O objetivo deste estudo foi avaliar a vulnerabilidade das águas subterrâneasà contaminação por agroquímicos por meio da construção do índice devulnerabilidade hídrica e contaminação agroquímica (IVHCA), utilizandosistema de informação geográfica acoplado à lógica fuzzy. Este estudofoi aplicado no Ceará, para as sub-bacias hidrográficas do Baixo e MédioJaguaribe. Elaborou-se uma matriz de relacionamento lógico envolvendoinformações econômicas e ambientais, visando munir os gestores públicoscom uma ferramenta capaz de direcionar a tomada de decisão. A avaliaçãofoi realizada por meio de quatro categorias: alta, média-alta, média-baixae baixa vulnerabilidade. Verificou-se que 80,3% da área conjunta das subbaciasdo Médio e Baixo Jaguaribe apresentou baixa vulnerabilidade hídricaà contaminação por agroquímicos e que 3,5% dessa área possui médiabaixavulnerabilidade; 3% possui média-alta vulnerabilidade; e 13,2%,alta vulnerabilidade. Os municípios de Aracati, Icapuí, Limoeiro do Norte,Tabuleiro do Norte e Quixeré foram os que apresentaram áreas com altavulnerabilidade. Portanto, o IVHCA é uma importante ferramenta para odirecionamento de esforços de gestão ambiental em áreas identificadas comelevada vulnerabilidade à contaminação por agroquímicos. This research aimed at evaluating groundwater vulnerability to agrochemicalcontamination. To that end, we developed an index called Hydric Vulnerabilityand Agrochemical Contamination Index (HVACI), which integrates a geographicinformation system and fuzzy logic to measure catchment vulnerability toagrochemical contamination. Our case study investigates two sub-basins,the Baixo Jaguaribe and the Médio Jaguaribe, in the state of Ceará, Brazil.We built a logical relationship matrix involving economic and environmentalinformation as a tool to enhance public managers’ decision-makingcapabilities. Evaluation was based on four categories of vulnerability — high,medium-high, medium-low, and low —, and we found that the joint area ofthe Baixo Jaguaribe and Médio Jaguaribe sub-basins presented the followinglevels of risk contamination: 80.3% of the area had low vulnerability, 3.5%had medium-low vulnerability, 3.0% had medium-high vulnerability, and13.2% had high vulnerability. Geographically, the municipalities with highvulnerability to contamination by pesticides were Aracati, Icapuí, Limoeirodo Norte, Tabuleiro do Norte, and Quixeré. Therefore, HVACI is an importanttool for directing environmental management efforts toward areas identifiedas highly vulnerable to agrochemical contamination.

Irrigation has a substantial share in total world water demand. At the global level, the withdrawal ratio for agriculture is 69 percent. Irrigation is necessary to compensate evapotranspiration (ET) deficit due to insufficient precipitation. Knowing the impacts of climatic changes on meteorological variables that directly affect the ET is important for successful climate adaptation. This paper analyzes annual trends in measured meteorological variables and in the crop reference evapotranspiration (ET0), at eight climatological stations in Ceará State, Brazil. Two statistical tests for trend analysis were used - Mann-Kendall and linear regression. The results indicate positive trend, statistically significant, in the maximum air temperature in five of eight stations. Minimum air temperature showed positive trend in three stations. Wind speed, sunshine hours and relative humidity presented positive and negative trends. These irregular patterns directly impacted ET0 in three stations. It seems that the increasing trend in ET0 was probably due to a significant increase detected in maximum temperature and minimum air temperature, not fully offset by the decrease in wind speed and relative humidity. The warning from these results is that water demand for irrigation is expected to significantly increase over the next decades on in Jaguaribe River Basin. Resumo A irrigação representa uma parte substancial na demanda de água mundial. Em âmbito global, a retirada para a agricultura é de 69%. A irrigação é necessária para compensar o déficit em evapotranspiração (ET) devido à precipitação insuficiente. O conhecimento dos impactos das mudanças climáticas em variáveis meteorológicas que afetam a ET é importante para adaptação às mudanças no clima. Este artigo analisa tendências em variáveis meteorológicas e na evapotranspiração de referência (ET0), em oito estações climatológicos no estado do Ceará, Brasil. Foram aplicados os testes de Mann-Kendall e regressão linear. Os resultados indicam tendência positiva, estatisticamente significativa, na temperatura máxima do ar, em cinco de oito estações. A temperatura mínima do ar mostrou tendência positiva em três estações. A velocidade do vento, as horas de insolação e a umidade relativa apresentaram tendências positivas e negativas. Estes padrões impactaram a ET0 em três estações. A tendência crescente em ET0 decorre do aumento detectado na temperatura máxima e na temperatura mínima do ar, não totalmente compensado pela diminuição na velocidade do vento e na umidade relativa. Estes resultados apontam para aumento da demanda para irrigação nas próximas décadas sobre na bacia do rio de Jaguaribe.

