The gap between the internationally agreed climate objectives and tangible emissions reductions looms large. We explore how the supreme decision‐making body of the United Nations Framework Convention on Climate Change (UNFCCC), the Conference of the Parties (COP), could develop to promote more effective climate policy. We argue that promoting implementation of climate action could benefit from focusing more on individual sectoral systems, particularly for mitigation. We consider five key governance functions of international institutions to discuss how the COP and the sessions it convenes could advance implementation of the Paris Agreement: guidance and signal, rules and standards, transparency and accountability, means of implementation, and knowledge and learning. In addition, we consider the role of the COP and its sessions as mega‐events of global climate policy. We identify opportunities for promoting sectoral climate action across all five governance functions and for both the COP as a formal body and the COP sessions as conducive events. Harnessing these opportunities would require stronger involvement of national ministries in addition to the ministries of foreign affairs and environment that traditionally run the COP process, as well as stronger involvement of non‐Party stakeholders within formal COP processes. Monitoring en voorspelling van het milieu op Europese schaal worden sterk beinvloed door de nauwkeurigheid van landgebruiks- en landbedekkingsgegevens. Vanwege een dringende behoefte aan een geo-gerefereerd Europees landgebruiksbestand heeft het Rijksinstituut voor Volksgezondheid en Milieuhygiene (RIVM) de vervaardiging van een Europa-dekkend digitaal landgebruiksbestand met een resolutie van 10 minuten geinitieerd. De eerste versie van het Europese Landgebruiksbestand is nu beschikbaar. Zeven landgebruiksklassen worden onderscheiden, waaronder bouwland, grasland voor gebruik in de landbouw, permanent gewas, bos en stedelijk gebied. Belangrijke gegevens kwamen van SEI, Eurostat, USDMA, FAO (kaarten), INENCO en een groot aantal nationale bronnen. Ruimtelijke gegevens (landgebruikspolygonen in vectorformaat) zijn gecombineerd met statistische (statistisch bestand). International audience; Failure of the blue revolution is a global risk. The international problem is that there is a gap in knowledge exchange between the aquaculture industry, policy makers trying to support aquaculture development and people who depend on aquaculture for a job and/or food source. Thus, governments and international organizations promoting aquaculture as the solution to improving food security, nutrition and income are failing to optimise production of natural aquatic resources.We identify a "people-policy gap", and suggest that this is an understudied constraint, which needs to be overcome before worldwide food security can be achieved from aquatic environments. We argue that this gap leads to uneven distribution of benefits, a disconnection between benefits and local needs, and detrimental effects on human health and food security, all of which can have negative repercussions on human communities and ecosystems. In order to address this need, we present an analytical framework to guide context specific, policy-relevant assessments of the social, economic and ecological dimensions of aquaculture on a case-by-case basis. The framework is designed to make best use of existing data and scientific tools for decision-making.In conclusion, we argue for: equal consideration of ecological, social and economic issues in aquaculture policy-making; pre-emptive identification of likely social impacts; integration of people- and context-specific social framing conditions into planning and policy review; addressing the social disconnection between global consumption and production; and, encouragement of creative combinations of theories and methods to assess and interpret the social dimensions of aquaculture in multiple contexts. © 2015 Elsevier B.V.

A perturbação florestal antropogênica e a mudança no uso da terra(LUC) na região amazônica são principal fonte de emissões de gases de efeito estufa para a atmosfera no Brasil, devido ao carbono (C)e nitrogênio (N) emitido da limpeza da vegetação. Conversão de uso da terra associada à gestão práticas desempenham um papel fundamental na distribuição e origem de C em diferentes matérias orgânicas do solo (MOS)frações. Aqui, mostramos como a mudança nos sistemas de uso da terra tem influenciado os estoques de C e N do solo,Frações físicas da OMS e a origem da MOS na região de Santarém, no leste brasileiro Amazônia Os estoques de solo C e N foram calculados para a camada superficial de 0 a 30 cm. Antropogênico distúrbios na floresta em pé, como a extração seletiva de madeira e os incêndios florestais, levaram a declínios significativos em estoques de C e N no solo. No entanto, a longo prazo, a conversão da floresta amazônica para pastagem não teve um efeito perceptível nos estoques de C e N do solo, presumivelmente por causa de de pastagens. No entanto, a conversão para terras de cultivo levou a reduções no solo C e N conteúdo. Anthropogenic forest disturbance and land use change (LUC) in the Amazon region is the main source of greenhouse gas emissions to the atmosphere in Brazil, due to the carbon (C) and nitrogen (N) emitted from vegetation clearance. Land use conversion associated with management practices plays a key role in the distribution and origin of C in different soil organic matter (SOM) fractions. Here, we show how changing land use systems have influenced soil C and N stocks, SOM physical fractions, and the origin of SOM in the Santarém region of the eastern Brazilian Amazon. Soil C and N stocks were calculated for the surface layer of 0–30 cm. Anthropogenic disturbances to the standing forest, such as selective logging and wildfires, led to significant declines in soil C and N stocks. However, in the long-term, the conversion of the Amazon forest to pasture did not have a noticeable effect on soil C and N stocks, presumably because of additional inputs from pasture grasses. However, the conversion to cropland did lead to reductions in soil C and N content. According to the physical fractionation of SOM, LUC altered SOM quality, but silt and clay remained the combined fraction that contributed the most to soil C storage. Our results emphasize the importance of implementing more sustainable forest management systems, whilst also calling further attention to the need for fire monitoring systems, helping to ensure the resilience of C and N stocks and sequestration in forest soils; thereby contributing towards urgently needed ongoing efforts to mitigate climate change.

