1. Upgrading Food Product Quality: Evaluating the Impact of Competition and Nontariff Measures.

Abstract: In this paper, we analyze the effect of nontariff measures (NTMs) on upgrading food product quality. Based on a multisector Schumpeterian model--and given threat of entry, compliance costs, and monopoly profits--NTMs are predicted to have heterogeneous effects on quality upgrading. Using disaggregated data for 14 European Union (EU) countries across 18 food industries for the period 2008-2019, NTM enforcement is found to deter quality upgrading for products distant from the quality frontier due to compliance costs. Conversely, NTM enforcement stimulates quality upgrading for products close to the quality frontier, given an increased probability of capturing monopoly profits. [ABSTRACT FROM AUTHOR]

Abstract: Farmer cooperatives are rapidly adopting the computer as a managerial tool as indicated by their attempts to make greater and more sophisticated use of their computers since their initial installation. This report presents factual data on the popular criticism that many cooperatives are not using the computer to its fullest potential. The report provides general management and individuals responsible for computer installations with criteria that can be used for evaluating their particular computer efforts with that of other agricultural cooperatives. In addition, it provides extension economists with an evaluation of cooperative effectiveness in using the computer for managerial decision making. (Author)

Abstract: We estimate an econometric model of coca production in Colombia. Our results indicate that coca eradication is an ineffective means of supply control as farmers compensate by cultivating the crop more extensively. The evidence further suggests that incentives to produce legal substitute crops may have greater supply-reducing potential than eradication. Abstract: A methodological framework for the analysis of regional marketing programs which include regional-origin labeling as well as quality assurance and control is presented. Welfare implications for producers in a program is found to depend strongly on advertising elasticities as well as on the costs of participation including quality control and on the co-financing mechanism between government and producers.
