Purpose of the study: This paper aims to analyze the judicial considerations of the dissenting opinion of Constitutional Court judge member Akil Mochtar on Constitutional Court No. 1/PUU-VIII/2010 Against the Judicial Review of Law No. 3 of 1997 on Juvenile Courts. Methodology: This normative research was based on literary sources. It aimed to discuss the problems that have been formulated to then obtain the expected results. To maximize discussion, this study uses a statute approach and other concepts obtained from literary sources. Results: The dissenting opinion conveyed by judge member Akil Mochtar only discussed the law as a written rule in the application of the law. Meanwhile, the Constitutional Court attempted to find substance in the Constitutional Court's decision. People's need for justice encourages constitutional judges as law enforcers to make various breakthroughs considering that the Constitutional Court's decisions are final and binding and have a general influence on the legal system. Observing the age range of children in Law No. 3 of 1997, which is between 8 and 18 years, legal provisions indirectly consider children in that age range to be able to commit criminal acts so that they can be sentenced like adults. In human development, a person of 8 years is still said to be immature (minderjarig) or still unable to be responsible. They have imperfect knowledge of the causes and consequences of their actions committed. Mistakes and wrongdoing should be considered child delinquency rather than a crime. Applications of this study: This paper can be applied by the Constitutional Court to make betterment to laws that are proposed for review by attempting to find the legal substance. ABSTRAK Tujuan: Tulisan ini bertujuan untuk menganalisis pertimbangan yuridis atas dissenting opinion anggota hakim Mahkamah Konstitusi Akil Mochtar tentang Mahkamah Konstitusi No. 1/PUU-VIII/2010 Terhadap Uji Materi Undang-Undang No. 3 Tahun 1997 tentang Peradilan Anak . Metodologi: Penelitian normatif ini didasarkan pada sumber literatur. Hal ini bertujuan untuk membahas masalah yang telah dirumuskan untuk kemudian memperoleh hasil yang diharapkan. Untuk memaksimalkan pembahasan, kajian ini menggunakan pendekatan undang-undang dan konsep lain yang diperoleh dari sumber normative. Hasil: Dissenting opinion yang disampaikan oleh anggota hakim Akil Mochtar hanya membahas undang-undang sebagai aturan tertulis dalam penerapan undang-undang. Sementara itu, Mahkamah Konstitusi berupaya mencari substansi dalam putusan Mahkamah Konstitusi tersebut. Kebutuhan masyarakat akan keadilan mendorong hakim konstitusi sebagai penegak hukum melakukan berbagai terobosan mengingat putusan MK bersifat final dan mengikat serta berpengaruh secara umum terhadap sistem hukum. Mencermati rentang usia anak dalam UU No. 3 Tahun 1997, yaitu antara 8 hingga 18 tahun, ketentuan hukum secara tidak langsung menganggap anak dalam rentang usia tersebut dapat melakukan tindak pidana sehingga dapat dipidana seperti orang dewasa. Dalam perkembangan manusia, seseorang yang berumur 8 tahun masih dikatakan belum dewasa atau masih belum mampu bertanggung jawab. Mereka memiliki pengetahuan yang tidak sempurna tentang sebab dan akibat dari tindakan yang mereka lakukan. Kesalahan harus dianggap sebagai kenakalan anak daripada kejahatan. Kegunaan: Kajian ini dapat digunakan oleh Mahkamah Konstitusi untuk melakukan perbaikan terhadap undang-undang yang diajukan untuk diuji dengan mencoba menemukan substansi hukumnya. This study aims to analyze the influence of the implementation of the regional financial accounting system, human resource competence and internal control systems on the quality of financial reports at the Jayapura Regency Social Service, both partially and simultaneously. This research was carried out at the Jayapura Regency Social Service office. The research will be carried out for more than 1 month. The source of data in this study is in the form of primary data obtained directly from the respondents or the samples in this study and data secondary sourced from information at research sites, scientific journals, sites or documents related to research objects. Data analysis in this study used quantitative data analysis, descriptive statistics, tests classical assumptions, multiple regression analysis, hypothesis testing with simultaneous tests (F-test) and partial tests (T-test) and the coefficient of determination using the SPSS application. The number of samples used were all employees, totaling 35 respondents. The results of the study proved that partially the regional financial accounting system had a significant effect on the quality of the social service financial reports for the Jayapura district, the competence of human resources did not have a significant effect on the quality of the financial reports for the Jayapura district social service and the system internal control has no significant effect on the quality of the financial reports of the Jayapura district social service. Simultaneously, the regional financial accounting system, human resource competency and internal control systems affect the quality of social service financial reports jayapura district.

