This article contributes to the theoretical understanding of institutions as fundamental in shaping the demand for migrant labour by investigating labour market regulation as possible explanation for cross-country differences in labour market segmentation and the presence of migrant workers. It compares the adult social care sector in England and the Netherlands with important cross-country differences in the reliance on migrant labour amid similar cost saving policies and marketization drives. The analysis draws on data collected between 2009 and 2019 and consisting of sectoral survey data, policy documents, interviews with relevant actors, and the observations of trade union and care workers’ meetings. The findings highlight the importance of path-dependent features of the national industrial relations systems in explaining observed differences but also how the specific nature of the regulatory outcomes depends on unions’ strategies and power.

Coronavirus disease is now spreading in different countries of the world. The alarmism created through the media also creates confusion in people about virus spreading. The health care environments among which the dental practice could be places of spread of the virus, especially places where patients with systemic pathology could be exposed to this. The purpose of this article is to clarify coronavirus disease 2019 and its management in the dental practice. Only by following the normal guidelines on disinfection and sterilization of environments and operators, with some additional rules on the management of patients in the waiting room, it is possible to limit this risk. Limiting the risk of spreading the virus is one of the keys to its eradication.

Background and Objectives. About 5% of the world’s population is affected by diabetes; these patients must be further treated during medical and surgical treatments. These patients, due to the glycemic conditions, realize during their life multiorgan changes, in different body districts. Moreover, this condition obliges them to undertake hypoglycemic therapies. Diabetes is a risk factor for many diseases, including those concerning the oral district with immunological implications. Materials and Methods. A comprehensive review of the literature was conducted according to PRISMA guidelines accessing the NCBI PubMed database. Authors conducted the search of articles in English language. The results of the last 10 years have been considered, which present useful information regarding the oral conditions. A total of 17 relevant studies were included in the review. The study evaluated only papers with specific inclusion criteria regarding oral health. The works initially taken into consideration were 782; subsequently applying the inclusion and exclusion criteria, there were 42 works. After a careful analysis of the work obtained by two academics who have worked separately, there have been 17 studies. All data from the studies were compared and many of these confirmed alteration in the oral district. Results. The studies taken into consideration evaluated different factors, such as OHRQoL, QoL, and oral alterations, involving soft tissue, dental structures, and postrehabilitative complications, as well as immunological alterations. Conclusions. We can affirm, in conclusion, that this study has brought to light those that are complications due to diabetic pathology, from different points of view. The psychological and psychosocial alterations, certainly present in these patients, are probably due to local and systemic alterations; this is confirmed by the correlation between oral health and quality of life reported by the patients.

The spread of the SARS-CoV-2 infection among population has imposed a re-organization of healthcare services, aiming at stratifying patients and dedicating specific areas where patients with suspected COVID-related respiratory disease could receive the necessary health care assistance while waiting for the confirmation of the diagnosis of COVID-19 disease. In this scenario, the pathway defined as a “grey zone” is strongly advocated. We describe the application of rules and pathways in a regional context with low diffusion of the infection among the general population in the attempt to provide the best care to respiratory patients with suspected COVID-19. To date, this process has avoided the worst-case scenario of intra-hospital epidemic outbreak.

Focusing on the cases of Italy and Poland, this paper examines the link between union organizational democracy and the economic and political inclusion of precarious workers. It argues that union membership of vulnerable groups is not a necessary condition for the representation of their voice and economic interests by labour organizations; rather, these two forms of the inclusion are shaped primarily by institutional contexts in which unions operate as well as by their identities and structural characteristics. Organising as a trade union strategy has caught the imagination of the labour movement over the past 20 years or so. The vast possibilities of new forms of organising go hand in hand with concern about its highly constrained and sometimes hierarchical use. This article looks at key aspects of the debate, focusing on the question of how new forms of organising reach out to more vulnerable and precarious workers. Similar to other colleagues in the field, we conclude that there are political and organisational gaps in organising strategies and that new forms of organising can in some instances be bureaucratic and apolitical. Furthermore, it is important to extend our understanding of the role of trade unions in relation to the state, organised working class constituencies, and social rights, especially as, with regard to vulnerable workers and their organisations, questions of regulation are highly sensitive and challenging.

