To unlock the full potential of ICT-related public sector innovation and digital transformation, governments must embrace collaborative working structures and leadership, is commonly argued. However, little is known about the dynamics of such collaborations in contexts of hierarchy, silo cultures, and procedural accountability. A widely voiced but empirically insufficiently substantiated claim is that bringing cross-cutting digital endeavours forward requires more lateral, network-based approaches to governance beyond traditional Weberian ideals. We test this claim by shedding light on three distinct challenges (complexity, risk, and power imbalance) encountered when implementing the specific collaborative case of the German Online Access Act (OAA) and by examining how they have been addressed in institutional design and leadership. Our analysis, which combines desk research and semi-structured expert interviews, reveals that flexible, horizontal approaches are on the rise. Taking a closer look, however, vertical coordination continues to serve as complementary means to problem-solving capability. Auch empirisch nicht ausreichend untermauert ist die weit verbreitete Behauptung, die Förderung bereichs-übergreifender, digitaler Bestrebungen erfordere laterale, netzwerkbasierte Governance-Ansätze, die über die traditionellen Weber'schen Ideale hinausgehen. Wir prüfen diese Annahme, indem wir drei spezifische Herausforderungen (Komplexität, Risikowahrnehmung und Machtasymmetrien), die bei der Umsetzung des deutschen Onlinezugangsgesetz (OZG) aufgetreten sind, näher beleuchten, und untersuchen, wie diesen mit Maßnahmen des institutionellen Designs und Leadership begegnet wurde. Unsere Analyse kombiniert Literaturrecherchen mit semi-strukturierten Experteninterviews und zeigt, dass flexible, horizontale Ansätze an Relevanz gewinnen. Gleichzeitig wird jedoch deutlich, dass vertikale Koordination weiterhin als komplementäres Mittel zur Problemlösung Anwendung findet.

Coordinating and integrating different policies and public sector organizations is a major challenge for practitioners and a continuing topic of interest for researchers. This Viewpoint essay argues that research on this topic needs reorientation to provide better insights for practice and theory of policy making, as well as policy implementation. The authors offer four suggestions on how future research could advance: (1) combining existing conceptual and epistemological approaches more systematically; (2) complementing case studies and surveys with large‐N analyses and novel research tools and methods; (3) more systematic analysis of the causal mechanisms in policy coordination and integration; and (4) more thorough study of the real‐world impact of policy coordination and integration.

This article studies the perception of the EU Commission's Secretariat General in policy†making. Recently, research on EU institutions devotes increasing attention to analyzing structures and procedures of decision†making in EU institutions, most notably the EU Commission. Conventionally, the EU Commission is portrayed as a fragmented organization, divided along the lines of staff nationality, sectoral responsibilities and cabinets and General Directorates (DGs). The Secretariat General has long been viewed a weak actor that is hardly able or motivated to steer internal decision†making. However, recent research indicates a changing role of the Secretariat General as a pro†active broker and last arbiter. This article studies how the Secretariat General is perceived by the DGs in policy coordination and argues that this perception depends on the pattern of political authority, bureaucratic roles and the relevance and the alternatives prevailing in the policy field. The article is based on data from a survey among Commission officials.

By investigating two German inter-departmental committees, this article shows that the policy output of these coordination bodies depends on the specific institutional logic evoked throughout the coordination process. While in one of the groups a policy logic prevailed and a joint coordination output was achieved, the other was dominated by a political logic and proved unable to achieve agreement. The article contributes to research on government coordination by showing that actor orientations are crucial for explaining inter-organizational coordination. The results direct attention to the behavioural implications of coordination structures.

Ministers increasingly rely on advisers for support and advice. In many countries, these political aides are labelled differently. Generally, they serve as close confidants to their political masters and operate in the ‘shadowland’ between politics and bureaucracy. Scholarship has dragged the ministerial advisers out of the dark and described their background and functions. Still, the field of scholarship has a Westminster bias, is characterized by single case studies, and remains under-theorized. The lack of comparative focus and theoretical underpinnings can be explained by the complex nature of ministerial advisers. This introductory article suggests a definition for ministerial advisers and reviews the extant literature on these important actors. The main argument is that the extent and relevance of ministerial advisers in executive government merits integration into mainstream public administration and political science theory and research.

