Our goal is to extend the research on the political importance of social networks by investigating the role of networks in shaping citizen responses to changes in the law. We emphasize the development of special-purpose social networks to cope with changing legal requirements and analyze these networks from a problem-solving perspective. The empirical focus of the work is taxpayers' adaptation to the 1986 Tax Reform Act. The results from a panel survey of 475 taxpayers demonstrate that specialized, weak-tie networks play a critical role in shaping responses to legal change. More important problems (i.e., tax increases) stimulate search among broader networks. Broader networks, in turn, lead to greater knowledge about he 1986 Tax reform Act. Network search is biased by both taxpayer attitudes and motivation: taxpayers seek like-minded discussants, and bigger tax increases lead to more noncompliant weak-tie discussants. Finally, the attitudes of weak-tie discussants produce changes in taxpayers' attitudes about compliance, confirming the important role of networks in shaping compliance behavior.

Public opinion regarding the 1986 Tax Reform Act was observed to become progressively negative after the law was enacted. In contrast, the tax system gained a more favorable public assessment due to the reform. A cognitive model of taxpayer attitudes is presented as an explanation to these conflicting reactions. It was found that tax complexity and difficulties involved in determining its effects diminishes the influence of self-interest in the formation of attitudes and enhances the effect of prior attitudes and discussion.

Studies conducted by Sommerhalder and Eling, Scholz, McGraw and Steenbergen and Richard Wahlund on taxpayer perceptions and reactions regarding tax reform in the US, Sweden and the Netherlands are analyzed. It was found that the marginal rates of individual income tax has been greatly reduced by tax reform measures. In addition, no substantial increase was found in the public's acceptance and support of the tax system and the personal income tax, which has grown more complex duirng the 1980s. It was concluded that governments should continue aiming for gradual improvements in the system.

Americans are uncertain about the need for substantive tax reform, judging by polling results. GOP voters have strongly signalled their desire for change in exit polls and by supporting Steve Forbes' presidential candidacy. However, an Associated Press Feb 1996 poll found only 28% favored completely changing the system. The majority of the respondents felt the income tax system is simple enough. More people supported retaining the existing system than replacing it with a flat or national sales tax, and respondents were almost evenly split on the question of losing deductions.