While sector-level collective bargaining can provide the institutional leverage to sustain and improve employment standards, a proliferation of disorganised local settlements may reduce its effectiveness. This article examines this proposition for local government in the UK, highlights the risks of a ‘destructive’ disorganisation of employment relations and calls for a renewal of articulation mechanisms between sector and local levels of collective bargaining.

This chapter introduces the employment relations and migration contexts for each of our countries and outlines the research methodology. We locate the discussion in the period since the 1970s, with a particular focus on the late 1990s through to the early 2010s. To this extent we traverse a period of increasing - and changing - immigration patterns, as well as the emergence of a significant crisis within the context of capitalism and new forms of xenophobia. The research conducted by the authors was financed mainly by the Leverhulme Trust (2008-12) and in part by the Economic and Social Research Council (both British-based national funding bodies).

This chapter examines the responses of UK trade unions to immigrant workers and their role in integrating them into both trade unions and the wider society. In the UK, the dominant strategies and responses have focused on organising immigrant workers and support for the inclusion of immigrant and BAME workers, particularly in terms of self-organisation and inclusion through learning and training strategies. The tradition, albeit changing, of voluntarism in the UK, where there is less of a role for the state in labour relations more broadly, has meant there has been a lack of collective regulation and state-led inclusion strategies in relation to the social inclusion and integration of immigrants. According to the analytical framework presented in Chapter 1, the dominant logic of action of British trade unions was between class and race/ethnicity.

The book explores the question of social inclusion and trade union responses to immigration in the European context, comparing the Netherlands, Spain and the United Kingdom. Drawing on in-depth qualitative research the book focuses on how trade unions - particularly more established and institutionalised trade unions - respond to immigrant workers and what they perceive to be the important points of renewal and change that are required for a more integrated and supported immigrant community to emerge. The book also considers the role of European level trade union relations on the question of immigration and how trade unionists have attempted to deal with very different national configurations of trade union action. The book argues that we need to appreciate the complexity of trade union traditions, paths to renewal and competing trajectories of solidarity. While trade union organisations remain wedded to specific trajectories, trade union renewal remains an innovative if at times problematic set of choices and aspirations.

In this chapter we outline the way trade unions in Spain have responded to immigration in relation to the questions of class, social rights and race/ethnicity. Spain has seen a quick and systematic increase in immigration since the early 1990s, which has been concentred in sectors with a weaker or weakening trade union representation and challenges in terms of state regulation and regulatory reach. Yet, trade unions have adopted an inclusive approach which is based on integration and the extension of general and universal rights. The motives for this may derive from a desire to shore up the system of regulation in the face of ever greater labour market change and dualism. According to the analytical framework presented in Chapter 1, the dominant logic of action of Spanish trade unions was between class and social rights.

In this concluding chapter we argue that there is no clear path to renewal and inclusion - and hence solidarity. It may be that political narratives underpinning developments are important, and how they help frame common responses, but the idea of a uniform, standard response or apolitical solution around a particular view of organising is not the way forward. We need to look much more closely at how the nature of the state and projects of social inclusion are framing responses and in terms of facilitating trade union roles in relation to immigration or creating new views and points of development through agitation or radical approaches.

This chapter focuses on trade union strategies to represent immigrant and ethnic minority workers in the Netherlands. Since the early 1990s, trade unions in the Netherlands countries started developing policies to better represent the rights of immigrant and ethnic minority workers. Trade unions focused on the labour market inclusion of ethnic minority workers by promoting and supporting initiatives related to education and training, and measures aimed at fighting labour market discriminations. These initiatives were mainly developed through tripartite and bipartite negotiations within an industrial relations system characterised by a strong tradition of social dialogue which also guaranteed a high degree of institutional embeddedness in trade unions. According to the analytical framework presented in Chapter 1, the dominant logic of action of Dutch trade unions was between race/ethnicity and social rights.

