U.S. prisons were especially susceptible to COVID-19 infection and death; however, data limitations have precluded a national accounting of prison mortality (including but not limited to COVID-19 mortality) during the pandemic. Our analysis of mortality data collected from public records requests (supplemented with publicly available data) from 48 Departments of Corrections provides the most comprehensive understanding to date of in-custody mortality during 2020. We find that total mortality increased by 77% in 2020 relative to 2019, corresponding to 3.4 times the mortality increase in the general population, and that mortality in prisons increased across all age groups (49 and under, 50 to 64, and 65 and older). COVID-19 was the primary driver for increases in mortality due to natural causes; some states also experienced substantial increases due to unnatural causes. These findings provide critical information about the pandemic's toll on some of the country's most vulnerable individuals while underscoring the need for data transparency and standardized reporting in carceral settings.

The mark of a criminal record is clearly harmful for employment. The reasons for employer aversion, however, are not well established even though legal, policy, and scholarly responses rely on particular explanations. We propose that explanations for aversion often fit under a repetition risk framework in which employers use records as neutral sources of information about prior illegal activity and make decisions to minimize risk of similar future conduct. A second explanation is stigma, in which the records themselves, independent of conduct, trigger stereotypes, status loss, and discrimination. Using an experimental employer survey, we find that employers evaluate applicants with records more negatively than they do applicants with similar behavior signaled through non-criminal-justice sources (e.g., social media); this effect remains after accounting for predictions about future conduct. It is also most apparent among higher status jobs rather than among manual labor jobs, and it persists after adjusting for firm-level and legal constraints. We conclude that aversion reflects not only repetition risk but also the stigma of criminal justice contact. Insofar as criminal record screening is not exclusively a form of rational risk management, this finding may lead to altered assessments of the benefits of screening relative to the costs of perpetuating inequality produced by the criminal justice system.

A wealth of scholarship generally finds that marriage protects against crime, but there is less consistent evidence for cohabitation. In this article, we contribute to scholarship on marriage and put forward new evidence about cohabitation by examining marital and cohabiting partnerships as transitions with distinct stages of entry, stability, and dissolution. We use within-person change models with contemporary data from the National Longitudinal Survey of Youth 1997 to analyze these stages for the full sample and separately for men and women. The findings show differential protective associations of marriage and cohabitation depending on the stage of the partnership. Both recently formed cohabiting partnerships and stable cohabiting partnerships are associated with reductions in the level of offending, although to a lesser degree than marital relationships. Cohabiting partnerships that are stable, in that they have lasted at least a year, are associated with larger decreases in offending, particularly among women.

Anticipatory stress—or worries about the future that produce emotional distress—may explain some of the deleterious repercussions of incarceration for health. We use nearly 500 interviews with incarcerated men and their family members to describe anticipatory stress stemming from the stressor of jail incarceration, a commonly experienced but understudied type of confinement distinct from prison incarceration. We identify and explain how jail incarceration involves a powerful confluence of factors that give rise to anticipatory stress about adjudication, family relationships, the well‐being of loved ones, and reintegration. We describe three types of anticipatory stress proliferation between incarcerated men and their families. First, anticipatory stress commonly proliferates from incarcerated men to their children's mothers and their own mothers, with anticipatory stress being particularly salient when it involves the possibility of major changes, system irrationality, and powerlessness. Second, family members can experience anticipatory stress regardless of whether their incarcerated loved one reports anticipatory stress, shaped in part by men's extensive criminal legal contact. Third, family members with weak relationships with incarcerated men generally do not experience anticipatory stress despite the anticipatory stress endured by their incarcerated loved ones. Mobile technologies, specifically smartphones, offer social scientists a potentially powerful approach to examine the social world. They enable researchers to collect information that was previously unobservable or difficult to measure, expanding the realm of empirical investigation. For research that concerns resource-poor and hard-to-reach groups, smartphones may be particularly advantageous by lessening sample selection and attrition and by improving measurement quality of irregular and unstable experiences. At the same time, smartphones are nascent social science tools, particularly with less advantaged populations that may have different phone usage patterns and privacy concerns. Using findings from a smartphone study of men recently released from prison, this article discusses the strengths and challenges of smartphones as data collection tools among disadvantaged and hard-to-reach groups.

Individuals recently released from prison confront many barriers to employment. One potential obstacle is spatial mismatch-the concentration of low-skilled, nonwhite job-seekers within central cities and the prevalence of relevant job opportunities in outlying areas. Prior research has found mixed results about the importance of residential place for reentry outcomes. In this article, we propose that residential location matters for finding work, but this largely static measure does not capture the range of geographic contexts that individuals inhabit throughout the day. We combine novel, real-time GPS information on daytime locations and self-reported employment collected from smartphones with sophisticated measures of job accessibility to test the relative importance of spatial mismatch based on residence and daytime locations. Our findings suggest that the ability of low-skilled, poor, and urban individuals to compensate for their residential deficits by traveling to job-rich areas is an overlooked and salient consideration in spatial mismatch perspectives.