The Sendai Framework for Disaster Risk Reduction 2015−2030’s (SFDRR) framing moved away from disaster risk as a natural phenomenon to the examination of the inequality and injustice at the root of human vulnerability to hazards and disasters. Yet, its achievements have not seriously challenged the long-established capitalist systems of oppression that hinder the development leading to disaster risk creation. This article is an exploratory mapping exercise of and a collective reflection on Sustainable Development Goals (SDGs) and SFDRR indicators—and their use in measuring progress towards disaster risk reduction (DRR). We highlight that despite the rhetoric of vulnerability, the measurement of progress towards DRR remains event/hazard-centric. We argue that the measurement of disaster risk could be greatly enhanced by the integration of development data in future iterations of global DRR frameworks for action.

Participatory research has in recent years become a popular approach for problem-oriented scientific research that aims to tackle complex problems in a real management context. The EU project NeWater placed a strong emphasis on participatory research to analyze the water management regimes in its seven case studies, identify barriers and opportunities for a change of current practices towards adaptive water management and develop and apply suitable tools to support a transition. The Uzbek part of the Amudarya river basin was one of its case studies. However, given the current political and cultural context in Uzbekistan which allows little room for stakeholder participation the extent to which participation could be realized here was unclear. In this paper we present an evaluation of the participatory research carried out in the Amudarya case study with respect to (i) the choice and application of different participatory methods, and their adaptation to the given political, socio-economic and cultural environment, (ii) their usefulness for the improvement of system understanding and the development of strategies and measures to improve water management and monitoring, and (iii) their acceptance and suitability for enhancing policy-making processes in the Amudarya river basin context. The main lessons learned from the comparison of the different participatory methods were: 1) the stakeholder process provided an opportunity for meetings and discussions among stakeholders from different organizational levels and thus promoted communication between different levels and organizations; 2) there is a danger of raising expectations that a research project cannot meet, e.g. of transferring local interests to higher levels, when initiating a participatory process in a context where most stakeholders are not generally involved in policymaking. Our experience shows that in order to chose and adapt participatory methods to the Uzbek cultural and political setting, and most likely this applies to other post-Soviet transition countries as well, four aspects should be taken into account: the time required to prepare and apply the method, good information about the participants and the context in which the method will be applied, knowledge of the local language(s), and careful training of local moderators. While these are aspects that are relevant to any application of participatory methods, they become even more important in a political and socio-cultural setting such as found in Uzbekistan. The extent to which those issues are relevant for a given method depends on the method itself. A four year research project can only provide a few illustrative examples of the usefulness of participation for system assessment in the river basin. However, the activities have built capacity with local scientists and practitioners for further application of those methods, which we consider a crucial aspect of the participatory research process. Overall, the application of the different participatory methods with their adaptation to the case region contributed to improved system understanding and - potentially - learning among both stakeholders and researchers, which is at the core of the adaptive management process