Perkembangan teknologi dalam pembelajaran saat ini berkembang sangat pesat dan telah menjadi salah satu kebutuhan dasar setiap orang. Media pembelajaran merupakan perangkat yang digunakan untuk menyalurkan pesan dari pengirim kepada penerima yang akan menstimulir pemikiran, perasaan, perhatian, dan minat pembelajaran sehingga terjadi proses pembelajaran. Penggunaan Augmented Reality (AR) adalah dengan memasukkan objek virtual 3D ke dalam lingkungan nyata secara real-time, dalam konteks ini adalah lapisan tumbuhan dikotil dan monokotil sehingga tampilannya menjadi lebih nyata dan menarik. Dengan demikian, media pembelajaran semacam ini akan memberikan kebebasan bagi siswa dalam melakukan proses penemuan dengan cara mereka sendiri. Pengembangan aplikasi ini menggunakan metode waterfall dalam arti pengerjaan sistemnya dilakukan secara berurutan agar terhindar dari pengulangan tahapan. Aplikasi ini berjalan pada platform mobile android. Sebelum membuat objek 3D maka sebelumnya perlu mendaftarkan marker ke Vuforia agar 3D bisa tracking kemudian tampil, kemudian setelah terdaftar di Vuforia dan sudah membuat objek 3D di Blender maka objek 3D akan tampil di atas marker. Dengan adanya aplikasi ini diharapkan akan meningkatkan minat pelajar kelas 4 SD dalam mempelajari materi tentang tumbuhan dikotil dan monokotil.

Supply Chain Management merupakan jaringan fisik yaitu perusahaan yang terlibat dalam memasok bahan baku, memproduksi barang, maupun mengirimkannya ke konsumen. Suplier merupakan organisasi atau individu pada perusahaan yang berperan melaksanakan penyedia suatu barang atau jasa yang diperlukan dalam proses produksi. Suplier diperlukan untuk menjaga ketersediaan kebutuhan yang diminta oleh perusahaan untuk proses produksi agar tetap berjalan secara kontinu. Dalam rangka membantu pengambil keputusan untuk mengetahui alternatif terbaik dari banyak kriteria pilihan terdapat suatu model fleksibel yang memberikan kesempatan bagi perorangan atau kelompok untuk membangun gagasan, serta mendefinisikan persoalan dengan cara membuat kriteria mereka masing-masing dan memperoleh pemecahan persoalan pemilihan dengan kerangka berpikir yang terorganisir dan mengambil keputusan yang tepat serta efektif yaitu metode Analytical Hierarchy Process (AHP). Penelitian dilaksanakan untuk pemilihan suplier bahan baku kayu di CV. Surya Pratama, Mojokerto dengan metode AHP didapatkan nilai prioritas utama suplier yang dibutuhkan dengan bobot 0,377 atau 37,7% adalah kriteria Komunikasi, berikutnya kriteria Kualitas Barang dengan bobot 0,238 atau 23,8%, kemudian Pengiriman yang Tepat Waktu dengan bobot 0,151 atau 15,1%, selanjutnya kriteria Harga dengan bobot 0,106 atau 10,6%, kemudian kriteria Pelayanan yang berbobot 0,069 atau 6,9%, yang terakhir kriteria Dokumen yang berbobot 0,058 atau 5,8%.

Islam sebagai agama yang paripurna mengatur seluruh aspek kehidupan manusia, tidak terkecuali dalam hal komunikasi. Etika komunikasi Islam sebagai pilar utama dalam berkomunikasi penting untuk dilatih dan diterapkan dalam berbagai perspektif kehidupan. Etika komunikasi Islam intrapersonal, interpersonal dan di dalam keluarga adalah beberapa perspektif yang penting dikuasai. Etika komunikasi yang sesuai ajaran Islam untuk masing-masing perspektif adalah bagian penting selanjutnya yang harus melekat didalamnya.

Masyarakat yang kurang memiliki keterampilan, pendidikan rendah dan kondisi ekonomi yang menghimpit memiliki kecenderungan untuk mendapatkan uang dengan cara apapun salah satu nya melakukan tindak pidana pencurian. Surabaya merupakan salah satu kota yang aktivitas masyarakatnya tidak pernah berhenti sehingga dapat memicu aksi tindak pencurian oleh pelaku kejahatan. Maraknya peristiwa tindak pencurian dengan kekerasan saat ini, menjadi perhatian kepolisian untuk menjaga ketertiban dan kenyamanan masyarakat. Pencurian disertai dengan kekerasan diatur dalam Pasal 365 ayat (1) Kitab Undang-Undang Hukum Pidana. Tujuan dari penelitian ini untuk memberikan gambaran mengenai tindak pencurian dengan kekerasan dan mengajak masyarakat untuk berpartisipasi aktif dalam mencegah dan memberantas segala modus pencurian. Hasilnya diharapkan dapat bermanfaat untuk membuat kebijakan yang tepat dalam menekan adanya tindak pencurian dengan kekerasan. Penelitian ini terdiri dari 2 tahap, tahap pertama studi deskriptif dengan metode kualitatif dengan menganalisis data primer dari Satreskrim Polrestabes Surabaya. Tahap kedua adalah perumusan solusi sebagai upaya manajemen kepolisian dalam penanganan tindak pidana kejahatan dengan modus perampasan secara paksa. Hasilnya adalah modus operandi perampasan ini menjadi “favorit” para pelaku kejahatan karena dianggap lebih cepat dan mudah. Modus ancaman serta pergerakan yang cepat membuat korban tidak menyadari secara cepat peristiwa pencurian sehingga memudahkan pelaku langsung melarikan diri. Upaya penanggulangan oleh Polrestabes Surabaya melalui tindakan preventif dan represif. Kesimpulannya adalah manajemen kepolisian mengajak masyarakat untuk turut berperan menjaga dan mengamankan diri sendiri maupun lingkungannya.

