The aim of the article is to contribute to the discussion and research devoted to the evolution of the agri-food sector in the period of systemic transformation, Poland’s membership in the European Union, and globalization of the world economy. The evolution of the Polish agri-food sector, which started in the first years of systemic transformation, intensified in the period of preparations for accession to the European Union (EU), and then stimulated by the processes of deepening economic and trade integration with the EU Member States and the global market, proves that this sector has undergone profound transformations. After joining the EU, the Polish food economy was co-financed with EU funds, which allowed for the acceleration of structural and modernization changes in the sector. Foreign direct investments also played a significant role in the process of strengthening the position of the Polish agri-food sector. However, the key factor in the sector’s development was the dynamic growth of agri-food exports, accompanied by the growing demand for food in the internal market. In the economic history of the world, sugar is considered one of the first global products, and the supply-demand in the global market has had a major impact on the development of local markets. The Polish sugar sector has been under the influence of the world market for many years. The reform of the sugar market regulation system in the EU has made the EU and domestic markets increasingly dependent on the world market. The production potential of the domestic sugar industry is greater than the demand on the internal market and the excess supply is directed to exports. The global market is characterized by cyclical fluctuations, which are determined by the cyclical nature of sugar cane cultivation. The length of the business cycle has been reduced to 2-3 years. The world market prices affect domestic sales and export prices and the financial performance of the sugar industry. / Streszczenie. W historii gospodarczej świata cukier jest uznawany za jeden z pierwszych produktów globalnych, a sytuacja podażowo-popytowa na światowym rynku miała duży wpływ na rozwój rynków lokalnych. Polski sektor cukrowniczy od wielu lat pozostaje pod wpływem rynku światowego. Reforma systemu regulacji rynku cukru w UE spowodowała, że rynek unijny i krajowy w coraz większym stopniu są uzależnione od sytuacji na rynku światowym. Over the period of 1980-2016 the world beer market showed a dynamic development. Both the production and foreign trade volumes considerably increased, which largely resulted from globalisation processes. The production of beer in the world is dominated with large brewing companies. However in recent years their share contracted due to expansion of small-scale brewing. Growing production of beer generates demand for raw materials (malt, hops extract, sugar). The world tendencies were mirrored on the Polish market. Large foreign direct investments along with concentration of production triggered a dynamic growth of production and exports. The share of small breweries in Poland has recently been growing as well. / Synopsis. W latach 1980-2016 światowy rynek piwa charakteryzował się wysoką dynamiką rozwoju. Produkcja i obroty handlu zagranicznego znacząco wzrosły. Istotny wpływ miały na to procesy globalizacyjne. Światowa produkcja piwa jest zdominowana przez duże koncerny browarnicze, ale w ostatnich latach ich udział w rynku zmniejszył w związku z rozwojem produkcji w małych browarach. Rosnąca produkcja piwa generuje duży popyt na surowce wytwarzane w działach pierwotnego przetwórstwa żywności (słód, ekstrakt chmielowy, cukier). Na polskim rynku piwa były obserwowane analogiczne tendencje. Duże bezpośrednie inwestycje zagraniczne, koncentracja struktur podmiotowych i w konsekwencji dynamiczny wzrost produkcji i eksportu. Economic activities are featured with certain cycles. The cycles can concern the whole economy as well as particular sectors. The dairy industry is one of the branches that are of high importance in Polish and the world as regards food sector. Polish dairy industry faced deep structural changes and modernisation. After the accession to the EU domestic market is strongly linked to both the EU and the world markets. The production in Poland exceeds consumption by ca 20%. The surplus is exported, which ties up the situation on the domestic market with the situation on international markets. Conducted analysis of the domestic and the world markets of milk skimmed powder showed parallel fluctuations. Domestic prices and the prices on the world markets are strongly correlated. The knowledge on the characteristics of those fluctuations allows stakeholders for a proper risk management as well as elaboration of suitable policy options by government administration. Synopsis. Działalność gospodarcza charakteryzuje się wahaniami koniunkturalnymi. Cykle koniunkturalne mogą dotyczyć całej gospodarki, jak i konkretnych sektorów. Mleczarstwo jest branżą, która ma duże znaczenie w polskim i światowym sektorze rolno-żywnościowym. Polskie mleczarstwo przeszło głębokie przemiany strukturalne i modernizacyjne. Po akcesji do UE nastąpiło silne powiązanie rynku krajowego, unijnego i światowego. Polska dysponuje nadwyżką mleka surowego (ok. 20%), która jest eksportowana, co skutkuje silnym uzależnieniem od sytuacji cenowej na międzynarodowym rynku. Analiza krajowego i światowego rynku chudego mleka w proszku potwierdziła, że wahania koniunkturalne są analogiczne, a ceny krajowe i światowe są silnie skorelowane. Sugar cane is a basic raw material for the production of sugar and bioethanol throughout the world. There is strong competition between cane sugar and beet sugar on the market. Changes in market policies in developed countries and bilateral agreements lead to a gradual decline of beet sugar share in the world production of sugar. The cultivation of sugar cane shows a dynamic development which reflects growing demand for sugar and policies related to the energy sector in Brazil, where large quantities of sugar cane and molasses are being processed for ethanol. Moreover sugar cane and by-products of its processing are also used in other areas. Such strong competitive position of sugar cane results from high yield per area unit and low production costs. / Synopsis. Trzcina cukrowa jest podstawowym surowcem do produkcji cukru i bioetanolu na świecie. Na świtowym rynku cukru występuje silna konkurencja między cukrem trzcinowym i buraczanym. Zamiany w polityki rynkowej w cukrownictwie w uprzemysłowionych krajach oraz bilateralne porozumienia handlowe powodują, że systematycznie zmniejsza się udział cukru buraczanego w światowej produkcji. Uprawa trzciny cukrowej dynamicznie rozwija się, a decyduje o tym rosnący popyt na cukier na świecie oraz polityka energetyczna Brazylii, która duże ilości trzciny cukrowej i melasy przetwarza na bioetanol. Trzcina cukrowa i produkty uboczne jej przetwórstwa znajdują zastosowanie także w innych sektorach gospodarki. Silna pozycja konkurencyjna trzciny cukrowej wynika z dużej produktywności z jednostki powierzchni oraz niskich kosztów produkcji.

