Managing flood risk and adapting to climate change is complex where multiple actors need to work together across sectoral and disciplinary boundaries to capture synergies and manage trade-offs. A selection of governance mechanisms were found to influence actors’ capacity to work in partnership, break down silos and unlock opportunities.Results from research conducted within the SYSTEM-RISK project identifies boundary spanning roles as governance mechanisms facilitating integrated flood risk management in England and Serbia (Cumiskey, 2020). Among other characteristics, the ‘reticulist’ was found to utlise networks and diplomacy to access funding, ‘entrepreneurs’ acted creatively to capture funding and test the flexibility of rules, ‘interpreters’ built interpersonal relationships and interpreted different professional languages, ‘organisers’ managed actor partnerships and ‘specialists’ were willing to engage and try new approaches. The availability of rules and resources influenced capacities to hire, train and sustain such boundary spanning staff. Results highlighting the dynamic interdependencies between such roles and the governance system will be shared.Place-based adaptation partnerships were found as another governance mechanism, strengthening collaboration, knowledge exchange and joint action across boundaries. The Climate Adaptation Partnership Framework1 was developed through the TalX project (Transboundary Adaptation Learning Exchange) to collate learning from applications in Ireland, Northern Ireland, Scotland, England and Wales and provide guidance for stakeholders interested in implementing such partnerships. The RISK-TANDEM framework is being developed within the DIRECTED project (Horizon Europe, 2022 - 2026) to enhance risk governance, knowledge co-production and interoperability across data, models and tools to enable disaster resilience in four Real World Lab regions. An initial version of the framework, which builds upon the existing Tandem Framework2 (among others) will be shared along with plans for implementation. The role of such governance mechanisms in integrating research, innovation and science in a collaborative way will be introduced, while opening the discussion on how to improve the application of such mechanisms to facilitate future engaged research. For cities to develop in ways that are sustainable, climate-resilient and equitable, considerations of climate variability and change must factor into planning, investment and management decisions. Doing so requires robust, actionable climate information and the capabilities and mechanisms to integrate climate information into complex technical and political urban decision-making processes, with key roles for local governments and universities. Southern African cities are marked by rapid urbanization, weak economies, severe infrastructure deficits, high levels of inequality and informality, and undercapacitated governments and scientific institutions. A growing number of co-production processes supported by decision-support tools, underway in the region, create spaces for engagement and learning about how climate risk features in urban decision-making processes. This paper reviews recent research on how climate information is brought to bear on key city development and urban management decisions in southern African cities, with a focus on the key actors and partnerships involved, illustrated through the cases of Lusaka and Durban. It challenges the emphasis on co-producing decision-support tools, arguing in favor of using such tools in the pursuit of engagement and collaboration across formal and informal actors that shifts the power dynamics of decision-making shaping southern African cities.

While seasonal outlooks have been operational for many years, until recently the extended-range timescale referred to as subseasonal-to-seasonal (S2S) has received little attention. S2S prediction fills the gap between short-range weather prediction and long-range seasonal outlooks. Decisions in a range of sectors are made in this extended-range lead time; therefore, there is a strong demand for this new generation of forecasts. International efforts are under way to identify key sources of predictability, improve forecast skill and operationalize aspects of S2S forecasts; however, challenges remain in advancing this new frontier. If S2S predictions are to be used effectively, it is important that, along with science advances, an effort is made to develop, communicate and apply these forecasts appropriately. In this study, the emerging operational S2S forecasts are presented to the wider weather and climate applications community by undertaking the first comprehensive review of sectoral applications of S2S predictions, including public health, disaster preparedness, water management, energy and agriculture. The value of applications-relevant S2S predictions is explored, and the opportunities and challenges facing their uptake are highlighted. It is shown how social sciences can be integrated with S2S development, from communication to decision-making and valuation of forecasts, to enhance the benefits of ‘climate services’ approaches for extended-range forecasting. While S2S forecasting is at a relatively early stage of development, it is concluded that it presents a significant new window of opportunity that can be explored for application-ready capabilities that could allow many sectors the opportunity to systematically plan on a new time horizon.

