В современных условиях цифровизация хозяйственной и экономической деятельности региона становится одним из ключевых аргументов его инвестиционной привлекательности и конкурентоспособности. Важнейшими факторами, определяющими развитие цифровой экономики, являются: соответствующее нормативно-правовое обеспечение, информационная инфраструктура и безопасность, научно-исследовательские разработки, специализированные кадры с ключевыми компетенциями. В этом перечне критическим фактором является человеческий капитал, поскольку именно кадры определяют уровень развития всех других элементов из этого перечня. Важнейшие тренды в подготовке кадров для цифровой экономики России – формирование знаний, умений, навыков цифровой грамотности на самых начальных этапах обучения детей и развитие соответствующих компетенций через всю жизнь. Нехватка профильных кадров для цифровизации остается основной проблемой социально-экономического и инновационного развития большинства регионов Российской Федерации. Цель исследования – оценить роль и определить направления повышения эффективности деятельности высших учебных заведений в кадровом обеспечении цифровой экономики региона. Авторами проведен анализ индекса цифровизации экономики Мурманской области, сделан вывод о накоплении социального эффекта от внедрения цифровизации. Однако превышение цифрового спроса над цифровым предложением по измерению «Образование» свидетельствует о серьезных проблемах в подготовке кадров для этой сферы. Выявлены тенденции в подготовке кадров с ключевыми компетенциями цифровой экономики в Мурманской области на базе высших учебных заведений. В расчетах использована методика определения показателей федерального проекта «Кадры для цифровой экономики». Обоснована роль университетов как ключевых поставщиков трудовых ресурсов для реализации арктических проектов, предполагающих использование цифровых технологий. Обозначены региональные проблемы, а также внутренние ограничения вузов в области подготовки кадров для цифровой экономики. Предложены направления повышения эффективности подготовки специалистов с цифровыми компетенциями для экономики региона на базе высших учебных заведений. Обеспечение соответствующими специалистами требует системной консолидации усилий всех заинтересованных акторов: правительства, бизнес лидеров и лидеров общественного мнения, вузов., In modern conditions, the digitalization of the economic and economic activity of the region is becoming one of the key arguments for its investment attractiveness and competitiveness. The most important factors determining the development of the digital economy are: relevant regulatory and legal support, information infrastructure and security, research and development, specialized personnel with key competencies. In this list, human capital is a critical factor, since it determines the level of development of all other elements from this list. The most important trends in the training of personnel for the digital economy of Russia are the formation of knowledge, skills, and digital literacy skills at the initial stages of children’s education and the development of relevant competencies throughout life. The shortage of specialized personnel for digitalization remains the main problem of socio-economic and innovative development of most regions of the Russian Federation. The purpose of the study is to assess the role and identify areas for improving the efficiency of higher education institutions in the staffing of the digital economy of the region. The authors analyzed the digitalization index of the economy of the Murmansk region and draw conclusions on the accumulation of social effects from the introduction of digitalization. However, the excess of digital demand over digital supply in the “Education” dimension indicates serious problems in training personnel for this area. Trends in the training of personnel with key competencies of the digital economy in the Murmansk region on the basis of higher educational institutions have been identified. The calculations used the methodology for determining the indicators of the federal project “Personnel for the digital Economy”. The role of universities as key suppliers of labor resources for the implementation of Arctic projects involving the use of digital technologies is substantiated. Regional problems, as well as internal limitations of universities in the field of training for the digital economy are identified. The directions for improving the efficiency of training specialists with digital competencies for the economy of the region on the basis of higher educational institutions are proposed. Providing relevant specialists requires a systematic consolidation of the efforts of all interested actors: the government, business leaders and public opinion leaders, universities.

The article, aimed at mapping ways to enhance the systemic character and sustainability of citizen science, analyses the state of its discourse in the Russian context. The analysis, relying upon the multiple actor interdisciplinary paradigm within the framework of rational agency, applied comparative and analytical methods. The research concentrated on identifying common invariant features in the processes of initiating and developing citizen science projects, as well as on distinguishing core unresolved issues. The article points out the relevance of citizen science, viewing the latter as a reflection of changes in the relationships and activities undertaken by people, communities and society at large, diverse actors getting more and more involved in these activities, with their functionality and impact on social processes being expanded. The research can be considered brandly new, because it defines the role of citizen science as a new synergetic paradigm for the development of science and higher education in Russia, and as an important communication-and-cooperation channel between higher education and society at large. In particular, it is revealed that at the macrolevel, citizen science projects contribute to the democratization of both scientific research and society as a whole by invoking actors from various social spheres and subsystems, as well as by strengthening citizens’ confidence in the state. At the microlevel, the projects contribute to the universities’ educational and social mission, expand and diversify the interaction of HEIs with society, and foster new research questions formulation. The practical use of the research is viewed as a possible integration of our conclusions in the further practice-oriented investigations, in forming citizen science backgrounds, competences, and methodological base. Of no less importance are the materials for the training programmes modernization in the field of science and higher education administration. Цель данной обзорной статьи – анализ состояния в российском контексте дискурса по тематике гражданской науки для формирования предложений по усилению его системного и устойчивого характера. В ходе исследования применялись сравнительно-аналитические методы с опорой на междисциплинарную полиакторную парадигму в рамках рациональной агентности. Предмет проведенного исследования – выявление инвариантных характеристик процессов становления и развития проектов гражданской науки, а также определение основных нерешенных проблем. Авторами показана актуальность гражданской науки как отражения изменений в отношениях и деятельности людей, сообществ и общества в целом, повышения активности различных субъектов, расширения их функциональности и влияния на общественные процессы. Научная новизна исследования заключается в определении роли гражданской науки как новой синергетической парадигмы развития науки и высшей школы в России, а также как важного канала коммуникации и взаимодействия высшей школы и общества в целом. В частности, установлено, что на макроуровне проекты гражданской науки способствуют демократизации не только научных исследований, но и общества в целом посредством активизации акторов из различных сфер и подсистем общества, а также увеличения доверия граждан к государству. На микроуровне проекты вносят вклад в образовательную и социальную миссию университетов, расширяют и диверсифицируют их взаимодействие с обществом, способствуют постановке новых исследовательских вопросов. Практическая значимость представленной работы заключается в возможности использования полученных выводов для проведения практико-ориентированных научных исследований, формирования как практик в области гражданской науки, так и необходимых компетенций и методологической базы. Также представленные в статье материалы могут использоваться для модернизации программ подготовки кадров в области управления высшим образованием и наукой.