Such DRM is ruled by international public policy guidelines that state financing priorities and research approaches. Thus, this study aims to identify which of the intervention approaches (especially top-down) prevail in the scientific literature as a reflection of the hegemonic discourses in DRM of the LAC region. To achieve this, a regional characterization of scientific literature on DRM was carried out through a systematic review of academic literature making use of the web-tool Rayyan. The analysis of the literature responds to a classification by type of intervention approach. The results found that most papers are based on a top-down approach, while very few studies consider a bottom-up approach. The countries with the most publications on this matter are Brazil, Mexico, and Chile. The preventive approach is the predominant and floods are the most addressed type of threat. While better understanding of these forests is critical for our collective future, until quite recently efforts to measure and monitor them have been largely disconnected. Networking is essential to discover the answers to questions that transcend borders and the horizons of funding agencies. Here we show how a global community is responding to the challenges of tropical ecosystem research with diverse teams measuring forests tree-by-tree in thousands of long-term plots. We review the major scientific discoveries of this work and show how this process is changing tropical forest science. Our core approach involves linking long-term grassroots initiatives with standardized protocols and data management to generate robust scaled-up results. By connecting tropical researchers and elevating their status, our Social Research Network model recognises the key role of the data originator in scientific discovery. Conceived in 1999 with RAINFOR (South America), our permanent plot networks have been adapted to Africa (AfriTRON) and Southeast Asia (T-FORCES) and widely emulated worldwide. Now these multiple initiatives are integrated via ForestPlots.net cyber-infrastructure, linking colleagues from 54 countries across 24 plot networks. Collectively these are transforming understanding of tropical forests and their biospheric role. Together we have discovered how, where and why forest carbon and biodiversity are responding to climate change, and how they feedback on it. This long-term pan-tropical collaboration has revealed a large long-term carbon sink and its trends, as well as making clear which drivers are most important, which forest processes are affected, where they are changing, what the lags are, and the likely future responses of tropical forests as the climate continues to change. By leveraging a remarkably old technology, plot networks are sparking a very modern revolution in tropical forest science. In the future, humanity can benefit greatly by nurturing the grassroots communities now collectively capable of generating unique, long-term understanding of Earth's most precious forests. Nous montrons ici comment une communauté mondiale relève les défis de la recherche sur les écosystèmes tropicaux avec diverses équipes qui mesurent les forêts arbre après arbre dans de milliers de parcelles permanentes. Significance Amazonia is experiencing an increase in the frequency of extreme droughts and wildfires. However, the duration of their impacts on plant mortality and carbon stocks are poorly known, and it is unclear whether impacts are amplified in forests with a history of previous human disturbance. We show that plant mortality rates remain above baseline levels for over 3 y in forests affected by drought and 2.5 y in forests affected by both drought and fire. A history of human disturbance led to greater plant mortality in forests simultaneously affected by drought and fire. Our assessment of an area covering 1.2% of the Brazilian Amazon shows that regional drought and fires can have globally relevant impacts on the world’s carbon balance., With humanity facing an unprecedented climate crisis, the conservation of tropical forests has never been so important – their vast terrestrial carbon stocks can be turned into emissions by climatic and human disturbances. However, the duration of these effects is poorly understood, and it is unclear whether impacts are amplified in forests with a history of previous human disturbance. Here, we focus on the Amazonian epicenter of the 2015–16 El Niño, a region that encompasses 1.2% of the Brazilian Amazon. We quantify, at high temporal resolution, the impacts of an extreme El Niño (EN) drought and extensive forest fires on plant mortality and carbon loss in undisturbed and human-modified forests. Mortality remained higher than pre-El Niño levels for 36 mo in EN-drought–affected forests and for 30 mo in EN-fire–affected forests. In EN-fire–affected forests, human disturbance significantly increased plant mortality. Our investigation of the ecological and physiological predictors of tree mortality showed that trees with lower wood density, bark thickness and leaf nitrogen content, as well as those that experienced greater fire intensity, were more vulnerable. Across the region, the 2015–16 El Niño led to the death of an estimated 2.5 ± 0.3 billion stems, resulting in emissions of 495 ± 94 Tg CO2. Three years after the El Niño, plant growth and recruitment had offset only 37% of emissions. Our results show that limiting forest disturbance will not only help maintain carbon stocks, but will also maximize the resistance of Amazonian forests if fires do occur.*

International audience; Addressing sustainability and low carbon objectives calls for radical departures from existing socio-technical trajectories. The substantial implementation gap between sustainability objectives and current unsustainable paths justifies a continued search for more ambitious system transformations and clarity as to how they can be realised. The aim of this article is to unpack the feasibility of such sustainability transitions pathways (STPs), by identifying the analytical dimensions that need to be considered to address challenges for transitions governance and specifying how they can inform comprehensive evaluation efforts. We aim to offer practical examples of how multiple forms of knowledge can be mobilised to support strategic decision-making, and so complement traditional modelling-based scenario tools. We base our evaluation of STPs on a broad understanding of feasibility and elaborate a frame to mobilise what we see as three 'facets' of STPs: representations for exploring sustainability transitions potentials, as well as the conditions under which STPs may have greater chances of becoming realised. The resulting evaluation frame allow us to generate specific prescriptions about STPs feasibility that can focus interdisciplinary research on the relevance of mobilising a plurality of forms of knowledge in evaluation efforts, a more detailed understanding of the potential of a given solution or pathway, and more detailed assessment of different key dimensions. We end by discussing how the notion of STPs feasibility can help open up decision making processes and what tangible types of interventions are relevant.