This paper seeks to reconceptualize climate services in light of the prevailing inability of existing climate information to spur needed policy and action. We propose refocusing the climate services lens by moving away from a narrow, supply-driven emphasis on products. Instead, we advocate moving towards a process-centric approach defined by transdisciplinary collaboration that purposefully seeks to bring about fundamental, long-term benefits. Such benefits include increased human and institutional capacity, and the creation of relationships that are essential components of science-informed decision-making for climate adaptation and beyond. Work underpinning this paper consists of a review of existing climate services guidance, and analyses of a survey of climate services stakeholders, and a climate information co-production process case study in Lusaka, Zambia. We identify elements needed to support complex, real-world decision-making that many existing climate services fail to sufficiently consider. We respond by introducing a framework (Tandem), which consists of structured elements and practical, guiding questions informed by empirical analysis. To lay the foundation for both science-informed policy and policy-informed science, the Tandem framework puts forward guidance to achieve three goals: 1) to improve the ways in which all participants work together to purposefully design transdisciplinary knowledge integration processes (co-exploration and co-production processes that bring together different knowledge types across the science-society interface); 2) to co-explore decision-relevant needs for the co-production of integrated climate information (i.e., decision-relevant climate and non-climate information); and, 3) to increase individual and institutional capacities, collaboration, communication and networks that can translate this information into climate-resilient decision-making and action.

Conservation organizations are increasingly applying adaptive capacity assessments in response to escalating climate change impacts. These assessments are essential to identify climate risks to ecosystems, prioritize management interventions, maximize the effectiveness of conservation actions, and ensure conservation resources are allocated appropriately. Despite an extensive literature on the topic, there is little agreement on the most relevant factors needed to support local scale initiatives, and additional guidance is needed to clarify how adaptive capacity should be assessed. This article discusses why adaptive capacity assessment represents a critical tool supporting conservation planning and management. It also evaluates key factors guiding conservation NGOs conducting these assessments in tropical island communities, and explores alternative priorities based on input from academic experts and key local stakeholders. Our results demonstrate that important differences exist between local stakeholders and nonlocal academic experts on key factors affecting adaptation and coping mechanisms. The exclusion of local community input affects the validity of adaptive capacity assessment findings, and has significant implications for the prioritization and effectiveness of conservation strategies and funding allocation.

Climate change is already affecting many natural systems and human environments worldwide, like the semiarid Guadiana Basin in Spain. This paper illustrates a systematic analysis of climate change adaptation in the Guadiana irrigation farming region. The study applies a solution-oriented diagnostic framework structured along a series of sequential analytical steps. An initial stage integrates economic and hydrologic modeling to evaluate the effects of climate change on the agriculture and water sectors. Next, adaptation measures are identified and prioritized through a stakeholder-based multi-criteria analysis. Finally, a social network analysis identifies key actors and their relationships in climate change adaptation. The study shows that under a severe climate change scenario, water availability could be substantially decreased and drought occurrence will augment. In consequence, farmers will adapt their crops to a lesser amount of water and income gains will diminish, particularly for smallholder farms. Among the various adaptation measures considered, those related to private farming (new crop varieties and modern irrigation technologies) are ranked highest, whereas public-funded hard measures (reservoirs) are lowest and public soft measures (insurance) are ranked middle. In addition, stakeholders highlighted that the most relevant criteria for selecting adaptation plans are environmental protection, financial feasibility and employment creation. Nonetheless, the social network analysis evidenced the need to strengthen the links among the different stakeholder groups to facilitate the implementation of adaptation processes. In sum, the diagnostic framework applied in this research can be considered a valuable tool for guiding and supporting decision making in climate change adaptation and communicating scientific results.

Understanding ethnographic data in a formal way is imperative when faced with multiple responses of humans within their environments. Knowledge Elicitation Tools (KnETs) incorporate techniques for modeling knowledge using methods long used in anthropological fieldwork and formalizing knowledge using knowledge engineering methods from computer science. KnETs enhance our understanding of our data to reveal new avenues for enquiry. KnETs support traditional participatory fieldwork methods and produce input for agent-based models, supporting a formalized link between qualitative and quantitative representations of knowledge and their interaction. The fusion of these techniques has resulted in a four-stage process that incorporates consistent verification and validation on data as it is collected by domain experts and informants. The application of this innovative methodology is successful precisely due to the mutual benefits that each technique provides by addressing current bottlenecks in both processes of ethnographic data collection and knowledge engineering.

Climate change threatens tropical coastal communities and ecosystems. Governments, resource managers, and communities recognize the value of assessing the social and ecological impacts of climate change, but there is little consensus on the most effective framework to support vulnerability and adaptation assessments. The framework presented in this research is based on a gap analysis developed from the recommendations of climate and adaptation experts. The article highlights social and ecological factors that affect vulnerability to climate change; adaptive capacity and adaptation options informing policy and conservation management decisions; and a methodology including criteria to assess current and future vulnerability to climate change. The framework is intended for conservation practitioners working in developing countries, small island nations, and traditional communities. It identifies core components that assess climate change impacts on coastal communities and environments at the local scale, and supports the identification of locally relevant adaptation strategies. Although the literature supporting vulnerability adaptation assessments is extensive, little emphasis has been placed on the systematic validation of these tools. To address this, we validate the framework using the Delphi technique, a group facilitation technique used to achieve convergence of expert opinion, and address gaps in previous vulnerability assessments.

