Public private partnerships (PPPs) have traditionally foster collaboration between public administrations and private actors in terms of efficiency and risk sharing. Recent approaches emphasize aligning PPPs with sustainability and social value goals. This study explores PPPs with social economy entities at the local level and its impact to the territory by examining cases in energy, housing, and digitalization in the region of Valencian Community (Spain). The research identifies drivers, benefits, and obstacles in its implementation, showcasing pioneering cases as models for sustainable growth and achieving a green and digital transition. 7. The right to a view in Russia: History, legislation and future prospects

The right to a view in Russia, rooted in Roman law, remains underdeveloped in contemporary Russian legislation and legal scholarship. The study aims to investigate the legal status of the right to a view, identifying its unique characteristics, methods of protection and guarantees in the Russian Federation. The author examines the historical aspects, the legislative framework surrounding this right, and its aesthetic and economic implications. A dialectical approach is employed alongside formal-legal methods, comparative analysis, and others. The findings indicate that current legislation lacks legal guarantees for preserving views from windows, as evidenced by judicial practice. The right to a view is neither explicitly defined nor protected by specific norms in Russian Law. Nonetheless, the relevance of issues related to views is increasing due to ongoing urbanization and territorial development. The current landscape reveals significant legal gaps that hinder the protection of property owners’ interests. The author concludes that the right to a view necessitates further study and legislative regulation to ensure its protection in today’s context.

This study explores depopulation in municipalities with a very low population density in rural Spain. This issue has risen up the political and social agendas recently and represents one of the greatest challenges that face rural communities, which threatens their viability and causes many settlements to disappear. Despite the concept's complexity, depopulation has been approached in a partial, unilateral manner by disciplines such as geography and economics. There has been a lack of research in important fields for territorial development, such as urbanism and regional planning. This study considers the need to incorporate these two disciplines into the study and management of depopulation. It suggests a more integrated, strategic approach to land use and regional planning in rural areas that is based on statutory spatial and urban master planning. This new approach could allow realistic, effective measures to be planned and implemented to contribute to the development of rural communities and tackle the population decline that threatens their survival. This study highlights the fundamental role that is played by urban and regional planning, integrated into the management of rural depopulation, particularly in what is termed Empty Spain. Using a comprehensive and strategic approach to spatial and urban planning that was developed in relation to territorial socioeconomic policy measures, innovative initiatives are determined that contribute significantly to the sustainability and development of rural communities, which consider the particularities of each territory and the structured participation of different territorial agents. Based on this, this study proposes the design and application of integrated planning strategies to achieve integrated and sustainable territorial development and counteract the adverse effects of population decline, therefore guaranteeing the preservation and revitalization of rural areas that are at risk of socioeconomic disappearance. The purpose of the article is to theoretically analyse the nature and characteristics of territorial capital. The article examines the conceptual framework of this notion to identify its originality and added value. The applied research method is literature review. The concept of territorial capital amalgamates numerous findings from endogenous approaches to development. Its originality derives from a holistic and complementary perspective on territorial resources, which give rise to new development trajectories and foster territorial specificity. This concept emphasises the significance of network relationships and the intangibility of resources, along with their embeddedness. It highlights the importance of place specificity and territorial capabilities in creating new values and resources. It forms the basis for place-based development policy.

The issues and prospects of sustainable development of the Republic of Bashkortostan with a focus on innovation aspects have been considered in order to develop recommendations to ensure the long-term progress of the region. The research methodology is based on the analysis and comparison of economic, social, and environmental factors of sustainable development, assessment of the role of innovation in each sphere, study of successes and experience of other constituent entities of the Russian Federation and foreign countries, as well as on the proposals for creating regional centers for assessing and monitoring sustainable development that in their activities will be focused on comprehensive research in regional socio-economic systems, considering the innovation component. The main spheres and components of ensuring sustainable development of the region have been defined and presented. The main study results are: identification of key aspects of sustainable development of the Republic of Bashkortostan; identification of issues and prospects in developing the economy and social and environmental spheres; analysis of the role of innovation in ensuring sustainable development; recommendations development for creating regional centers for assessing and monitoring sustainable development. Sustainable development of the territory is one of the main strategic objectives of the constituent entity. In order to achieve it, it is necessary to continue the work, as well as to increase attention to innovations, education and management systems. The centers creation can contribute to the system analysis and assessment of sustainable development processes, as well as the development of recommendations and strategies to improve the economic, social, and environmental condition of the territory.

