Enhanced and effective hydrological monitoring plays a crucial role in understanding water-related processes in a rapidly changing world. Within this context, image-based river monitoring has been shown to significantly enhance data collection, improve analysis and accuracy, and support effective and timely decision making. The integration of remote and proximal sensing technologies with citizen science and artificial intelligence may revolutionize monitoring practices. Therefore, it is crucial to evaluate the quality of current research and ongoing initiatives to envision the potential trajectories for research activities within this specific field. The evolution of monitoring strategies is progressing in multiple directions that should converge to build a critical mass around relevant challenges to find innovative solutions that overcome limitations of traditional approaches. The present study reviews examples and good practices of enhanced hydrological monitoring in different applications, reflecting on the strengths and limitations of new approaches. Non‐perennial streams have a global prevalence, but quantitative knowledge of the temporal dynamics of their flowing length—namely the extent of the wet portion of the stream network—remains limited, as the monitoring of the spatiotemporal configuration of wet channels is challenging in most settings. This work combines the high spatial resolution of visual surveys and the high temporal resolution of camera‐based approaches to reconstruct the space‐time stream network dynamics in a 3.7 km2 Mediterranean catchment of central Italy. Information on the hydrological status of the stream network derived from 40 field surveys and sub‐hourly images collected with 21 stage‐cameras are combined exploiting the hierarchical principle. The latter postulates the existence of a Bayesian chain, defined from the local persistence of the nodes that dictates their wetting/drying order during expansion/retraction cycles of the flowing stream network. Our results highlight the complexity of network dynamics in the study area: while the number of wet nodes decreases during the dry season and increases during the wet season, the local persistency exhibits a highly heterogeneous non‐monotonic spatial pattern, originating a dynamically disconnected network. Despite this heterogeneity, the hierarchical model well approximates the temporal evolution of the state of the network nodes, with an accuracy that exceeds 99%. Crucially, the model allows the reconstruction of the wet portion even in cases in which part of the network was not observed. This work provides a novel conceptual approach for the reconstruction of the wet portion of the network in poorly accessible sites. - Abstract
Widely available digital technologies are empowering citizens who are increasingly well informed and involved in numerous water, climate, and environmental challenges. Citizen science can serve many different purposes, from the "pleasure of doing science" to complementing observations, increasing scientific literacy, and supporting collaborative behaviour to solve specific water management problems. Still, procedures on how to incorporate citizens' knowledge effectively to inform policy and decision-making are lagging behind. Moreover, general conceptual frameworks are unavailable, preventing the widespread uptake of citizen science approaches for more participatory cross-sectorial water governance. In this work, we identify the shared constituents, interfaces, and interlinkages between hydrological sciences and other academic and non-academic disciplines in addressing water issues. Our goal is to conceptualize a transdisciplinary framework for valuing citizen science and advancing the hydrological sciences. Joint efforts between hydrological, computer, and social sciences are envisaged for integrating human sensing and behavioural mechanisms into the framework. Expanding opportunities of online communities complement the fundamental value of on-site surveying and indigenous knowledge. This work is promoted by the Citizens AND HYdrology (CANDHY) Working Group established by the International Association of Hydrological Sciences (IAHS).