The FAO Livestock Environmental Assessment and Performance (LEAP) Partnership organised a Technical Advisory Group (TAG) to develop reference guidelines on water footprinting for livestock production systems and supply chains. The mandate of the TAG was to i) provide recommendations to monitor the environmental performance of feed and livestock supply chains over time so that progress towards improvement targets can be measured, ii) be applicable for feed and water demand of small ruminants, poultry, large ruminants and pig supply chains, iii) build on, and go beyond, the existing FAO LEAP guidelines and iv) pursue alignment with relevant international standards, specifically ISO 14040 (2006)/ISO 14044 (2006), and ISO 14046 (2014). The recommended guidelines on livestock water use address both impact assessment (water scarcity footprint as defined by ISO 14046, 2014) and water productivity (water use efficiency). While most aspects of livestock water use assessment have been proposed or discussed independently elsewhere, the TAG reviewed and connected these concepts and information in relation with each other and made recommendations towards comprehensive assessment of water use in livestock production systems and supply chains. The approaches to assess the quantity of water used for livestock systems are addressed and the specific assessment methods for water productivity and water scarcity are recommended. Water productivity assessment is further advanced by its quantification and reporting with fractions of green and blue water consumed. This allows the assessment of the environmental performance related to water use of a livestock-related system by assessing potential environmental impacts of anthropogenic water consumption (only “blue water”); as well as the assessment of overall water productivity of the system (including “green” and “blue water” consumption). A consistent combination of water productivity and water scarcity footprint metrics provides a complete picture both in terms of potential productivity improvements of the water consumption as well as minimizing potential environmental impacts related to water scarcity. This process resulted for the first time in an international consensus on water use assessment, including both the life-cycle assessment community with the water scarcity footprint and the water management community with water productivity metrics. Soil degradation is a worsening global phenomenon driven by socio‐economic pressures, poor land management practices and climate change. A deterioration of soil structure at timescales ranging from seconds to centuries is implicated in most forms of soil degradation including the depletion of nutrients and organic matter, erosion and compaction. New soil–crop models that could account for soil structure dynamics at decadal to centennial timescales would provide insights into the relative importance of the various underlying physical (e.g. tillage, traffic compaction, swell/shrink and freeze/thaw) and biological (e.g. plant root growth, soil microbial and faunal activity) mechanisms, their impacts on soil hydrological processes and plant growth, as well as the relevant timescales of soil degradation and recovery. However, the development of such a model remains a challenge due to the enormous complexity of the interactions in the soil–plant system. In this paper, we focus on the impacts of biological processes on soil structure dynamics, especially the growth of plant roots and the activity of soil fauna and microorganisms. We first define what we mean by soil structure and then review current understanding of how these biological agents impact soil structure. We then develop a new framework for modelling soil structure dynamics, which is designed to be compatible with soil–crop models that operate at the soil profile scale and for long temporal scales (i.e. decades, centuries). We illustrate the modelling concept with a case study on the role of root growth and earthworm bioturbation in restoring the structure of a severely compacted soil., This photograph, depicting ant bioturbation, was taken at the compaction recovery experiment at Agroscope, Zurich, Switzerland. Together with other biological processes, faunal bioturbation profoundly influences soil structure and thus soil physical and hydraulic properties, hydrological processes and plant growth. The parsimonious model concept developed in this paper, which is designed to be compatible with profile‐scale soil–crop models, allows simulation of the effects of biological agents (e.g. plant roots and soil‐living organisms) on soil structure dynamics.

Caribbean reefs have experienced unprecedented changes in the past four decades. Of great concern is the perceived widespread shift from coral to macroalgal dominance and the question of whether it represents a new, stable equilibrium for coral-reef communities. The primary causes of the shift—grazing pressure (top-down), nutrient loading (bottom-up) or direct coral mortality (side-in)—still remain somewhat controversial in the coral-reef literature. We have attempted to tease out the relative importance of each of these causes. Four insights emerge from our analysis of an early regional dataset of information on the benthic composition of Caribbean reefs spanning the years 1977–2001. First, although three-quarters of reef sites have experienced coral declines concomitant with macroalgal increases, fewer than 10% of the more than 200 sites studied were dominated by macroalgae in 2001, by even the most conservative definition of dominance. Using relative dominance as the threshold, a total of 49 coral-to-macroalgae shifts were detected. This total represents ~ 35% of all sites that were dominated by coral at the start of their monitoring periods. Four shifts (8.2%) occurred because of coral loss with no change in macroalgal cover, 15 (30.6%) occurred because of macroalgal gain without coral loss, and 30 (61.2%) occurred owing to concomitant coral decline and macroalgal increase. Second, the timing of shifts at the regional scale is most consistent with the side-in model of reef degradation, which invokes coral mortality as a precursor to macroalgal takeover, because more shifts occurred after regional coral-mortality events than expected by chance. Third, instantaneous observations taken at the start and end of the time-series for individual sites showed these reefs existed along a continuum of coral and macroalgal cover. The continuous, broadly negative relationship between coral and macroalgal cover suggests that in some cases coral-to-macroalgae phase shifts may be reversed by removing sources of perturbation or restoring critical components such as the herbivorous sea urchin Diadema antillarum to the system. The five instances in which macroalgal dominance was reversed corroborate the conclusion that macroalgal dominance is not a stable, alternative community state as has been commonly assumed. Fourth, the fact that the loss in regional coral cover and concomitant changes to the benthic community are related to punctuated, discrete events with known causes (i.e. coral disease and bleaching), lends credence to the hypothesis that coral reefs of the Caribbean have been under assault from climate-change-related maladies since the 1970s.

