A retrospective analysis of the formation of the system of professional training of primary school teachers in the terms of distance learning in HEI of Ukraine has been carried out in the article. The tendencies of the dynamics of implementation of distance learning in the educational process of a higher pedagogical school in accordance with a number of factors (political and economic; social and educational; technological and program) and institutional aspects of regulatory and legal support have been singled out. Thematic researches in the educational and scientific space have been analyzed and the directions of urgency of transformation of distance learning in the chronology of its development have been determined. The periodization of the development of professional training of primary school teachers in terms of distance learning with certain stages and characteristic historical and pedagogical features has been presented.The idea of a «triad» of possibilities on the way of evolutionary development has been proved: an educational technology, a form of training organization, distance professional training as a pedagogical system. An evaluative vision of the disadvantages and advantages of the research subject at all stages of implementation has been formed and the recommended ways of constructive changes in professional training of primary school teachers in the changing conditions of the digital educational space have been identified., У статті здійснено ретроспективний аналіз становлення системи професійної підготовки вчителів початкової школи в умовах дистанційного навчання в закладах вищої освіти України. Виокремлено тенденції динаміки впровадження дистанційного навчання в освітній процес вищої педагогічної школи у відповідності до низки чинників (політико-економічних, культурно-освітніх, техніко-технологічних) та інституційних аспектів нормативно-правового забезпечення. Проаналізовано тематичні дослідження в освітньо-науковому просторі та виокремлено напрями актуальності трансформації дистанційного навчання в хронології розвитку. Представлено періодизацію розвитку професійної підготовки вчителів початкової школи в умовах дистанційного навчання із визначеними етапами та характерними історико-педагогічними особливостями. Доведена думка про тріаду можливостей на шляху еволюційного розвитку: освітня технологія, форма організації навчання, дистанційна професійна підготовка як педагогічна система. Сформовано оціночне бачення недоліків та переваг предмету дослідження на всіх етапах впровадження та виокремлено рекомендовані шляхи формування професійної підготовки вчителя початкових класів у змінних умовах цифрового освітнього простору.

The COVID-19 pandemic has changed the pace and rhythm of life in all spheres of economic, spiritual, educational space. The spread of the disease has prompted governments in many parts of the world to shift the educational process to distance learning. This situation has led to inequalities in access to education. According to a report by the United Nations Children's Fund (UNICEF), a third of the world's students (about 463 million) were unable to access distance learning after school closed through COVID-19. A significant part of higher education institutions in the world has switched to distance education. In Ukraine, distance learning has also been introduced in higher education institutions. This form of educational process is not new for our country. Distance learning has been actively implemented in Ukraine since 2002. The MOODLE software platform (distance management system) has been introduced in many higher educational institutions of Ukraine. Today, distance learning is one of the world's leading trends in education this technology implements the principle of continuing education and is able to meet the growing demand for knowledge in the information society. The order of the Ministry of Education and Science of Ukraine dated 25.04.13 № 466 "On approval of the Regulations on distance learning" states that "the purpose of distance learning is to provide educational services through the use of modern information and communication technologies at certain educational or educational levels in accordance with state standards of education "[3]. In order to avoid inequality in the provision of educational services, it is envisaged that the period of distance learning should be not less than full-time education at the appropriate educational and qualification levels, areas of training and specialties.

Дистанционное наблюдение докторами за жизненными показателями может ускорить оказание помощи пациентам. Так же снижается риск заражения различными заболеваниями, особенно актуально в период коронавирусной пандемии. В век телекоммуникации появляется возможность интегрирования различных медицинских ресурсов в глобальные системы. Currently telecommunication technologies are one of the active directions of the development of modern science. Information systems affect various spheres of people’s lives, including medicine. Remote monitoring of vital signs by doctors can speed up patient care. The risk of various infections is also reduced, especially during the coronavirus pandemic. In the age of telecommunications, it is possible to integrate various medical resources into global systems [1].