Ministerial advisers are said to strengthen the political control of bureaucracy. Using a comparative case design, this article investigates this claim by studying the roles of ministerial advisers in government coordination in Denmark and Sweden. The article demonstrates how the roles of advisers differ in coordination: Swedish advisers directly control government coordination through hierarchical authority. The roles of advisers and bureaucrats are functionally differentiated in coordination. In contrast, Danish advisers play a more indirect role in coordination. Rather than controlling coordination, they serve to reproduce the functional politicization of the permanent bureaucracy in government coordination. The findings underline the relevance of including advisers in the future study of government coordination. The analysis is based on 48 interviews with advisers and top civil servants in Denmark and Sweden.

Der foderale Staatsaufbau und die konsensorientierten Institutionen des deutschen Regierungssystems schaffen einen hohen Koordinationsbedarf und erschweren die Integration neuer Technologien und Politiken in bestehende Strukturen. Dies zeigt sich auch beim E-Government, also der Digitalisierung der Verwaltung. Besonders die foderale Organisation von Verwaltungszustandigkeiten verkompliziert die Koordination beim E-Government, wahrend beispielsweise im Gesundheitsbereich die konsensorientierten Institutionen die Einfuhrung technischer Innovationen verlangsamen. Gewisse Fortschritte Deutschlands sind im internationalen Vergleich gleichwohl zu erkennen.

The special issue aims to enhance our understanding of the conditions under which policy advisory systems vary. The contributions comprise both continental European countries (Denmark, Germany, the Netherlands) and Anglo-Saxon countries (Australia, Canada, New Zealand, UK). The introduction to the special issue briefly outlines existing scholarship on policy advisory systems and identifies different research gaps to the filling of which the special issue seeks to contribute. The introduction highlights that the articles in the special issue point to both political system and policy process variables to better systemize, theorize and explain the origins and change dynamics of policy advisory systems.

Recent scholarship on advisory systems has focussed on the externalization of advisory capacities and sectoral dynamics of change, whereas changes of internal policy advisory systems have not yet been approached systematically. This article proposes an analytical concept for exploring change dynamics in internal policy advisory systems by means of three logics for assessing policy advice (political salience, credibility and representativeness). The approach is illustrated by analysing changes within the internal policy advisory system of the German federal government (1990–2015). The analysis relies on three original datasets on ministerial departments, research agencies and governmental advisory bodies. We find that the internal advisory system of the German federal government is characterized by a differentiated hybridization of advisory logics, which has changed the nature of policy advice. Based on a comparative design, the article shows that inter-ministerial working groups do not generally represent panaceas for coordination problems as is usually assumed by the literature. The analysis compares three inter-ministerial working groups in the German federal government. The article asks which factors influence the mode of coordination in interministerial working groups. The analysis reveals that it is affected by the organisational structure of these bodies and the negotiation mode for solving conflict among its members, which leads to variance in its capacity to establish positive coordination. Introducing the forum section, this article explores how public organizations cope with wicked problems. Though many of the most pressing policy problems today such as counter-terrorism or migration require comprehensive and multi-dimensional responses, much of the public administration literature still focuses on single dimensions of public tasks and selected organizational responses such as centralization. This article argues that coping with wicked problems requires addressing issues of knowledge, coordination and strategy. The article focuses on those three core areas of organizational activity and asks what role they play in the organizational responses of contested public administration. Behorden und exekutive Akteure sind zentrale Akteure im Umgang mit Krisen und Katastrophen. Die an sie gerichteten Erwartungen sind hoch: Es gilt, rasch Entscheidungen zu treffen, auch wenn noch unklar ist, wie sich die Krisensituation darstellt. Oft mussen sich politische Akteure post-hoc fur spate Reaktion, schlechte Koordination und Kommunikation rechtfertigen. Eine Reihe neuartiger Bedrohungen wie etwa internationaler Terrorismus oder das Problem der Cybersicherheit haben in vielen Landern zu Reformen der Krisenmanagement- und Katastrophenschutzsysteme gefuhrt. Im Mittelpunkt dieser Reformbestrebungen steht einerseits das Ziel, die Koordination der beteiligten Behorden zu verbessern. Andererseits wird unter dem Stichwort Resilienz versucht, Risiken und Gefahren zu reduzieren und im Falle des Falles rasch zur Normalitat zuruckzukehren.