Rynek cukru w UE należy do najbardziej uregulowanych rynków żywnościowych, a podstawę regulacji stanowią kwoty produkcyjne i regulacje handlu zagranicznego. Równocześnie ogniwa łańcucha marketingowego charakteryzują się zróżnicowanym stopniem koncentracji, co przy silnej ochronie rynku stwarza potencjalne warunki dla praktyk monopolistycznych oraz uzyskiwania tzw. marż monopolistycznych. W tym kontekście celem opracowania było empiryczna ocena zmian cen cukru w Polsce oraz wskazanie ich determinant. Badania oparto na miesięcznych cenach cukru w Polsce, UE i w świecie, w latach 2000-2014. Do oceny prawidłowości wykorzystano modele szeregów czasowych. Przeprowadzone badania wskazują, że produkcja i ceny cukru w Polsce i UE są w przeważającym stopniu uwarunkowane systemem regulacji rynkowych, zaś przeprowadzona reforma rynku cukru w niewielkim stopniu wpłynęła na wzrost powiązań cen w UE z cenami światowymi. The sugar market in the EU is among the most regulated food markets in the world. This regulation is based on production quotas and foreign trade regulations. At the same time, individual links of the marketing chain are characterised by highly varied degree of concentration, which – in the conditions of strong market protection – creates the potential for monopolistic practices and the so-called monopolistic margins. In this context, the paper aims at empirical assessment of changes in sugar prices in Poland and identification of their determinants. The study was based on monthly sugar prices in Poland, the EU and across the world in 2000-2014. Time series models were used to assess correctness. The conducted research indicates that sugar production and prices in Poland and in the EU are largely determined by the market regulation system, while the sugar market reform had little effect on increasing the interrelations between the EU prices and world prices. At the same time, the retail and selling prices are strongly interrelated and these interrelations can be non-linear.

Milk production and procurement in Poland and UE-15 show a clear seasonal fluctuations which are determined by the distribution of calving and feeding regimes. The seasonal fluctuations are transferred on the consequent stages of the food chain and also have got numerous microeconomic implications. A decomposition of time series makes possible differentiation of seasonal fluctuations analysis and measurement of patterns. In Poland over the period of 2001-2013 the largest seasonal variability featured exports of dairy products and milk supply (deliveries) to the dairy industry. On the other hand procurement prices were much less volatile because to a large extent they were dependent upon changes in the situation on international market as well as upon stochastic factors. Over the concerned period the seasonal fluctuations on the dairy market have diminished. / Synopsis. Produkcja i skup mleka w Polsce i UE-15 wykazują wyraźne wahania sezonowe, które są determinowane rozkładem wycieleń i systemem żywienia. Wahania sezonowe podaży surowca przenoszą się na kolejne etapy łańcucha marketingowego oraz mają wiele skutków mikroekonomicznych. Dekompozycja szeregów czasowych umożliwia wyodrębnienie wahań sezonowych, analizę i pomiar prawidłowości. W Polsce w latach 2001-2013 największą zmiennością sezonową charakteryzował się eksport produktów mleczarskich oraz dostawy mleka do przemysłu, a najmniejszą ceny skupu, które w znacznym stopniu zleżały od wahań koniunkturalnych na międzynarodowym rynku i losowych. Wahania sezonowe na rynku mleka ewoluowały w czasie i analizowanym okresie uległy znacznemu zmniejszeniu.

