2022 marked the third consecutive La Niña and extended the longest consecutive stretch of negative Oceanic Niño Index since 1998-2001. While physical and biological conditions in winter and spring largely adhered to prior La Niña conditions, summer and fall were very different. Similar to past La Niña events, in winter and spring coastal upwelling was either average or above average, temperature average or below average, salinity generally above average. In summer and fall, however, upwelling and temperature were generally average or slightly below average, salinity was close to average and chlorophyll a was close to average. Again, as during prior La Niña events, biomass of northern/southern copepods was above/below average off Oregon in winter, and body size of North Pacific krill in northern California was above average in winter. By contrast, later in the year the abundance of northern krill dropped off Oregon while southern copepods increased and body sizes of North Pacific krill fell in northern California. Off Oregon and Washington abundances of market squid and Pacific pompano (indicators of warm, non-typical La Niña conditions) were high. In the 20th century, Northern anchovy recruitment tended to be high during cold conditions, but despite mostly warm conditions from 2015-2021 anchovy populations boomed and remained high in 2022. Resident seabird reproductive success, which tended in the past to increase during productive La Niña conditions was highly variable throughout the system as common murre and pelagic cormorant, experienced complete reproductive failure at Yaquina Head, Oregon while Brandt’s cormorant reproduction was average. At three sampling locations off central California, however, common murre reproduction was close to or above average while both pelagic and Brandt’s cormorant were above average. California sealion reproduction has been above average each year since 2016, and pup weight was also above average in 2022, likely in response not to La Niña or El Niño but continuous high abundance of anchovy. The highly variable and often unpredictable physical and biological conditions in 2022 highlight a growing recognition of disconnects between basin-scale indices and local conditions in the CCE. “July-December 2022 is the biggest outlier from individual “strong” La Niña (events) ever going back to the 50s.” – Nate Mantua

The world's eastern boundary upwelling systems (EBUSs) contribute disproportionately to global ocean productivity and provide critical ecosystem services to human society. The impact of climate change on EBUSs and the ecosystems they support is thus a subject of considerable interest. Here, we review hypotheses of climate-driven change in the physics, biogeochemistry, and ecology of EBUSs; describe observed changes over recent decades; and present projected changes over the twenty-first century. Similarities in historical and projected change among EBUSs include a trend toward upwelling intensification in poleward regions, mitigatedwarming in near-coastal regions where upwelling intensifies, and enhanced water-column stratification and a shoaling mixed layer. However, there remains significant uncertainty in how EBUSs will evolve with climate change, particularly in how the sometimes competing changes in upwelling intensity, source-water chemistry, and stratification will affect productivity and ecosystem structure. We summarize the commonalities and differences in historical and projected change in EBUSs and conclude with an assessment of key remaining uncertainties and questions. Future studies will need to address these questions to better understand, project, and adapt to climate-driven changes in EBUSs.

Krill are an abundant and globally distributed forage taxon in marine ecosystems, including the California Current Ecosystem (CCE). The role of krill in trophodynamics depends on both abundance and size (biomass), but the impact of extreme climate events on krill body size is poorly understood. Using samples collected from 2011 to 2018, we tested the hypotheses that adult body length of three krill species (Euphausia pacifica, Thysanoessa spinifera, and Nematoscelis difficilis) declined during the 2014-2016 Northeast Pacific marine heatwave/El Niño event due to elevated seawater temperatures, reduced upwelling, and low primary productivity. Hierarchical mixed-effects modelling showed that mean length of adult E. pacifica and T. spinifera declined and N. difficilis length increased during 2015. These trends differed by sex and reverted to a pre-heatwave state in 2016. Temperature, upwelling, and food availability (chlorophyll-a content) did not explain decreased length in 2015, but environmental drivers of length varied regionally and by sex across all years. This study documents the impact of a major marine heatwave (MHW) on adult krill length in one of the world's major upwelling systems and indicates how pelagic ecosystems may respond to increasingly frequent MHWs.