Seasonal climate outlooks provide one tool to help decision-makers allocate resources in anticipation of poor, fair or good seasons. The aim of the ‘Climate Outlooks and Agent-Based Simulation of Adaptation in South Africa’ project has been to investigate whether individuals, who adapt gradually to annual climate variability, are better equipped to respond to longer-term climate variability and change in a sustainable manner. Seasonal climate outlooks provide information on expected annual rainfall and thus can be used to adjust seasonal agricultural strategies to respond to expected climate conditions. A case study of smallholder farmers in a village in Vhembe district, Limpopo Province, South Africa has been used to examine how such climate outlooks might influence agricultural strategies and how this climate information can be improved to be more useful to farmers. Empirical field data has been collected using surveys, participatory approaches and computer-based knowledge elicitation tools to investigate the drivers of decision-making with a focus on the role of climate, market and livelihood needs. This data is used in an agent-based social simulation which incorporates household agents with varying adaptation options which result in differing impacts on crop yields and thus food security, as a result of using or ignoring the seasonal outlook. Key variables are the skill of the forecast, the social communication of the forecast and the range of available household and community-based risk coping strategies. This research provides a novel approach for exploring adaptation within the context of climate change.

Sustainability planning requires an understanding of social and physical systems and their interactions. However, there is a mismatch between the methods of the social sciences and those of the natural sciences. Although there have been numerous attempts to adapt the methods of the natural sciences for use in the social sciences, the results are usually unsatisfactory. Key features of societies such as institutions and power relationships, and of individuals such as the rich symbolic systems by which individuals transmit knowledge, do not lend themselves to the standard analytical methods of the natural sciences.\ud We argue that rather than transfer the methods of one discipline to the other, an appropriate goal can be to seek “matching methods” that work at the boundary between the social and natural sciences. We discuss how knowledge elicitation tools (KnETs) can be used to develop matching methods. An explicit example is provided by combining a KnETs-derived decision tree with a physical water allocation model that was built using the scenario-based Water Evaluation and Planning (WEAP) software. We conclude that, through a relatively weak link, the social and physical domains can be effectively combined for integrated planning using matching methods, thereby permitting a more holistic approach to sustainable resource planning.

This paper reviews the current theoretical scholarship on maladaptation and provides some specific case studies—in the Maldives, Ethiopia, South Africa, and Bangladesh—to advance the field by offering an improved conceptual understanding and more practice-oriented insights. It notably highlights four main dimensions to assess the risk of maladaptation, that is, process, multiple drivers, temporal scales, and spatial scales. It also describes three examples of frameworks—the Pathways, the Precautionary, and the Assessment frameworks—that can help capture the risk of maladaptation on the ground. Both these conceptual and practical developments support the need for putting the risk of maladaptation at the top of the planning agenda. The paper argues that starting with the intention to avoid mistakes and not lock-in detrimental effects of adaptation-labeled initiatives is a first, key step to the wider process of adapting to climate variability and change. It thus advocates for the anticipation of the risk of maladaptation to become a priority for decision makers and stakeholders at large, from the international to the local levels. Such an ex ante approach, however, supposes to get a clearer understanding of what maladaptation is. Ultimately, the paper affirms that a challenge for future research consists in developing context-specific guidelines that will allow funding bodies to make the best decisions to support adaptation (i.e., by better capturing the risk of maladaptation) and practitioners to design adaptation initiatives with a low risk of maladaptation. Resilience and vulnerability represent two related yet different approaches to understanding the response of systems and actors to change; to shocks and surprises, as well as slow creeping changes. Their respective origins in ecological and social theory largely explain the continuing differences in approach to social-ecological dimensions of change. However, there are many areas of strong convergence. This paper explores the emerging linkages and complementarities between the concepts of resilience and vulnerability to identify areas of synergy. We do this with regard to theory, methodology, and application. The paper seeks to go beyond just recognizing the complementarities between the two approaches to demonstrate how researchers are actively engaging with each field to coproduce new knowledge, and to suggest promising areas of complementarity that are likely to further research and action in the field.