Target 6.4 of the recently adopted Sustainable Development Goals (SDGs) deals with the reduction of water scarcity. To monitor progress towards this target, two indicators are used: Indicator 6.4.1 measuring water use efficiency and 6.4.2 measuring the level of water stress (WS). This paper aims to identify whether the currently proposed indicator 6.4.2 considers the different elements that need to be accounted for in a WS indicator. WS indicators compare water use with water availability. We identify seven essential elements: 1) both gross and net water abstraction (or withdrawal) provide important information to understand WS; 2) WS indicators need to incorporate environmental flow requirements (EFR); 3) temporal and 4) spatial disaggregation is required in a WS assessment; 5) both renewable surface water and groundwater resources, including their interaction, need to be accounted for as renewable water availability; 6) alternative available water resources need to be accounted for as well, like fossil groundwater and desalinated water; 7) WS indicators need to account for water storage in reservoirs, water recycling and managed aquifer recharge. Indicator 6.4.2 considers many of these elements, but there is need for improvement. It is recommended that WS is measured based on net abstraction as well, in addition to currently only measuring WS based on gross abstraction. It does incorporate EFR. Temporal and spatial disaggregation is indeed defined as a goal in more advanced monitoring levels, in which it is also called for a differentiation between surface and groundwater resources. However, regarding element 6 and 7 there are some shortcomings for which we provide recommendations. In addition, indicator 6.4.2 is only one indicator, which monitors blue WS, but does not give information on green or green-blue water scarcity or on water quality. Regional estimates of the effects of ozone pollution on forest growth depend on the availability of reliable injury functions that estimate a representative ecosystem response to ozone exposure. A number of such injury functions for forest tree species and forest functional types have recently been published and subsequently applied in terrestrial biosphere models to estimate regional or global effects of ozone on forest tree productivity and carbon storage in the living plant biomass. The resulting impacts estimated by these biosphere models show large uncertainty in the magnitude of ozone effects predicted. To understand the role that these injury functions play in determining the variability in estimated ozone impacts, we use the O-CN biosphere model to provide a standardised modelling framework. We test four published injury functions describing the leaf-level, photosynthetic response to ozone exposure (targeting the maximum carboxylation capacity of Rubisco (Vcmax) or net photosynthesis) in terms of their simulated whole-tree biomass responses against data from 23 ozone filtration/fumigation experiments conducted with young trees from European tree species at sites across Europe with a range of climatic conditions. Our results show that none of these previously published injury functions lead to simulated whole-tree biomass reductions in agreement with the observed dose–response relationships derived from these field experiments and instead lead to significant over- or underestimations of the ozone effect. By re-parameterising these photosynthetically based injury functions, we develop linear, plant-functional-type-specific dose–response relationships, which provide accurate simulations of the observed whole-tree biomass response across these 23 experiments.

International audience; Addressing the societal and environmental challenges presented by global change requires fundamental changes to the way our society produces and consumes goods and services. Securing prosperity for a growing population, dealing with resource scarcity and mitigating climate change and environmental degradation will require an increased reliance on nature-based solutions, renewable energies and materials used in highly efficient and innovative closed material loops. That is what the circular bioeconomy can help to achieve.

International audience; The paper sets out a proposal for bridging and linking three approaches to the analysis of transitions to sustainable and low-carbon societies: quantitative systems modelling; socio-technical transition analysis; and initiative-based learning. We argue that each of these approaches presents a partial and incomplete picture, which has implications for the quality and usefulness of the insights they can deliver for policy and practice. A framework for bridging these different approaches promises to enrich each of the approaches, while providing the basis for a more robust and complete analysis of sustainable transitions pathways that serves better to address questions and dilemmas faced by decision-makers and practitioners. We elaborate five key challenges for the analysis and governance of transitions pathways, and compare the three approaches in relation to each of these. We suggest an integration strategy based on alignment, bridging, and iteration, arguing that a structured dialogue between practitioners of different approaches is needed. In practical terms, such a dialogue would be organised around three areas of joint knowledge production: defining common analytical or governance problems to be tackled through integration; establishing shared concepts (boundary objects); and establishing operational bridging devices (data and metrics, pathways evaluation and their delivery). Such processes could include experts and societal partners. We draw conclusions about future research perspectives and the role of analysis in transitions governance.