In Africa, camel herding is often viewed as a subsistence or ancient activity restricted to marginal drylands and arid or desert zones. However, camel products are increasingly sold in many cities, and camels are more and more used for tourist purposes. We can also see various public or private interventions in the arid zones aiming to develop processing units for milk or meat based on a business model. This present research aimed to evaluate the multiple economic and non-economic contributions of camel activities in North African drylands through analysis at the household and territorial levels using a multifunctional approach. Based on a study in five provinces of East and South Morocco, this article proposes a framework based on rural livelihoods and ecosystemic services for assessing the contribution of camel rearing to the rural economy and territorial development. It highlighted the multiple economic and non-economic functions of this activity, including domestic, trade, and services, as well as cultural attachment and local knowledge. We conclude by discussing current changes in camel herding, between supporting specialization for value chain participation and maintaining the overall sustainability of the camel systems in dryland areas. Since 2001, the United Nations has included in its agenda the evaluation of sustainable development through indicators that enable comparison parameters among several countries. Despite their efficiency as an assessment tool, these indicators can be improved and/or adapted to specific contexts. From this perspective, the present study assessed the sustainability of family farming and identified the bases and guidelines for sustainable development in the municipality of Dourados, Mato Grosso do Sul (MS), Brazil, based on the perceptions of family farmers in the region. The research was guided by exploratory case studies in the field, in 20 certified organic agro-ecological production units, and official databases were also used. In this context, the Indices of Sustainable Rural Development (IDRS) were proposed. The methodology used for the elaboration of the Index was the Cluster analysis and the Sustainability Biogram. The results for the Integrated Sustainable Development Index (S³) were 0.6998, which indicated a stable level of Sustainable Rural Development (SRD), with some indicators in critical state. Given these results, it was possible to conclude that the producers of the municipality are inserted in an institutional and cultural structure of sustainability; on the other hand, efforts are still needed to improve the quality of life and acquisition of primary goods in those production systems, which can be obtained through greater participation of governance and technical support. Ecomuseums are 'in situ' museums of the community addressing the relationship between people, society, space and time. An ecomuseum is based on structured narratives on selected themes through which the specificity and uniqueness of a place can be captured, conveyed and highlighted, and the participation of local people in the management of their local resources and decision-making can be strengthened, offering opportunities and prospects for quality economies and territorial development. The present study concerns the case of the Greek ecomuseums and aims at their comprehensive recording and evaluation, which has not been done so far. The findings testify that in Greece despite the fact that quality economies are being present in domestic ecomuseums, a common vision of territorial local development has not yet been formed/implemented, unlike the rest of the European Mediterranean countries. This is due to reasons related to community participation, to the linkage between production-processing-tourism-culture-sports, to the cooperation of institutional actors and to their sustainability management. Amidst the growing debate on the use of technologies and data in urban management, it is essential to examine the role of the Right to the City within this discourse. The concept of the Right to the Smart City presents a challenge in contemporary urbanization, where it is crucial to identify who benefits from technologies and data, as well as how these resources integrate into society as a whole. This article reviews the corpus of research on the concepts of Smart City and Right to the City within the field of Social Sciences, drawing on bibliographic data from the Scopus database, between the years 2010 and until the year 2023, with a search system based on keywords in English. The aim is to analyze the connections between these theoretical frameworks and their intersections with other research topics. The results, analyzed using VOSviewer software, reveal maps and graphs indicating that contributions linking Smart City and the Right to the City are concentrated among a limited group of researchers, primarily based in the United States and Europe. Although these studies emphasize the necessity of a citizen-centered approach, they also highlight that global Smart City initiatives often overlook the Right to the City, reinforcing a dominant vision aligned with capital accumulation. Collective productive projects are an effective strategy to bring reconciliation and development to the most remote parts of the national territory. Incipient rural development was recognised in the peace agreement, signed between the Colombian government and the Armed Forces of Colombia People's Army (FARC-EP), as one of the causes of the armed conflict. However, social margins and precarious conditions are not exclusive to the countryside; exclusion also occurs in urban centres. Using ethnographic methods, we visited three areas of reincorporation to identify the socio-economic practices of collective productive projects. The findings suggest that the social solidarity economy is a promising alternative led by FARC-EP ex-combatants and host communities to resist socio-economic exclusion. [ABSTRACT FROM AUTHOR]