In late 2020, models predicted that a strong La Niña would take place for the first time since 2013, and we assessed whether physical and biological indicators in 2021 were similar to past La Niñas in the California Current Ecosystem (CCE). The Pacific Decadal Oscillation and Oceanic Niño Index indeed remained negative throughout 2021; the North Pacific Gyre Oscillation Index, however, remained strongly negative. The seventh largest marine heatwave on record was unexpectedly present from April to the end of 2021; however, similar to past La Niñas, this mass of warm water mostly remained seaward of the continental shelf. As expected from past La Niñas, upwelling and chlorophyll were mostly high and sea surface temperature was low throughout the CCE; however, values were close to average south of Point Conception. Similar to past La Niñas, abundances of lipid-rich, northern copepods off Oregon increased. In northern California, unlike past La Niñas, the body size of North Pacific krill (Euphausia pacifica) was close to average. Predictably, overall krill abundance was above average in far northern California but, unexpectedly, below average south of Cape Mendocino. Off Oregon, similar to past La Niñas, larval abundances of three of six coastal species rose, while five of six southern/offshore taxa decreased in 2021. Off California, as expected based on 2020, Northern Anchovy (Engraulis mordax) were very abundant, while Pacific Sardine (Sardinops sagax) were low. Similar to past La Niñas, market squid (Doryteuthis opalescens) and young of the year (YOY) Pacific Hake (Merluccius pacificus), YOY sanddabs (Citharichthys spp.), and YOY rockfishes (Sebastes spp.) increased. Southern mesopelagic (e.g., Panama lightfish Vinciguerria lucetia, Mexican lampfish Triphoturus mexicanus) larvae decreased as expected but were still well above average, while northern mesopelagic (e.g., northern lampfish Stenobrachius leucopsarus) larvae increased but were still below average. In line with predictions, most monitored bird species had above-average reproduction in Oregon and California. California sea lion (Zalophus californianus) pup count, growth, and weight were high given the abundant Anchovy forage. The CCE entered an enduring La Niña in 2021, and assessing the responses of various ecosystem components helped articulate aspects of the system that are well understood and those that need further study.

The California Current System (CCS) has experienced large fluctuations in environmental conditions in recent years that have dramatically affected the biological community. Here we synthesize remotely sensed, hydrographic, and biological survey data from throughout the CCS in 2019–2020 to evaluate how recent changes in environmental conditions have affected community dynamics at multiple trophic levels. A marine heatwave formed in the north Pacific in 2019 and reached the second greatest area ever recorded by the end of summer 2020. However, high atmospheric pressure in early 2020 drove relatively strong Ekman-driven coastal upwelling in the northern portion of the CCS and warm temperature anomalies remained far offshore. Upwelling and cooler temperatures in the northern CCS created relatively productive conditions in which the biomass of lipid-rich copepod species increased, adult krill size increased, and several seabird species experienced positive reproductive success. Despite these conditions, the composition of the fish community in the northern CCS remained a mixture of both warm- and cool-water-associated species. In the southern CCS, ocean temperatures remained above average for the seventh consecutive year. Abundances of juvenile fish species associated with productive conditions were relatively low, and the ichthyoplankton community was dominated by a mixture of oceanic warm-water and cosmopolitan species. Seabird species associated with warm water also occurred at greater densities than cool-water species in the southern CCS. The population of northern anchovy, which has been resurgent since 2017, continued to provide an important forage base for piscivorous fishes, offshore colonies of seabirds, and marine mammals throughout the CCS. Coastal upwelling in the north, and a longer-term trend in warming in the south, appeared to be controlling the community to a much greater extent than the marine heatwave itself.

Climate change and increased variability and intensity of climate events, in combination with recovering protected species populations and highly capitalized fisheries, are posing new challenges for fisheries management. We examine socio-ecological features of the unprecedented 2014-2016 northeast Pacific marine heatwave to understand the potential causes for record numbers of whale entanglements in the central California Current crab fishery. We observed habitat compression of coastal upwelling, changes in availability of forage species (krill and anchovy), and shoreward distribution shift of foraging whales. We propose that these ecosystem changes, combined with recovering whale populations, contributed to the exacerbation of entanglements throughout the marine heatwave. In 2016, domoic acid contamination prompted an unprecedented delay in the opening of Californias Dungeness crab fishery that inadvertently intensified the spatial overlap between whales and crab fishery gear. We present a retroactive assessment of entanglements to demonstrate that cooperation of fishers, resource managers, and scientists could mitigate future entanglement risk by developing climate-ready fisheries approaches, while supporting thriving fishing communities.

