This study aimed to.- 1) study the current conditions, desirable conditions, and requirements for guideline development in order to enhance learning management skills in the 21st century among teachers at schools under the Secondary Education Service Area Office 24, and 2) study guideline development for enhancing learning management skills in the same location. The phases of study were separated into two distinct levels. Phase 1 aimed to study the current conditions, desirable conditions, and requirements for guideline development to enhance learning management skills in the 21st century among teachers at schools under the Secondary Education Service Area Office 24. The samples comprised 16 educational administrators and 311 teachers. The tools for collecting data were questionnaires. Statistics used to analyse data included frequency, percentage, mean, standard deviation, and Priority of Need index. Phase 2 aimed to develop guidelines for enhancing learning management skills in the 21st century among teachers at schools under the Secondary Education Service Area Office 24. Samples included 3 schools that had the best practices.The informants were 6 educational administrators and academic teachers. The tools used in this phase were structured interviews and a feasibility evaluation of guideline development for enhancing learning management skills in the 21st century among teachers at schools under the Secondary Education Service Area Office 24.They were evaluated by 7 experts using a focus group.The statistics used to analyse data were mean and standard deviation. Results from the study present that: 1. The results from the study of the current conditions concerning guideline development for enhancing learning management skills in the 21st century among teachers at schools under the Secondary Education Service Area Office 24 showed that the overall level of current conditions was high ( =4.23) in every aspect. The overall level of desirable conditions for guideline development to enhance learning management skills was also very high ( =4.66) in every aspect. The requirements for guideline development to enhance learning management skills from the highest to lowest, were creative skills, communication skills, computer and technology skills, critical thinking skills, cooperation skills, skills to understand different cultures and different paradigms, and career skills, respectively. 2. The results of guideline development for enhancing learning management skills in the 21st century among teachers at schools under the Secondary Education Service Area Office 24 show that the overall suitability was high ( =4.38) in every aspect, while the feasibility was very high ( =4.57) in every aspect