This checklist has been used by numerous countries, including Indonesia. However, several technical issues were discovered, primarily as a result of the manual recording of the checklist on a spreadsheet. This study aimed to identify challenges related to the hospital readiness checklist that was implemented in Indonesia.Materials and Methods: This qualitative study used focus group discussions to collect data. The study was conducted in East Java, Indonesia, in October 2021, with the participation of nine organizations from the provinces of East Java and Bali. Data were thematically analyzed, and the findings were presented in a narrative format.Results: Hospital participants had experience in filling out a hospital readiness checklist every 3 months. Some challenges faced by the hospital was the need to manually enter data into the checklist, lack of coordination and communication, there were various perceptions in hospitals as there was no technical guide in completing the checklist, absence of feedback, and the data returning empty due to filling errors. Additionally, City X health office also identified challenges in monitoring and evaluating the hospital checklists.Conclusion: This study, which included both hospitals and the health office, described the challenges encountered in the assessment of the hospital readiness checklist. Both hospitals and DHO experienced some challenges with the current system. The checklist has the potential to evolve into a public reporting to improve efficiency and faster decision-making.Keywords: COVID-19, checklist, hospital readiness, self-assessment

Kelurahan Koya Barat adalah kelurahan yang berada di Kecamatan Muara Tami yang mengalami peningkatan perekonomian cukup pesat dibandingkan dengan kelurahan lainnya, Hal ini dilihat dari meningkatnya jumlah unit usaha yang meningkat tiap tahunnya. Tujuan dari pengabdian di Koya barat adalah untuk membantu dan mengajarkan para pemilik usaha di kelurahan koya barat dalam mengelola keuangan usahanya agar menjadi lebih efektif dan efisien.Pelaksanaan kegiatan pengabdian pada masyarakat ini dilakukan dengan metode survey,pelatihan dan pendampingan kepada pemilik usaha untuk mengetahui tata cara penggunaan aplikasi Buku kas dalam mencatat laporan keuangan baik transaksi penjualan, transaksi pembelian dan stok barang serta laporan keuangan dari hasil usaha. Hasil pengabdian yang telah dilakukan di Koya Barat adalah dari 14 Pemilik Usaha ada 13 reponden atau 92,8% pemilik usaha yang telah memahami pemakaian dari aplikasi Buku kas dan merasa sangat terbantu dalam mengelola keuangan usaha, sedangkan 1 responden atau 7,2% pemilik usaha telah memahami pemakaian dari Aplikasi tetapi belum dapat menerapkan secara baik karena terkendala Smartphone yang digunakan.

This study aims to determine the quality of public services at the Dukcapil Service of West Lombok Regency. departing from the results of research using qualitative methods. Data collection techniques used interviews, observation and documentation. There are four things to measure the quality of public services at the Dukcapil Service in West Lombok, namely, Tangiabel, reliability, responsiveness, assurance, and empathy. The results show that the quality of public services in the Dukcapil West Lombok meets quality public service standards, with the fulfillment of service facilities according to community expectations and added commitment through regulations in the form of a Decree of the Head of the Population and Civil Registry Office in 2021 related to public service standards within the Dukcapil West Lombok. which regulates service mechanisms and procedures, guarantees time, costs, service culture and the availability of facilities for people with special needs (disabled).

The implementation of local government policy in waste management, at Jayawijaya Regency, Papua Province, is a very strategic step that aims to serve the waste generated by the population, which indirectly participates in maintaining public health and creating a clean environment. To know performance rather than policy implementation, the authors perform analysis of the implementation of waste management policies, identify and analyze the supporting factors and inhibiting factors in waste management, and efforts to improve the effectiveness of implementing waste management policies at Jayawijaya Regency. This research is qualitative research with a descriptive approach. The results of the research indicate that factors are influencing the implementation of waste management policy, namely; that there are unclear contents of the policy that is not understood by the community related to communication due to the level of knowledge, the authority is the supervision of the field that handles the cleanliness of the city related to the resources and also the means of infrastructure, dispositions related to cognition and organizational structure related to the coordination found in the organizational structure. Still using a manual system, which is done by dumping (stacking). Waste management in the final disposal site is still conventional or combustion system. Efforts to improve the effectiveness of local government policy implementation in waste management are by applying local regulations that have been made seriously in the handling of waste. Awareness of the responsibility of the cleanliness officers should be improved. The need for supervision of the field of handling and processing of waste directly in the field from the environmental agency.

