Tarımsal üretim ülke ekonomimizdeki yeri ve önemi hem ekonomik ve hem sosyal açıdan önemi oldukça büyüktür. Bunun yanında tarımda yaşanan risk faktörleri ve doğa koşullarının belirsizliğinin yüksek olması, teknolojideki gelişmelere rağmen doğa koşullarına bağlı olması sektörün desteklenmesini, korunmasını ve bu yönde tarımsal politikalar belirlenmesi gerektirmektedir. Bu çalışmanın amacı, Konya İli Taşkent İlçesi'nin sosyal ve ekonomik yapısının belirlenmesi, kırsal kalkınma açısından ilçenin güçlü yönlerinin korunması, zayıf yönlerinin giderilmesi, gelişmesi için olabilecek fırsatların kullanılarak, güçlü yöne çevrilmesi ve kalkınmayı olumsuz etkileyecek tehditlerin ortaya konulması hedeflenmek suretiyle Konya İli Taşkent İlçesi'nin kırsal kalkınma potansiyelinin belirlenmesidir. Amaca ulaşmak içinde çalışmada GZFT (Güçlü, Zayıf, Fırsat, Tehdit) analizi uygulanmıştır. Çalışmada, birincil ve ikincil verilerden yararlanılmıştır. İlçedeki resmi kurumlar, muhtarlar ve halktan gayeli örnekleme yöntemine göre 83 kişi ile yüz yüze görüşmeye dayalı anket çalışması yapılmıştır. İlçenin genel GZFT analizinde çıkan sonuçlara göre ilçenin güçlü yönleri; ilçenin ulaşım ağının yenilenmesi, turizm amaçlı kıble kayası yaz evlerinin yapılması ve doğal su kaynaklarının varlığı olarak belirlenmiştir. İlçenin zayıf yönleri; tarımsal sanayi tesisi ve sanayi tesislerinin az olması ve konut yetersizliği olarak belirlenmiştir. İlçenin fırsatları; temiz bir hava ve bol oksijenli bir bölge olması ve Konya-Taşkent arasında köprülü yol çalışmasının yapımı olarak belirlenmiştir. Analize göre ilçeyi tehdit eden unsurlar ise; genel nüfusun ve özellikle genç nüfusun yıllar itibariyle azalması ve üretilen tarımsal ürünlerin pazarlanmasında zorlukların yaşanması olarak belirlenmiştir. The aim of this study is to determine the social and economic structure of Konya Province Taşkent District, to protect the strong aspects of the province in terms of rural development, to eliminate weaknesses, to use the opportunities for development, to turn into a strong direction and to put forth the threats that will negatively affect development Konya Province Taşkent District is to determine the rural development potential. Dünyada bilgi ve teknolojideki hızlı gelişmelerle birlikte kamu yönetimi de değişime uğramaktadır. Yeni kamu yönetimi anlayışı ile birlikte yönetimde etkin bir şekilde temsile, katılıma, yerinden yönetime, hesap verebilirliğe, şeffaflığa ve insan memnuniyeti odaklı yapılanmaya doğru bir yöneliş söz konusudur. Uygulamada yerel yönetimlerin görevlerini istenilen düzeyde yapamaması nedeniyle yeniden yapılandırılmaları gereği kaçınılmaz olmuş ve buna yönelik arayışlar, hemen her ülkenin gündeminde önemli bir yer tutmuştur. Yeniden yapılandırma arayışlarındaki temel amaç, bu kuruluşların çağdaş gelişmeler ışığında günün koşullarına uyarlanması, halkın talep ve beklentilerine duyarlı bir şekilde daha kaliteli, daha hızlı, daha verimli ve etkin hizmet sunmalarının sağlanmasıdır. Bu çerçevede ülkemizde de benzer gerekçelerle yerel yönetimlerin yeniden yapılandırılması temel bir ihtiyaç haline gelmiş ve uzun yıllardır sürekli olarak kamu yönetiminde reform çabalarının en önemli unsurlarından birini oluşturmuştur. Bu yöndeki arayışlar giderek güçlenmiş ve son yıllarda yerel yönetimlere ilişkin olarak kapsamlı reformlar gerçekleştirilmiştir. Yerel yönetim mevzuatlarındaki değişimler kırsal alanda yaşayanları da etkilemektedir. Kırsal