Introduction and objectives. This study aimed to understand and analyse the main determinants affecting the (no) spend in protected natural areas. Method. Using a total of 1.119 on-site survey data from Cadí-Moixeró Natural Park, we analysed the visitor spending and identify influential sociodemographic, visit behavior, and motivational descriptors related to their likelihood of spending money during their visit. Natural Park is a man, in the early forties, with university studies who overnight in the park, which enables doing multiple group visits. Results and conclusions. The result of the comparison between spenders and non-spenders during their visit was that spenders and non-spenders showed significant differences on sex distribution, frequency of visit, percentage of group visits, mean days of visit, type of accommodation, physical activity intensity, channel park knowledge, nature and relax motivation and outdoor and health motivation. Finally, the statistically significant predictors in the logistic regression model were group visit, type of accommodation, physical activity intensity, days of visit and nature and relaxation motivation. The findings have implications for future tourism development in Protected Natural Areas and should be applicable to other regions.

Following decades of rapid industrialization and urbanization, China has committed to sustainable development by defining its own strategy, focusing on technological innovation and industrial modernization. While major urban areas have substantial resources in terms of manpower, materials, and finances to adapt to this shift, small towns in more remote regions do not have the same advantages. How can local governments of small towns adopt a territorial development strategy that effectively balances the competing priorities of productivity and environmental sustainability? This study examines the strategies adopted by two successive municipal administrations in Xianju, a small town in a remote area of eastern China, in light of the major challenges faced by Chinese municipalities: a strong focus on productivity, asymmetrical decentralization, and a persistent structural budget deficit. The research methodology included 50 interviews with a wide range of local stakeholders and analysis of documentary sources. The findings reveal an incremental and adaptable strategy employed by municipal officials in Xianju to establish a "green development" model that aligns with party-state expectations while supporting their career advancement. Although this model fosters job creation and helps counter the negative impacts of unregulated industrialization, it also risks generating new social and environmental inequalities.

The purpose of the article is to summarize the existing development experience of the Donetsk People’s Republic in the context of the administrative and territorial structure’s formation and improvement. The authors summarize the existing experience of administrative and territorial division, highlight the most characteristic features of possible transformations, and substantiate the need for early implementation of federal legislation into the current activities of state and local government bodies using logical, comparative, descriptive, and cartographic methods, as well as the method of analogies. The article identifies patterns of the administrative-territorial arrangement transformation in specific historical conditions, establishes cause-and-effect relationships between transformations in social production and changes in territorial development, distinguishes individual economic interest groups that generate contradictions in public relations, identifies the concentration factors for public production facilities in certain territories, visualizes the results of administrative boundaries administrative-territorial entities’ structure changes using maps. The article describes the chronology of transformations in the structure of administrative-territorial units over more than 100 years of Donbass’s existence in modern history. The Soviet period (1917–1991) is characterized by changes in administrative boundaries and the structure of administrative-territorial entities. The Ukrainian period (1991–2014) is distinguished by the intensified tension between local governments and central authorities, management. The period of statehood (2014–2022) is characterized by the completion of preparatory work preceding the entry of the Donetsk People’s Republic into the Russian Federation.