The article presents statistical data on the number of universities in Russia. The existing methodological approaches to the study of the role of universities in various spheres of society are listed. The coinciding functions of higher education institutions are singled out for the society as a whole and for the city in particular. Separately highlighted the role of universities for cities (maintenance of city functions, impact on the city's number through the system of staffing, development of urban agglomeration, image role). It is also shown that universities can play a negative role (foci of distemper and discontent). В статье представлены статистические данные о количестве вузов в России. Перечислены сложившиеся методологические подходы к изучению роли вузов в различных сферах общества. Выделяются совпадающие функции вузов для общества в целом и города в частности. Отдельно выделена роль вузов для городов (поддержание функций города, влияние на численность города через систему кадрового обеспечения, развитие городской агломерации, имиджевая роль). Также показано, что вузы могут играть и негативную роль (очаги смуты и недовольства).

This research aims to study the results of the cooperation between UFCG and state and private companies in the area of Computer Science, through the evaluation of signed contracts and agreements. The study seeks to identify the evolution of partnerships established in terms of contract specificities, resource evolution, as well as teachers' views on the effectiveness of contracts. The cooperation between university-business can thus be understood as a process of exchange involving transfer, sharing and / or transformation of knowledge, through the development of products and the provision of services. The process of cooperation between university and company promotes the relationship of several agents, aiming to share knowledge and, consequently, to develop necessary relations within the reach of the previously established motivations. This dissertation characterizes itself in the objectives established as an exploratory and descriptive research. We adopted as methodological procedure the case study, using quantitative and qualitative methods that involve both methods of documentary appreciation and the application of a questionnaire as a means for data collection. The analysis of these procedures showed that the cooperation between the university and the companies mediated by the foundations has benefited a reduced number of courses with a great variation of time to finalize the researches and evidenced the importance of fiscal incentives to stimulate the approximation between universities and the productive sector. The cooperation occurs primarily with private companies which have a large fluctuation in the participation of members of the academic community and the number of intermediations signed per year. Teachers have pointed out that academic projects in cooperation with firms do not only provide additional resources, but also a number of beneficial consequences that favor both the academic community and business. With this, it is concluded that the university as one of the participants of the subsystems of the national innovation system can assist in economic performance. A presente pesquisa tem por objetivo estudar os resultados percebidos da cooperação entre UFCG e empresas estatais e privadas na área de Ciência da Computação, através da avaliação dos contratos e convênios firmados. O estudo procura identificar a evolução das parcerias firmadas em termos de especificidades dos contratos, evolução dos recursos, bem como a visão dos docentes sobre a efetivação dos contratos. A cooperação entre universidade-empresa pode ser entendida, assim, como um processo de intercâmbio que envolve a transferência, compartilhamento e/ou transformação do conhecimento, por meio do desenvolvimento de produtos e prestação de serviços. O processo de cooperação entre universidade e empresa promove a relação de diversos agentes, com objetivo de compartilhar conhecimento e, consequentemente, desenvolver relações necessárias ao alcance das motivações previamente estabelecidas. Esta dissertação caracteriza-se quanto aos objetivos estabelecidos como uma pesquisa exploratória e descritiva. Adotou como procedimento metodológico o estudo de caso, utilizando métodos quantitativos e qualitativos que envolvem tanto métodos de apreciação documental quanto a aplicação de um questionário como meios para coleta de dados. A análise destes procedimentos demonstrou que as cooperações U-E intermediadas pelas fundações beneficiam um reduzido número de cursos com uma grande variação de tempo para finalizar as pesquisas e evidenciou a importância dos incentivos fiscais\legais para fomentar a aproximação entre universidades e o mundo empresarial. As cooperações ocorrem prioritariamente com empresas privadas com uma grande oscilação na participação dos membros da comunidade acadêmica e do número de intermediações firmadas por ano. Os docentes indicaram que os projetos acadêmicos em cooperações com firmas não proporcionam, apenas, o acréscimo de recursos, mas também uma série de consequências benéficas que favorece tanto a comunidade acadêmica como as empresas. Com isso, conclui-se que a universidade como um dos participantes dos subsistemas do sistema nacional de inovação pode auxiliar no desempenho econômico.
