Purpose: One of the most consistent predictors of punitiveness is education, with more educated individuals expressing less punitive sentiments. While much of the earlier research focused on the level of education, some researchers have recently begun to look more closely at the nature of that education such as examining the effect of specific majors on punitiveness. This paper goes even further by also analyzing more broadly the effect of a social science education on punitive attitudes. Methods: This article presents results from an online survey of 4,000 undergraduate students attending a United States' university. Ordinary least squares analysis is used to examine the effect of majoring in the social sciences on support for punitive criminal justice policies, while controlling for a number of theoretically relevant variables. Findings: We find that more educated students and those majoring in social science disciplines are generally less punitive than their counterparts. If we are to unburden ourselves of the intricately intermingled economic and social costs of mass incarceration, it will require a re-visioning of how we do justice in America. Social scientists can play a crucial role in this regard through focused research and in educating young people to be critical thinkers and thoughtful citizens.

Although Delaware is the seventh smallest state in the country (including Washington, D.C.) in terms of population size, it has the second highest drug overdose death rate. The Delaware Division of Substance Abuse and Mental Health has increased attention in identifying disparities in treatment outcomes. We explored reasons for discharge from publicly-funded treatment in Delaware with special attention to populations at risk for health inequities, with a focus on covariates of treatment non-completion. Using secondary data collected from publicly-funded treatment providers, we analyzed data from individuals that were admitted to substance use treatment between 2015 and 2019 and had been discharged in 2019. We did this by using logistic and multinomial regression, focusing on non-completion treatment outcomes such as failure to meet requirements, loss of contact, and treatment refusal. Clients who were Black or African American, compared to white clients, were more likely to be lost contact with, administratively discharged, or marked as failing to meet treatment requirements than having a completed treatment discharge. Women were 30% less likely than men to have "failed to meet treatment requirements" compared to completing treatment. Further investigation is needed into these patterns. While treatment quality cannot be assessed using this data, the results point to a need for closer study of disparities in treatment related to race, ethnicity, gender, employment, criminal justice involvement, and type of drug used. To reduce opioid-involved overdoses, law enforcement agencies have taken proactive steps to connect people to treatment and supportive services. This study evaluates the impact of a law enforcement-based outreach and treatment referral program known as Hero Help on the incidence and costs of overdoses occurring in the jurisdiction of Delaware's New Castle County Division of Police (NCCPD). It first compares observed and predicted fatal and nonfatal overdoses between 2013 and 2021. A time series analysis shows an average decrease of 7.25 nonfatal and 1.85 fatal overdoses per month since the program's two expansions of its civilian care team. It then adapts Centers for Disease Control and Prevention and health care cost data to estimate the cost reductions of fewer overdoses. These metrics suggest Hero Help saved the community $21.5 million per month. Police departments can then reduce the incidence and economic burden of overdoses through outreach and referrals to treatment. [ABSTRACT FROM AUTHOR]

To better serve people with mental illness (PWMI), law enforcement agencies have considered programmatic alternatives to arrest, transport, or informal guidance. The police-clinician, co-responder model represents one such approach that promises cost-saving deflections. This study examines a co-responder program led by specially trained police officers and mental health professionals embedded in the New Castle County Division of Police (NCCPD). It evaluates program impacts and cost savings from diversions from hospitalization and formal criminal processing. Results show that NCCPD’s Behavioral Health Unit contributed to a growing average number of confirmed connections to care per quarter. Diversions from the emergency room (n = 97) and incarceration (n = 120) contributed to cost savings of $2.8 million since the program’s inception, or over a quarter million dollars per quarter. Findings highlight the ability of co-responder models to successfully divert PWMI out of health and justice systems while diminishing associated costs. [ABSTRACT FROM AUTHOR]

Opioid abuse has redefined drug problems in communities and shifted police activities to redress substance use. Changing neighborhood context around opioid issues may affect arrests and racial disparities in their imposition. This study presents a spatial analysis of arrests involving Blacks and Whites for possession of heroin, synthetic narcotics, and opium offenses. We identify the ecological conditions associated with opioid-related arrests using geographically weighted regression (GWR) methods that illuminate local patterns by allowing coefficients to vary across space. GWR models reveal spatial and racial differences in opioid-related possession arrest rates. Calls for police service for overdoses increase White arrests in more advantaged, rural communities. Economic disadvantage and racial diversity in neighborhoods more strongly elevate possession arrest rates among Blacks relative to Whites. Overdose calls predict Black arrests in poorer urban areas. Findings underscore police responsiveness to opioid problems and Black–White differences in how opioid users interact with the criminal justice system. [ABSTRACT FROM AUTHOR]