Fisheries and coastal economies across Europe have witnessed substantial structural changes that have brought about challenges for territorial cohesion and social renewal within the fishing sector. Notably, there has been a disconnect between the industry and local communities, with fisheries largely producing commodities for wide‐ranging and often distant markets. In response, short food supply chains (SFSCs) are often an important element of the local development strategies of Fisheries Local Action Groups (FLAGs), being regarded as a possible mechanism for increasing added value and (re‐)localising the sector to aid territorial development. This article examines the conditions that lead to SFSCs having a higher market share in a FLAG area. Drawing on social capital theory, we employ a novel fuzzy‐set qualitative comparative analysis approach using survey data from FLAG managers from across Europe, in what is a first empirical attempt to apply the method in the context of community‐led local development. The analysis pays particular attention to the three dimensions of social capital—structural, normative‐cognitive and network governance—and finds that while different combinations of social capital can lead to a stronger presence of SFSCs, certain types of social capital are more conducive to SFSCs depending on the nature of territorial factors. In comparison to the wealth of critical evaluation of LEADER (i.e., Liaison entre actions de développement de l'économie rurale), there has been no consolidated attempt to reflect on the contribution of Fisheries Local Action Groups (FLAGs), now entering their third EU programming period. Set up in the image of LEADER, and a novel governance instrument within the Common Fisheries Policy (CFP), FLAGs aim to activate local responses that build resilience and adaptability within the fisheries sector and wider communities. In addition to introducing the accompanying articles that make up this special issue of Sociologia Ruralis, our article gives an account of the emergence of community‐led local development (CLLD) in fisheries and the attributes that have characterised the application of the LEADER approach within a fisheries‐territorial development context. In many cases, FLAGs have led to improved relationships between the small‐scale fishing sector and wider local social and economic networks, helping the sector reimagine its role within local economies. Yet outcomes vary as the FLAG approach has been applied across different cultural and institutional settings. There are indications that the system is becoming enveloped by wider priorities of coastal development and blue growth. Yet FLAGs may well provide a successful test case for widening participation in the CFP and upscaling integration of the fishing industry within local and regional economies. For CLLD in general, they are a reminder of the value of a differentiated CLLD approach tailored to different sectoral‐territorial contexts. [ABSTRACT FROM AUTHOR]

Organic agriculture and livestock production systems have been gaining more and more space in the countryside and on the market. This is a result of the need for alternatives to conventional agriculture and cattle production, which is characterized, among other aspects, by its high environmental impact. Thus, in recent decades, the private sector, public institutions and civil society (popular social movements, NGOs, associations, collectives, among others) have begun to develop production systems strongly supported by ecological principles. Therefore, this article aims to identify and analyze the characterization of organic production in the country, with emphasis on its evolution and spatialization. This is an exploratory study that aims to reveal the distribution of organic production in the territory. The research was performed based on literature review and analysis of data from the National Register of Organic Producers (Cadastro Nacional de Produtores Orgânicos - CNPO), provided by the Ministry of Agriculture and Livestock (Ministério da Agricultura e Pecuária - MAPA). The number of organic producers, between 2013 and 2023, showed an increase of almost 400%, with audit certification predominating among organic conformity assessment mechanisms. The South, Northeast and North regions, in 2023, had the largest number of producers. Despite the progress, the Covid-19 pandemic and the recent disruption of public policies for the sector have impacted the trends previously identified in the Brazilian organic production scenario. Traditional food products are directly linked to the territory where they are produced and recognized. These foods are the result of the sociocultural dynamics of a given society, which occupies a delimited geographic space and can be constituted as distinctive territorial signs, contributing to regional and local development. Territorial identity can be represented by the manifestations of cultural elements, and when valued, they are economic alternatives to development. The article aims to identify how, based on sociocultural relations, cream cheese contributes to the development strategies of the municipality of Lagoinha/SP. The research has a qualitative approach of an exploratory nature. Primary data was collected through semistructured interviews and analyzed according to the methodological proposal presented, and secondary data through bibliographic and documentary research. The results demonstrate that cream cheese, as a cultural manifestation, is a collective good with territorial identity, as it articulates various actors in society and collaborates in the dimensions of territorial heritage. As it is a food that contributes to local development strategies, it must be supported by public policies and valued by the various actors and sectors in the municipality of Lagoinha. The São Borja-Brazil/San Tomé – Argentina integration bridge opened in 1997 created great expectations of integration and economic development for the border communities on the banks of the Uruguay River. The appropriate bridge was built and the CUF was created – the first Unified Mercosur border center. Currently, the flow of international trade in this customs department represents around 30% of the trade balance between Argentina and Brazil, being a strategic corridor for trade, tourism and regional integration. The study problematized how the scales of power and territorial resources occurred in the processes of renewing the concession of the São Borja-BRA/San Tomé-ARG integration bridge (2021-2023). To this end, literature reviews were carried out, the methodology of geographic scales of power and analysis of journalistic discourses were applied. As main results, it is observed that the due process of concession occurred in periods of diplomatic disagreements and lack of dialogue between the Governments of Brazil and Argentina, a leading role on the national scale in terms of actors and interests was noted, however the local scale did listen to regional demands and presented the bridge scenario with the centralities of power, being an articulating and cooperative scale between Local-national; International-local; and local-regional. The place and its actors presented institutional cohesion in defense of priority agendas for the region, decentralization between territorial actors in relation to the arenas and interests in the process. In relation to territorial innovation, it is worth highlighting that the bridge and its structure have expertise in the area of international trade and agility in processes, in addition to public universities and a geostrategic location in Prata.

