9. Reversals of fortune: Shared governance, 'democracy,' and reiterated problem-solving

What can the deep past tell us about how “good government” is instituted, replicated, and maintained through time? After a comparative look at late prehistoric political formation in Europe, a case study from Sweden is examined. During the Iron Age, systems of participatory governance developed across Europe, perhaps in response to the autocracies of the previous Bronze Age. Heterarchical structures with systems of checks and balances provided voice for ordinary people, as well as leaders, but there were clear “reversals of fortune,” as autocracy and more egalitarian structures were interspersed through time. The so-called “Long Iron Age” is consequently seen as an extended period of tension between different forms of government, different political ideologies, and the dynamic negotiation of socio-political norms, with repercussions that extend into recent times.

10. Remediating Uncle Tonpa: The lives of a Tibetan Trickster in the People’s Republic of China

In recent years, remediation—appropriating the techniques, forms, and social significance of other cultural forms in a new medium (Bolter and Grusin 68)—has provided indigenous and minority cultural producers around the world with a valuable way to connect traditional knowledge with emerging art forms. Narratives about tricksters in particular have figured prominently in this process, as they seem to simultaneously entertain their audiences and speak to the marginal conditions that many indigenous communities currently experience. One such figure is the Tibetan trickster Uncle Tonpa. Uncle Tonpa impregnates nuns and makes fools of nobles. He swindles the wealthy and gives to the poor. For the majority of Tibetan history, narratives about Uncle Tonpa’s exploits have circulated among Tibetan communities primarily in oral form. In recent years, however, tales about the Tibetan cultural hero have found new life in emerging media portrayals. During the Maoist period, Uncle Tonpa was drafted into the service of the Communist Party, which saw tales of the trickster’s egalitarian economic ethos as proof of a nascent Tibetan class-consciousness. However, since the 1980s, Uncle Tonpa has inspired authors and budding filmmakers in China’s constrained media climate. This paper examines how the remediation of traditional narratives reveals the trickster’s continued relevance for both governmental and vernacular attempts to influence the ongoing negotiation of Tibetan regional and ethnic identities in China.

EgeUn###, Environmentally transformative human use of land accelerated with the emergence of agriculture, but the extent, trajectory, and implications of these early changes are not well understood. An empirical global assessment of land use from 10,000 years before the present (yr B.P.) to 1850 CE reveals a planet largely transformed by hunter-gatherers, farmers, and pastoralists by 3000 years ago, considerably earlier than the dates in the land-use reconstructions commonly used by Earth scientists. Synthesis of knowledge contributed by more than 250 archaeologists highlighted gaps in archaeological expertise and data quality, which peaked for 2000 yr B.P. and in traditionally studied and wealthier regions. We demonstrate that good government, similar to modern liberal democracies, emerged apart from Western history or influence. This finding is counter to the conventional understanding that democratic state building is an expression of Western-inspired modernity. Yet, we argue, irrespective of cultural context or time period, good government policies and practices will be instituted when revenues that underpin governance are jointly produced, as predicted by collective action theory. We also find that good government will be relatively weakly expressed when private wealth plays an uninhibited role in political agency and when leaders have direct, discretionary control over fiscal economy. These research findings, derived from an extensive comparative study of past societies, provide theoretical support for scholars who argue that contemporary democracies are threatened by economic and political forces that undercut the fiscal foundations of good government while strengthening the link between concentrated private wealth and the political process. Within host cells such as macrophages, Salmonella enterica translocates virulence (effector) proteins across its vacuolar membrane using the SPI-2 type III secretion system. Previously it has been shown that when expressed ectopically the effectors SseK1 and SseK3 inhibit TNFα-induced NF-κB activation. In this study we show that ectopically expressed SseK1, SseK2 and SseK3 suppressed TNFα-, but not TLR4-, or interleukin-induced NF-κB activation. Inhibition required a DXD motif, which in SseK1 and SseK3 is essential for protein Arginine-N-acetylglucosamine (GlcNAc)-ylation. During macrophage infection, SseK1 and SseK3 inhibited NF-κB activity in an additive manner. SseK3-mediated inhibition of NF-κB activation did not require the only known host-binding partner of this effector, the E3-ubiquitin ligase TRIM32. SseK proteins also inhibited TNFα-induced cell death during macrophage infection. Despite SseK1 and SseK3 inhibiting TNFα-induced apoptosis upon ectopic expression in HeLa cells, the percentage of infected macrophages undergoing apoptosis was SseK-independent. Instead, SseK proteins inhibited necroptotic cell death during macrophage infection. SseK1 and SseK3 caused GlcNAcylation of different proteins in infected macrophages suggesting that these effectors have distinct substrate specificities. Indeed, SseK1 caused the GlcNAcylation of the death domain containing proteins FADD and TRADD, whereas SseK3 expression resulted in weak GlcNAcylation of TRADD but not FADD. Additional, as yet unidentified substrates are likely to explain the additive phenotype of a Salmonella strain lacking both SseK1 and SseK3.

