Abstract

To facilitate access of Vietnamese private firms to financing resources, the first Stock Exchange Center in Ho Chi Minh City (HOSE) was inaugurated on July 20 SP th sp , 2000, and the first transactions were launched on July 28 SP th sp , 2000 with only two types of shares (REE and SAM - two Vietnamese manufacturing firms participating at the very early stage of the Vietnamese equitization process). This failure could be explained by the bureaucratic budgetary allocation mechanism of the socialist state, by the absence of any competition, which is why the poor performance of the key players in the economy, which are mainly state-owned and run enterprises (SOEs). Modernising the economy and increasing the resources available for businesses also means changing the shareholding and the governance of state-owned enterprises, especially for technological firms, as this impacts their financing capacity and performance (Sahut et al., [15]).