Further development in the field of geothermal energy require reliable reference data on the thermophysical properties of geothermal waters, namely, on the thermal conductivity and viscosity of aqueous salt solutions at temperatures of 293–473 K, pressures Ps = 100 MPa, and concentrations of 0–25 wt.%. Given the lack of data and models, especially for the dynamic viscosity of aqueous salt solutions at a pressure of above 40 MPa, generalized formulas are presented here, by which these gaps can be filled. The article presents a generalized formula for obtaining reliable data on the thermal conductivity of water aqueous solutions of salts for Ps = 100 MPa, temperatures of 293–473 K and concentrations of 0%–25% (wt.%), as well as generalized formulas for the dynamic viscosity of water up to pressures of 500 MPa and aqueous solutions of salts for Ps = 100 MPa, temperatures 333–473 K, and concentration 0%–25%. The obtained values agree with the experimental data within 1.6%.

The importance of the academic service administration system in supporting the academic service process and data management, makes it a vital system that must be avoided from risks that can hinder and affect technology-based systems. Data processing and academic services in Higher Education must be carried out optimally and integrated, because it is very necessary to realize quality services. To minimize the impact of risk, the authors make policies regarding risk management including managing risk profiles. To find out the achievement of information technology risk management implementation, the authors evaluate using the COBIT 5 framework in the APO12 (Manage Risk) process domain. Based on the results of the evaluation of the data obtained through the distribution of questionnaires, interviews and observations, it was found that the capability level and APO12 domain values ??were at level 1. thus resulting in a gap of 2 levels. The process of evaluating the application of information technology risk management in the system using the COBIT 5 framework, especially the APO12 (Manage Risk) process domain, obtained a level 2 capability level, namely performed process, which means that every process implemented has achieved the specified goals.

The design of the teacher and employee payroll information system is a system created to facilitate treasurers in managing teacher and employee salary data, for example for attendance which is currently still managed manually and salary calculations are still semi-computerized which are at risk of miscalculation of both the number of days for teachers and employees. incoming employees or the salary itself, reporting takes a lot of time and duplication of data can also occur. This information system uses the SDLC (System Development Life Cycle) for system design methodology, and the writing methodology used is descriptive method, to obtain data using the methods of observation, interviews, and literature study. To design this payroll information system is to use several design tools, including Data Flow Diagrams, Structure Charts, Flowmaps, and ER Diagrams. The development of this information system uses the Microsoft Visual Foxpro 9.0 programming language and is divided into three modules, namely master, transaction, and report. The design of this payroll information system is expected to improve the performance of the treasurer in the management of teacher and employee salaries involving attendance and deductions, and make it easier to make attendance reports, assignments, deductions, and payroll.

Masalah yang terjadi pada Risty Grosir Gamis kesulitan bagi pelanggan harus datang ke toko untuk memesan dan mengetahui informasi produk, pembuatan rekap data-data penjualan pada toko masih manual tanpa ada backup database serta area penjualan belum meluas hingga ke luar provinsi. Oleh karena itu solusi yang diberikan adalah dengan membangun sistem informasi e-commerce penjualan gamis pada Risty Grosir Gamis Malang. Sistem akan dirancang dan dibangun menggunakan metode waterfall yang terdiri dari beberapa tahapan yaitu, komunikasi, perencanaan, pemodelan, konstruksi dan implementasi sistem. Hasil dari pembuatan sistem informasi e-commerce penjualan gamis pada Risty Grosir Gamis Malang ini, para pelanggan dapat mencari informasi dan pemesanan produk melalui internet serta bagi pemilik toko dan karyawan toko dapat mengakses dan mengolah data dengan mudah

Rumah sakit merupakan fasilitas kesehatan yang sangat penting dalam kehidupan sehari-hari. Salah satu pelayanan kesehatan yang diberikan di rumah sakit adalah layanan konsultasi mata. Konsultasi mata dilakukan oleh dokter spesialis penyakit mata di rumah sakit. Jumlah dokter mata yang ada di RSUD Lawang hanya 1 orang dan jam pelayanan poli juga terbatas, sehingga ada beberapa pasien yang tidak dapat dilayani langsung karena keterbatasan tersebut. Salah satu alasan masyarakat enggan untuk memeriksakan mata ke fasilitas kesehatan karena waktu tunggu antrian yang cukup lama. Padahal banyak sekali masyarakat yang mengalami gangguan penglihatan. Dengan dibangunnya sistem pakar penyakit mata ini diharapkan mampu mempermudah masyarakat untuk memperoleh informasi penyakit mata berdasarkan gejala yang dirasakan, dan membantu masyarakat yang ingin melakukan konsultasi dengan dokter spesialis mata. Sistem ini juga membantu mayarakat yang ingin berkonsultasi langsung dengan dokter spesialis mata di rumah sakit dengan mendapatkan nomor antrian poli mata, sehingga pasien tidak perlu mengambil antrian secara manual di pendaftaran dan mengurangi waktu tunggu