The river discharge monitoring networks are generally sparser and more recent than those of other hydrological variables, like rainfall or temperature. Furthermore, most of the streamflow series show long periods without records and several gaps, thereby limiting their use. Hydrological modeling provides a tool to overcome the poor quality of the streamflow data. However, its applicability to fill in the gaps or increase the time spans of the existing series and also to estimate streamflows at ungauged catchments depends on the simplicity and on the few data requirements of the approach selected, which makes the water balance models suitable choices. In the previous scope, the role of evapotranspiration in a water balance model was investigated for Portugal based on two approaches: a more complex with more data requirements, the Penman-Monteith method, and a very simple one only based on temperature data, the Thornthwaite method. The results showed that the monthly streamflows estimated based on any of the previous evapotranspiration models are almost the same. In fact, when the differences between the two models are higher, the surface runoff process is no longer controlled by the evapotranspiration but instead by the absence of rainfall and by the dryness of the soil.

RESUMO A segurança hídrica envolve o uso sustentável e a proteção dos sistemas hídricos, de modo a se dispor de água em quantidade e qualidade adequadas à saúde, aos meios de subsistência, aos ecossistemas e à produção. No que se refere à gestão da quantidade de água, houve muitos avanços desde a aprovação da Política Nacional de Recursos Hídricos em 1997. As competências e atribuições de cada ente do sistema estão definidas na legislação pertinente. No que se refere à gestão da qualidade de água, no entanto, há um grande número de normativos aplicáveis e de instituições competentes para atuarem na fiscalização e na regulação da matéria. Em função dessa gama de informações, configura-se a necessidade de sistematização e síntese do arcabouço legal/institucional. Para essa finalidade, este trabalho propõe associar a metodologia da matriz de sistematização institucional aos instrumentos de monitoramento ambiental já praticados no Ceará. Espera-se que essa associação propicie visualizar as fontes potencialmente poluidoras, os normativos pertinentes e as instituições competentes. A metodologia foi aplicada ao reservatório Castanhão, no estado do Ceará. Identificou-se que 50% das fontes poluidoras são geradas por entidades públicas (Companhia de Água e Esgoto do Ceará - CAGECE; Serviço Autônomo de Água e Esgoto - SAAE; ou prefeituras municipais). As fontes particulares (pessoas físicas ou jurídicas) contribuem com os outros 50%. Isso significa que ações de controle sobre entidades públicas poderiam resolver em grande parte a poluição da bacia hidrográfica. As agências reguladoras e os órgãos ambientais independentes podem contribuir muito para a redução das fontes de poluição. ABSTRACT Water security involves sustainable use and water system protection, in order to have water in quantity and quality acceptable to the health, livelihoods, ecosystems and production. Regarding water quantity management, many advances have occurred since the approval of the Brazilian Water Resources Policy in 1997. The competences and responsibilities of each entity of the system are defined in the relevant legislation. Regarding water quality management, however, there is a large number of applicable regulations and competent institutions to act in the supervision and regulation of the matter. Due to this range of information, the need to systematize and synthesize the legal/institutional framework is configured. For this finality, this work proposes to associate the institutional systematization matrix methodology with the environmental monitoring instruments already practiced in Ceará, Brazil. It is hoped that this association will allow the visualization of potentially polluting sources, relevant regulations and competent institutions. The methodology was applied to the Castanhão Reservoir, in the State of Ceará, Brazil. With this methodology, it was possible to identify that 50% of pollutant sources are generated by public entities (Companhia de Água e Esgoto do Ceará - CAGECE; Serviço Autônomo de Água e Esgoto - SAAE; or city halls) and the other 50% correspond to individuals or legal entities. This means that control actions over public entities could solve an important part of the hydrographic basin pollution. Regulatory agencies and the independent environment entities can contribute to reduce pollution sources.