Submarine canyon systems are ubiquitous features of marine ecosystems, known to support high levels of biodiversity. Canyons may be important to benthic-pelagic ecosystem coupling, but their role in concentrating plankton and structuring pelagic communities is not well known. We hypothesize that at the scale of a large marine ecosystem, canyons provide a critical habitat network, which maintain energy flow and trophic interactions. We evaluate canyon characteristics relative to the distribution and abundance of krill, critically important prey in the California Current Ecosystem. Using a geological database, we conducted a census of canyon locations, evaluated their dimensions, and quantified functional relationships with krill hotspots (i.e., sites of persistently elevated abundance) derived from hydro-acoustic surveys. We found that 76% of krill hotspots occurred within and adjacent to canyons. Most krill hotspots were associated with large shelf-incising canyons. Krill hotspots and canyon dimensions displayed similar coherence as a function of latitude and indicate a potential regional habitat network. The latitudinal migration of many fish, seabirds and mammals may be enhanced by using this canyon-krill network to maintain foraging opportunities. Biogeographic assessments and predictions of krill and krill-predator distributions under climate change may be improved by accounting for canyons in habitat models.

Climate change may increase both stratification and upwelling in marine ecosystems, but these processes may affect productivity in opposing or complementary ways. For the Southern California region of the California Current Ecosystem (CCE), we hypothesized that changes in stratification and upwelling have affected marine bird populations indirectly through changes in prey availability. To test this hypothesis, we derived trends and associations between stratification and upwelling, the relative abundance of potential prey including krill and forage fish, and seabirds based on the long-term, multi-disciplinary CalCOFI/CCE-LTER program. Over the period 1987 through 2011, spring and summer seabird density (all species combined) declined by ~2% per year, mostly in the northern sector of the study region. Krill showed variable trends with two species increasing and one deceasing, resulting in community reorganization. Nearshore forage fish, dominated by northern anchovy (Engraulis mordax) as well as offshore mesopelagic species, show declines in relative abundance over this period. The unidirectional decline in springtime seabird density is largely explained by declining nearshore fish abundance in the previous season (winter). Interannual variability in seabird density, especially in the 2000s, is explained by variability in krill abundance. Changes in the numerical responses of seabirds to prey abundance correspond to a putative ecosystem shift in 1998-1999 and support aspects of optimal foraging (diet) theory. Predator-prey interactions and numerical responses clearly explain aspects of the upper trophic level patterns of change in the pelagic ecosystem off southern California.

The link between ocean temperature and spatial and temporal distribution patterns of 8 species of small cetaceans off Southern Cali- fornia was examined during the period 1979-2009. Averages and anomalies of sea-surface temperatures (SSTs) were used as proxies for SST fluctua- tions on 3 temporal scales: seasonal, El Niño-Southern Oscillations (ENSO), and Pacific Decadal Oscillations (PDO). The hypothesis that cetacean species assemblages and habitat associations in southern California waters co-vary with these periodic changes in SST was tested by using generalized additive models. Seasonal SST averages were included as a predictor in the models for Dall's porpoise (Phocoenoides dalli), and common dolphins (Delphinus spp.), northern right whale dolphin (Lisso-delphis borealis), and Risso's dolphin (Grampus griseus). The ENSO index was included as a predictor for north- ern right whale, long-beaked common (Delphinus capensis), and Risso's dol-phins. The PDO index was selected as a predictor for Dall's porpoise and Pacific white-sided (Lagenorhynchus obliquidens), common, and bottlenose (Tursiops truncatus) dolphins. A metric of bathymetric depth was included in every model, and seafloor slope was included in 5 of the 9 models, an indi-cation of a distinctive spatial distribu-tion for each species that may repre-sent niche or resource partitioning in a region where multiple species have overlapping ranges. Temporal changes in distribution are likely a response to changes in prey abundance or dis-persion, and these patterns associated with SST variation may foreshadow future, more permanent shifts in dis-tribution range that are due to global climate change.