Media pembelajaran interaktif adalah suatu sarana pengajaran yang menyajikan materi yang dapat memudahkan pengguna dalam menerima materi dimana pengguna tidak hanya melihat (visual) atau mendengar (audio) materi yang disampaikan, tetapi juga memberikan respon aktif terhadap materi yang disampaikan. Dengan menggunakan media yang bersifat multimedia tersebut segala informasi yang akan disampaikan akan lebih menarik dan tidak membosankan. Pada umumnya kegiatan belajar mengajar tentang materi wudhu, tayammmum dan shalat masih menggunakan media verbal dan buku yang cenderung bersifat pasif bagi peserta didik. Sehingga suasana belajar akan menjadi membosankan yang berdampak proses belajar mengajar berjalan tidak efektif. Dengan memanfaatkan media pembelajaran interkatif tersebut maka materi wudhu, tayammmum dan shalat yang akan dipelajari akan mudah tersampaikan dan mempermudah peserta didik khususnya anak – anak untuk lebih memahami materi yang disampaikan

Fraktur adalah kerusakan kontinuitas susunan tulang yang terjadi karena trauma, stres berulang dan kelemahan abnormal pada tulang (fraktur patologis). Prinsip utama dalam penatalaksanaan fraktur adalah mengembalikan posisi secara anatomis, mengurangi nyeri dengan cara imobilisasi, mendukung proses healing tulang, dan mengembalikan fungsi. Fraktur femur dapat ditatalaksana secara konservatif dan operatif. Penelitian ini bertujuan untuk mengetahui pola penatalaksanaan fraktur femur di RSUP M. Djamil Padang tahun 2020. Penelitian ini merupakan penelitian deskriptif dengan teknik pengambilan total sampling menggunakan data rekam medis pasien dengan diagnosis fraktur femur pada tahun 2020 di bagian rekam medik RSUP M. Djamil Padang. Hasil penelitian mendapatkan kejadian fraktur femur sebanyak 95 kasus. Prevalensi tertinggi fraktur femur pada jenis kelamin perempuan (56,8%). Kelompok usia terbanyak mengalami fraktur berusia diatas 60 tahun (45,3%). Fraktur paling sering disebabkan oleh trauma energi rendah (66,3%). Jenis fraktur paling banyak adalah fraktur tertutup (91,6%) dan lokasi fraktur terbanyak adalah di batang femur (31,6%). Penatalaksanaan fraktur mayoritas dilakukan secara operatif yaitu fiksasi internal menggunakan implan plate & screw (38,9%). Pada penelitian disimpulkan bahwa fraktur femur banyak pada perempuan dengan rentang usia diatas 60 tahun akibat trauma energi rendah yang menyebabkan fraktur tertutup dengan lokasi tersering di batang femur dan ditatalaksana secara operatif yaitu fiksasi internal menggunakan implan plate & screw.

The Abrahamic religions, which have been propagated and promoted by the divine prophets, aimed to guide human beings to worldly and heavenly happiness. Islamic spirituality is achieved by observing religious rules. As people spend much of their lives at the workplaces, it is imperative to address spirituality at the workplace and its effect on the quality of work life in the field of religion psychology and industrial psychology. Therefore, this study determined the role of spirituality in the quality of work life of 10 000 employees of 80 government organisations in Jakarta, Makassar, Medan and Burger in Indonesia, by simple random sampling. The participants were analysed through questionnaires. Given the religious conditions governing Indonesia, an acceptable level of spirituality was confirmed in the studied organisations. Furthermore, path analysis tests in Linear Structural Relationship (LISREL) software verified a positive and significant relationship between spirituality and quality of work life (p= 0.71;T= 12.64). Organisations are slowly transforming from a small environment of purely economic and social activity into places of spiritual growth. Moreover, organisations that provide opportunities for the spiritual development of their employees have been shown to be more successful than the others. The quality of work life of employees is also relevant as the most valuable asset of the organisation. It is hoped that Grapari Mataram will continue to innovate and always provide products that have high quality and at prices that are competitive with other products and excellent service is a need of its consumers, so that the big name and trust in consumers is maintained and with the expectations of consumers or customers. always loyal to the products offered by Telkomsel. Telkomsel through PT. Grapari Mataram always provides products and services that are competitive with the products of other cellular operators so that the good name and brand trust that Telkomsel has in the eyes of consumers remains embedded and is able to retain existing customers and be able to attract new potential customers. Because in essence, regardless of the type of business, it is still the consumer who determines the survival of the business.

Background: Understanding the causes of patient safety incidents is essential for improving patient safety; therefore, reporting and analysis of these incidents is a key imperative. Despite its implemention more than 15 years ago, the institutionalization of incident reporting in Indonesian hospitals is far from satisfactory. The aim of this study was to analyze the factors responsible for under-reporting of patient safety incidents in Indonesian public hospitals from the perspectives of leaders of hospitals, government departments, and independent institutions. Methods: A qualitative research methodology was adopted for this study using semi-structured interviews of key informants. 25 participants working at nine organizations (government departments, independent institutions, and public hospitals) were interviewed. The interview transcripts were analyzed using a deductive analytic approach. Nvivo 10 was used to for data processing prior to thematic analysis. Results: The key factors contributing to the under-reporting of patient safety incidents were categorized as hospital related and nonhospital related (government or independent agency). The hospital-related factors were: lack of understanding, knowledge, and responsibility for reporting; lack of leadership and institutional culture of reporting incidents; perception of reporting as an additional burden. The nonhospital-related factors were: lack of feedback and training; lack of confidentiality mechanisms in the system; absence of policy safeguards to prevent any punitive measures against the reporting hospital; lack of leadership. Conclusion: Our study identified factors contributing to the under-reporting of patient safety incidents in Indonesia. The lack of government support and absence of political will to improve patient safety incident reporting appear to be the root causes of under-reporting. Our findings call for concerted efforts involving government, independent agencies, hospitals, and other stakeholders for instituting reforms in the patient safety incident reporting system.