Envelope curves are important tools for preliminary evaluation of design floods, for sizing hydraulic structures and for checking the design peak discharge in old dams, to verify their hydrological safety. These curves, associated with a mathematical equation, determine the upper line that involves the maximum values of the floods associated with the respective basin areas. Envelope curves can be global or regional; maybe relative to maximum recorded floods or certain return periods. This paper presents a review of the various envelope curves developed in the world and, in addition, applies them to the hydrological conditions of the watersheds in Ceará. Three envelope curves widely used in the literature were tested. Based on the estimation of new regional parameters for Ceará, envelope curves for floods with Tr equal to 1.000 and 10.000 years were constructed for the State. For developing the envelope curves, 43 hydrological dams’ projects, designed by hydrological techniques adopted by state water resources institutions, were investigated. RESUMO As curvas envoltórias constituem-se em ferramentas de grande importância para o dimensionamento expedito de cheias de projetos de estruturas hidráulicas, assim como parâmetro de checagem da cheia de projeto de vertedores de barragens já construídas, para a verificação de sua segurança hidrológica. As envoltórias são curvas, associadas a uma equação matemática, que determinam a linha superior que envolve os valores máximos das cheias associados às respectivas áreas das bacias hidrográficas. As envoltórias podem ser, quanto ao espaço, de âmbito mundial ou regional; e quanto a cheias, podem ser relativas aos máximos observados ou a determinados períodos de retorno. Este artigo apresenta uma revisão de diversas envoltórias desenvolvidas no mundo e, adicionalmente, aplica-as às condições hidrológicas de bacias hidrográficas do Ceará. Foram testadas três curvas envoltórias amplamente utilizadas na literatura. A partir da estimativa de novos parâmetros regionais para o Ceará, são construídas envoltórias de cheias milenares e decamilenares para o Estado. Para a construção das envoltórias foram pesquisados 43 projetos hidrológicos de barragens dimensionadas por modernas técnicas hidrológicas, adotadas pelas instituições de recursos hídricos estaduais.

Flood reduction constitutes an important characteristic of surface reservoir design. Thus, to ensure that minimum safety standards are met, the Safety Dams Act was approved in 2010. Many multipurpose surface reservoirs are aging and getting out of the current technical standards. In Ceará State, Brazil, there are several dams built for many decades, with spillways sized by empirical formulae which are currently outdated. This article contributes to improve the understanding of the morphological and hydrological factors involved in the process of damping floods in reservoirs and the development of a simple application method that estimates the damping, from such factors. To do so, hydrological simulations of several scenarios representative of reservoir and hydrographic basins configurations were performed. As a result, the impact of each parameter on flood damping was determined. A graphical method was proposed in which all the morphological parameters of the basin and the reservoir were aggregated into a single dimensionless parameter - the Reservoir Damping Index (Φ). With the value of Φ calculated, it is possible to estimate the damping capacity of the reservoir. This method can be used for the design of new reservoirs or for the verification of reservoir spillways already constructed with other methodologies. RESUMO O amortecimento de cheias é uma função importante de reservatórios fluviais. Para garantir a segurança das barragens brasileiras, foi aprovada em 2010 a Lei de Segurança de Barragens. Muitos reservatórios de múltiplos usos estão envelhecidos e, possivelmente, não atentem aos atuais padrões se segurança. No Estado do Ceará, Brasil, há muitas barragens construídas há muitas décadas, com vertedores dimensionados por fórmulas empíricas, atualmente ultrapassadas. Este artigo contribui para melhorar a compreensão dos fatores morfológicos e hidrológicos intervenientes no processo do amortecimento de cheias em reservatórios e no desenvolvimento de um método de simples aplicação que estime o amortecimento, a partir de tais fatores. Para tanto, foram realizadas simulações hidrológicas de vários cenários representativos de configurações de reservatórios e de bacias hidrográficas para analisar o impacto de cada parâmetro no amortecimento. Foi proposto um método gráfico, de fácil aplicação, no qual todos os parâmetros morfológicos da bacia e do reservatório foram agregados em um único adimensional – o Índice de Amortecimento do Reservatório (Φ). A partir de Φ, é possível estimar a capacidade de amortecimento do reservatório. Tal método pode ser utilizado para o dimensionamento de novos reservatórios ou para a verificação do vertedores de reservatórios já construídos com outras metodologias.

