Ce rapport concerne l'étude de la consommation énergétique et des émissions de gaz à effet de serre résultant de l'usage des TIC. Il vise à l'évaluation du bilan du secteur sur ces deux critères, en intégrant ses contributions négatives (les impacts liés au fonctionnement de ses différents appareils et infrastructures) et positives (les gains générés par les TIC dans les autres secteurs d'activité). Il met en évidence la croissance modérée de l'ordre de 4-5% de l'énergie électrique consommée par les TIC, et le rôle prépondérant des équipements de bureaux et des serveurs locaux, ainsi que des équipements de télécommunications qui constituent l'infrastructure de l'Internet dans cette consommation, tandis que les « data centres » gardent une part modeste de l'ordre de 20% dans cette consommation et ils sont plus susceptibles de faire l'objet d'optimisation ciblée.Les TIC interagissent avec tous les secteurs d'activités, et notamment avec les transports individuels qui sont eux grands consommateurs d'énergie. Ainsi un chiffrage comparatif d'évolution potentielle dans ces deux secteurs permet d'éclairer l'effet que les TIC peuvent avoir sur la consommation d'énergie en transports individuels. Enfin, le rapport souligne l'importance de certains thèmes de recherche qui peuvent aider à limiter l'augmentation de la consommation d'énergie par les TIC sans limiter leurs usages.

Le terme de TIC vertes (ou Green IT) est apparu récemment pour mettre en avant le potentiel écologique des technologies numériques mais aussi pour souligner les progrès qui restent à accomplir dans ce secteur. La production et l'usage des TIC participent-ils à rendre notre société plus écologique ou génèrent-ils des effets néfastes faisant plus qu'annuler les bénéfices escomptés? Les auteurs commencent par dresser un état des lieux des enjeux écologiques liés au développement des technologies numériques. Pour répondre à ce constat, ils étudient les représentations et les engagements des acteurs socioéconomiques dans le domaine des TIC vertes : quels sont les points de vue des producteurs, des distributeurs, des pouvoirs publics, des mouvements associatifs ou des consommateurs? Comment leurs rapports à l'écologie et aux technologies numériques diffèrent-ils, se complètent-ils ou s'opposent-ils? Les réponses finalement esquissées soulignent les différentes priorités qui se dessinent et le jeu du report des responsabilités qui s'opère entre les acteurs socioéconomiques. This book constitutes the refereed proceedings of the 18th EUNICE 2012 conference on information and communication technologies, held in Budapest, in August 2012. The 23 oral papers demostrated together with 15 poster presentations were carefully reviewed and selected from 48 submissions. The papers are organized in topical sections on radio communications, security, management, protocols and performance, algorithms, models, and simulations.

This book constitutes the refereed proceedings of the 17th EUNICE 2011 Workshop on energy-aware communications, held in Dresden, in September 2011. The proceedings comprise 16 full papers and 7 poster papers which are presented together with the abstracts of the 3 invited talks. The topics covered are: network architectures; ad-hoc and wireless networks; system simulation; network planning, optimization, and migration; traffic engineering; quality of experience; and energy efficient architectures.
