The article examines the legal institution of the restriction of human rights as a necessary and unconditional tool for the functioning of a democratic society. The article deals with the issue of the restriction of human rights under martial law. It was found that the restrictions on rights and freedoms during martial law, as a rule, do not apply to the basic rights of citizens; are limited in scope and time of effect, are applied only on the basis of relevant normative legal acts. It has been studied that martial law means the possibility of legal restriction of the rights and freedoms of citizens and a temporary deviation from the provisions of the Convention on Human Rights and Fundamental Freedoms and the Constitution of Ukraine

Closely related Ukrainian and Russian languages show similarities and differences that permeate different language levels. This problem, despite its long existence, is still relevant. Among the differences that relate to the compared languages, there are inconspicuous and contrasting. The object of the proposed study was the facts of contrastive asymmetry at the level of structures with a locative type of determination. Using the methods of synchronous descriptive, comparative-historical, comparative methods, as well as the method of complex analysis of semantic- syntactic structures, we stated the facts of contrastive asymmetry between Ukrainian and Russian syntactic structures with spatial meaning in four levels: 1) formal-grammatical, 2) semantic, 3) syntactic and 4) synonymous. The proposed division is somewhat conditional because semantics organically interacts with syntagmatics it is closely related to synonymy. The formal-grammatical contrastive asymmetry includes the same values of the construction V + PO + Nloc (Ukrainian language) and V + PO + Ndat (Russian language). Their functional possibilities, the lexical-semantic spectrum of verb, and adverbial placeholders are clarified. It is emphasized that the constructions V + PO + Nloc (Russian Ndat) enter into intra-singular synonymy in the Ukrainian language and inter-singular synonymy in the Russian language. It is proved that at the level of distributive possibilities contrastive asymmetry covers first of all the instrumental prepositional case as a representative of locativity. The differences also apply to the main carriers of valence (a specific feature of the Ukrainian language is that this function, along with verbs of purposeful, sometimes unfocused movement perform verbatives of specific semantics of physical and sound action), lexical and semantic composition of adverbial nouns (in Ukrainian, it is much wider), which is extrapolated to such semantic types as proper and common names of land routes, names of types of cover, areas covered with low vegetation, continents, states, geographical and administrative areas, devices and mechanisms that serve to transport something. It is established that the semantic asymmetry is manifested by the constructions V + Z-POZA + Ngen, V + Z-POPID + Ngen, V + Z-PONAD + Ngen, V + Z_POSERD + Ngen, V + Z_POMIZH + Ngen, V + POPID + Nасс, V + POPID + Ninst, V + POPERED + Ninst, V + POMIZH + Ninst, which actualize the shade of distributivity with the participation of the preposition component. Constructions with a specific semantic description are also recorded, which function in the Ukrainian language and are absent in the Russian language (V + POVZ + Nass, V + PERED + Nass, V + NAD + Nass, V + MIZH + Nass)., Статтю присвячено аналізові специфіки побутування конструкцій із локативним типом детермінації в сучасних українській та російській мовах. Основну увагу приділено фактам контрастивної асиметрії на рівні формально- граматичної будови, сполучувальних можливостей та семантичної наповнюваності дієлівно-іменних структур V + Nx, V + Prep + Nx. Установлено конкретні факти досліджуваних незбіжностей, з’ясовано причини появи їх. Доведено, що українську мову відрізняє від російської широта спектра просторової семантики, що зумовлене передусім роллю прийменника у формуванні того або того значеннєвого плану. Наголошено, що контрастивна асиметрія стосується передусім просторових прийменників, які наділені семантичною специфікою в українській мові.