Recent efforts to dismantle felon disenfranchisement regimes have the potential to substantially expand electoral eligibility among people with criminal records; however, even among those with criminal legal histories who are eligible to vote, voting rates are often extremely low. Analyzing interview, focus group, and text message conversations among a multi-state sample around the November 2022 election, we identify and describe how administrative barriers to voting—including a lack of understanding about the voting process, confusion about legal eligibility, and perceived risks of rearrest of voting while ineligible—pose an access to justice issue among system-impacted people. These barriers are amplified by government mistrust, specifically the perception that barriers are intentionally constructed to suppress voting, and they are potentially mitigated by outreach by community organizations that are viewed as credible. The findings emphasize that legislative reforms repealing disenfranchisement laws must be accompanied by on-the-ground efforts to address administrative burdens to broaden access to the franchise. Prior scholarship finds that participation in means-tested welfare programs, including cash assistance and food stamps, deters political participation among groups that are already politically and socioeconomically marginalized. We revisit these findings within a contemporary context using nationally representative data, along with fixed-effects models that adjust for time-stable unobserved and time-varying observed characteristics. In contrast to prior research, we find little evidence that cash assistance is related to participation. However, food stamps—a benefits program that has undergone substantial changes in recent years—is positively associated with being registered to vote. Moreover, food stamps has countervailing associations with voting—e.g. marginalizing and incorporating—that depend on a person's attention to politics. Together, these findings revise our understanding of how welfare influences political inequalities and advances policy feedback scholarship by identifying heterogeneity by political attentiveness as a focus of future inquiry. Objective: We expand upon family stress models, highlighting how stressors are structured by broader contexts of social inequality, to understand how criminal justice contact is associated with family functioning. Background: We draw attention to two stages of existing family stress models. First, exposure to family stressors is differential, based on status positions within the social structure. Second, stressors influence families via two types of stress proliferation—from one individual to the family unit and from primary to secondary stressors—that are both shaped by social inequality. Method: To empirically illustrate this framework, we use data from the Fragile Families and Child Wellbeing Study (N = 4,074) to provide the first systematic examination of the relationship between one commonly experienced stressor, parental arrest, and family life. Results: The findings document the differential social patterning of mothers' and fathers' arrest for families. Mothers' recent arrest (but not fathers' recent arrest) is a primary familial stressor, with these associations concentrated among partnerships that were residential (rather than nonresidential) prior to arrest. Mothers' arrest engenders the secondary stressor of material hardship, and together the primary and secondary stressors are associated with increased relationship dissolution, decreased relationship quality, and decreased coparenting. Conclusions: By highlighting unequal exposure to stressors and differential consequences of stressors, we suggest that the family stress model can explain inequality between families. Declines in offending in older age have been consistently observed in nearly every criminological study to date. Because of this, theories that address offending in older life focus exclusively on explaining decreases in crime or “desistance.” However, recent increases in elderly arrest rates in some aging societies provide a unique opportunity to forward theories of older age offending with an empirical touchstone. Using Japan as a case study, this article draws from a social integration perspective to examine whether changes in family and economic integration are associated with increasing arrest rates. Using prefectural fixed-effects models with elderly arrests from 1995 to 2004, the findings suggest that weakened family integration is associated with elderly arrest rates, particularly for petty crimes. This article situates these results within the context of Japan and discusses how social integration and later life offending may be related in aging societies like Japan. [ABSTRACT FROM AUTHOR]

Background: US military veterans who have experienced homelessness often have high rates of housing transition. Disruptions caused by these transitions likely exacerbate this population's health problems and interfere with access to care and treatment engagement. Individuals experiencing homelessness increasingly use smartphones, contributing to improved access to medical and social services. Few studies have used smartphones as a data collection tool to systematically collect information about the daily life events that precede and contribute to housing transitions, in-the-moment emotions, behaviors, geographic movements, and perceived social support., Objective: The study aims to develop and test a smartphone app to collect longitudinal data from veterans experiencing homelessness (VEH) and to evaluate the feasibility and acceptability of using the app in a population that is unstably housed or homeless., Methods: This study's design had 3 phases. Phase 1 used ethnographic methods to capture detailed data on day-to-day lived experiences of up to 30 VEH on topics such as housing stability, health, and health behaviors. Phase 2 involved focus groups and usability testing to develop and refine mobile phone data collection methods. Phase 3 piloted the smartphone mobile data collection with 30 VEH. We included mobile ethnography, real-time surveys through an app, and the collection of GPS data in phase 3., Results: The project was launched in June 2020, and at this point, some data collection and analysis for phases 1 and 2 are complete. This project is currently in progress., Conclusions: This multiphase study will provide rich data on the context and immediate events leading to housing transitions among VEH. This study will ensure the development of a smartphone app that will match the actual needs of VEH by involving them in the design process from the beginning.
