Abstract

European strategic policy directions toward a sustainable blue economy have strengthened interest in maritime investments, thus increasing sectoral competition for marine space. Emerging repercussions out of such a rising interest need to be handled by marine spatial planning (MSP) as a means of properly allocating marine space to diverse uses; managing conflicts and promoting synergies among them; and pursuing a multi-use perspective of this space. A critical stage of each MSP exercise is the exploration of land- and marine-based policy directions and their current or potential repercussions in the marine environment. Such an exploration is carried out in this work by means of a qualitative policy review for informing the MSP process in the Northern Aegean Sea, Greece. By delving into diverse policy frameworks at various spatial levels—i.e., local (urban), regional, and national/European—constraints, but also perspectives in policy choices/maritime uses in the MSP context, are identified, thus guiding more informed MSP choices in the specific study region while attaining a successful integration or coordination between land and marine developments. Abstract

In recent years, the concept of cohesion goes beyond the economic and social concern, focusing also on alleviating territorial imbalances and rendering sectorial policies of countries belonging to the European Union (EU) coherent and unified. Territorial imbalances are particularly evident in island regions which, constrained by their geographical position, are confronted with greater difficulties, compared to mainland ones. This work explores the potential for territorial cohesion derived from the study of both an internal state indicator (Iis), highlighting inner inadequacies of an island; and an attractiveness indicator (IA), illuminating its external linkages and interactions. Interpretation of these two indicators demonstrates how the internal state of an island forms the ground for implementing integration and cohesion policies that are capable of alleviating territorial cohesion imbalances not only within EU countries but, above all, within other islands' realities. Both indicators are integrated into an index (composite indicator) of territorial cohesion (ITC), experimented in major Mediterranean islands. An analytical approach is proposed in this respect, stressing the originality and value of this research for strengthening territorial cohesion among island regions through the improvement of their internal state as well as the attractiveness these can develop towards the external world. Abstract

The "Path to the Digital Decade" features the digital transformation goals that the member states of the European Union must reach by 2030. It also highlights the need to align the digital strategy with the 17 Sustainable Development Goals (SDGs) by use of relevant indicators for assessing progress in each single SDG. The Digital Economy and Society Index (DESI), published in 2022, demonstrates how new advances in the digitalisation process have filled several gaps in digital skills and infrastructures; while the DESI Country Profiles witness the lower levels of digital performance of insular territories, compared to the states' mainland. This paper explores the way digitalisation progress might improve islands' sustainability performance and equity concerns in the EU. Relevant achievements are assessed by the proposed Index of Islands' Potential Equity (IB>E), i.e. a composite index, combining an Islands' Sustainability Index (IIS) for grasping socio-economic and environmental aspects; and an Islands' Digitalisation Index (IDI), for identifying the level of public/private digital transformation. The results obtained through the liPE index demonstrate how powerful the strategies of island governments in digitalisation progress can prove in achieving SDGs and rendering island contexts less vulnerable and more competitive in the European scenery.
