The data set contains data collected using a paper format and an online survey. The data includes a sample of 120 Finnish companies. The survey, structured into six sections focuses on the firms’ growth outlooks and the underlying management practices and principles. The data reports the perceptions of top managers on growth, innovativeness, and the ability for renewal. The majority of the data comprises Likert scale questions on respondents’ agreement or disagreement on innovation behaviors. This is complemented with micro-level data based indicator if a company is a growth company, the companies’ growth expectations as percentage, and if COVID-19 has had business impacts. The data description is associated with a codebook and survey form. The data can be used to better understand growth and non-growth companies behaviours and outcomes. The associated material offers an opportunity to replicate the study in different regions.

The global science and technology (S&T) landscape is increasingly embedded in the intensifying great power competition. Significant global attention has been paid to the dynamics between China and the United States while Russia's notable S&T knowhow has been largely absent from the conversation. The ongoing war in Ukraine emphasizes the importance of S&T capabilities for Russia's power projection ability and its great power aspirations. This report examines Russia’s current S&T knowhow and the trajectory of its technological edge. In addition, the report examines and evaluates the effectiveness of Russia’s science, technology and innovation policies and strategies. Furthermore, the report analyses Russia’s technological development in the context of its geopolitical implications, particularly with regards to the future of great power competition. The analysis of the future trajectories is based on Delphi -based foresight. Finally, the report highlights key implications for Europe and, in particular, Finland.

The geoeconomic rivalry is accelerating with the world’s major powers using economic instruments to advance strategic agendas. This poses a challenge to the EU and its member states. The EU’s market-oriented approach to international economic engagement exposes it to risks arising from the geoeconomic power politics of other major powers. These risks are especially acute in the technological domain where Europe’s competitiveness has been decreasing and its strategic dependencies on China and the United States growing. This report examines the risks and options for the EU and one of its member states – Finland – in adapting to the rise of geoeconomics. The report shows how the risk picture for European businesses are undergoing change, highlighting the need to incorporate geoeconomic dynamics into existing risk assessments. It also surveys emerging EU and Finnish policy instruments for managing strategic interdependencies and associated risks. The report gathers in-depth data on European and Finnish interdependencies with China and the United States, taking stock of critical strengths and vulnerabilities. Key policy recommendations following from this analysis focus on 1) introducing national geoeconomic risk assessments; 2) increasing strategic coordination of technological governance; 3) promoting trade cooperation; and 4) ensuring a level playing field for European companies.

The use of online job advertisement has made them an important source of quantitative information about the innovation system. This data offers significant opportunities to study trends, transitions in the job markets and skill demands. In this study, we have utilized the job ads data of a major Finnish job market platform to investigate the emergence of AI-related jobs. More than 480 000 job advertisements during 2013-2020 was used to create insight on skills transitions, particularly focusing on artificial intelligence related skills. A glossary of AI-related skills was created and applied to the job data to identify the relatedness spectrum of ads to AI using a three-tier system. By incorporating sectoral firm-level information, we explored the variation in AI-related skills demand over time and sectors. The Sustainable Development Goals (SDGs) are the blueprint for achieving a better and more sustainable future for all by defining priorities and aspirations for 2030. In this paper, the attempt was to expand SDGs' definition by performing a comprehensive literature review. Furthermore, the descriptions of SDGs were utilized to compile a Machine Learning (ML) model so to automate the detection of SDG relevancy in other types of artefacts. The model was employed for identifying the SDG relevancy of patents as well-known proxies for innovation. The ML model was then used to classify a sample of patent families registered in the European Patent Office (EPO). The analysis revealed the extend to which SDGs were addressed in patents and the interrelations between SDG definitions. The findings guide how to align patenting strategies as well as measurement and management of their contribution to the realization of the SDGs when it comes to Intellectual Property (IP) strategies. publishedVersion

This study analyses intellectual capital related organizational processes in research organizations. The study investigates the structural barriers limiting intellectual capital development and commercialization. In addition, the study focuses on how different types of research organizations, namely universities, research and technology organizations, and polytechnics, differ in this respect. The study was implemented as a survey with 499 respondents. The study found that there is low awareness of intellectual capital related practices that would enable research organizations to fulfill their role as a knowledge transfer agent. The study also found differences in organizational practices between RTOs and universities.

Finland has been setting research and development (R&D) intensity targets for almost 50 years. This paper explores the Finnish national policy experience in fostering public and private investments in R&D. Three key insights are the following: a) a systemic and integrated policy approach needs an impactful co-ordination and governance mechanism; b) a balanced innovation system with well-working joint public-private partnership efforts and mechanisms will do better in absorbing shocks; c) a key strategy to absorb shocks to the economy and society is to invest in long-term capabilities. This study also provides an overview of the factors influencing the level of R&D intensity. The current 4% target to be reached by 2030 was set in 2019 but thus far relatively few policy actions have been introduced to operationalise it. With these dynamics and uncertainty, it remains to be seen if the target will be reached by 2030.

Vaikka tulosten mukaan t&k on kasvamassa, hallituksen asettamaa 4 %:n t&k-intensiteettiä ei näillä näkymin olla saavuttamassa vuoteen 2030 mennessä. Raportti keskittyy yritysten t&k:n kehitykseen, t&k-sijaintipaikkaan ja t&k-intensiteetin kasvuun. Tulosten mukaan Ruotsi, Baltia ja Saksa ovat kovimmat kilpailijamme t&k:n sijaintimaina. Suuryritysten t&k:ssa Suomi on varsin hyvin säilyttänyt kilpailukykynsä, mutta toimintaympäristön isot muutokset tai t&k-henkilöstön saatavuusongelmat voivat tämän muuttaa. Tärkeimmät sijaintitekijät ovat t&k-henkilöstön saatavuus, muiden yksiköiden ja asiakkaiden läheisyys. T&k:n sijoittuessa ulkomaille painavimmat tekijät olivat t&k-henkilöstön kustannukset ja saatavuus sekä t&k-tuet. Suosittelemme kokonaisvaltaista ja pitkäjänteistä innovaatiopolitiikkaa, missä huomioidaan niin t&k:n lisäämiseen ja vaikuttavuuteen kuin osaamisen määrän ja laatuun kohdistuvia toimenpiteitä. Yrityksille suunnattuja julkisia t&k-panostuksia tulisi painottaa kasvuhakuisiin yrityksiin. Pelkkä raha ei kuitenkaan ratkaise kaikkea. Samaan aikaan on helpotettava t&k-henkilöstön saatavuusongelmia. Nopein politiikkatoimi koskee ulkomaalaisten t&k-työntekijöiden työlupien saannin nopeuttamista ja helpottamista. Koulutuspaikkojen määrillä voidaan lisätä saatavuutta pidemmällä aikavälillä. T&k ei kuitenkaan ole päämäärä vaan keino muiden tavoitteiden saavuttamiseksi.