Muhammadiyah Youth of Mataram City is committed to printing a cadre of qualified youth, which will contribute positively to the development of the advanced and independent Mataram City Region. As a youth organization, the muhammadiyah youth of Mataram City consistently control social da'wah movements based on culture, middle political movements, and humanitarian movements that touch all levels of society. The purpose of this activity is to increase the value of Al-Islam and Kemuhammadiyahan through the application of Baitul Arqam for Muhammadiyah Youth of Mataram City. Baitul Arqam Pemuda Muhammadiyah Kota Mataram activities were held from October 3-4, 2020 at the Same Hotel Mataram and Batu Layar Hotel. Participants of this activity are 33 members of Muhammadiyah Youth of Mataram City Period 2018-2022. The success of al-Islam and Kemuhammadiyahan value improvement activities through the application of Baitul Arqam for Muhammadiyah youth is seen from the spirit of participants following the activities to the end, the activeness of participants in discussions during the delivery of materials, and many participants said they began to understand further the material that had been delivered in Baitul Arqam.Abstrak: Pemuda Muhammadiyah Kota Mataram berkomitmen untuk mencetak kader pemuda yang berkualitas, yang akan berkontribusi positif terhadap pembangunan Daerah Kota Mataram yang maju dan mandiri. Sebagai Organisasi kepemudaan, pemuda Muhammadiyah Kota Mataram konsisten mengawal gerakan dakwah sosial yang berbasis pada kultural, gerakan politik tengahan, dan gerakan kemanusiaan yang menyentuh seluruh level masyarakat. Tujuan kegiatan ini untuk meningkatkan nilai Al-Islam dan Kemuhammadiyahan melalui penerapan Baitul Arqam bagi Pemuda Muhammadiyah Kota Mataram. Kegiatan Baitul Arqam Pemuda Muhammadiyah Kota Mataram dilaksanakan dari tanggal 3-4 Oktober 2020 di Same Hotel Mataram dan Hotel Batu Layar. Peserta kegiatan ini adalah 33 anggota Pemuda Muhammadiyah Kota Mataram Periode 2018-2022. Kegiatan telah melalui 3 tahapan, yaitu tahapan persiapan, pelaksanaan, dan monitoring dan evaluasi. Keberhasilan kegiatan peningkatan nilai Al-Islam dan Kemuhammadiyahan melalui penerapan baitul arqam bagi pemuda Muhammadiyah terlihat dari semangat peserta mengikuti kegiatan hingga akhir, keaktifan peserta dalam diskusi saat penyampaian materi, dan banyak peserta mengatakan mulai memahami lebih jauh materi yang sudah disampaikan dalam Baitul Arqam.

Community participation is often discussed in various areas, both in urban and rural areas. Community involvement in the development process in the village is a must considering that the village is a milestone of national development, this should also be encouraged in the village of Masbagik Utara Baru, East Lombok district, considering that the village of Masbagik Utara Baru has a there is a lot of potential and a very large village budget supply. This research is descriptive with a qualitative method approach, conducted in the village of Mabagik Utara Baru, the determination of the informants in this study is snowball sampling, and uses triangulation in data collection, namely, interviews, documentation and observation. The results showed that the level of community participation in the village of Masbagik Utara Baru was very good, it was evident from the activeness of the community in every activity carried out by the village, not only activities that were economically empowering, but also socio-religious activities, this was strengthened by the results the research team interviewed the village head and the local BPD head, he said that the Masbagik Utara Baru community is a very open society with developments and people who have a very high spirit of cooperation, almost every activity is always busy and compact, the results of this interview are also reinforced by opinions religious leaders, educators as well as women and youth leaders in the village of Masbagik Utara Baru, where from their opinion it can be concluded that the collegial collective spirit that has traditionally been obtained is an important force in the increasingly positive development process in the village of Masbagik Utara Baru.

Determination using field survey data and rough meter III tools, as well as theoretical sources on the determination and evaluation program of the International Roughness Index (IRI) method and the calculation of the Surface Distress Index (SDI) for flexible pavement based on research results from sta 00 + 000 to 02+ 700 IRI values: the average condition is moderate, 02 + 700 to 07 + 635 has a value of light damage to severe damage, SDI value: from sta 00 + 000 to 2 + 700 has a value of the good condition, 02 + 700 to 6 + 800 has a moderate condition value, and sta 02 + 600 to 7 + 635 has light damage to severe damage condition.