37. The economic contribution of camel-based livestock systems in North-African drylands: the case of East and South Moroccan provinces

In Africa, camel herding is often viewed as a subsistence or ancient activity restricted to marginal drylands and arid or desert zones. However, camel products are increasingly sold in many cities, and camels are more and more used for tourist purposes. We can also see various public or private interventions in the arid zones aiming to develop processing units for milk or meat based on a business model. This present research aimed to evaluate the multiple economic and non-economic contributions of camel activities in North African drylands through analysis at the household and territorial levels using a multifunctional approach. Based on a study in five provinces of East and South Morocco, this article proposes a framework based on rural livelihoods and ecosystemic services for assessing the contribution of camel rearing to the rural economy and territorial development. It highlighted the multiple economic and non-economic functions of this activity, including domestic, trade, and services, as well as cultural attachment and local knowledge. We conclude by discussing current changes in camel herding, between supporting specialization for value chain participation and maintaining the overall sustainability of the camel systems in dryland areas.

The spatial development of territories in Ukraine, in particular in the context of the introduction of decentralization principles into the public administration system, is characterized by the identification of an additional wide range of internal and external factors and problems of functioning in various spheres of society, as well as the actuation of issues regarding the need to find and implement more effective instruments that can solve them. Domestic experience in overcoming various kinds of territorial problems is limited and insufficient, therefore, the study of the best foreign theories and practices in this regard, including the use of instruments for the implementation of project activities, as well as the analysis of opportunities for their implementation, remains relevant. In the context of the spatial development of territories, project activities can be considered as a purposeful system of actions organized by any public governance entities or established in the process of their interaction with each other, aimed both at solving a specific territorial problem and at stimulating the development of various spheres of community life, involving a wide range of mechanisms and instruments for managing spatial development based on planning, financing and implementation of a specific project in order to achieve the final result. The article provides an analysis of the global and European experiences in the use of an instrumentarium for the implementation of project activities in public management of spatial development of territories; approaches are generalized and features of the use of projects depending on the priorities of spatial development, individual characteristics and the presence of territorial problems within each country are determined; the possibilities and relevance of using positive examples of the implementation of multidirectional project activities in the process of managing the spatial development of territories in Ukraine, which is expedient in the period of their post-war recovery, are considered. Acquaintance with the global and European experiences of formation by individual countries, in accordance with national characteristics and the chosen model of development, of priority goals, objectives, mechanisms and instruments of territorial management will allow using positive achievements and, on the basis of the formed strategic directions, introducing effective instruments, in particular for the implementation of project activities, support and stimulation of the development of their own territories, taking into account the characteristics inherent in Ukraine.

39. Methodological Approaches to Analyzing the Level of Territorial Development in Ukraine

The article examines methodological approaches to the analysis of the level of territorial development in Ukraine. The main approaches to the analysis of the level of territorial development, which are contained in official documents and serving as bases for development of methodological recommendations, are allocated, in particular: 1) methods of preparing a socioeconomic analysis of community development; 2) development of profiles of communities; 3) methods of formation and implementation of forecast and program documents of socioeconomic development of the united territorial community; 4) methodology for taking into account the Sustainable Development Goals in the development strategies of territorial communities. The territory as an object of development is considered from various aspects: economic, socio-cultural, ecological, and political. The concept of «territory» is usually associated with spatial characteristics and is considered as a limited part of the land surface with a certain area, geographical location and other spatial features. However, in the case of interpreting the territory as an object of development, this concept should be considered as a separate, identified by geospatial features and administrative subordination territory with the appropriate structure, conditions, properties and characteristics. The main principles on which methodological approaches to the analysis of the level of territorial development should be based are allocated, i. e.: consistency; integration; focus on the needs of the local community; public participation; scientificity; validity and objectivity; sustainability; rational use of resources; monitoring and evaluation. It is emphasized that in Ukraine there is currently no single methodological approach to the analysis of the level of territorial development, and the existing methods turned out to be imperfect and require revision. In particular, only certain methodologies of analyzing the level of territorial development are in use, as well as certain methods of taking into account the Sustainable Development Goals in the development strategies of territorial communities, although this does not comply with the principles of consistency, sustainability, and integration. The necessity of developing a unified methodological approach to the analysis of the level of territorial development in Ukraine, which would take into account a comprehensive analysis of the current state of territorial communities and the compliance of their development with the Sustainable Development Goals, is substantiated.