Sugar is considered as one of the first global commodities in the economic history of the world. The relations of supply and demand in the world have had a considerable influence on the development of local markets. In effect of the EU sugar market regime reform, both the European and the domestic markets are more and more reliant on the situation in the world market. The production capacity of the domestic sugar industry exceeds the demand on the internal market and therefore surpluses are exported. At the same time the market regime creates a necessity to import of 200 thousand tons of sugar in order to bridge the gap between the domestic demand and the production quota. Polish sugar industry imports more and more cane sugar for refining which increases the utilization level of its production factors. World prices have had a considerable influence on the domestic prices and thus financial standing of the sector. / Synopsis. Polski przemysł cukrowniczy importuje coraz większe ilości trzcinowego cukru surowego do rafinacji, która umożliwia lepsze wykorzystanie czynników produkcji. Ceny rynku światowego wyraźnie wpływały na ceny zbytu w kraju i wyniki finansowe sektora.

Milk quotas are a basic tool of the dairy market regime regulation in the EU. An abolishment of the quotas in 2015 will trigger considerable but positive changes in the market conditions. Limitation of supply, which in fact is a very strong intervention in the market fundamentals, has a negative impact on the efficiency and competitiveness of dairy sector. The abolishment of milk quotas will allow for an acceleration of structural changes and improvement in the use of economic capacity. Moreover it would reduce the strength of certain competitive forces within the dairy industry. Since milk prices are more and more dependant on the market situation, the impact of milk quotas in this respect has been gradually diminishing. / Synopsis. Kwoty mleczne stanowią podstawę systemu regulacji rynku mleka w UE. Likwidacja tego sytemu w 2015 r. spowoduje istotne zmiany w uwarunkowaniach rynkowych, ale z punktu widzenia teorii ekonomii wydaje się być dobrą decyzją. Limitowanie podaży, które jest silną ingerencją w prawa rynkowe, wywiera negatywny wpływ na efektywność i konkurencyjność sektora mleczarskiego. Zniesienie kwot mlecznych pozwoli przyspieszyć przemiany strukturalne, poprawić wykorzystanie potencjału ekonomicznego sektora oraz zmniejszyć natężenie oddziaływania niektórych sił konkurencji w mleczarstwie. Kwoty mleczne mają coraz mniejszy wpływ na ceny mleka, które w coraz większym stopniu zależą od koniunktury na rynku.

Competitiveness and competition are basic categories of the market economy. While analyzing the foreign trade they acquire an international aspect. After the Polish accession to the EU, the Polish dairy industry showed a very favourable performance as regards the foreign trade, which can confirm its competitive position. It was confirmed with a statistical analysis but in order to retain such position further restructuring processes will have to be carried out. The restructuring processes would lead to an improvement in efficiency. The reform of dairy market regime tending to an abolishment of milk quotas can lead to further improvement in foreign trade results. Therefore comparative advantages would be maintained. / Synopsis. Konkurencja i konkurencyjność to podstawowe kategorie ekonomii rynku, a w analizach handlu zagranicznego mają one aspekt międzynarodowy. Polskie mleczarstwo po integracji z UE osiągnęło bardzo korzystne wyniki w handlu zagranicznym, które sugerują dobrą pozycję konkurencyjną. Analiza statystyczna potwierdziła to, ale utrzymanie tych przewag będzie wymagało kontynuacji procesów restrukturyzacyjnych, których efektem będzie poprawa efektywności. Reforma regulacji rynku, zmierzająca do likwidacji kwot mlecznych, może przyczynić się do wzrostu przetwórstwa i poprawy wyników handlowych. W rezultacie możliwe będzie utrzymanie przewag komparatywnych.

An attempt is made of an assessment of the influence of sugar industry regulations in the EU on the Polish sugar industry. The analysis is based on statistical data concerning production and financial results as well as the legal framework concerning the sugar sector. The CAP reform has had both positive and negative influence on the situation in the Polish sugar industry. / Synopsis. Celem analizy była próba oceny wpływu reformy systemu regulacji rynku cukru w UE na sytuację w polskim cukrownictwie. Analizę przeprowadzono w oparciu o dane statystyczne dotyczące sektora cukrowniczego w zakresie wyników produkcyjno-finansowych, z uwzględnieniem ramowych uwarunkowań prawnych. Reforma WPR miała zarówno korzystny jak i negatywny wpływ na sytuację krajowego sektora przemysłu cukrowniczego.