Linear regression analysis showed that DRR for PFT and individual tree species differed in their robustness. A simplified parameterisation of the flux model was tested and showed that for most non-Mediterranean tree species, this simplified model led to similarly robust DRR as compared to a species- and climate region-specific parameterisation.[br/]Experimentally induced soil water stress was not found to substantially reduce PODy, mainly due to the short duration of soil water stress periods.[br/]This study validates the stomatal O3 flux concept and represents a step forward in predicting O3 damage to forests in a spatially and temporally varying climate.

Background:This paper provides guidance about how to plan, prepare, conduct, report, amend or update a systematic search. It aims to contribute to a new version of the Collaboration for Environmental Evidence (CEE) Guidelines for Systematic Reviews in Environmental Management, and the methods we describe are likely to be broadly applicable across a wider range of topics. In evidence synthesis, searches are expected to be repeatable, fit for purpose, with minimum biases, and to collate a maximum number of relevant articles. Failing to include relevant information in an evidence synthesis may lead to inaccurate or skewed conclusions and/or changes in conclusions as soon as the omitted information is added.Method:The paper takes into account similar documents produced by the Cochrane Collaboration and the Campbell Collaboration, including necessary adjustments for environmental policy and management, and the current version of the CEE Guidelines (version 4.2, 2013). Where possible this guidance is based on evidence from research, and in its absence on expert opinion and experience.Results:Here we aim to provide guidance on the optimal search structure as the basis on which any evidence synthesis should be built.Conclusion:It is aimed at all those who intend to conduct systematic evidence synthesis, including reviews and Ph.D. thesis.

International audience; Concerns about the water-energy-food (WEF) nexus have motivated many discussions regarding new approaches for managing water, energy and food resources. Despite the progress in recent years, there remain many challenges in scientific research on the WEF nexus, while implementation as a management tool is just beginning. The scientific challenges are primarily related to data, information and knowledge gaps in our understanding of the WEF inter-linkages. Our ability to untangle the WEF nexus is also limited by the lack of systematic tools that could address all the trade-offs involved in the nexus. Future research needs to strengthen the pool of information. It is also important to develop integrated software platforms and tools for systematic analysis of the WEF nexus. The experience made in integrated water resources management in the hydrological community, especially in the framework of Panta Rhei, is particularly well suited to take a lead in these advances.

International audience; Climate threats exacerbate issues of natural resource management in rural landscapes, namely water, forest and agricultural land. In order to consistently address these issues, we highlight the usefulness of a joint vision of the landscape where the actors share their knowledge on the mechanisms at work when considering the central problem that affect the landscape as well as the proposed solutions. On the basis of several case studies, we present and analyze participatory conceptual modelling as a process and a series of methods that allow building a shared understanding of the landscape as a socio-ecological system. The case study that better illustrates the diversity of suitable methods and necessary adjustments in the modelling process, is the Zapoco watershed in the Chiquitano Model Forest (Bolivia), characterized both by its natural richness and its economic poverty. In the framework of the research-action EcoAdapt project for community-based adaptation at the landscape level, we reviewed the modelling approaches which better served our purpose and ended in the articulation of tools belonging to different approaches. As a main result, we obtained graphical representations that the actors can easily understand and use to describe their context (Open Standards for the Practices of Conservation), their practices (Problem-Actors-Resources-Dynamics-Interactions) and their history (Resilience thinking). In a practical way, the models built address the complexity of the landscape and bring into focus needs for research (knowledge gaps, main uncertainties) and for action (coordination failures, unsustainable dynamics). From the perspective of companion modelling, we finally discuss the outreach of participatory conceptual modelling in the promotion of climate smart agriculture.

Across the tropics, there is a growing financial investment in activities that aim to reduce emissions from deforestation and forest degradation, such as REDD+. However, most tropical countries lack on-the-ground capacity to conduct reliable and replicable assessments of forest carbon stocks, undermining their ability to secure long-term carbon finance for forest conservation programs. Clear guidance on how to reduce the monetary and time costs of field assessments of forest carbon can help tropical countries to overcome this capacity gap. Here we provide such guidance for cost-effective one-off field assessments of forest carbon stocks. We sampled a total of eight components from four different carbon pools (i.e. aboveground, dead wood, litter and soil) in 224 study plots distributed across two regions of eastern Amazon. For each component we estimated survey costs, contribution to total forest carbon stocks and sensitivity to disturbance. Sampling costs varied thirty-one-fold between the most expensive component, soil, and the least, leaf litter. Large live stems (≥10 cm DBH), which represented only 15% of the overall sampling costs, was by far the most important component to be assessed, as it stores the largest amount of carbon and is highly sensitive to disturbance. If large stems are not taxonomically identified, costs can be reduced by a further 51%, while incurring an error in aboveground carbon estimates of only 5% in primary forests, but 31% in secondary forests. For rapid assessments, necessary to help prioritize locations for carbon- conservation activities, sampling of stems ≥20cm DBH without taxonomic identification can predict with confidence (R2 = 0.85) whether an area is relatively carbon-rich or carbon-poor—an approach that is 74% cheaper than sampling and identifying all the stems ≥10cm DBH. We use these results to evaluate the reliability of forest carbon stock estimates provided by the IPCC and FAO when applied to human-modified forests, and to highlight areas where cost savings in carbon stock assessments could be most easily made.