Climate changes can have different impacts on water resources. Strategies to adapt to climate changes depend on impact studies. In this context, this study aimed to estimate the impact that changes in precipitation, projected by Global Circulation Models (GCMs) in the fifth report by the Intergovernmental Panel on Climate Change (IPCC-AR5) may cause on reservoir yield (Q90) of large reservoirs (Castanhão and Banabuiú), located in the Jaguaribe River Basin, Ceará. The rainfall data are from 20 GCMs using two greenhouse gas scenarios (RCP4.5 and RCP8.5). The precipitation projections were used as input data for the rainfall-runoff model (SMAP) and, after the reservoirs’ inflow generation, the reservoir yields were simulated in the AcquaNet model, for the time periods of 2040-2069 and 2070-2099. The results were analyzed and presented a great divergence, in sign (increase or decrease) and in the magnitude of change of Q90. However, most Q90 projections indicated reduction in both reservoirs, for the two periods, especially at the end of the 21th century. As mudanças climáticas devem causar diversos impactos nos recursos hídricos. As estratégias de adaptação às alterações previstas no clima dependem de estudos de impactos. Nesse contexto, esse trabalho tem como objetivo estimar os impactos que as alterações na precipitação, projetada pelos Modelos de Circulação Global (MCGs) do quinto relatório do Painel Intergovernamental de Mudanças Climáticas (IPCC-AR5), podem causar nas vazões regularizadas (Q90) de dois grandes reservatórios (Castanhão e Banabuiú) localizados bacia do Rio Jaguaribe, Ceará. Os dados de precipitação são provenientes de 20 MCGs em dois cenários de emissão de gases de efeito estufa (RCP4.5 e RCP8.5). As projeções de precipitação alimentaram um modelo chuva-vazão (SMAP) e posteriormente, após a geração das séries de vazões afluentes aos reservatórios, foram simuladas as vazões regularizadas pelos reservatórios no modelo AcquaNet para os períodos de 2040-2069 e 2070-2099. Os resultados foram comparados entre si e indicaram grandes divergências tanto quanto ao sinal (acréscimo ou redução) como quanto à magnitude da mudança na vazão regularizada. Entretanto, a maioria das projeções indica redução da Q90 nos reservatórios para os dois períodos, principalmente para o final do século.