This report reviews the state of the California Current System (CCS) between winter 2012 and spring 2013, and includes observations from Washington State to Baja California. During 2012, large-scale climate modes indicated the CCS remained in a cool, productive phase present since 2007. The upwelling season was delayed north of 42°N, but regions to the south, especially 33° to 36°N, experienced average to above average upwelling that persisted throughout the summer. Contrary to the indication of high production suggested by the climate indices, chlorophyll observed from surveys and remote sensing was below average along much of the coast. As well, some members of the forage assemblages along the coast experienced low abundances in 2012 surveys. Specifically, the concentrations of all lifestages observed directly or from egg densities of Pacific sardine, Sardinops sagax, and northern anchovy, Engraulis mordax, were less than previous years’ survey estimates. However, 2013 surveys and observations indicate an increase in abundance of northern anchovy. During winter 2011/2012, the increased presence of northern copepod species off northern California was consistent with stronger southward transport. Krill and small-fraction zooplankton abundances, where examined, were generally above average. North of 42°N, salps returned to typical abundances in 2012 after greater observed concentrations in 2010 and 2011. In contrast, salp abundance off central and southern California increased after a period of southward transport during winter 2011/2012. Reproductive success of piscivorous Brandt’s cormorant, Phalacrocorax penicillatus, was reduced while planktivorous Cassin’s auklet, Ptychoramphus aleuticus was elevated. Differences between the productivity of these two seabirds may be related to the available forage assemblage observed in the surveys. California sea lion pups from San Miguel Island were undernourished resulting in a pup mortality event perhaps in response to changes in forage availability. Limited biological data were available for spring 2013, but strong winter upwelling coastwide indicated an early spring transition, with the strong upwelling persisting into early summer.

The state of the Chinook salmon (Oncorhynchus tshawytscha) fishery in California is imperiled. One of the proposed mechanisms for recent population declines and fisheries closures is environmental variation having deleterious effects on prey availability and the ocean survival of Sacramento River fall Chinook (Lindley et al. 2009). To address this hypothesis, we analyzed collaborative fisheries research data (stomach samples obtained from commercial and recreational fisherman) on Chinook salmon diet in central California during the early-mid 1980s and mid 2000s. We compared this information with historic diet records for this population from 1955. Salmon diet composition changed significantly through time, with a decline in diet diversity. Specifically, previously important prey groups including juvenile rockfish (Sebastes spp.), krill (Euphausiidae), Pacific herring (Clupea pallesi) and market squid (Loligo opalsecens) were either greatly reduced or disappeared from the diet altogether. Conversely, Pacific sardine (Sardinops sagax), conspicuously absent from the diet (and environment) since the 1950s, became the second most important prey item in the 2000s. Northern anchovy (Engraulis mordax) remains an important prey item. The strongest correlation between salmon diet and environmental conditions was for local SST for all years in the study between 1955-2007. In the early 1980s, SST best explained salmon diet composition. While relationships were not significant in the mid 2000s, likely due to the short time period sampled, upwelling or the NPGO were the best descriptors of salmon diet variation. These physical pressure-state indicators have exhibited increasing trends and increasing variability through time and are indicative of the changing climate. Finally, we decomposed multiple prey variables into a univariate annual index and thus compared diet variation with the Sacramento Index (SI) of Chinook ocean abundance. We found a relationship between diet and the SI lagged by 2 years, potentially an indication of prey availability experienced by smolts after ocean entry (Figure 5). Collaborative fisheries research offers a means to track variation in salmonid diet with implications for understanding the connections between environmental variation, salmon survival, and declining fisheries in California.

Matches and mismatches in predator needs and prey availability account for changing reproductive success of top predators (fish and seabirds) in the California Current Large Marine Ecosystem (CCLME).