International audience; Ecosystem services are defined as the ecological and socio-economic value of goods and services provided by natural and semi-natural ecosystems. Ecosystem services are being impacted by many human induced stresses, one of them being nitrogen (N) deposition and its interactions with other pollutants and climate change. It is concluded that N directly or indirectly affects a wide range of provisioning, regulating, supporting and cultural ecosystem services, many of which are interrelated. When considering the effects of N on ecosystem services, it is important to distinguish between different types of ecosystems/species and the protection against N impacts should include other aspects related to N, in addition to biodiversity. The Working Group considered the following priorities of ecosystem services in relation to N: biodiversity; air quality/atmosphere; ecosystem changes; NO3 leaching; climate regulation and cultural issues. These are the services for which the best evidence is available in the literature. There is a conflicting interest between greenhouse gas ecosystem services and biodiversity protection; up to some point of increasing N inputs, net greenhouse gas uptake is improved, while biodiversity is already adversely affected.

International audience; Agricultural water productivity (WPAg) is considered by many as a valuable concept that links agricultural water use to the benefits it generates in terrns of food (kg m(-3), kcal m(-3)) or income (US$ m(-3)). By extension, it can be hypothesized that WPAg is linked to rural poverty, and that its improvement would enable more people to benefit from a finite shared water resource. By reviewing case studies and analyses from four river basins and elsewhere, we find that WPAg and poverty are related, but that the strength of the relationship and its nature vary with scale. At a global scale, the link seems causal; improved water productivity will enable an expanding global population to feed itself from a finite water resource. At the local scale, improved water productivity is more often a consequence of other changes, such as crop productivity or value. At the intermediate scale of a basin or sub-basin, WPAg represents the state of ecosystem services' through which agriculture consumes water and from which groups of people generate food and income. In the absence of clear definitions of the links between water use by multiple actors and the outcomes produced, there is no evidence of causal linkages between agricultural water consumption and poverty. Awareness of WPAg of itself is unlikely to induce changes in agricultural practice that improve the livelihoods of water users, even though WPAg may increase as a result of general improvements in agricultural practice. Such linkages may, however, occur increasingly with water valuation in which users pay the real cost of the water that they use.; La productivité agricole de l’eau (WPAg) est largement reconnue comme un concept qui permet de relier l’utilisation agricole de l’eau aux bénéfices qu’elle génère en termes de production alimentaire (kg m3 kcal m3) ou de revenu (US$ m3). Par extension, on peut faire l’hypothèse que WPAg est reliée à la pauvreté rurale, et que son amélioration pourrait permettre à des usagers de mieux bénéficier d’une ressource en eau partagée limitée. Par l’analyse d’études de cas menées sur quatre bassins et dans d’autres régions, nous démontrons que ce lien entre WPAg et pauvreté existe, mais que sa nature et son intensité dépendent de l’échelle considérée. A l’échelle planétaire, le lien semble causal: l’amélioration de la productivité agricole de l’eau permet à une population en augmentation de se nourrir a partir d’une ressource en eau limitée. A l’échelle locale, cette amélioration est plus souvent une conséquence d’autres modifications, comme celle de la productivité de l’agriculture ou la valeur de la production. Aux échelles intermédiaires d’un bassin hydrographique ou d’un sous-bassin, la productivité agricole de l’eau représente l’état des services environnementaux au travers desquels l’agriculture utilise l’eau et a partir desquels des groupes de population produisent de l’alimentation et génèrent du revenu. En absence de liens clairs entre l’utilisation de l’eau par de multiples acteurs et les bénéfices obtenues, il n’existe pas de preuve de liens causaux entre consommation d’eau agricole et pauvreté: la connaissance du concept de productivité agricole de l’eau en elle-même a peu de chances d’induire des changements de pratiques agricoles pour améliorer le revenu des usagers, même si elle peut entraîner une amélioration de ces pratiques en général. De tels liens peuvent cependant être plus fréquents lorsque la valeur de l’eau est connue, et que les usagers la paient au cout complet.

