ZusammenfassungIn vielen Regionen der Migrationsgesellschaft Deutschland ist Superdiversität Normalität für Kitas. Aufgabe von Kitas ist es, an den heterogenen Sozialisationserfahrungen und Bildungsvoraussetzungen von Kindern anzuknüpfen und ihre Arbeit sozialräumlich auszurichten, um Bildungsmöglichkeiten für Kinder (und Familien) zu eröffnen und zu erweitern. Im Anschluss an theoretische Konzepte zu Raum im Kontext von Bildung und die Rolle von Kita-Leitungen für die sozialräumliche Vernetzung in der Migrationsgesellschaft, geht die vorliegende empirische Studie den Zusammenhängen zwischen sozialstrukturellen und -kulturellen Bedingungen in und im Umfeld der Kita, der Vernetzung im Sozialraum sowie der Rolle der Kita-Leitungen hierfür nach.

The cross-disciplinary research project ‘SprabiPiKs’ (‘Sprachbildungsprofis in mehrsprachigen Kitas’) – ‘Language education professionals in multilingual ECEC institutions’ – investigates a number of components related to the quality of interactions in multilingual early childhood education and care (ECEC). The project closely examines the interplay between the quality of interactions and pedagogical orientations on multilingualism, competencies of the professionals, and the conditions in ECEC facilities as well as in their neighbourhoods. To address the complexity, the sample consists of six childcare centres and their professionals. The project’s data collection method consists of interviews and group discussions with the professionals, videography of verbal interactions, and questionnaires on the conditions in the facilities and the neighbourhood. The objective is to contribute significantly to the understanding of the complex quality pattern in ECEC institutions from both an intercultural-educational and a linguistic perspective. Moreover, the project’s findings can be informative to enhance the quality of interactions with respect to the diverse linguistic backgrounds of children.

2006 wurde in Berlin-Neukölln, im sogenannten Reuterkiez, der erste Standort des von der Freudenberg Stiftung für Schulen in schwieriger Lage entwickelten Programms 'Ein Quadratkilometer Bildung' eröffnet und für zehn Jahre konzeptionelle und finanzielle Unterstützung durch verschiedene zivilgesellschaftliche und politische Partner für den Auf- und Ausbau eines Bildungsnetzwerks zugesagt. Das "Herzstück" des Programms stellt die Pädagogische Werkstatt dar, ein eigenständiges, stadteilbezogenes und allen zugängliches Unterstützungssystem. Wie sich 'Ein Quadratkilometer Bildung Berlin-Neukölln' über die zehn Jahre entwickelt hat, war Gegenstand einer Abschlussevaluation; ausgewählte Ergebnisse, insbesondere zur Pädagogischen Werkstatt, werden im folgenden Beitrag vorgestellt. (DIPF/Orig.) In 2006, One Square Kilometre of Education, a program for schools in deprived areas founded by the Freudenberg Foundation, started in Berlin-Neukölln. For ten years, conceptual and financial support from various civil society and political partners were pledged for the development of an educational network. The centrepiece of the program is the Pedagogical Workshop, an independent support system for educational institutions in the district. How One Square Kilometre of Education Berlin-Neukölln developed over the ten years, was the subject of a final evaluation. This chapter offers a systematic review of German research on the relationship between ethnicity and educational inequality. Three major research traditions are identified: (1) characteristics of migrant students and their families as causes of inequality, (2) features of the education system and their relevance for inequality, and (3) linguistic diversity as a cause of educational inequality. The debate related to the underachievement of children ‘with a migration background’ started in the early 1970s. Initial studies concentrated on the attributes of migrant students themselves or their families. A second research tradition focusses on the school system, school culture or teaching strategies, and their potential effects on a multicultural and multilingual student population. The third tradition includes a linguistic perspective on the causes and effects of educational disadvantage. In all areas, historical, qualitative and quantitative methods are often combined. Most studies examine Turkish migrants or speakers of Russian who come from a range of Eastern European countries. Across all three research traditions, German is the primary language of publication. English has recently begun to assume an important role. The relationship between the research community and government is both critical and collaborative; in our contribution, we discuss examples of research projects from both perspectives.

Eine Reihe von Studien bestatigt, dass Bildungserfolg und der Verlauf von Bildungsbiographien masgeblich durch familiale Faktoren beeinflusst werden und dass der Zusammenarbeit von Elternhaus und Kita in diesem Zusammenhang eine Schlusselrolle zukommt. Gleichzeitig ist Interkulturalitat bzw. interkulturelles Lernen in den Neufassungen der Bildungsplane fur Kitas vieler Bundeslander als Querschnittsdimension verankert und auf die Zusammenarbeit mit Eltern mit Migrationshintergrund wird in vielen Bildungsplanen ein Schwerpunkt gesetzt. Der vorliegende Beitrag will daher Grundzuge einer interkulturellen Perspektive auf die Zusammenarbeit von Elternhaus und Kita aufzeigen. Dazu werden zunachst Grundlagen der Zusammenarbeit von Elternhaus und Kita in rechtlicher, begrifflicher und formaler Hinsicht dargestellt, die (heterogenen) Bildungsvoraussetzungen von Kindern mit Migrationshintergrund thematisiert und Erkenntnisse uber Sichtweisen und Erwartungen von Eltern mit und ohne Migrationshintergrund sowie von ErzieherInnen dargestellt. Aus diesen Betrachtungen folgen zentrale Pramissen der interkulturellen Perspektive auf die Zusammenarbeit von Elternhaus und Kita wie Lebensweltorientierung, Biografiebezug, Orientierung an Familienkulturen, Anerkennung, Kommunikation sowie die Akzeptanz von Heterogenitat, die weder differenzfixiert noch differenzblind ist. Weitere Grundzuge einer interkulturellen Perspektive sind die Anpassung von institutionellen Bedingungen und Angeboten, die Forderung von interkultureller Kompetenz und einer reflexiven Haltung im Team sowie die Einstellung von Fachkraften mit Migrationshintergrund. Schlieslich werden Vernetzung und Sozialraumorientierung als wichtige Aufgaben der Kita beschrieben. Hierdurch werden Kooperationen mit anderen fur Entwicklung, Bildung und Sozialisation relevanten Systemen moglich, was die Bildungsmoglichkeiten von Kindern und Eltern erweitert.

A decade has lapsed since the command economy was abandoned in Central and Eastern Europe and market economies were progressively put in place. Free and open capital markets, one of the key features of market economies, did not exist under communist rule, hence experience with market regulation and supervision was absent. Considering the complexity and gravity of the transition to a market economy, ten years to put in place a regulatory framework and competence for capital markets is a short period. Other policy priorities preceded, or other elements had to be considered first, such as the complete overhaul and restructuring of the banking system, the key intermediaries in capital markets, before a well functioning capital market could emerge. This analysis will thus not only focus on the regulation and supervision of markets, but also, and more importantly, on the institutions active on these markets, primarily banks.