Primjena telekomunikacijske tehnologije i primjena u svim aspektima gospodarstva je temelj za uspješno uspostavljanje konkurentnosti i osiguravanje daljnjeg ekonomskog i socijalnog napretka zemlje. U sklopu poslovne analize provodi se analiza financijskih izvještaja pomoću koje se podaci iz financijskih izvještaja pretvaraju u informacije pogodne za upravljanje, planiranje i odlučivanje. Temeljni financijski izvještaji su: Bilanca , Račun dobiti i gubitka, Izvještaj o ostaloj sveobuhvatnoj dobiti, Izvještaj o promjenama kapitala, Izvještaj o novčanim tokovima i Bilješke uz financijske izvještaje, a tehnike kojima se provodi njihova analiza je pomoću financijskih omjera. Financijskim omjerima prati se kretanje profitabilnosti i aktivnosti poslovanja, te likvidnosti i zaduženosti poduzeća. Na temelju dobivenih rezultata i informacija, menadžment poduzeća može donositi kvalitetnije odluke koje trebaju doprinijeti povećanju uspješnosti i sigurnosti poslovanja. Pad poslovnih aktivnosti praćen je i umjerenim smanjenjem vrijednosti imovine, najviše zbog manjeg pritjecanja novca. Unatoč tome, Hrvatski Telekom i dalje ima visok udio likvidnih sredstava u strukturi imovine, koji uz vrijednu dugotrajnu imovinu, izdašan vlastiti kapital i nisku zaduženost demonstriraju dobru financijsku snagu društva i stabilan financijski položaj. As part of the business analysis, an analysis of the financial statements is performed, by means of which the data from the financial statements are converted into information suitable for management, planning and decision-making. The basic financial statements are: Balance Sheet, Profit and Loss Account, Statement of Other Comprehensive Income, Statement of Changes in Equity, Statement of Cash Flows and Notes to the financial statements, and the techniques used to analyze them are using financial ratios. Financial ratios monitor the movement of profitability and business activities, as well as liquidity and indebtedness of companies. Based on the obtained results and information, the company's management can make better decisions that should contribute to increasing business performance and security. The decline in business activities was accompanied by a moderate decline in the value of assets, mostly due to lower cash inflows. Despite this, Hrvatski Telekom still has a high share of liquid assets in the asset structure, which, along with valuable fixed assets, generous equity and low indebtedness, demonstrate the company's good financial strength and stable financial position.

Purpose: To investigate usability and acceptance of a newly developed interactive, tablet-based exercise application (app) and to explore personal opinions of therapists when using this app in the clinical setting. Methods: Twenty participants (10 therapists and 10 inactive healthy adults) tested usability of this app performing different test tasks, using the think aloud method, and rated overall satisfaction with the System Usability Scale and acceptance with a modified Technology Acceptance Model Questionnaire. For a secondary objective, personal opinions of therapists were evaluated with two focus groups, one for team leaders and one for team members. Results: Overall, the app was judged to be usable. Effectiveness varied between 73 and 90%, overall satisfaction between 70.5 and 85.5/100 points and acceptance between 74 and 80%. Team leader and team member focus groups considered the app as providing a great opportunity for therapy extension, especially because of its blended character. Barriers to its implementation were seen in the existing clinical working processes, personal attitudes of therapists and uncertainty of who would cover expenses for this new form of therapy. Some improvements such as using videos instead of photos, the integration of more interactive tools and the possibility to add additional exercises were suggested in both settings. Conclusion: The app showed high acceptance and usability in trainees and therapists, although some ideas for upgrading functions were formulated. The article describes the key points for the transition from traditional teaching into the modern electronic format and the impact of the Internet on the formation of a new vision of education and lifestyle. The author introduces e-educational tools like the actual and innovative lingua-didactics in Teaching Russian as a Foreign Language. Under the influence of electronic innovation, digital and telecommunication technologies form the new information society with new laws of life and new requirements for professional competence. The main features of modern society are multilingual, cross-cultural, and tolerance. Also, the author discussed the audiovisual method which arose from the needs optimally rapid language acquisition based on the creation of authentic background of language learning, which is absorbing spoken language. The key point of this technique is to create a teaching and learning tools, taking into account the semantics of the national language picture of the world, which finds its expression in the segment (lexical, morphological, syntactic and morphological) and super-segment (phonetics and intonation) linguistic levels. The new generation of e-learning tools is the lingua-methodic simulators, which help to automate the lexical and morphsyntactic abilities for the development of various skills: communication, speech, grammar, etc.

The use of soft decoding can increasing the effectiveness of these codes. The expediency of application bioinspired approach for soft decoding relatively long linear block codes is grounded. The general principles bioinspired approach to soft decoding of linear block codes is considered. The basic steps and flowchart of the bioinspired method of decoding linear block codes are presented. A distinctive feature of the proposed method of decoding linear block codes is the use of generalized bioinspired search to determine the most likely base information vector and corresponding bipolar codeword. It is noted that the choice of a particular procedure bioinspired search should be carried out according to the parameters of the code, channel characteristics and performance requirements decoding. The ways of software implementation bioinspired method of decoding linear block codes are determined. Bioinspired decoding algorithm for linear block codes and features its implementation are presented. The list of input and output data for this algorithm is presented. Principles of the subprocess of the most reliable basis generative matrix and subprocess bioinspired search basic information word (and the corresponding bipolar codeword) are presented.