International audience; Within ACCENT, a European Network of Excellence, eighteen atmospheric models from the U.S., Europe, and Japan calculated present (2000) and future (2030) concentrations of ozone at the Earth's surface with hourly temporal resolution. Comparison of model results with surface ozone measurements in 14 world regions indicates that levels and seasonality of surface ozone in North America and Europe are characterized well by global models, with annual average biases typically within 5–10 nmol/mol. However, comparison with rather sparse observations over some regions suggest that most models overestimate annual ozone by 15–20 nmol/mol in some locations. Two scenarios from the International Institute for Applied Systems Analysis (IIASA) and one from the Intergovernmental Panel on Climate Change Special Report on Emissions Scenarios (IPCC SRES) have been implemented in the models. This study focuses on changes in near-surface ozone and their effects on human health and vegetation. Different indices and air quality standards are used to characterise air quality. We show that often the calculated changes in the different indices are closely inter-related. Indices using lower thresholds are more consistent between the models, and are recommended for global model analysis. Our analysis indicates that currently about two-thirds of the regions considered do not meet health air quality standards, whereas only 2–4 regions remain below the threshold. Calculated air quality exceedances show moderate deterioration by 2030 if current emissions legislation is followed and slight improvements if current emissions reduction technology is used optimally. For the "business as usual" scenario severe air quality problems are predicted. We show that model simulations of air quality indices are particularly sensitive to how well ozone is represented, and improved accuracy is needed for future projections. Additional measurements are needed to allow a more quantitative assessment of the risks to human health and vegetation from changing levels of surface ozone.

The traditional tillage implement, the Maresha plow, and the tillage systems that require repeated and cross plowing have caused poor rainfall partitioning, land degradation and hence low water productivity in Ethiopia. Conservation tillage could alleviate these problems. However, no-till can not be feasible for smallholder farmers in semi-arid regions of Ethiopia because of difficulties in maintaining soil cover due to low rainfall and communal grazing and because of high costs of herbicides. Strip tillage systems may offer a solution. This study was initiated to test strip tillage systems using implements that were modified forms of the Maresha plow, and to evaluate the impacts of the new tillage systems on water balance and grain yields of maize (Zea mays XX). Experiments were conducted in two dry semi arid areas called Melkawoba and Wulinchity, in the central Rift Valley of Ethiopia during 2003–2005. Strip tillage systems that involved cultivating planting lines at a spacing of 0.75 m using the Maresha plow followed by subsoiling along the same lines (STS) and without subsoiling (ST) were compared with the traditional tillage system of 3 to 4 times plowing with the Maresha plow (CONV). Soil moisture was monitored to a depth of 1.8 m using Time Domain Reflectometer while surface runoff was measured using rectangular trough installed at the bottom of each plot. STS resulted in the least surface runoff (Qs=17 mm-season−1), the highest transpiration (T=196 mm-season−1), the highest grain yields (Y=2130 kg-ha−1) and the highest water productivity using total evaporation (WPET=0.67 kg-m−3) followed by ST (Qs=25 mm-season−1, T=178 mm-season−1, Y=1840 kg-ha−1, WPET=0.60 kg-m−3) and CONV (Qs=40 mm-season−1,T=158 mm-season−1, Y=1720 kg-ha−1, WPET=0.58 kg-m−3). However, when the time between the last tillage operation and planting of maize was more than 26 days, the reverse occurred. There was no statistically significant change in soil physical and chemical properties after three years of experimenting with different tillage systems.

Increased recognition of the limited assimilative capacity of the environment has led to stricter environmental regulation of waste treatment. Recent policy attention has focussed on packaging, mainly because of its high visibility to consumers. This paper studies a Swedish proposal on producer responsability and analyzes economic instruments as an alternative policy instrument. Recent research by Pearce and Turner (1992) and Brisson (1992) has proposed a particular form of a product charge, and here, its application on Swedish packaging waste is analyzed in detail. A packaging charge is calculated for beverage containers and evaluated against the OECD criteria for economic instruments.

This paper reviews the current theoretical scholarship on maladaptation and provides some specific case studies—in the Maldives, Ethiopia, South Africa, and Bangladesh—to advance the field by offering an improved conceptual understanding and more practice-oriented insights. It notably highlights four main dimensions to assess the risk of maladaptation, that is, process, multiple drivers, temporal scales, and spatial scales. It also describes three examples of frameworks—the Pathways, the Precautionary, and the Assessment frameworks—that can help capture the risk of maladaptation on the ground. Both these conceptual and practical developments support the need for putting the risk of maladaptation at the top of the planning agenda. The paper argues that starting with the intention to avoid mistakes and not lock-in detrimental effects of adaptation-labeled initiatives is a first, key step to the wider process of adapting to climate variability and change. It thus advocates for the anticipation of the risk of maladaptation to become a priority for decision makers and stakeholders at large, from the international to the local levels. Such an ex ante approach, however, supposes to get a clearer understanding of what maladaptation is. Ultimately, the paper affirms that a challenge for future research consists in developing context-specific guidelines that will allow funding bodies to make the best decisions to support adaptation (i.e., by better capturing the risk of maladaptation) and practitioners to design adaptation initiatives with a low risk of maladaptation.