alanda yaşayanlar yerel yönetimlerdeki bu değişimlerden kentte yaşayanlardan daha geç ve daha az etkilenmekte olduğu yaygın bir düşüncedir. Ancak özellikle son düzenleme olan ` 6360 sayılı On Dört İlde Büyükşehir Belediyesi ve Yirmi Yedi İlçe Kurulması İle Bazı Kanun ve Kanun Hükmünde Kararnamelerde Değişiklik Yapılmasına Dair Kanun` ile beraber kırsal alanların da büyükşehir alanı olarak görülmesi ve yasal düzenleme ile gelen bütün değişimlerin doğrudan kırsal kesimde yaşayanları da etkilemesi beklenmektedir. Çalışma ile yerel yönetim mevzuatlarındaki bu değişimlerin Antalya ilinde kırsal alanda yaşayanların hayatındaki yansımaları, bu bireylerin yeni yasa hakkındaki bilgi düzeyinin ölçülmesi ve yasa karsısındaki tutum ve beklentilerinin tespiti amaçlanmıştır.Çalışma sonucunda elde edilen bulgular Antalya kırsalında özellikle köyden mahalleye dönüşen kırsal alanlarda yaşayanların Büyükşehir yasası hakkında yeterli bilgiye sahip olmadıklarını göstermektedir. Ayrıca çalışma sonuçları Büyükşehir yasası ile hizmet alımlarında meydana gelen değişikliklerin henüz tam anlamıyla bilinmediğini göz önüne sermiştir.Çalışmada elde edilen sonuçlara göre kırsalda yaşayanların köylerinin mahalleye dönüşmesi ile hizmete ulaşımın daha zor olacağını düşündükleri şeklindedir. Ancak hizmet miktarındaki artış özellikle bu mahallelerdeki muhtarların bireysel çabaları ile arttırılabileceği düşüncesi yaygındır.Çalışmada yasanın bu bölgelerdeki tarımsal faaliyetlere etkileri ortaya konmuştur. Kırsalda yaşayanların büyük çoğunluğunun yasanın uzun vadede tarıma olumsuz etkileri olacağı düşüncesinde olduklarını göstermektedir. Yasa ile özellikle imarda meydana gelen değişikliklerin uzun vadede tarım alanlarını azaltacağı düşünülmektedir. Ancak arazilerin değer kazanacağı düşüncesi kırsal alanda yaşayanların yasaya pozitif bakmalarını sağlayan bir düşünce olarak ifade edilmiştir.Ayrıca çalışmada kırsal alanda yaşayanların yerel yönetim sorunlarını hizmet sınırlılığı ve gelir eksikliği, yönetim ve denetim kaynaklı sorunlar ile yetki sınırlılığı ve atıkları değerlendirme adı altında üç ana başlık altında ifade ettikleri belirlenmiştir. In practice, it was inevitable for local governments to restructure because of their inability to perform their duties at the desired level, and searches for this place have been important in the agenda of almost every country. The main purpose of the restructuring quest is to adapt these organizations to the conditions of the day in the light of modern development and to provide better quality, faster, more efficient and efficient service in a way sensitive to the demands and expectations of the people.The restructuring of the local governments has become a basic necessity for this reason in our country. In recent years, comprehensive reforms have been carried out in relation to local governments. Changes in local government legislation affect who living in rural areas as well. It is a widespread belief that those living in rural areas are affected less and later than those living in the city. With the Law No. 6360, it is expected that the rural areas will be seen as the metropolitan area and all changes coming through the legal regulation will directly affect the people living in the rural areas.The purpose of this study is to measure the level of knowledge about the new law and the attitudes and expectations of the residents living in rural areas of Antalya. The results of