В последнее время и в экономической теории, и в практической деятельности ряда стран появилось понятие «цифровая экономика». Начало XXI в. ознаменовалось прорывным развитием цифровых технологий, революцией в пространстве информации, и ускорением процессов глобализации экономики. Информация приобрела характеристику ресурса в общественных и хозяйственных процессах. Ее использование преобразуется в знания, измеряемые повышением продуктивности, а социально-экономические отношения все больше переходят в сетевое пространство. Ключевым фактором цифровой трансформации в деятельности субъектов рынка является развитие цифровой культуры. Показано, что на современном этапе социально-экономической трансформации общества, среда накладывает свои особенности на институциональную структуру общества, вызывая потребность в формировании принципиально новых концепций и подходов. Раскрыты понятие, сущность, особенности цифровой экономики, а также обоснована необходимость ее технической нормализации. Представлены основные направления и характеристики трех официальных обсуждаемых стратегий развития российской экономики 2017–2035 гг. Рассмотрены особенности дорожной карты «Цифровая экономика», а также проблемы ее реализации, предложены механизмы управления построением и обслуживанием моделей. Представлена концептуальная модель построения рационального хозяйства с учетом цифровизации экономики. Отмечено, что общество находится на таком интеллектуально-техническом уровне, когда техническое моделирование самого себя является вполне выполнимой компьютерно-инженерной задачей. Неправильное или технически денормализованное восприятие информации мета уровня философских понятий, культурных традиций и т. д. может привести к неправильному физическому самовыражению общества с возможно тяжелыми социально-экономическими последствиями. Сегодня техническое моделирование и техническая нормализация производственных процессов и моделей переходят в область строгого процесса управления производством и экономикой, и в целом являются задачей руководителя, а не технического специалиста. Показано, что цифровая экономика обладает огромным потенциалом содействия экономическому развитию. The beginning of the 21st century got marked by the breakthrough advancements in information technology, revolution in the space of information, and acceleration of economic globalization processes. Information acquired new characteristic of resource required for social and industrial activity. With the help of tools, the information is transformed into knowledge, and its value can be measured through productivity increase. More and more of socio-economic activities are transitioning into the internet. One of the key factors of digital transformation is development of proper digital culture. The authors illustrate that during the period of socio-economic transformation, the state of institutional structure of economy marked with unique characteristics, and will require to form new concepts and approaches. The concept, the essence and the features of the digital economy are described, the necessity of its technical normalization of socio-economic processes is justified. Authors present three main official strategies for the development of the Russian economy for the period of 2017–2035. The issues arising from implementation of «Digital Economy» road map, were considered, the mechanisms for managing construction and maintenance of the model were discussed. Presented conceptual model for building a rational economy, that takes into account the digitalization process. It is noted, that the society resides at an intellectual and technical level where it has required computing and engineering resources to feasibly perform technical modeling of itself. Incorrect or technically de-normalized perception of information on its its lowest meta level can lead to an incorrect physical self-expression of society, with potentially severe socio-economic consequences. Today, the task of technical modeling and technical normalization of socio-economic processes for individual organization and the economy as a whole are becoming the tasks of the leader and manager, and not the task of engineer. It was noted, that digital economy has a huge potential for facilitating economic development. The Internet accelerates the existing market places for goods services and labor, including services offered by public sector. Russia needs to take advantage of the historical moment of the socio-economic transformation of the world economy, and advance to a next socio-technological level, with the goal of securing competitive position in the world market.

Russia needs to take advantage of the historical moment of the socio-economic transformation of the world economy, and advance to a next socio-technological level, with the goal of securing competitive position in the world market.

In this paper, we empirically show that a more intensive use and wider adoption of telecommunication technologies significantly increases the level of product market competition in services and goods markets. Our results are consistent with the view that the use of telecommunication technologies can lower the costs of entry and search. These findings are robust to various measures of competition and a wide range of specification checks.

This paper provides a study of the smart grid projects realised in Europe and presents their technological solutions with a focus on smart metering Low Voltage (LV) applications. Special attention is given to the telecommunications technologies used. For this purpose, we present the telecommunication technologies chosen by several European utilities for the accomplishment of their smart meter national roll-outs. Further on, a study is performed based on the European Smart Grid Projects, highlighting their technological options. The range of the projects analysed covers the ones including smart metering implementation as well as those in which smart metering applications play a significant role in the overall project success. The survey reveals that various topics are directly or indirectly linked to smart metering applications, like smart home/building, energy management, grid monitoring and integration of Renewable Energy Sources (RES). Therefore, the technological options that lie behind such projects are pointed out. For reasons of completeness, we also present the main characteristics of the telecommunication technologies that are found to be used in practice for the LV grid.