The increase of global water demand has stimulated the application of water charging to seek its rational use. However, the establishment of the water tariff for a certain use is not an easy task, given that this tariff must have an elevated value, sufficient to encourage the rational use, but not so elevated, in a manner that compromises or prevents the development of production activities. The present study aimed to evaluate different water tariff values proposed and applied to the shrimp farming industry in Ceará, from 2003 to 2016, and analyze the sensitivity of the industry to these values. The analyses considered the productive performance of the shrimp farming observed by the producers, production costs for the activity, and incomes earned by the producers in 2008. The present study demonstrated that the only tariff value that makes the sector financially attractive is R$1.00/1,000m3, a lower value than the one previously proposed by the state of Ceará (R$ 31.20/1,000m3), which was reduced in the following years. In this context, a model was developed to fix tariffs for shrimp farming, which considers the payment capacity of the entrepreneur and the production costs to cultivate shrimp. O aumento na demanda pela água no mundo estimulou a aplicação da cobrança na busca pelo uso racional dos recursos hídricos. A fixação da tarifa de água para um determinado uso não é fácil, dado que ela deve ter um valor elevado o bastante que incentive o seu uso racional, porém não elevado o suficiente que comprometa ou impeça o desenvolvimento de atividades produtoras. Este estudo avalia diferentes valores de tarifa sugeridos e aplicados ao setor da carcinicultura no Ceará no período de 2003 a 2016 e analisa a sensibilidade do setor a esses valores. Foram considerados os resultados zootécnicos da atividade, bem como os custos de produção e receitas auferidas pelos produtores no ano de 2008. O estudo mostrou que o único valor de tarifa que torna o setor financeiramente atraente para este uso é o de R$ 1,00/1.000m3, valor bem abaixo do inicialmente proposto pelo Estado (R$ 31,20/1.000m3), o qual foi reduzido em anos posteriores. Neste contexto, foi desenvolvido um modelo para fixação de tarifas para a carcinicultura, o qual considera a capacidade de pagamento dos empresários e o custo de produção dos camarões.

Many countries with water shortages import increasing quantities of food. This acquisition product is virtually equivalent to import water, which otherwise, would be sued for the production of foods in countries buyers. The world food trade can save water resources, through virtual water transfers from countries very productive, in terms of water use, to other less productive. The water footprint methodology quantifies the total volume of fresh water needed for the production chain, in various locations around the world, of the goods and services consumed by a person, a region or a country, being an indicator of ownership of this uses direct and indirect of this natural resource. This study calculates the water footprint of products selected from the list of exports, from 1997 to 2010, of the agricultural sector of the state of Pernambuco. The result is very significant (13.5 billion cubic meters) to Pernambuco, located in the Brazilian semiarid. From the point of view of water management, reducing the water footprint of the Brazilian state, which presents serious problems of water scarcity, can be achieved through the use of new agricultural techniques that require less water resource per kilogram produced; as well as cause less environmental pollution. Muitos países com escassez de recursos hídricos importam uma quantidade crescente de alimentos. Essa aquisição de produtos é, praticamente, equivalente à importação de água, que, de outra forma, seria demandada para a produção dos alimentos nos países compradores. O comércio mundial de alimentos pode poupar recursos hídricos, por intermédio de transferências de água virtual de países muito produtivos, em termos de utilização de água, para outros menos produtivos. A metodologia da pegada hídrica quantifica o volume total de água doce necessário à cadeia de produção, em diversos locais do mundo, dos bens e serviços consumidos por uma pessoa, uma região ou um país; sendo um indicador de apropriação dos usos diretos e indiretos desse recurso natural. Este trabalho calcula a pegada hídrica de produtos selecionados da pauta de exportação, de 1997 a 2010, do setor agrícola do estado de Pernambuco. O resultado obtido é muito expressivo (13,5 bilhões de metros cúbicos) para Pernambuco, que se localiza no semiárido brasileiro. Sob o ponto de vista da gestão de águas, a redução da pegada hídrica desse estado brasileiro, que apresenta graves problemas de escassez de água, pode ser conseguida por meio da utilização de novas técnicas agrícolas, que demandem menos recurso hídrico por quilograma produzido; bem como provoquem menos poluição ambiental.

