1. Evaluating Secondary Teacher Fulfillment in Professional Development Strategies for Adherence to Chapter 49 of Title 22 of PA Code; Culturally Relevant and Sustaining Education Framework and Guidelines within an Urban School District

- Abstract
This phenomenological research study examined the educational experiences of educators who participated in Chapter 49 of Title 22 of the Pennsylvania Code Culturally Relevant Sustaining Education professional development programming within an urban School District in a suburb of Pittsburgh, Pennsylvania. Semi-structured interviews were conducted with eight educators and provided data for the following research questions: (1) What educator experiences during School District XX professional development opportunities increase efficacy in CR-SE framework and guidelines? (2) What impact did School District XX CR-SE professional development have on educator practices within the classroom? (3) What components are essential in professional development offerings in order for educators to become proficient within the CR-SE framework and guidelines? Results of the data analysis provided several themes in response to each of the three research questions. Key thematic concepts emphasized the importance of school leaders, educators, students, and caregivers working in unison to successfully implement Chapter 49 CR-SE guidelines. Interpretations of the findings by the researcher support the need for school districts and district leaders to ensure the implementation of Chapter 49 by fundamentally examining and adapting district policies and practices. In addition to thematic findings and district leadership implications, the researcher makes recommendations for future research in the area of Chapter 49 CR-SE.