Neutrality has traditionally been considered a key trait of the civil service in Western democracies. The conception of the neutral bureaucracy is closely linked to the notion of the prominent politics–administration dichotomy of the two spheres of politics and administration, as advocated by Max Weber (1980) and Woodrow Wilson (1887). According to conventional wisdom, the firm and encompassing implementation of the merit principle realises the idea of a neutral bureaucracy. In that respect, neutrality and merit-based recruitments are often considered the opposite of politicisation. Conventionally, a neutral bureaucracy is considered to assure competence and immunity against opportunistic ideas brought in by volatile, sometimes erratic political leadership. Because elected politicians come and go with elections, they cannot ensure that political decisions are carried out based on the ‘best’ available knowledge. In that sense, bureaucrats are conceived as neutral, obedient servants that subordinate their behaviour to the will of political masters, to the law and the common good. However, there is no strict politics–administration dichotomy in contemporary politico-administrative systems. Empirical findings from the late 1970s onwards demonstrated that bureaucrats are by no means as neutral and ‘apolitical’ as assumed, but rather remarkably involved in political processes. This chapter discusses the literature on neutral competence and presents an empirical analysis of Danish and British civil servants’ accounts of neutrality. This chapter concludes by suggesting the concept of competent neutrality and discussing implications for our understanding of bureaucratic neutrality.

Meme si la politisation est un eternel theme de recherche dans l’administration publique lorsqu’il s’agit d’etudier les relations entre les ministres et les agents de l’Etat, le concept est encore peu precis. Avec le present article, nous entendons enrichir cette litterature en epinglant differentes conceptualisations de la politisation. Nous proposons par ailleurs une typologie comprenant trois mecanismes de politisation visant a renforcer la reactivite politique de la bureaucratie ministerielle : la politisation formelle, fonctionnelle et administrative. La typologie est validee sur le plan empirique au moyen d’une analyse de cas comparative des mecanismes de politisation en Allemagne, en Belgique, au Royaume-Uni et au Danemark. L’analyse empirique affine encore l’idee generale selon laquelle les democraties occidentales deviennent « tout simplement » plus politisees, puisqu’elle indique que certains mecanismes de politisation, plutot que de continuer a se renforcer, se stabilisent – du moins pour l’instant.Remarques a l’intention des praticiensOn entend souvent dire dans les recherches et la pratique administrative que la politisation augmente dans les rapports entre les ministres et les agents de l’Etat. La neutralite absolue de la bureaucratie etant davantage un mythe qu’une realite empirique, les democraties sont toutes obligees de concilier les revendications en faveur d’une expertise neutre et de reactivite politique. Celle-ci passe souvent par l’introduction de mecanismes de politisation. La politisation peut prendre toute une serie de formes et nous proposons, dans cet article, une typologie portant sur la politisation formelle, fonctionnelle et administrative. Nous verrons en outre comment les mecanismes de politisation non seulement se renforcent, mais aussi comment ils se developpent et interagissent, modifiant les equilibres faits de neutralite et de reactivite de maniere potentiellement contradictoire.

