Abstract

Marine aquaculture has the potential to increase its contribution to the global food system and provide valuable ecosystem services, but appropriate planning, licensing and regulation systems must be in place to enable sustainable development. At present, approaches vary considerably throughout the world, and several national and regional investigations have highlighted the need for reforms if marine aquaculture is to fulfil its potential. This article aims to map and evaluate the challenges of planning and licensing for growth of sustainable marine aquaculture. Despite the range of species, production systems and circumstances, this study found a number of common themes in the literature; complicated and fragmented approaches to planning and licensing, property rights and the licence to operate, competition for space and marine spatial planning, emerging species and diversifying marine aquaculture production (seaweed production, Integrated Multi‐Trophic Aquaculture [IMTA], nutrient and carbon offsetting with aquaculture, offshore aquaculture and co‐location and multiuse platforms), and the need to address knowledge gaps and use of decision‐support tools. Planning and licensing can be highly complicated, so the UK is used as a case study to show more detailed examples that highlight the range of challenges and uncertainty that industry, regulators and policymakers face across interacting jurisdictions. There are many complexities, but this study shows that many countries have undergone, or are undergoing, similar challenges, suggesting that lessons can be learned by sharing knowledge and experiences, even across different species and production systems, rather than having a more insular focus. Abstract

The pressure on scarce freshwater resources from intensifying human activity is rising across the globe. This study presents the case of Jatiluhur - Indonesia's largest reservoir, where unregulated aquaculture expansion has contributed to environmental degradation and associated conflicts with other water-users. Aiming to identify a strategy to improve the sustainability of cage aquaculture within Jatilihur reservoir and other freshwater bodies facing similar challenges, this study consisted of an initial analysis of time bound satellite images of the reservoir and a systematic survey of 112 aquaculture farms. The results revealed that, with more than 45,000 production units in 2020, more than half of which are placed outside government-approved aquaculture zones, the carrying capacity of the reservoir is exceeded. An analysis of the farm-level production practices, pertinent to environmental regulation, indicated the existence of three main production strategies, with significant differences in eutrophication potential among them that would lead to better articulated policy actions. A feed manufacturer-focused policy to reduce total phosphorus levels in formulated diets by more than half, but still within the optimal level for fish performance, would have the most impact. Enforcement of registration and removal of illegal production units supported by satellite-based monitoring of compliance are key recommendations to support intensive cage culture remaining an important economic activity.

41. Heavy metal concentrations and sediment quality of a cage farm on Lake Volta, Ghana

Abstract

This study involved the determination of sediment quality and heavy metals in the water column and bottom sediment of a selected cage fish farm in Lake Volta, to assess the potential impact of metals and organic matter pollution on the lake due to cage fish farming. Sediment analysis indicated that the texture of all sampling sites was sandy clay loam with sand dominating with a range of 31.5%–81.2%. The organic matter (TOM) ranged from 4.42%–8.89%, while organic carbon (TOC) was from 2.57%–5.22%. Total nitrogen (TN) fluctuated between 0.22% and 0.45%; total phosphate ranged between 0.22% and 5.30%. The TOC, TOM and TN content in the farm sediment were significantly lower than those of the reference sites (ANOVA, p < .05). Lead, copper, cadmium and selenium were not detected in the water. The results revealed that heavy metal concentrations in the water column and sediments were low and within tolerable levels, indicating no influence of metals from fish feed was observed on the lake water quality. However, the farm seemed to have moderate impact on sediment quality from organic matter. Water and sediment quality monitoring should be embarked upon periodically to ensure sustainable cage culture in the Lake Volta.

45. Use of models for the environmental risk assessment of veterinary medicines in European aquaculture: Current situation and future perspectives

Abstract

Veterinary Medicinal Products (VMPs) are used in intensive aquaculture production to treat a wide range of bacterial and parasitic infestations. Their release into the environment poses concerns regarding their potential ecotoxicological risks to aquatic ecosystems, which need to be evaluated making use of appropriate Environmental Risk Assessment (ERA) schemes and models. This study presents an overview of the major aquaculture production systems in Europe, the VMPs most commonly used, and the environmental quality standards and regulatory procedures available for their ERA. Furthermore, it describes the state-of-the-art on the development of environmental models capable of assessing the fate, exposure, ecotoxicological effects and risks of VMPs in aquaculture production systems, and discusses their level of development and implementation within European aquaculture. This study shows that the use of environmental models in regulatory ERA is somewhat limited in many European countries. Major efforts have been dedicated to assess the fate and exposure of antiparasitic compounds in salmonid cage systems, particularly in Scotland, while models and scenarios for assessing dispersal of antimicrobials, in general, and antiparasitic compounds in the Mediterranean as well as in Scandinavian regions are less available. On the other hand, the use of ecological models for assessing the effects and risks of VMPs is almost absent. Recommendations are provided to improve the chemical exposure and effect assessments and the ecological realism of the modelling outcomes, paying special attention to the protection goals set for the regulatory ERA of VMPs in Europe.

47. Heavy metal contamination of the sea cucumber Holothuria policultured in integrated multi-trophic aquaculture in a multi-use coastal area

Abstract

The accumulation of heavy metals in the edible tissue of the white spot sea cucumber, Holothuria poli, revealed the transfer of metal contaminants to sea cucumbers when produced below fish cages in a Mediterranean port area. Sea cucumbers were cultured on the seafloor directly below a fish cage at 0 m, then at 10 m and at 25 m away from the cage, as part of an open-water integrated multi-trophic aquaculture (IMTA) system, and then at a reference site over 1 km from the fish farm, over a one-year period. At the end of the study, sea cucumbers and seafloor sediments were sampled from the IMTA sites near the fish cages, except at 0 m due to mass sea cucumber mortalities within the first month of the study, and again at the reference site. The concentrations of cadmium (Cd), copper (Cu), chromium (Cr), nickel (Ni), and zinc (Zn) were significantly higher in sediments near fish cages than the reference site. Localised enrichment from marine aquaculture could explain the significant concentration of metals in sediments below fish cages that are typically ascribed to their use in aquaculture. Arsenic (As), lead (Pb) and mercury (Hg), which are not associated with commercial fish diets, did not vary between sites. Concentrations of iron (Fe), which is available in commercial diets, were similar near fish cages and at the reference site. The body wall/muscle tissue of the sea cucumber. H. polirevealed high concentrations of the essential metals Fe and Zn near fish cages and in natural sediments at the reference site. H. polican regulate these essential metals that characterised the edible tissue of the sea cucumbers. Non-essential metals like Hg and Cd had the lowest concentrations of all analysed metals in the sea cucumber tissue. However, the bioaccumulation of toxic metals, Hg and As, reveal the bioavailability of these contaminants in sediments and the propensity of bottom-dwelling sea cucumbers to bioconcentrate these metals, when cultured under a commercial fish cage in IMTA and elsewhere in natural sediments in this industrial environment. Holothuria polidid not exhibit bioaccumulation of Cu, Cr, Fe, Ni, Pb and Zn in its body wall/muscle tissue. The bioaccumulation of Hg and As reveal the need to account for the potential effects of farm-level variability throughout longer production cycles and bay-wide dynamics on sediment contamination and bioaccumulation in sea cucumbers until harvest. Site-specific dynamics in ports, whether natural or anthropogenic, can be expected to influence bioaccumulation of metal contaminants and therefore require long-term and fine resolution monitoring for better representation in open-water IMTA production.