One solution to handling motorcycle theft cases and securing motorbikes is by installing smart vehicle technology. The purpose of this research is to design a motorcycle safety system based on the Internet of Things. The design uses the Arduino Mega microcontroller, the ESP8266 wifi module, a fingerprint sensor, and the Blynk application on a smartphone. Hardware design with fingerprint and microcontroller integration then designing IoT-based applications with the ESP8266 and combining a security system with notifications to smartphones. Application this can help to turn on and off the engine of two-wheeled motorized vehicles remotely, can assist users in supervising or monitoring two-wheeled motorized vehicles.

Officials of the Office of Population and Civil Registry as a bureaucrat at the regional level are required to be able to handle the constraints faced in the government's promoted development efforts. Officials of the Office of Population and Civil Registration must be able to carry out its first function is to provide services to the community well, deft, effective and efficient. Another problem that often arises is the discipline of employees in providing services this proved many employees who come not on time, start the service not on time, rest not in time, and employees also home before the time to go home. This also greatly affects the service because if the shortage of employees then the counter service that will be opened also a little, so that the impact of many people who are not served. The purpose of this research are; 1) To know Employee Perception Against Attendance of Administration Service Bureau at Department of Population and Civil Regent of Bima Regency; 2) To know the Factors that may affect the Presence of Calo Administration Services At the Department of Population and Civil Registration Bima District.This research uses qualitative approach method with technique of determination of informant use Purposive sampling, meaning intentionally intake technique. Methods of data collection ie observation, interview (Interview) and documentation. Data type is qualitative data and sourced from secondary and primary data with data analysis technique Data Reduction, Data Presentation (Data Display), and Conclusion drawing / verification.The result of research shows that: The distance of the Office of Population and Civil Registry of Bima Regency is far and there is no public transportation passing through it. So that has a private vehicle that many do service in the Department of Population and Civil Registry Bima District, for people living in remote areas usually take care of services, especially the service of birth certificate by handing someone close to his relationship with bureaucracy or brokers even if they have to pay more. The presence of brokers is difficult to separate from public services. But now their existence began to decrease, because the government increasingly simplify the process of document management and licensing.)

Diera globalisasi ditandai dengan laju pertumbuhan penduduk di Negara berkembang sangat berdampak pada peningkatan angka pertumbuhan penduduk yang sangat pesat dan mengakibatkan resiko kemiskinan yang tinggi, negara yang laju pertumbuhan penduduknyamemiliki peraturan yang menekan jumlah angka kelahiran, peraturan ini diharapkan agar bisa memperlambat angka kelahiran yang tidak terkontrol. Masih tingginya tingkat pertumbuhanpenduduk dan kurang seimbangnya struktur umur penduduk di beberapa daerah menjadi masalah pokok yang dihadapi dalam bidang kependudukan dan keluarga berencana tingkat pertumbuhan. Metode penelitian menggunakan pendekatan Deskriptif dengan pendekatan Kualitatif. Dengan metode observasi, wawancara dan dokumentasi. Pertama menggumpulkan data hingga penelitian ini berakhir dan melakukan tanya jawab secara langsung dengan informan. Selanjutnya penafsiran data dilakukan sesuai dengan tujuan teoritis yang berhubungan dengan permasalahan penelitian dan sesuai tujuan penelitian. Hasil penelitian menunjukkan bahwa pelaksanaan strategi Dinas Pengendalian Penduduk dan Keluarga Berencana dalam pelaksanaan pengendalian laju pertumbuhan penduduk di kota mataram sudah berjalan cukup efektif walaupun masih terdapat hambatan yang terjadi dalam pelaksanaan strategi atau program yang dilaksanakan. Strategi yang dilakukan Dinas Pengendalian Penduduk dan Keluarga Berencana yaitu 1. Analisis The Growth Strategy, Program yang dilakukan yaitu kegiatan Pembentukan dan Peresmian Kampung Keluarga Berencana, 2.Analisis The Welfare Strategy, Program yang dilakukan yaitu menumbuhkan serta meningkatkan kepedulian masyarakat dalam rangka penyuluhan dan pengerakan keluarga Berencana dan melakukan pelayanan menggunakan mobil pelayanan KB, 3. Analisis The Responsitive Strategy, Program yang dilakukanyaitu sosialisasi penggerakan masyarakat peduli KB berkualitas, 4. Analisis The Integranted and Holistic Strategy, Program yang dilakukan yaitu kegiatan Pembinaan Kader KB se Kota Mataram. Dari 4 strategi diatas maka yang sangat relevan untuk laju pertumbuhan penduduk yaitu analisis the Growth Strategy. Faktor pendorong Dinas Pengendalian Penduduk dan Keluarga Berencana dalam Pelaksanaan Pengendalian laju pertumbuhan penduduk di Kota Mataram yaitu dengan adanya undang-undang dan peraturan walikota Mataram yang bisa menjadi pendorong dalam berjalannya setiap program yang telah dibuat oleh Dinas Pengendalian Penduduk dan Keluarga Berencana, sedangkan faktor penghambatnya yaitu dengan banyaknya masalah dan hal-hal yang bisa menghambat kebijakan atau strategi yang dilakukan oleh Dinas Pengendalian Penduduk dan Keluarga Berencana yang bisa berpengaruh terhadap pertumbuhan penduduk Kota Mataram. Abstract In the era of globalization marked by the rate of population growth in developing countries greatly affects the increase in population growth rates which are very rapid and lead to high risk of poverty, countries with population growth have regulations that reduce the number of births, this regulation is expected to slow birth rates controlled. The still high level of population growth and the imbalance in the age structure of the population in some regions are the main problems faced in the field of population and family planning growth rates. The research method uses a descriptive approach with a qualitative approach. With the method of observation, interviews and documentation. Furthermore, the interpretation of data is carried out in accordance with the theoretical objectives related to the research problems and according to the research objectives. The results of the study show that the implementation of the Office of Population and Family Planning Control strategy in the implementation of controlling the rate of population growth in the city of Mataram has been running quite effectively even though there are still obstacles that occur in the implementation of strategies or programs implemented. The strategy carried out by the Population and Family Planning Control Office is 1. Analysis of The Growth Strategy, the program that is carried out is the Formation and Inauguration of Family Planning Villages, 2. Analysis of The Welfare Strategy, the program that is carried out is to grow and increase community awareness in the context of counseling and family planning and service using family planning services, 3. Analysis of the Responsitive Strategy, the program that was carried out was the socialization of community mobilization to care about quality FP, 4. Analysis of the Integranted and Holistic Strategy, the program carried out was the KB Cadre Development activities in Mataram City. From the 4 strategies above, it is very relevant for the population growth rate, namely the analysis of the Growth Strategy. The driving factor of the Population and Family Planning Control Office in the Implementation of Population Growth Control in the City of Mataram is the existence of the mayor's laws and regulations which can be a driving force in the course of every program that has been made by the Population and Family Planning Control Agency, while the inhibiting factors are with a lot of problems and things that can hinder the policies or strategies carried out by the Population and Family Planning Control Agency that can affect the growth of the population of Mataram city.