Zusammenfassung Der Artikel untersucht interministerielle Koordination am Beispiel der Interministeriellen Arbeitsgruppe Anpassungsstrategie (IMA) und nimmt mit der Klimaanpassungspolitik eine Querschnittspolitik mit einem ausgepragten Koordinationsbedarf in den Blick. Der Beitrag zeigt, dass die Arbeitsweise der IMA uberwiegend den Merkmalen negativer Koordination entspricht, da das federfuhrende Ressort eine inhaltlich gestaltende Rolle wahrnimmt, Informationen uberwiegend gesammelt, Konsens per Veto hergestellt wird und der durch die IMA erarbeitete „Aktionsplan Anpassung“ (APA) weder eine ressortubergreifende Zielvorstellung noch ressortubergreifende Masnahmen reprasentiert. Vielmehr sind der Koordinationsprozess sowie der APA durch selektive Perzeptionen sowie singulare Ressortinteressen gepragt. Diese zeigen sich in einer auf den Schutz des eigenen Zustandigkeitsbereichs ausgerichteten Haltung der Ressortvertreter, dem auf dem Ressortprinzip basierenden Veto als Entscheidungsmodus sowie in der Dominanz einzelner Ressortprojekte im APA. Abstract The article studies interministerial coordination in German federal government in the case of the „Interministerial Working Group on Adaptation“ (IMA). By analyzing coordination in the field of climate adaptation policy, the article investigates a crosscutting policy field with a typically high functional demand for interministerial coordination. The article shows that the IMA’s working procedures are predominantly characterised by the features of negative coordination: The ‘lead’ ministry assumes a steering role, information is collected rather than shared, consensus is based on the veto-right of single ministries and the coordination output (‚Aktionsplan Anpassung‘,APA) does neither reflect a shared concept of adaptation policy nor joined policy measures. The coordination process as well as the APA reflect the selective perceptions and single organisational interests, which become manifest in defending individual areas of competence, the veto-rights based on the departmental principle as well as in the dominance of single departmental projects in the APA. The article is based on expert interviews and document analysis. Through an analysis of climate policy-making in the European Commission (EU), this article argues that co-ordination in the Commission displays the same characteristics as the co-ordination across ministries in central governments, i.e., the properties of negative co-ordination. The article is based on a survey among Commission officials. Overall, the article reveals that a public administration perspective on the Commission proves invaluable to gain insights on how decisions are made at the European Union level. The article contributes to the emerging literature viewing the Commission as an ordinary bureaucracy – as opposed to a unique supranational organization.

The following case study introduces coordination in climate adaptation policy, which is often regarded as a ‘wicked issue’ (Head, 2008) and thus characterized by strong complexity, uncertainty and ambiguity. In general, the field of climate policy is split between mitigation policy, that is targeting the causes of climate change mainly through emission reduction, and adaptation policy that seeks to establish measures to prepare for the adverse effects of climate change that are assumed to be inevitable, for example, in the area of coastal protection due to expected sea-level rise. Whereas German climate policy has traditionally been focusing on mitigation policy, adaptation policy assumes a latecomer position on the agenda of the federal government. In 2008, the German federal government established a distinct inter-ministerial working group (IMA Anpassungsstrategie, IMA) to cope with the complexity of the issue and to coordinate climate adaptation policy. Its main initial task was to develop an implementation plan of the National Adaptation Strategy approved in 2008. This chapter focuses on how IMA prepared the implementation plan from 2008 until 2011. Empirical data on inter-ministerial working groups in German federal government is generally rare. Inter-ministerial working groups are often established on an ad hoc basis (even though some seem to be permanent) to either jointly prepare drafts, or to solve inter-ministerial conflicts.

Auch wenn man Verwaltungen traditionell zunachst im nationalen und subnationalen Kontext lokalisiert, gibt es im Rahmen der Europaischen Union heute, wie in diesem Band gezeigt, nennenswerte Verwaltungsstrukturen. Der Terminus Verwaltungsstrukturen erfasst dabei, dass es sich eben nicht um eine einheitliche, durchweg hierarchisch gegliederte Verwaltung handelt, sondern vielmehr um mehrere, hinsichtlich ihrer Institutionalisierung und in ihrer Anlage zwischen Zentralitat und Dezentralitat sehr unterschiedlich beschaffene und auf vielfaltige Weise miteinander verbundene Organisationen. Mit diesen Organisationen befasst sich der vorliegende Band als erstes Lehrbuch im deutschsprachigen Raum.

