8. The 19th century discussion of climate variability and climate change: Analogies for the present debate?

Abstract

Toward the end of the nineteenth and at the beginning of twentieth century significant discussions occurred among geographers, meteorologists and "climatologists" concerned with the notion of climate variability (Klimaschwankungen) and anthropogenic climate change (Klimawandcllimaéinderungen), for instance, due to deforestation and reforestation. We identify two protagonists of this debate, Eduard Brückner and Julius Hann, who both accept the notion of climate variability on the decadal scale, but respond in very different ways to the discovery of climate change. Bruckner assessed the impact of climate variability on society (e.g., on health, the balance of trade, emigration to the USA), arid. tried to bring these to the attention of the public, whereas Harm limited himself to the immediate natural scientific problem of monitoring and documenting climate variability. We suggest that these discussions and the formation of national governmental and parliamentary committees almost 100 hundred years ago, are not merely of historical interest. In View of presents discussion of climate variability and anthropogenic climate change, and the need for of adequate socio-economic response strategies, past and now neglected arguments may prove important for methodological and theoretical as well as for practical reasons. The past discussions represent a significant social and intellectual analogy for the present situation.

Abstract

Extensive grinding experiments using limestone-water suspensions revealed that specific energy consumption is the basic variable determining the comminution result. Analysis of residence time distributions of the solid and liquid phases showed that the suspension can be treated as a single phase. Particle size distribution for continuous grinding can be obtained from results of batch grinding experiments and residence time distribution. Abstract

The present dilemmas brought about by anthropogenic climate change are in many ways unprecedented. Knowledge about the physical nature ofglobal climate changes is not sufficient to move from comprehension to a solution of the problem. The historical record shows that past generations too, have been fascinated and concerned about the impact of climate as well as anthropogenic climate change on society. But these efforts have, for the most part, been informed by the doctrine of climate determinism. We ask therefore what a more realistic form of impact research, as a basis for climate policy, must look like. We argue that the conception of the issue as an "optimal control problem" is inadequate. Impact research has to be cognizant of the dynamic social construct of climate. As a result, climate policies as a form of managed climate change have to draw extensively on social science expertise. 23. The authority of complexity.

Abstract

The assertion about the unique 'complexity' or the peculiarly intricate character of social phenomena has, at least within sociology, a long, venerable and virtually uncontested tradition. At the turn of the last century, classical social theorists, for example, Georg Simmel and Emile Durkheim, made prominent and repeated reference to this attribute of the subject matter of sociology and the degree to which it complicates, even inhibits the develop and application of social scientific knowledge. Our paper explores the origins, the basis and the consequences of this assertion and asks in particular whether the classic complexity assertion still deserves to be invoked in analyses that ask about the production and the utilization of social scientific knowledge in modern society. We present John Maynard Keynes' economic theory and its practical applications as an illustration. We conclude that the practical value of social scientific knowledge is not dependent on a faithful, in the sense of complete, representation of social reality. Instead, social scientific knowledge that wants to optimize its practicality has to attend and attach itself to elements of social situations that can be altered or are actionable.