- Abstract
Image velocimetry has proven to be a promising technique for monitoring river flows using remotely operated platforms such as Unmanned Aerial Systems (UAS). However, the application of various image velocimetry algorithms has not been extensively assessed. Therefore, a sensitivity analysis has been conducted on five different image velocimetry algorithms including Large Scale Particle Image Velocimetry (LSPIV), Large-Scale Particle Tracking Velocimetry (LSPTV), Kanade–Lucas Tomasi Image Velocimetry (KLT-IV or KLT), Optical Tracking Velocimetry (OTV) and Surface Structure Image Velocimetry (SSIV), during low river flow conditions (average surface velocities of 0.12–0.14 m s−1, Q60) on the River Kolubara, Central Serbia. A DJI Phantom 4 Pro UAS was used to collect two 30-second videos of the surface flow. Artificial seeding material was distributed homogeneously across the rivers surface, to enhance the conditions for image velocimetry techniques. The sensitivity analysis was performed on comparable parameters between the different algorithms, including the particle identification area parameters (such as Interrogation Area (LSPIV, LSPTV and SSIV), Block Size (KLT-IV) and Trajectory Length (OTV)) and the feature extraction rate. Results highlighted that KLT and SSIV were sensitive to changing the feature extraction rate; however, changing the particle identification area did not affect the surface velocity results significantly. OTV and LSPTV, on the other hand, highlighted that changing the particle identification area presented higher variability in the results, while changing the feature extraction rate did not affect the surface velocity outputs. LSPIV proved to be sensitive to changing both the feature extraction rate and the particle identification area. This analysis has led to the conclusions that for surface velocities of approximately 0.12 m s−1 image velocimetry techniques can provide results comparable to traditional techniques such as ADCPs. - Abstract
Since the turn of the 21st century, image-based velocimetry techniques have become an increasingly popular approach for determining open-channel flow in a range of hydrological settings across Europe and beyond. Simultaneously, a range of large-scale image velocimetry algorithms have been developed that are equipped with differing image pre-processing and analytical capabilities. Yet in operational hydrometry, these techniques are utilised by few competent authorities. Therefore, imagery collected for image velocimetry analysis (along with reference data) is required both to enable inter-comparisons between these differing approaches and to test their overall efficacy. Through benchmarking exercises, it will be possible to assess which approaches are best suited for a range of fluvial settings, and to focus future software developments. Here we collate and describe datasets acquired from seven countries across Europe and North America, consisting of videos that have been subjected to a range of pre-processing and image velocimetry analyses (Perks et al., 2020, https://doi.org/10.4121/uuid:014d56f7-06dd-49ad-a48c-2282ab10428e). Reference data are available for 12 of the 13 case studies presented, enabling these data to be used for reference and accuracy assessment.

- Abstract
This paper is the outcome of a community initiative to identify major unsolved scientific problems in hydrology motivated by a need for stronger harmonisation of research efforts. The procedure involved a public consultation through online media, followed by two workshops through which a large number of potential science questions were collated, prioritised, and synthesised. In spite of the diversity of the participants (230 scientists in total), the process revealed much about community priorities and the state of our science: a preference for continuity in research questions rather than radical departures or redirections from past and current work. Questions remain focused on the process-based understanding of hydrological variability and causality at all space and time scales. Increased attention to environmental change drives a new emphasis on understanding how change propagates across interfaces within the hydrological system and across disciplinary boundaries. In particular, the expansion of the human footprint raises a new set of questions related to human interactions with nature and water cycle feedbacks in the context of complex water management problems. We hope that this reflection and synthesis of the 23 unsolved problems in hydrology will help guide research efforts for some years to come.

- Abstract
This paper is the outcome of a community initiative to identify major unsolved scientific problems in hydrology motivated by a need for stronger harmonisation of research efforts. The procedure involved a public consultation through online media, followed by two workshops through which a large number of potential science questions were collated, prioritised, and synthesised. In spite of the diversity of the participants (230 scientists in total), the process revealed much about community priorities and the state of our science: a preference for continuity in research questions rather than radical departures or redirections from past and current work. Questions remain focused on the process-based understanding of hydrological variability and causality at all space and time scales. Increased attention to environmental change drives a new emphasis on understanding how change propagates across interfaces within the hydrological system and across disciplinary boundaries. In particular, the expansion of the human footprint raises a new set of questions related to human interactions with nature and water cycle feedbacks in the context of complex water management problems. We hope that this reflection and synthesis of the 23 unsolved problems in hydrology will help guide research efforts for some years to come.

This is the accepted manuscript of the paper "Measurements and observations in the XXI century (MOXXI): Innovation and multidisciplinary to sense the hydrological cycle", published as final paper in "Hydrological Sciences Journal Volume 63, 18 January 2018, Pages 169–196 https://doi.org/10.1080/02626667.2017.1420191”. To promote the advancement of novel observation techniques that may lead to new sources of information to help better understand the hydrological cycle, the International Association of Hydrological Sciences (IAHS) established the Measurements and Observations in the XXI century (MOXXI) Working Group in July 2013. The group comprises a growing community of tech-enthusiastic hydrologists that design and develop their own sensing systems, adopt a multi-disciplinary perspective in tackling complex observations, often use low-cost equipment intended for other applications to build innovative sensors, or perform opportunistic measurements. This paper states the objectives of the group and reviews major advances carried out by MOXXI members toward the advancement of hydrological sciences. Challenges and opportunities are outlined to provide strategic guidance for advancement of measurement, and thus discovery.