The global climatic changes and its effects have brought great worry in the last decades, to the scientific community, from the stakeholders and society in general. Although it´s predictable, in global scale, the possible consequences of the climatic changes – for example, the elevation of the sea levels and change of pattern of the precipitations – there´s great difficulty in quantify in local scale, these impacts. More vulnerable regions, like the Brazilian semiarid, have been shown even more weakened when gone through climatic adversities. Considering the relevance of the studies that evaluate the impacts of these prospective climatic changes, this study evaluates the influence of the change of patterns of precipitation and the evaporation of the reservoir yield. It was evaluated the conjunct relation of the evaporation and precipitation, through the net blade, in the water balance of the reservoir, simulated on monthly level, with removals happening simultaneously. The study concluded that the rivers which presents high variability (CV between 1,2 and 1,6) that are characterized by the semiarid regions, are more sensible to any changes which comes to occur on precipitation or evaporation of this region. Once the great majority of the rivers from the semiarid northwest present coefficient of variation of the annual runoff between 1,2 and 1,6 and, basically the water availability of the region depends of superficial reservoirs, the management of these reservoirs should be done carefully, since they are very sensible to these climatic variation. As mudanças climáticas globais e seus efeitos têm gerado grande preocupação por parte da comunidade científica, dos tomadores de decisão e da sociedade em geral, notadamente nas últimas décadas. Apesar de se poder prever, em escala global, as possíveis consequências das alterações climáticas (elevação dos níveis dos mares e mudança do padrão das precipitações, por exemplo), existe uma grande dificuldade em quantificar, em escala local, esses impactos. Regiões mais vulneráveis, como o semiárido brasileiro, têm se mostrado ainda mais fragilizadas quando submetidas às adversidades climáticas. Considerando a relevância de estudos que avaliam os impactos dessas prospectivas mudanças climáticas, o presente trabalho avalia a influência da mudança dos padrões da precipitação e da evaporação na vazão regularizada dos reservatórios. Avaliou-se a relação conjunta da evaporação e precipitação, através da lâmina líquida (EL), no balanço hídrico do reservatório, simulado a nível mensal, com retiradas acontecendo simultaneamente. O estudo concluiu que os rios que apresentam alta variabilidade (CV entre 1,2 e 1,6), característicos das regiões semiáridas, são mais sensíveis a qualquer mudança que venha a ocorrer na precipitação ou evaporação dessa região. Uma vez que a maioria dos rios do Nordeste Semiárido apresenta coeficientes de variação dos deflúvios anuais em torno de 1,2 a 1,6, e praticamente a disponibilidade hídrica da região depende de reservatórios superficiais, a gestão desses reservatórios deverá ser realizada de maneira criteriosa, uma vez que são bastante sensíveis a essas variações climáticas

The practice of water storage has been important in reducing the vulnerability of populations in semiarid region of Ceará. To compensate for the seasonal and interannual variability of rainfall, surface reservoir becomes a carrier of water in time and thus the potential storage capacity in Ceará is now about 17 billion m³. It is estimated that there are about 30,000 dams in Ceará. Some basins are still able to aggregate flow to the water system, others are saturated or near saturation and a new reservoir would decrease the flow of the regularized system. This study aimed to present a methodology for assessing the degree of saturation of a watershed, the index of the degree of saturation of damming (IGAS) and use it in River Basin Acaraú where several buses are still provided. With the application of IGAS, it was observed that most of the sub-basin is the high IGAS. A prática da açudagem tem sido importante para a redução da vulnerabilidade das populações do semiárido cearense. Para compensar a sazonalidade e a variabilidade interanual das chuvas, o reservatório superficial passa a ser um transportador de água no tempo e, assim, a capacidade potencial de armazenamento no Ceará é, hoje, cerca de 17 bilhões de m³. Estima-se que existam cerca de 30 mil açudes no Ceará. Algumas bacias ainda têm condição de agregar vazão ao sistema hídrico, outras estão saturadas ou próximas da saturação, e um novo reservatório significaria decréscimo de vazão regularizada do sistema. Este trabalho teve como objetivo apresentar uma metodologia de avaliação do grau de saturação de uma bacia – o Índice do Grau de Saturação da Açudagem (IGAS) – e utilizá-lo na Bacia do Rio Acaraú, onde vários barramentos ainda estão previstos. Observou-se que a maioria das sub-bacias encontra-se com o IGAS elevado.