Cell surface mucins configure the cell surface by presenting extended protein backbones that are heavily O-glycosylated. The glycopeptide structures establish physicochemical properties at the cell surface that enable and block the formation of biologically important molecular complexes. Some mucins, such as MUC1, associate with receptor tyrosine kinases and other cell surface receptors, and engage in signal transduction in order to communicate information regarding conditions at the cell surface to the nucleus. In that context, the MUC1 cytoplasmic tail (MUC1CT) receives phosphorylation signals from receptor tyrosine kinases and serine/threonine kinases, which enables its association with different signaling complexes that conduct these signals to the nucleus and perhaps other subcellular organelles. We have detected the MUC1CT at promoters of over 500 genes, in association with several different transcription factors, and have shown that promoter occupancy can vary under different growth factor conditions. However, the full biochemical nature of the nuclear forms of MUC1 and its function at these promoter regions remain undefined. I will present evidence that nuclear forms of the MUC1CT include extracellular and cytoplasmic tail domains. In addition, I will discuss evidence for a hypothesis that the MUC1CT possesses a novel catalytic function that enables remodeling of the transcription factor occupancy of promoters, and thereby engages in regulation of gene expression.

- Abstract
The energy response of plastic scintillators (Eljen Technology EJ-204) to polarized soft gamma-ray photons below 100 keV has been studied, primarily for the balloon-borne polarimeter, PoGOLite. The response calculation includes quenching effects due to low-energy recoil electrons and the position dependence of the light collection efficiency in a 20 cm long scintillator rod. The broadening of the pulse-height spectrum, presumably caused by light transportation processes inside the scintillator, as well as the generation and multiplication of photoelectrons in the photomultiplier tube, were studied experimentally and have also been taken into account. When using the polarized Compton/Rayleigh scattering processes previously corrected by the authors, scintillator spectra and angular distributions of scattered polarized photons could clearly be reproduced, in agreement with the results obtained at a synchrotron beam test conducted at the KEK Photon Factory. Our simulation successfully reproduces the modulation factor, defined as the ratio of the amplitude to the mean of the distribution of the azimuthal scattering angles, within similar to 5% (relative). - Abstract
The energy response of plastic scintillators (Eljen Technology EJ-204) to polarized soft gamma-ray photons below 100 keV has been studied, primarily for the balloon-borne polarimeter, PoGOLite. The response calculation includes quenching effects due to low-energy recoil electrons and the position dependence of the light collection efficiency in a 20 cm long scintillator rod. The broadening of the pulse-height spectrum, presumably caused by light transportation processes inside the scintillator, as well as the generation and multiplication of photoelectrons in the photomultiplier tube, were studied experimentally and have also been taken into account. - Abstract
We describe a new balloon-borne instrument (PoGOLite) capable of detecting 10% polarisation from 200 mCrab point-like sources between 25 and 80 keV in one 6-h flight. Polarisation measurements in the soft gamma-ray band are expected to provide a powerful probe into high energy emission mechanisms as well as the distribution of magnetic fields, radiation fields and interstellar matter. Synchrotron radiation, inverse Compton scattering and propagation through high magnetic fields are likely to produce high degrees of polarisation in the energy band of the instrument. We demonstrate, through tests at accelerators, with radioactive sources and through computer simulations, that PoGOLite will be able to detect degrees of polarisation as predicted by models for several classes of high energy sources. At present, only exploratory polarisation measurements have been carried out in the soft gamma-ray band. Reduction of the large background produced by cosmic-ray particles while securing a large effective area has been the greatest challenge. PoGOLite uses Compton scattering and photo-absorption in an array of 217 well-type phoswich detector cells made of plastic and BGO