The relentlessly growing relationship between tourism and creativity contributes to the search for alternatives to the development of the creative economy. The combination of concepts such as creativity and tourism has become a common diversification strategy, especially in the field of cultural tourism around the world. The creation and introduction of new events and festivals, the restoration of old buildings and the addition of animation to static attractions have become commonplace. Tourist destinations are looking for quick ways to become special and unique in the global economy, and therefore increasingly seek assistance from the creative industries. It is worth noting that architecture, as a variable phenomenon, and event tourism are of the most important cultural catalysts for the generation of originality and identity of a local area and, as a result, increased interest on the part of creative people and tourists. Next, the development of the cultural sector is directly proportional to the growth of the importance of digital technologies, which deserves attention from the authorities, emphasizing intellectual property rights. The Government of Ukraine has recognized the potential scale of the industry’s contribution to the national economy and has taken concrete steps to ensure its further growth. In particular, following global trends, Ukraine has integrated the cultural and creative dimension into its political program, including the political plan «Long-term strategy for the development of Ukrainian culture – strategy of reforming». In addition, the sector is identified as a priority in the framework political document – the Export Strategy of Ukraine. Advertising, crafts, design, film industry, fashion, performing arts and visual arts were singled out as key drivers of creating additional added value and producing innovations in the sector, which will contribute to the development of small and medium-sized enterprises and entrepreneurship in general. The concept of balanced development «Ukraine 2030» is aimed at achieving 10% of annual economic growth and determines that the development of the creative economy is one of the key mechanisms for sustainable development.

The war in Ukraine has led to an increase in the need for social assistance among vulnerable populations, which requires strengthening the capacity of social services to respond to new challenges. The purpose of this study is to examine the legal and technological framework for wartime assistance and to demonstrate the effectiveness of modern methods through theoretical and empirical analysis. Data collection and analysis were conducted in compliance with ethical and legal standards for social research. Currently, Ukrainian policy makes it possible to support models such as the proposed Integrated Social Services approach. However, the findings of the study indicate a potential need for legal/regulatory reforms to further strengthen the capacity to respond to crisis situations. The results confirm that the implemented interventions successfully address the problems of displaced persons, veterans, most-at-risk families, etc. Individual case management and group social and psychological trainings contribute to capacity development, and the model of integrated services allows for quick resolution of acute problems. Comparative evaluations show that the integrated system is superior to individual methods in quickly addressing crisis situations. However, new groups that fall outside the scope of current legislation, such as victims of domestic violence, may require mandatory expansion of eligibility criteria. Laws could also include standards for interagency coordination to address fragmentation. This urgent relevance highlights how robust legal/ethical foundations uphold assistance models in turmoil. It was also concluded that the implementation of legal reforms that would create a unified system of cooperation could mitigate these problems. In particular, legislation could formalise requirements such as data and information sharing between service providers, common case management procedures, common reporting standards and interdisciplinary partnerships. The practical significance of the study lies in the possibility of using the results of the problem analysis to create accessible mechanisms to improve the quality of support for vulnerable demographic groups. We connect the urgency of the article with the preservation of the integrity of Ukraine in the conditions of military conflict. The article describes the research on transformation of the current state of social wellbeing and life attitudes in students from the occupied territories of Ukraine under conditions of relocated higher education institutions. The goal: to study the transformation in social wellbeing and life attitudes in the mentioned strata of students under conditions of operation of a relocated state higher education institution. The methods: analysis, synthesis, generalization, specification, systematizing, comparison, documentation study, interviewing, mathematics statistics methods. Scientific novelty: theoretical foundations and the essence of reintegration of such students, as well as the measures are determined that facilitate it: information and explanatory work, socio-educational, psychological, pedagogical, socio-economic, and legal ones. It is proved that national-oriented upbringing is the priority in successful reintegration on condition of solving students' problems. The results: the efficiency in the use of the mentioned measures is proved by transformational changes related to overcoming the imbalance between the social wellbeing indicators (the level of life satisfaction, interest in life, general mood) and life attitudes (focus on process, result, freedom) of such students.

The article deals with the issues of overcoming poverty, inequality, nutrition improvement, ensuring a healthy way of life, raising education quality, enhancing well-being, and building up a peaceful and open society for internally displaced persons (IDP) and the receiving community by means of the social response strategy. The goal of the research: theoretic substantiation of the response strategy in social work with IDP and the community in the context of the perspective of ensuring their sustainable development. The presented response strategy is for the first time theoretically substantiated and adapted to the Ukrainian realities in the conflict zone and takes into account the peculiarities of the DP and social work in the receiving borderline community and includes standard actions to react to extraordinary situations, activity directions – psychology-and-pedagogic, socio-medical, humanitarian, information-and-cultural assistance. The strategy is based on the principles of integration, multi-sidedness, multidisciplinary connection, resource-orientation, green-aware social work, the advantages theory, partnership, assistance for self-assistance, family-centrism, innovation, synergy, etc.; it takes into account the perspective ensuring of sustainable future for both the displaced families and the receiving community in general. The methods of the research: theoretical analysis, synthesis, systemizing, generalizing, comparison, documentation study, estimation of needs, and mathematic statistics methods. The obtained results of applying the mentioned theory under conditions of the military conflict in the Luhansk oblast (area) of Ukraine confirm its efficiency in qualitative and numerical terms and are supported by mathematic statistics methods.

The topicality of the research is connected with the need to develop a technology of preparing students for learning for life, developing their professional self-development at a temporarily displaced higher education institution in conditions when students' primary and basic needs are insufficiently satisfied. The methods of the research included analysis, synthesis, comparing, systemizing, interviewing, pedagogic experiment, modelling, prognostication, mathematic statistics methods. The level of the analyzed phenomenon turned out much lower than that in students from the safety zone by the following parameters: self-management, gnostic, motivation, moral-and-will, and communicative components of readiness, conditions, mechanisms, and general level of self-development.