the study show that people living in rural areas in Antalya do not have enough knowledge about the Metropolitan Law. According to the results obtained in the study, the people living in rural areas think that access to the service by law is more difficult. According to the results obtained in the study, it is thought that it will be more difficult to access the service when the villagers of the rural people turn into the neighborhood. However, the increase in the amount of service is particularly prevalent, which can be increased by the individual efforts of the muhtars in these neighborhoods.The effects of the law on agricultural activities in these regions have been examined. The study shows that the vast majority of rural people think that the law will have negative effects on agriculture in the long run. With the law, it is thought that the changes especially in the irregularities will reduce agricultural areas in the long term. However, it is an idea that allows people living in rural areas to look at the situation positively.In addition, it has been determined that residents living in rural areas have expressed their local government problems under three main headings: limited service and income deficiency, management and supervision problems, limitation of authority and evaluation of waste. 89

Coğrafi işaret, belli bir niteliği, ünü ve diğer özellikleriyle bir yöre, alan, bölge veyaülke ile özdeşleşmiş bir ürünü tanıtıp, gösteren işaretlerdir. Kırsal kalkınmastratejilerinden biri olarak da yöresel ürünlerin korumasını sağlayan coğrafi işaretler dedüşünülebilir. Coğrafi işaret küçük üreticilerin ve yerel ürünlerin korunması bölgeninkalkınmasına önemli katkıları olacaktır. Türkiye'de 2017 Mayıs ayı itibari ile başvuruaşamasında 322 adet ürün, 204 adet ise coğrafi işarete sahip ürün bulunmaktadır. Buürünlerden bir tanesi de olan Finike portakalı 2008 yılında tescillenmiştir. Araştırmanınalanı Finike ilçesi, Hasyurt, Yeşilyurt, Sahilkent beldeleri ile Yalnız ve Yuvalılarköyünü kapsamaktadır. İlçenin genel nüfusu 46.256'dır. İlçenin iklimi yazları kurak vesıcak, kışları ılık ve yağışlıdır. İlçenin 2016 yılı verilerine göre toplam tarım alanı68.358 dekardır. İlçe de Finike portakalı yani Washington navel çeşidinin alanı 2016verilerine göre 30.300 dekardır. Çalışmanın amacı coğrafi işaret almış ürün olan Finikeportakalının bölgeye, kırsal alana olan ekonomik ve sosyal etkilerinin üretici açısındanbelirlenmesidir. Coğrafi işaretin ürün kalitesine olan katkısının, pazarlama açısındanavantajları, üreticilerin sorunlarının belirlenmesidir. Üreticilerin %54,7'sine göre Finikeportakalı coğrafi işaret aldıktan sonra pazar payında, üreticilerin %61,3'üne göre decoğrafi işaret aldıktan sonra fiyatında bir değişiklik olmadığını belirtmişlerdir. Coğrafiişaret bölgede kısmen de olsa ürünün tanınma alanı ve bölge tanıtımına katkısı olduğugörülmüştür. Üreticilerin %84'üne göre coğrafi işaret il/ilçe, bölge, aile olarakekonomik, sosyal, toplumsal olarak bir fırsat olacağını düşünmektedir. Faktöranalizinde üreticilerin coğrafi işaretten beklentileri olan 11 adet değişken 2 faktördebirleştirilmiştir. Birinci faktöre gelişim ve fiyata olan katkısından dolayı `coğrafiişarete bölgesel gelişmeye ve ekonomiye katkısı` ismi verilmiştir. İkinci faktörecoğrafi işaretin tanıtım ve reklamı artırması, birlik oluşturması açısından dolayı ikincifaktöre `coğrafi işaretin tanınırlığı ve örgütlenme` ismi verilmiştir.