scintillators surrounded by a BGO anticoincidence shield and a thick polyethylene neutron shield. The narrow Held of view (FWHM = 1.25 msr, 2.0 deg x 2.0 deg) obtained with detector cells and the use of thick background shields warrant a large effective area for polarisation measurements (similar to 228 cm(2) at E = 40 keV) without sacrificing the signal-to-noise ratio. Simulation studies for an atmospheric overburden of 3-4 g/cm(2) indicate that neutrons and gamma-rays entering the PDC assembly through the shields are dominant backgrounds. Off-line event selection based on recorded phototube waveforms and Compton kinematics reduce the background to that expected for a similar to 100 mCrab source between 25 and 50 keV. - Abstract
Measurements of polarization play a crucial role in the understanding of the dominant emission mechanism of astronomical sources. Polarized Gamma-ray Observer-Light version (PoGOLite) is a balloon-borne astronomical soft gamma-ray polarimeter at the 25-80 keV band. The PoGOLite detector consists of a hexagonal close-packed array of 217 Phoswich detector cells (PDCs) and side anti-coincidence shields (SASs) made of BGO crystals surrounding PDCs. Each PDC consists of a slow hollow scintillator, a fast scintillator and a BGO crystal that connects to a photomultiplier tube at the end. To examine the PoGOLite's capability and estimate the performance, we conducted experiments with the PDC using radioisotope 241Am. In addition, we compared this result with performance expected by Monte Carlo simulation with Geant4. The Polarized Gamma-ray Observer - Lightweight version (PoGOLite) is a new balloon experiment capable of detecting 10% polarization from a 200 mCrab source in the 25-80 keV energy range in a single 6-hour flight for the first time. Polarization measurements of hard X-rays and soft gamma-rays are expected to provide a powerful probe into high-energy emission mechanisms as well as source geometries. PoGOLite uses Compton scattering and photo-absorption to measure polarization in an array of 217 well-type phoswich detector cells made of plastic and BGO scintillators. The adoption of a well-type phoswich counter concept and a thick polyethylene neutron shield provides a narrow field-of-view (1.25 msr), a large effective area ( gt; 250 cm2 at 40-50 keV), a high modulation factor (more than 25%) and the low background ( 100 mCrab) required to conduct high-sensitivity polarization measurements. Through tests in laboratories and accelerator facilities of a scaled-down prototype with the front-end electronics of flight design and an extensive study by Monte Carlo simulation, we have demonstrated high instrument performance. PoGOLite will be ready for a first engineering flight in 2009 and a science flight in 2010, during which polarization signals from the Crab Nebula/pulsar, Cygnus X-1 and other objects will be observed., QC 20120301

- Abstract
The PoGOLite is a new balloon-borne instrument to measure the polarization of hard X-rays / soft gamma-rays in the 25-80 keV energy range for the first time. In order to detect the polarization, PoGOLite measures the azimuthal angle asymmetry of Compton scattering and the subsequent photo- absorption in an array of detectors. This array consists of 217 well-type phoswich detector cells (PDCs) surrounded by a side anti-coincidence shield (SAS) composed of 54 segments of BGO crystals. At balloon altitude, the intensity of backgrounds due to cosmic-ray charged particles, atmospheric gamma-rays and neutrons is extremely high, typically a few hundred Hz per unit. Hence the data acquisition (DAQ) system of PoGOLite is required to handle more than 270 signals simultaneously, and detect weak signals from astrophysical objects (lOOmCrab, 1.5 cs-1 in 25-80 keV ) under such a severe environment. We have developed a new DAQ system consisting of front-end electronics, waveform digitizer, field programmable gate array (FPGA) and a microprocessor. In this system, all output signals of PDC / SAS are fed into individual charge-sensitive amplifier and then digitized to 12 bit accuracy at 24MSa/s by pipelined analog to digital converters. A DAQ board for the PDC records waveforms which will be examined in an off-line analysis to distinguish signals from the background events and measure the energy spectrum and polarization of targets. A board for the SAS records hit pattern to be used for background rejection. It also continuously records a pulse-height analysis (PHA) histogram to monitor incident background flux.