The strategy of developing tourism promotion is much done by developing countries is to strengthen the national economy. The tourism industry sector is believed to be a sector in building the economy towards progress. The problem is how the Tourism Office manages tourist attractions that must be solved. The existence of the Office of Tourism in an area will certainly affect the economy by absorbing workers in tourist attractions and surrounding communities. Likewise with the existence of the Tourism Office in Pemenang Subdistrict which is able to help the community around its place of business by providing land / space for pokdarwis members' business activities and providing funds or training for pokdarwis in accordance with the business sector being run. Thus, there will be a significant influence on the workforce or the community if it has been found how much the workforce is absorbed by the Tourism Office in the winning sub-district. And to improve the welfare of the community in an area, the role of the Tourism Office is very much needed in an effort to participate in building and developing the tourism sector in the region and at the national level.

Health center of Bayan is one of the main health center is location in the north of Lombok district. As the performance of systems running in patient care in the health center of Bayan is still not optimal for the data processing is still done use media bookkeeping. Many of the constraints experienced by the health center, including an error in the input, data storage, and can occur double patient files. So that data processing becomes ineffective and inefficient. There are several public and employee perception of the administration of health care information system in health center Bayan. This is the author's interest in conducting research on employee perceptions of the application of information systems administration in the improvement of health services in health center Bayan and in this case the author uses qualitative research methods in which a qualitative study that examines the participants with strategies that are interactive and flexible. The qualitative research aimed at understanding social phenomena from the perspective of the participants. The results obtained from this study is an information system that is applied to the health center administration Bayan still using a manual system, which means keep using the computer but not connected to a data network local area network ( LAN) and does not use as a database server. From this study it can be concluded that the health care information system in health center Bayan already well underway although there are some deficiencies in the means of infrastructures and human resources.

Acrylic acid is a hydrophilic monomer which becomes the most popular material used to synthesize superabsorbent polymer. In this recent study, acrylic acid was partially neutralized with KOH and mixed with chitosan to form a superabsorbent hydrogel poly (acrylic acid) – graft – chitosan by using of gamma ray irradiation technique. The aim of this study was to determine the optimum composition of KOH in acrylic acid partial neutralization process for enhancing the production of grafted polymer. The degree of neutralization was varied (0, 25, 50, 75, and 100)% and the effect on the superabsorbent characteristics were studied. Hydrogel products were characterized by Fourier Transform Infrared (FTIR) and Scanning Electron Microscopy (SEM). The gel content, swelling ratio, Equilibrium Degree of Swelling (EDS), and Thermal Analysis were also performed. The highest water swelling capacity was 715 (g water/g dry hydrogel), and the gel content was 91.23%, resulted from 75% of acrylic acid neutralization. The swelling capacity of the products was also tested in urea and NaCl solutions and reached 750 (g urea solution/g dry hydrogel) for urea and 378,33 (g NaCl solution/g dry hydrogel) for NaCl. The huge water absorption capacity indicated that the hydrogel from this research was a superabsorbent product which was suitable for hygiene products application. The degree of neutralization did not show a significant influence on the thermal resistance of the grafted hydrogel produced in this study.