40. Reauthorization of Local Issues in Law Enforcement Practice

This research featured norms that provide an opportunity to redistribute matters of local significance from local government bodies to state authorities. The Federal Law on Organization of Local Governance (2014) provides an algorithm for this procedure. However, it has received poor scientific attention, as has the current law enforcement practice in the corresponding category of cases. The present analysis of the regional and court decisions shows that the state authorities tend to act chaotically in exercising their discretionary powers. Reauthorization has received no criteria of expediency and effectiveness so far. The examples from law enforcement practice are not in favor of local government and violate the constitutional principle of trust in the government (Constitution of the Russian Federation, Article 75.1). Reauthorization prevents local governments from long-term development strategizing of their municipalities. Both the laws of the subjects of the Russian Federation and the law enforcement practice show that reauthorization in its current form contradicts the constitutional principles of maintaining trust in the government, thus reducing the power of local governments.

The world is facing dramatic challenges related to environmental sustainability at an accelerating pace. In this context, the field of economic geography (EG) has been playing an important role in understanding both the socioeconomic and technological dimensions of these challenges, as it deals with a variety of complementary notions and perspectives. Departing from this lens, our aim is to explore a conceptual framework that can help us to understand environmental changes relating to multi-dimensional territorial development, notably in economic contexts where inequality is high, and stratification based on hierarchies regulate social and economic life. Based on the territory concept, we propose the original notion of a hierarchical regional innovation system (HRIS) that emphasises the pervasive role of hierarchies (powers) in regional innovation systems and illustrate its value with evidence and case studies from extant literature on sustainability transitions. The HRIS can help us understand and promote development paths considering the contribution of inclusive eco-innovations (another original conceptual amalgam). Through some empirical cases from other studies in low-carbon transitions, we show the application of the HRIS (and inclusive eco-innovation) framework. In conclusion, we provide incentives to explore new regional innovation systems, alongside the HRIS, adapted to different regions worldwide and centred on the inclusiveness of people and places.