Mit diesem Kapitel mochten wir zum einen in die wesentlichen Aspekte der historischen Entwicklung der EU sowie der europaischen Institutionenordnung einfuhren. Zum anderen skizzieren wir die wichtigsten theoretischen Diskussionen und definieren damit zugleich den Rahmen, in dem sich die verschiedenen folgenden Kapitel bewegen.

Zusammenfassung Der einfuhrende Beitrag resumiert zentrale Forschungsstrange, in denen die Koordination in Regierung und Verwaltung untersucht wird. Die fruhe organisations- und entscheidungstheoretische Forschung, die Diskussion um politische Planung, die Policy-Forschung sowie die EU-Forschung werden im Hinblick auf ihre jeweiligen Beitrage zu Fragen der Regierungs-und Verwaltungskoordination, insbesondere hinsichtlich der Erklarungsfaktoren fur Koordinationsprobleme und -hemmnisse untersucht. Deutlich wird dabei, dass in den disparaten, auf unterschiedliche staatliche Ebenen und Politikfelder fokussierenden Forschungsstrangen ahnliche Erklarungsfaktoren identifiziert werden. Es wird gezeigt, dass organisationale Eigeninteressen, die Pravalenz selektiver Perzeptionen der Akteure und Koordinationskosten wesentliche Ursachen fur Koordinationsprobleme in Regierung und Verwaltung darstellen. Abstract This introductory article reflects research perspectives central to the study of governmental and administrative coordination. The article studies early contributions in organization and decision theory, the political planning debate, studies in policy analysis and discussions in research related to the European Union by addressing their respective contributions to the study of coordination. In particular, the article studies the explanatory factors identified in the varying strands of research for problems of coordination. It is shown that the disparate strands of research identify rather similar factors accounting for coordination problems: Organizational self-interests, prevailing selective perceptions and costs of coordination are widely discussed as hampering coordination in government and administration. Wenn in politischen Diskussionen von „Brussel“ die Rede ist, ist meist die Europaische Kommission gemeint. Journalisten und Politiker vermitteln dabei haufig das Bild eines monolithischen europaischen Machtzentrums, in dem „Europaische Burokraten“, losgelost von nationalen Regierungen und Verwaltungen, die Politik in Europa nach ihren Vorstellungen formen. Auch in diesem Buch wird der Kommission eine herausgehobene Rolle im europaischen Integrationsprozess zugeschrieben. Neben den Gemeinsamkeiten, die die Kommission kennzeichnen, werden in diesem Kapitel jedoch auch Unterschiede zwischen Verwaltungseinheiten und in den von Angehorigen der Kommission vertretenen fachlichen und politischen Positionen thematisiert.

Wenn von der Europaischen Union die Rede ist, spielt die Verwaltung oft nur eine untergeordnete Rolle oder sie wird sehr verzerrt wahrgenommen. Europa, das sind zunachst die Gipfeltreffen der Staats- und Regierungschefs, auf denen, begleitet von grosem Medienaufgebot, in nachtlichen Marathonsitzungen neue Vertrage oder Krisenmasnahmen ausgehandelt werden. Abseits der grosen Politik taucht dagegen immer wieder das Bild von der EU als einer „monstrosen“ Burokratie auf, wonach sich „die in Brussel“ vorgenommen haben, immer weitere Politikund Lebensbereiche ihrer Kontrolle zu unterstellen.

Climate change has emerged on governmental agendas throughout the late 1990s and early 2000s, especially following the signing of the Kyoto Protocol (the Framework Convention on Climate Change, UNFCC) in 1997. The intricacies of the issue, political disputes about scientific evidence, the requirement to deal with an inter-generational policy problem and the need for international problem-solving devices make climate change a ‘wicked issue’. In addition, climate change as a policy issue conflicts with other governmental priorities, such as dealing with social redistribution and economic development. Such a context makes international co-ordination particularly difficult, as evidenced during the Climate Change Conference COP-15 in December 2009 in Copenhagen (Pralle 2009).