The article deals with theoretical and organizational aspects of the management justification on the basis of the effective financial motivation of the personnel in the context of its influence to use the production resources of the enterprise. To determine the studied object, the influence of the financial motivation of the personnel, the content of the category «effectiveness of financial motivation» is disclosed; the methods of the financial motivation are characterized; the types of the production resources of the enterprise are presented. Generalization of the provisions makes it possible to characterize the effectiveness of the financial motivation of the staff in two main areas: providing salaries and other bonuses in accordance with the quantity and quality of the labor results as well as the labor cost in the labor market; enhancing the employer’s growth: the labor productivity as well as the absolute indicators of income, profit on 1 UAH of salary (salary-making). The theoretical approach to manage production resources is developed on the basis of the financial motivation of the personnel. This approach provides the implementation of three stages: The first stage is the analysis of the state of efficiency of the financial motivation of the personnel. It provides the implementation of: definition of state financial efficiency of personnel motivation and problem statement; formulation of the purposes of the financial motivation of the personnel in terms of impact on the use of production resources of the enterprise. The second stage is the development of decisions to the growing influence of financial motivation of staff on the use of production resources. It involves the implementation of: defining a set of restrictions; generalization of relevant decisions. The third stage is decision-making and implementation. It provides the implementation of: development of decision selection criteria; selection and implementation of the relevant solution. The proposed analytical justification for making appropriate decisions takes into account organizational, informational and technological aspects and involves the use of appropriate decision-making methods to select the optimal option for influencing the use of production resources., Розглянуто теоретичні та організаційні аспекти обґрунтування управління на основі ефективної матеріальної мотивації персоналу щодо її впливу на використання виробничих ресурсів підприємства. Для визначення об’єкта дослідження, впливу матеріальної мотивації персоналу розкрито зміст категорії «ефективність матеріальної мотивації»; охарактеризовано методи матеріальної мотивації; подано класифікацію виробничих ресурсів підприємства. Узагальнення положень дозволило охарактеризувати ефективність матеріальної мотивації персоналу за двома основними напрямами: забезпечення заробітної плати та інших надбавок відповідно до кількості і якості результатів праці, а також вартості робочої сили на ринку праці; забезпечення роботодавцю підви-щення: величини продуктивності праці, а також абсолютних показників доходу, прибутку на 1 гривню заробітної плати (зарплатовіддачі). Теоретичний підхід до управління виробничими ресурсами розроблено на основі матеріальної мотивації персоналу. Він передбачає реалізацію трьох етапів. Перший етап — аналіз стану ефективності матеріальної мотивації персоналу. Він передбачає реалізацію: визначення стану ефективності матеріальної мотивації персоналу і постановку завдання; формулювання цілей матеріальної мотивації персоналу щодо впливу на використання виробничих ресурсів підприємства. Другий етап — розроблення рішень щодо посилення впливу матеріальної мотивації персоналу на використання виробничих ресурсів. Він передбачає реалізацію: визначення набору обмежень, узагальнення відповідних рішень. Третій етап — ухвалення і виконання рішення. Він передбачає реалізацію: розроблення критеріїв вибору рішень; вибору і впровадження відповідного рішення. Запропоноване аналітичне обґрунтування ухвалень відповідних рішень ураховує організаційні, інформаційні та технологічні аспекти і передбачає застосування відповідного методу ухвалення рішень для вибору оптимального варіанта впливу на використання виробничих ресурсів.

