Abstract

This article is part of the Special Section on China's Twitter diplomacy. Arguing that the concepts of hard power and soft power may no longer reflect the ever-intricate state of global politics in the twenty-first century, it intersects two distinct concepts in international relations, Peter van Ham's social power and Robert Pape's and T.V. Paul's soft balancing theory, to examine China's public diplomacy and its outcomes in the COVID-19 era (2019–2023). It is a case study of the communication strategies of the Chinese embassy in Paris, whose ambassador, Lu Shaye, proudly presents himself as a wolf warrior diplomat. To untangle China's social power and soft-balancing mechanisms in Sino-French relations, this article uses quantitative and qualitative mix-methods, applied to three distinct datasets: N = 9,162 tweets from three Chinese diplomatic accounts in France; interviews and reports in the French broadcast and printed media; and foreign policy documents and statements. It shows that China's social power consists of mainly place branding, while some of its communication attempts to frame certain issues and set the agenda in China–France relations and global affairs, by undermining, frustrating and delegitimizing, that is soft-balancing, the French and the West at large. Abstract

Among the Mediterranean states, France has arguably the most complex bilateral relationship with China: their intense economic exchange and all-encompassing cooperation are not only the longest and eventful, but they are also marred with enduring and mounting concerns. Intersecting two distinct concepts from the international relations' literature, i.e., role theory and trust, this article makes both empirical and theoretical contributions. It examines sixty years of France-China interaction mechanisms, looking at France's role conception, expectations, performance and adaptation. On the theoretical front, it proposes to characterize the concurrent cooperation and competition between France and China as coopetition, thus adding a new role enactment, that of coopetitor, to the existing conceptions of national roles. The application of the recent theoretical works advanced in role theory to China's relations with the states around the Mediterranean sheds light on China's policy and in the Mediterranean in particular. Trust in China-Mediterranean Relations How Mediterranean states perceive China's role in the region is contingent upon the level of trust between China and the stakeholders. China, EU and Northern Mediterranean In the northern Mediterranean, the EU, and China have maintained cooperative relations, while pursuing distinct normative powers, whose conceptualizations result in conflicting role altercasting. This special issue on China in the Mediterranean offers a comparative, theoretical perspective, and an up-to-date empirical analysis of China's increased presence on both shores of the Mediterranean, ranging from China's infrastructure diplomacy in North Africa to Sino-Southern Mediterranean and Sino-European relations. Abstract

As in other Western European countries like the UK and the Netherlands, the history of Chinese communities in France dates back to the beginning of the twentieth century. The early presence of the Chinese is linked to three main factors: colonization, the recruitment of Chinese laborers during World War I, and the sojourn of students in the interwar period. This early mobility had an impact on recent waves of migration: due to the renewal of former migration networks after 1978, Wenzhou in Zhejiang Province is nowadays the principal place of origin of Chinese migrants and their descendants in France...; Comme dans d’autres pays d’Europe occidentale comme le Royaume-Uni ou les Pays-Bas, la présence de communautés chinoises en France remonte au début du XXe siècle. Cette présence précoce est essentiellement liée à trois facteurs : la colonisation, le recrutement de travailleurs chinois pendant la Première Guerre mondiale, et les séjours d’étudiants pendant l’entre-deux-guerres. Cette mobilité précoce a eu des répercussions sur les vagues plus récentes de migration en France : du fait du renouvellement après 1978 des premiers réseaux migratoires, Wenzhou dans la province du Zhejiang est aujourd’hui le principal lieu d’origine des migrants chinois et de leurs descendants.

Abstract

The COVID-19 pandemic has offered China a unique opportunity for worldwide deployment of its longstanding health diplomacy, renamed the Health Silk Road (HSR), now an integral part of its Belt and Road Initiative. As a self-proclaimed South-South collaborator and developer,1Beijing has assumed a leadership role, grounded in 'moral realism', in the world's health governance. Beijing's health diplomacy has received acclaim in the Middle East and North Africa (MENA). However, the pandemic has exacerbated preexisting tensions between China, the United States (US) and European Union (EU). Western countries, wary of China's rising power, reacted resentfully, confirming underlying systemic rivalry. This article argues that the currently disputed, or shifting, world order accounts for the diametrically opposed reactions between the West and the MENA toward China's Health Silk Road. Abstract

Asia and the Pacific, an immense region, both new and old, in which two thirds of the world lives. A region of superlatives, exceptions, China, continually facing disasters and risks from its past, India, a continent of its own, Japan, archipelago of the future. It is a region that is attracting global growth and becoming the centre of the world. Who could have predicted that the GDP of Asia and the Pacific would be equal to that of the European Union? And what will tomorrow bring? This compilation gives an overview of Asia's world, bringing together roughly a hundred texts written by researchers and specialists and that have been published on Asia and the Pacific Network's website (CNRS/FMSH) between 2002 and 2011. These works covering the humanities and social science recount the past, tell us of the future and illustrate the complexity of Asia and the Pacific through its flaws, strengths and challenges. They reveal the profound roots and depth of the dynamism of these new powers that could soon take over the future of humanity. Numerous researchers and academics specialising in contemporary Asia and the Pacific are bringing into light many aspects of this great and inevitable shift in the world.

Abstract

L'Asie et le Pacifique. Immense région, neuve et ancienne à la fois, où vivent les deux tiers de l'humanité. Région de tous les superlatifs, de toutes les exceptions, de la Chine, renaissant perpétuellement des catastrophes et aléas de son Histoire, de l'Inde, continent à elle seule, ou du Japon, archipel des futurs. Une région qui tire la croissance mondiale et qui devient le centre du monde. Qui aurait pu dire que le PIB de l'Asie et du Pacifique ferait jeu égal avec celui de l'Union européenne ? Et demain ? Cet ouvrage dessine le panorama de l'Asie-Monde, en réunissant une centaine de textes de chercheurs et de spécialistes publiés sur le site Internet du Réseau Asie et Pacifique (CNRS/FMSH), entre 2002 et 2011. Ces travaux, couvrant les sciences humaines et sociales, disent le passé, avertissent de l'avenir, montrent la complexité de l'Asie et du Pacifique, leurs failles, leurs atouts, leurs enjeux.
