We report a case of an active-duty diver who developed severe decompression sickness with concomitant patent foramen ovale that was successfully closed contrary to standard guideline recommendations. A presente pesquisa pretende investigar como a transição justa e o ODS 7 se relacionam, analisando para tanto o conteúdo do Plano de Investimento do Pacto Ecológico Europeu e do Mecanismo para uma Transição Justa, uma vez que estes compõem as bases de financiamento do Pacto Ecológico Europeu na concretização de seus objetivos de descarbonização e transformação econômica. Este estudo se justifica pela necessidade de se compreender a relação entre a efetivação do ODS 7 e a transição justa no contexto da UE. A metodologia adotada foi exploratória-descritiva, a partir da análise bibliográfica e documental de artigos, relatórios etc. Em conclusão, o financiamento de uma transição justa na UE contribui diretamente para a efetivação do ODS 7 e o fomento o desenvolvimento energético sustentável, considerando que aborda as questões socioeconômicas decorrentes da transição energética, buscando conter o avanço das desigualdades e facilitar a adaptação dos territórios e regiões afetadas, contemplando a transição justa enquanto um dos pilares do processo de descarbonização do setor energético.

In this paper, a comprehensive pharmacokinetic model for different insulin formulations including insulin Glargine is developed based on the model proposed by Trajanoski et al. (1993). Current models show limitations for insulin Glargine due to the appearance of an uncharacteristic peak in the concentration-time evolution of plasma insulin that does not coincide with real experimental data. This important limitation has been solved in this paper by introducing a new virtual insulin state called the bound state, in addition to the dimeric and hexameric ones. Trying to describe the retarded action of insulin Glargine, the modeling idea behind this approach is that immediately after the subcutaneous injection all the insulin resides in the bound state, and only then small amounts of insulin in the hexameric form disengage from the bound state. For the model evaluation different simulation results are compared. Using experimental data published by Lepore et al. (2000), the developed model turned out to be capable of at least qualitatively predicting the concentration-time profile of plasma insulin. Both exogenous insulin flow simulations and spatial diffusion simulations show the plausibility and correct implementation of the derived model. Considering all these simulation results, the here presented new pharmacokinetic model demonstrates to be able to reproduce real patient behavior simulating even complete insulin regimes including long-acting, intermediate and short-acting insulin formulations. A industrialização dos oceanos tem aumentado os níveis de poluição causando desequilíbrio ecológico, perda da biodiversidade e severas alterações do clima ao longo dos anos. Neste contexto, o transporte e a extração de petróleo e seus derivados têm contribuído de forma fundamental para o aumento do risco de desastres ambientais, potencializando a vulnerabilidade do sistema. Apesar das complexas interações no meio ambiente marinho, onde uma interferência numa dada esfera pode gerar externalidades positivas ou negativas em outra, os mares e oceanos estão divididos por linhas imaginárias, denominadas de fronteiras, por isso cada vez mais ganha força o movimento da comunidade internacional voltado à cooperação internacional e ao compartilhamento de informações e de responsabilidades. O Brasil é signatário das principais Convenções que visam à proteção e à regulação do espaço marinho, contudo a ocorrência cada vez mais frequente de desastres ambientais exige a construção de um cenário político-institucional que propicie uma adequada gestão do risco. A partir da análise da atuação dos órgãos governamentais nos recentes incidentes de derramamento de óleo na costa brasileira, pretende-se demonstrar que o país não tem dado a devida atenção aos instrumentos jurídicos voltados à fase de resposta e mitigação de danos ao meio ambiente marinho, inexistindo uma efetiva coordenação no nível federal. As severas falhas no gerenciamento do risco evidenciam a necessidade de planejamento e coordenação para que a resposta ao desastre no meio ambiente marinho seja imediata e possa mitigar os danos sofridos. Uma eficaz gestão de riscos necessita de instrumentos jurídicos capazes de dar uma pronta resposta e mitigar as perdas ambientais, materiais e humanas. O trabalho é, predominantemente, teórico, buscando estabelecer um diálogo entre correntes doutrinárias que tratam do tema das catástrofes em meio marinho, demonstrando lacunas e inquietações; e bibliográfico, uma vez que se desenvolve a partir de material já elaborado, especialmente consultas a documentos oficiais, livros, teses e artigos científicos.

The role of women in the fisheries sector is largely underestimated and underreported. Although women are a fundamental part of the seafood supply chain in Brazil, fisheries management is gender-biased; sectoral programs and policies fail to recognize, support, and guarantee fisherwomen legal and labor rights. Brazilian fisherwomen have been very active in claiming their rights and recognition in the fisheries sector; however, public policies are lagging, and so are the studies that subsidize them. Within the UN Decade of Ocean Science for Sustainable Development and 2030 Agenda, it is critical to analyze the interactions between SDG 14 (Life below water) and SDG 5 (Gender equality) to discuss the gender dimensions underpinning fisheries (un)sustainability. We performed a systematic literature review and bibliometric analysis of gender-oriented studies in marine fisheries in Brazil. We identified 19 studies, published up to December 2020, focused on artisanal fisheries. The publications show that women are present in fisheries and are fundamental subjects to maintaining the activity and continuity of this livelihood. However, fisherwomen remain invisible. Their work is underreported, underpaid, and undervalued, which jeopardizes the sustainability of artisanal marine fisheries. Considering the knowledge gaps to be addressed during the Ocean Decade, we recommend that researchers and politicians work to: make "hidden workforce" of women visible, embrace interdisciplinarity, set research priorities, fill the data gap, and subsidize public policies. During the next few years, it is critical to enable and settle monitoring and assessment programs that provide open access to data, information, and technologies for the predictability, the sustainable harvesting of the ocean, and the correct design of gender-sensitive fisheries and aquaculture policies.

This paper will analyze the international normativity produced for the inspection of the transport of weapons of mass destruction by sea. Starting from the normative inflation and the emergence of new actors concerned with the issue, the question is: to what extent has terrorism forced the reconfiguration of the governing principles of navigation on the high seas? The research, anchored in the deductive method and in literary and normative sources, is divided into three sections. It is concluded that there is a different reassessment of the principles of the law of the sea. While multilateral arrangements do not contradict the conventional maritime regime, Security Council resolutions do so.

Recognition of historical documents is a challenging problem due to the noised, damaged characters, and background. However, in Japanese historical documents, not only contains the mentioned problems, pre-modern Japanese characters were written in cursive and are connected. Therefore, character segmentation-based methods do not work well. This leads to the idea of creating a new recognition system. In this paper, we propose a human-inspired document reading system to recognize multiple lines of pre-modern Japanese historical documents. During the reading, people employ eyes movement to determine the start of a text line. Then, they move the eyes from the current character/word to the next character/word. They can also determine the end of a line or skip a figure to move to the next line. The eyes movement integrates with visual processing to operate the reading process in the brain. We employ attention-based encoder-decoder to implement this recognition system. First, the recognition system detects were to start a text line. Second, the system scans and recognize character by character until the text line is completed. Then, the system continues to detect the start of the next text line. This process is repeated until reading the whole document. As results, the system is successful to recognize multiple lines, connected and cursive characters without performing character/line segmentation. Besides, we also employ a coverage model which stores the history of eyes movement to predict the next movement more precisely. We tested our human-inspired recognition system on the pre-modern Japanese historical document provided by the PRMU Kuzushiji competition. The results of the experiments demonstrate the superiority and effectiveness of our proposed system by achieving Sequence Error Rate of 9.87% and 53.81% on level 2 and level 3 of the dataset, respectively. These results outperform to any other systems participated in the PRMU Kuzushiji competition.
