculate potential loss of free-flowing rivers (FFRs) if proposed hydropower projects are built globally. Over 260,000 km of rivers, including Amazon, Congo, Irrawaddy, and Salween mainstem rivers, would lose free-flowing status if all dams were built. We propose a set of tested and proven solutions to navigate trade-offs associated with river conservation and dam development. These solution pathways are framed within the mitigation hierarchy and include (1) avoidance through either formal river protection or through exploration of alternative development options; (2) minimization of impacts through strategic or system-scale planning or re-regulation of downstream flows; (3) restoration of rivers through dam removal; and (4) mitigation of dam impacts through biodiversity offsets that include restoration and protection of FFRs. A series of examples illustrate how avoiding or reducing impacts on rivers is possible – particularly when implemented at a system scale – and can be achieved while maintaining or expanding benefits for climate resilience, water, food, and energy security. Migratory freshwater fish (i.e. fish that use freshwater systems, either partly or exclusively) occur around the world and travel between critical habitats to complete their life cycle. They are disproportionately threatened compared to other fish groups but global trends in abun-dance, regional differences and drivers of patterns have not yet been comprehensively described. Using abundance information from the Living Planet Database, we found widespread declines between 1970 and 2016 in tropical and temperate areas and across all regions, all migration categories and all populations. Globally, migratory freshwater fish have declined by an average of 76%. Average declines have been more pronounced in Europe (-93%) and Latin America & Caribbean (-84%), and least in North America (-28%). The percentage of species represented was highest in the two temperate regions of Europe and North America (almost 50%). For the continents of Africa, Asia, Oceania, and South America, data was highly deficient, and we advise against making conclusions on the status of migratory freshwater SUMMARYfish in these areas. Potamodromous fish, have declined more than fish migrating between fresh and salt water on average (-83% vs -73%). Populations that are known to be affected by threats anywhere along their migration routes show an average decline of 94% while those not threatened at the population level have increased on av-erage. Habitat degradation, alteration, and loss accounted for around a half of threats to migratory fish, while over-exploitation accounted for around one-third. Protected, regulated and exploited populations decreased less than unmanaged ones, with the most often recorded actions being related to fisheries regulations, including fishing restrictions, no-take zones, fisheries closures, bycatch reductions and stocking (these were most com-mon in North America and Europe). Sand mining (used here as a generic term that includes mining of any riverine aggregates regardless of particle size) is a global activity that is receiving increasing media attention due to perceived negative environmental and social impacts. As calls grow for stronger regulation of mining, there is a need to understand the scientific evidence to support effective management. This paper summarizes the results of a structured literature review addressing the question, “What evidence is there of impacts of sand mining on ecosystem structure, process, and biodiversity in rivers, floodplains, and estuaries?” The review found that most investigations have focused on temperate rivers where sand mining occurred historically but has now ceased. Channel incision was the most common physical impact identified; other physical responses, including habitat disturbance, alteration of riparian zones, and changes to downstream sediment transport, were highly variable and dependant on river characteristics. Ecosystem attributes affected included macroinvertebrate drift, fish movements, species abundance and community structures, and food web dynamics. Studies often inferred impacts on populations, but supporting data were scarce. Limited evidence suggests that rivers can sustain extraction if volumes are within the natural sediment load variability. Significantly, the countries and rivers for which there is science‐based evidence related to sand mining are not those where extensive sand mining is currently reported. The lack of scientific and systematic studies of sand mining in these countries prevents accurate quantification of mined volumes or the type, extent, and magnitude of any impacts. Additional research into how sand mining is affecting ecosystem services, impacting biodiversity and particularly threatened species, and how mining impacts interact with other activities or threats is urgently required.

Protected areas are a global cornerstone of biodiversity conservation and restoration. Yet freshwater biodiversity is continuing to decline rapidly. To date there has been no formal review of the effectiveness of protected areas for conserving or restoring biodiversity in rivers, lakes, and wetlands. We present the first assessment using a systematic review of the published scientific evidence of the effectiveness of freshwater protected areas. Systematic searches returned 2,586 separate publications, of which 44 provided quantitative evidence comprising 75 case studies. Of these, 38 reported positive, 25 neutral, and 12 negative outcomes for freshwater biodiversity conservation. Analysis revealed variable relationships between conservation effectiveness and factors such as taxa assessed, protected area size and characteristics, International Union for Conservation of Nature (IUCN) protected area category, and ecoregion. Lack of effectiveness was attributed to many anthropogenic factors, including fishing (often with a lack of law enforcement), water management (abstraction, dams, and flow regulation), habitat degradation, and invasive non‐native species. Drawing on the review and wider literature we distil eight lessons to enhance the effectiveness of protected areas for freshwater biodiversity conservation. We urge policymakers, protected area managers, and those who fund them to invest in well‐designed research and monitoring programs and publication of evidence of protected area effectiveness.