This report summarizes observations of the California Current System (CCS) from Baja California, Mexico to Oregon for the period from spring 2009 through spring 2010. During this period, changes in the state of the CCS reflected a transition from cool La Niña conditions into and through a short-lived, relatively weak El Niño event. Weaker than normal upwelling and several extended relaxation events contributed to warming over much of the CCS during summer 2009, especially in the north. Moderation of La Niña conditions in the CCS coincided with the development of El Niño conditions in the equatorial Pacific, yet manifested well in advance of any evidence for direct effects of El Niño on the CCS. Responses to El Niño in fall 2009 and winter 2009-2010 appear to have varied substantially with latitude: conditions off southern California returned to near climatological values with the decline of La Niña, and did not indicate any subsequent response to El Niño, yet the northern CCS warmed subtantially following the decline of La Niña and was strongly affected by intense downwelling during winter 2009-2010. The 2009-2010 El Niño diminished rapidly in early 2010, and upwelling off central and southern California resumed unusually early and strongly for a spring following an El Niño, but recovery from El Niño in early 2010 appears to be less robust in the northern CCS. Thus, despite dynamic changes in the overall state of the California Current, 2009-2010 continued the recent pattern of strong regional variability across the CCS.

We will test the primary hypothesis that coastward advection of bottom cold-salty water during intense wind-driven upwelling provides conditions conducive forE. pacifica(the more oceanic species) to move onto the continental shelf where they become abundant and available to predators “early” in the season each year. As a corollary, we will test the hypothesis that as upwelling relaxes “later” in the season each year,E. pacificamoves offshore where it is less available to predators, andT. spinifera(the more coastal species) develops, becoming the dominant euphausiid in shelf waters and predator diets.

Adult Chinook Salmon returns (ocean catch plus escapement) to the Sacramento River watershed in 2007 were the second lowest on record. This prompted severe management actions, as well as a great deal of speculation into possible causes. In response to the unpredicted and precipitous decline, the Pacific Fisheries Management Council (PFMC) closed the fishery for the 2008 season, the most drastic management measure in the history of West Coast salmon fisheries. The socioeconomic impacts of this measure will be extreme for fishers and coastal communities.

In this project, researchers compiled information on Common Murre (Uria aalge) population size, diet, field metabolic rate, prey energy densities and assimilation efficiency to estimate the bird’s annual prey consumption between Cape Blanco, Ore. and Point Conception, California.

We collated information on population size, diet composition, energy requirements, energy densities of prey species, and assimilation efficiency from the literature to estimate annual prey consumption by Common Murres (Uria aalge) between Cape Blanco, Oregon and Point Conception, California in 2004. We estimated that the population consumed approximately 242,250 metric tons of prey, including 70,500 metric tons consumed by breeding adults, 51,920 metric tons consumed by nonbreeding adults and subadults during the breeding season (March-August), 119,620 metric tons consumed by all birds during the wintering period (September –February), and 214 metric tons consumed by dependent chicks prior to leaving breeding colonies. Pacific hake (Merluccius productus) and market squid (Loligo opalescens) each made up over 20% of annual prey consumption. Other species making up at least 10% of annual consumption included shiner surfperch (Cymatogaster aggregata), northern anchovy (Engraulis mordax), and rockfish (Sebastes spp.). Chick diet was dominated by anchovy/sardine (Sardinops sagax; 63%), rockfish (21%), and smelt (Osmeridae spp.; 7%). Understanding these prey requirements is important for understanding the dynamics of predator and prey populations and for effective management of ocean resources.

In spring-summer 2005, anomalous atmospheric-oceanographic coupling caused unprecedented reproductive failures and redistribution of a planktivorous marine bird in both central California (37°N) and southern British Columbia (50°N). At SE Farallon Island, CA, the birds abandoned the breeding colony en masse between 10-20 May, a unique behavioral response; for the first time in 35 years, reproductive success was zero. At Triangle Island, B.C., only 8% of the nesting pairs were successful, the worst year on record. Surveys of birds at sea revealed a peak in relative abundance south of Point Conception (34°N) in summer and fall, suggestive of emigration from the north. Prey (euphausiid crustacean) biomass in the Gulf of the Farallones was reduced, but remained high south of Point Conception. Change in predator and prey may be explained, in part, by unusual atmospheric blocking in the Gulf of Alaska in May, which caused the jet stream to shift southwards resulting in poor upwelling-favorable winds and anomalously warm SST. This study demonstrates the deleterious consequences of this climate event for a top marine predator in the central-northern California Current System.
