The Tropical Rainfall Measuring Mission (TRMM) is a cooperative effort between National Space Development Agency (NASDA) of Japan and NASA of the USA. TRMM is designed to measure rain rates from space using a combination of high resolution radar, passive microwave radiometer and visible-infrared radiometer measurements from a spacecraft in a rapid precession, 350 km orbit inclined at 35 deg. These measurements, averaged over a 500 km grid for a month, are expected to provide monthly mean rainfall to an accuracy of 10 to 15 percent. TRMM will also make it possible to analyze the diurnal component of the rainfall and to derive the vertical distribution of latent heating. An accurate measure of the oceanic rainfall distribution will provide unprecedented insight into the halocline distribution and the stability of the oceanic surface layers. A status of the program is presented.

The release of latent heat of condensation is the largest internal energy source of the atmosphere. Latent heating is most significant during the precipitation process. Our knowledge of the distribution of precipitation is poor. It is only well observed within limited areas of the globe. Over the oceans, for example, it is known only to within a factor of two. Thus, there are strong scientific requirements for observations of precipitation from instruments on board a satellite. The Tropical Rainfall Measuring Mission (TRMM) will be the first satellite to measure rainfall with adequate accuracy and provide information about the vertical distribution of precipitation, not only in tropics and subtropics, but to plus or minus 35 degrees of latitude. There is a need for the continuity of rain observations for climate modeling purposes and to expand observations to cover more of the globe than simply plus or minus 35 degrees latitude.

NASA has defined a program to address critical laser-induced damage issues peculiar to its remote sensing systems. The Langley Research Center (LaRC), with input from the Goddard Space Flight Center (GSFC), has developed a program plan focusing on the certification of optical materials for spaceflight applications and the development of techniques to determine the reliability of such materials under extended laser exposures. This plan involves cooperative efforts between NASA and optics manufacturers to quantify the performance of optical materials for NASA systems and to ensure NASA's continued application of the highest quality optics possible for enhanced system reliability. A review panel was organized to assess NASA's optical damage concerns and to evaluate the effectiveness of the LaRC proposed program plan. This panel consisted of experts in the areas of laser-induced damage, optical coating manufacture, and the design and development of laser systems for space. The panel was presented information on NASA's current and planned laser remote sensing programs, laser-induced damage problems already encountered in NASA systems, and the proposed program plan to address these issues. Additionally, technical presentations were made on the state of the art in damage mechanisms, optical materials testing, and issues of coating manufacture germane to laser damage.

Several major NASA research efforts in lidar remote sensing are reviewed, with attention given to hardware and key sensor issues along with results and expectations. The discussion covers temperature and pressure measurements, measurements methods and instrumentation, pressure data, wind field measurements, atmospheric backscatter measurement, aerosol and cloud measurements, and water vapor measurement. Consideration is also given to the applicability of lidar measurements to problems of operational weather analysis and forecasting, climate studies, mesoscale and severe storm analysis and forecastig, and studies of atmosphere/surface interface.

Adequate measurement of rainfall over the global tropics can only be made from space, using an inclined low orbit and a combination of sensors. A relatively low-budget earth probe satellite called the tropical rainfall measuring mission (TRMM) is described. It is an approved joint project between the United States and Japan, with an intended launch by the Japanese in 1996. It will fly at an orbit elevation of 350 km and an inclination of 35 deg. Radiation instruments were added to the payload in late 1990. The TRMM rain package, its instruments, expected products, and some results of prelaunch research on the orbit sampling, rain retrievals, and ground validation procedures are discussed.

Results of a 1-year USA-Japan study of the feasibility of the joint TRMM project are briefly reviewed. The TRMM mission will fly four precipitation sensors, a single-frequency radar, two types of microwave radiometers, and a visible and infrared radiometer. The scientific background of the mission and its organizational and engineering aspects are summarized.

Plans for the proposed TRMM satellite mission are presented. The first report of the TRMM Science Steering Group (1987) is outlined. The instrument requirements and salient features of a TRMM spacecraft are given. Cooperation between the U.S. and Japan in planning the mission and expected scientific advances from the mission are summarized.

In 1985, the Office of Space Flight at NASA Headquarters established a Space Shuttle Weather Advisory Panel in order to review the weather support program and plans as well as to improve weather-support capabilities. The panel found that present National Space Transportation System (NSTS) weather support could be enhanced to bring it up to state-of-the-art status. Weather personnel need to be given incentives to remain on the NSTS team for 5-10 years, to constitute a small but exceptionally effective number of highly qualified and dedicated weather forecasters.

In a qualitative way, the physical mechanisms which generate fluxes of heat, momentum, and turbulence in the atmosphere are discussed. This material is presented to acquaint people with the Earth science aspects of turbulence as important processes in the atmosphere. To attempt to describe turbulent fluxes of heat, momentum, and moisture in precise mathematical detail becomes an intractable problem. It is burdened by an eighth order set of equations involving more variables than equations. It is a closure problem which requires complicated assumptions that are not necessarily always satisfied, variable boundary conditions, and sparse observational data. Therefore, we must approach the problem in a simplified manner to obtain any kind of solution involving the variables of shear, stress, and heat, moisture, and momentum fluxes. There are other problems, of course, in which the inclusion of the planetary boundary layer is extremely important. Air pollution studies, air-sea exchanges, mesoscale models, and so on, must account for the planetary layer in very specific terms. Some of the physical mechanisms that are involved in generating fluxes are described.

Papers and abstracts of the presentations made at the symposium are given as the scientific report for the Spacelab 3 mission. Spacelab 3, the second flight of the National Aeronautics and Space Administration's (NASA) orbital laboratory, signified a new era of research in space. The primary objective of the mission was to conduct applications, science, and technology experiments requiring the low-gravity environment of Earth orbit and stable vehicle attitude over an extended period (e.g., 6 days) with emphasis on materials processing. The mission was launched on April 29, 1985, aboard the Space Shuttle Challenger which landed a week later on May 6. The multidisciplinary payload included 15 investigations in five scientific fields: material science, fluid dynamics, life sciences, astrophysics, and atmospheric science.

A flight program to measure the influence of orographic features on turbulent momentum, heat, and moisture fluxes was carried out. Characteristic wake flow patterns were observed in laboratory studies. While the upper level winds (above 10,000 ft msl) blow from west to east (perpendicular to the mountain range), flow patterns similar to flow from a backward-facing step are observed. When the upper level winds blow at 301 and 312 deg from true north (slightly oblique to the mountain range), experimental evidence suggests flow patterns typical of a vortex shed from the mountain range similar to a leading edge vortex from a delta wing aircraft. The observed flow patterns are analyzed. It is concluded that wake flow very similar to those observed in laboratory facilities can occur due to winds over mountain ranges. Results of studies in the laboratory may shed considerable insight to atmospheric boundary layer winds obstructed by orographic features.