Статтю присвячено аналізові локативних префіксів ПЕРЕ-і ПРО-, зокрема 1)розкриттю їхньої семантичної специфікації й ролі у формуванні конкретного типу просторового значення, 2) установленню безпосередньої кореляції з прийменниками транзитивної й директивної семантики, 3) характеристиці лексикосемантичної наповнюваності конститутивних позицій синтаксичних структур із детермінувальними субстантивами словоформами та прийменникововідмінковими формами й 4) уточненню внутрішньосистемних значеннєвих зв’язків на рівні основного носія валентності та програмованого ним локативного компонента., The article is devoted to the analysis of the locative nature of the prefixes PERE- and PRO-, which are distinguished in modern Ukrainian language by a high degree of productivity and have common semantic and distributive characteristics and at the same time are opposed to each other by the type of realized semantics and valence signs.The main attention is given to the disclosure of the semantic specification of the prefixes studied and their role in the formation of a specific type of transitive or directoriented locativeness (PERE-, PRO→ ʺmove, advance forward, overcome the distance,ʺ ʺmove the action from one place to another”, PRO→ ʺmove the action past somethingʺ, ʺpenetrate into something, inside somethingʺ), finding out the features of the compatibility of the described formants with the verbs of motion, or those verbians that explicate semantics associated with dynamics, establishing direct or indirect correlations with transitive and directive prepositions (across, through, past, along, in, to,), characteristic of lexicalsemanticfilling at the level of all constituent positions of syntactic structures,united by valence frames Vf + Nx and Vf + Prep + Nx, and the identification of the action of the principle of lexicalsemantic selectivity on the cut of deterministic (verbs) and deterministic (noun) constituents, descriptive means of identification of the direct and indirect prefixprepositional correlation, clarification of the intrasystem and external system connections of specific representatives of valence models Vf (Pref [PERE-, PRO-]) + Nx, Vf (Pref [PRE-, PRO-]) + Prep + Nx, in particular intra- and intersynonym connections.The brief information about the nonlocative properties of the prefixes PERE and PRO, first of all, their temporal, aspectal, distributive possibilities, their purely specific value, as well as the ability to perform the function of the semantic marker in the constructs Vf (Pref [PRO]) + DO + Ngen is given in the work.

VILocative prefixes PRI- and VI- are thoroughly investigated on the theoretical bases of functional, semantic and stylistic syntax in the article; their semantic structure and synonymous potential are explained. It is established that the prefixes analyzed belong to the category of ambiguous morphemes, their semantic structure in the projection on generic species dependence and differentiated individuality is represented. It is proved that the prefixes PRI and VI are semantically consistent with different prepositions, forming direct or indirect prefix-prepositional correlation.The lexical-semantic corpus of the verbs with which the formants described can be combined has been identified. The vocabulary-semantic spectrum of nouns, which together with the correlative prepositions, fill in a syntactic construction with a locative type of determination, based on the model: “prefix verb + prefix + noun in the indirect case,” is charecterized. The specificity of semantic consistency at prefix-adjective level is observed, the types of prefix-adjective correlation valid in modern Ukrainian language are distinguished and characterized. Synonymic series of prefixes have been sorted out and analyzed from the standpoint of semasiology; the relevant features by which the components of synonymous series are semantically crossed and contrasted have been pointed out. The mechanism of formation of locative value is revealed, the markers of locativity are found out, and their interaction with the consideration of lexico-semantic selectivity on different sections is revealed: “prefix - verb-motivator”, “verb - verb-noun”, “noun - prefix-correlate” “prefix- preposition”, “the main carrier of valence - predicate locative concretizer”.An indicator of the frequency of prefixes, prefixal verbs based on continuous sampling (volume of the studied material - 800 thousand characters) was formed., Статтю присвячено аналізу семантичної структури, синонімічних зв’язківлокативних префіксів ПРИ- і ВИ-. Доведено, що вони належать до розряду неоднозначних морфем і перебувають у корелятивних зв’язках із різними просторовими прийменниками, беруть активну участь у формуванні конкретних просторових значень. Установлено лексико-семантичні типи дієслів, з якими сполучаються досліджувані префікси, і лексико-семантичний спектр іменників, які з прийменниками-корелятами заповнюють залежну від основних носіїв валентності синтаксичну позицію. Визначено особливості семантичної узгодженості на префіксально-прийменниковому рівні, представлено чинні в сучасній українській мові типи префіксально-прийменникової кореляції. Описано синонімічні ряди префіксів, виокремлено ознаки, за якими протиставляються компоненти синонімічних рядів. Сформовано показник частотності префіксів, префіксальних дієслів. Ідентифіковано маркери диференційованого локативного значення, розкрито механізм їхньої взаємодії з урахуванням принципу лексико-семантичної вибірковості на рівні “префікс – дієслово-мотиватор”, “дієслово – придієслівний іменник”, “прийменник – іменник”, “префікс – прийменник”, “основний носій валентності – припредикатний локативний конкретизатор”.