- Abstract
The onset of hostilities coincided with an acceleration of Eurointegration processes in Ukraine. The emergence of new challenges and opportunities for organizing local territorial development management requires a new quality of work, primarily in terms of preparing and implementing planning documents for local development. In the process of studying the current legislative norms regarding the preparation of planning documents for local development, it was found that today in Ukraine there are three main types of planning documents: spatial, strategic, and budgetary, which are developed in parallel and are not interconnected. This interconnection should be ensured at the national level through annual budget allocations for the practical implementation of strategic and spatial plans. However, in practice, this has not been achieved due to the ongoing process of reforming various spheres of life in our country, which requires updating planning documents, as well as due to the limited budget resources, which have increased in recent years due to the need to finance military expenses. The state strategy for regional development for 2021–2027 requires further refinement and updating in the context of Eurointegration processes and ongoing hostilities, with the proposed measures requiring additional prioritization considering the urgent need to meet military needs and the limitations of state budget resources. The development of comprehensive spatial development plans for community territories in the new approved composition is at the initial stage of formation and is complicated by ongoing hostilities in Ukraine. Further study is needed to explore the possibilities for implementing measures for territorial development management, taking into account the reduction of budget financing and simultaneous prospects for attracting additional resources through the development of civil society, implementation of new projects and initiatives, cooperation between Ukrainian and European territorial communities, and the prompt implementation of new digital opportunities in all spheres of society's life, considering the needs of inclusive and smart development. The development of modern society in large urban centers is linked to a consumption system that is loaded with territorial, political and socio-environmental problems. Since Brazil is considered the fourth greatest generator of solid waste in the world, the importance of strategic actions coming from public and private sectors and civil society that aim for better conditions in the management and valorization of this waste are highlighted. In the face of this, families act in the collection and sorting of recyclable materials, and they are often conceptualized as agents of sustainable practices. This article aims to investigate the intersection between territorial organization and local development within a recycling cooperative. In order to understand the socio-environmental dynamics on this research, a bibliometric portfolio was built that provided knowledge about Circular Economy practices and recyclable collectors. For data collection, support was sought through non-participant observation and structured and semi-structured interviews. The results showed that the strengthening of the cooperative developed from established social relationships in the surroundings of the recycling chain. It was concluded that, from the viability of relationships within the territory, scenarios may arise that guarantee the circularity and transformation of the waste, encompassing aspects aimed at social, environmental and economic sustainability. [Methods] The Wuling Mountain Area, a national key ecological functional area, was taken as the research object, the comprehensive assessment system of territorial development intensity and ecological security was firstly constructed. Then the spatial Dubin model was used to analyze the spatial spillover effect of territorial development intensity on ecological security. The threshold model was used to clarify the nonlinear relationship between the two under multiple constraints. [Results] The mean value of territorial development intensity increased from 0.195 in 2000 to 0.273 in 2020, and the mean value of ecological security index increased from 0.282 in 2000 to 0.438 in 2020, both of which showed an increasing trend of fluctuation. There was a positive spatial spillover effect between territorial development intensity and ecological security. The spillover effect of territorial development intensity on the exponential growth of ecological security in this county was significantly stronger than that in neighboring counties, overall driving the positive evolution of ecological security level in Wuling Mountain Area. The improvement of territorial development intensity had interval effect on ecological security, showing an inverted U-shaped curve relationship of ‘strengthening-weakening’. If the threshold value was between 0.158 to 0.309, the territorial development had a significant threshold effect on building the ecological security barrier. [Conclusion] During the study period, the territorial development intensity and its threshold in the Wuling Mountain Area gradually increased, and there was obvious spatial and temporal heterogeneity in the degree of impact on ecological security, so that setting the territorial development intensity interval according to local conditions became the key to optimizing the new pattern of land spatial development and protection. In a rapidly changing socio-economic context, urban planning faces several challenges. In fact, population growth, the accentuation of urban issues and the massive use of mobile communication technologies have presented the smart city as a relevant and innovative solution to these various contemporary challenges. At this stage, the opportunities mobilized by Big Data and communication technologies have reiterated the attention on the notion of smart cities. However, how can contemporary urban life be planned in order to determine the conditions for success and the trajectory of a smart city in Morocco? By crossing the reality of urban planning, the state of Moroccan cities with the different trajectories to be taken to support the emergence of smart cities in Morocco, this work seeks to explore the likely interactions between smart planning and the process of implementing a smart city. In addition, it also attempts to retrace the state of urban planning in Morocco. In this paper we will provide a series of concrete recommendations, ready to rectify any widespread deficiencies rooted in the current urban planning framework. This article examines the place of the olive heritage and its products in the tourism promotion of Saint-Rémy de Provence. This Provencal town was chosen because it is located in a region which is famous for its olive groves. By studying the iconic discourse based on the use of images linked to the olive-growing heritage, the aim is to examine the hypothesis that the olive, olive oil and the olive tree have above all an emblematic value as symbols of Provence. Our aim is to show that they are used primarily for commercial and tourist purposes, as well as being witnesses to a claimed cultural identity.

Cet article traite de la place de l’olivier et de ses produits, dans la valorisation touristique d’une ville de Provence emblématique d’un territoire oléicole, Saint-Rémy de Provence. En étudiant l’ensemble du discours iconique fondé sur l’utilisation d’images liées au patrimoine oléicole, il vise à examiner l’hypothèse selon laquelle l’olive, l’huile d’olive et l’olivier, ont avant tout une valeur emblématique en tant que symboles de la Provence. Notre propos est de montrer qu’ils sont utilisés principalement à des fins commerciales et touristiques, ainsi que comme témoins d’une identité culturelle revendiquée.