This manuscript aims to highlight all the clinical features of the herpes virus, with a particular focus on oral manifestations and in the maxillofacial district about Herpes Simplex Virus-1 (HSV-1) and Herpes Simplex Virus-2 (HSV-2). Oral herpes virus is a very common and often debilitating infectious disease for patients, affecting oral health and having important psychological implications. The collection of relevant data comes from the scientific databases Pubmed, Embase; initially this collection obtained an extremely high number of results, 1415. After applying the inclusion and exclusion criteria, as well as a manual screening, the results included in this review were limited to 14. The results were expressed by evaluating all the signs and symptoms that this pathology entails during the study, paying attention to the characteristics linked to the quality of life and the psychological implications. This pathology has numerous therapies, which often make the healing phase of the manifestations of this viral pathology more comfortable. The therapies currently used for the treatment of this viral infection are pharmacological, topical, systemic, or instrumental, for example with laser devices.

This chapter compares union actions affecting local government workers during a period of austerity across five European countries: France, Germany, Hungary, Sweden, and the UK. These five countries are characterized by different national industrial relations institutions, different systems of public sector wage-setting, and varied opportunities for local union influence. The study analyses the conditions under which trade unions have been able to reduce precarious work among local government workers (in-house and subcontracted) and to promote more equitable and solidaristic outcomes. It specifically focuses on union actions against pay precarity and employment precarity. It concludes by discussing the contributory roles played by national institutions, austerity measures, and unions’ power resources in shaping the prospects for pay equity and chain solidarities in Europe’s public sector.

The article compares migrant structures established in two trade unions in Italy and the Netherlands. The study relies on qualitative data to analyse the extent to and circumstances under which these structures promote the organizational inclusion of migrant workers. The analysis suggests that union procedures based on participatory democracy have a positive effect on organizational inclusion as compared to top-down and centrally driven procedures. The findings underline the importance of trade union support in the functioning of special structures and the relevance of union identity and organizational structure in explaining the differences across these two national cases. The findings also highlight the significance of internally generated resources in balancing the legitimacy and recognition of migrant structures.

Immigration to Italy is a recent phenomenon if compared with other European countries. From very early on, the Italian trade unions showed a strong solidaristic and inclusive attitude towards migrant workers and began to act as advocates of migrants’ rights in the labour market and in the society more broadly. Trade union action developed at different levels (for example, national, local, within workplaces) and through different instruments (for example, bargaining, lobbying and service provision). Although inclusive strategies and action still characterize the Italian unions, some criticism have emerged over time. Following the Penninx and Roosblad’s framework, the authors discuss the relationship between Italian trade unions and migrants and highlight continuity and discontinuity with the past, following the transformation of the socio-economic and political context. The chapter relies on first-hand data collected by the authors in relation to different research.

This volume constitutes an extensive update of a previous comparative analysis – published by Rinus Penninx and Judith Roosblad in 2000 – that has become an important reference in the field. The book offers an overview of how trade unions manage issues of inclusion and solidarity in the current economic and political context, characterized by increasing challenges for labour organizations and rising hostility towards migrants. The qualitative analysis of trade union strategies towards immigration and migrant workers is based on a common analytical framework centred on the idea of ‘dilemmas’ that trade unions have to face when dealing with immigration and migrant workers. This approach facilitates comparative analysis and distinguishes patterns of union policies and actions across three groups of countries, identifying some explanations for observed similarities and differences. In addition, the book also includes theoretical chapters by expert scholars from a range of disciplinary fields including industrial relations, migration studies and political economy. Organizing has been adopted as a strategy for union renewal in the Netherlands, where the dominant repertoire has been consensus-based social dialogue. Certain Dutch unions have developed strategies inspired by the US ‘organizing model’ and have been relatively successful in recruiting and mobilizing under-represented workers. Despite some tensions emerging, the introduction of organizing resulted in the greater representation of workers in sectors such as cleaning, which has to an extent complemented social dialogue-based strategies. At the same time, the narrative and tactics of organizing have stimulated internal debate on union purpose and identity and indirectly contributed to a process of reform and democratization within parts of the union movement. The research demonstrates the pragmatic features of organizing as a strategy for union renewal in a context of regulated social partnership, but also points towards the potential for organizing to encourage shifts in the dominant sources of union legitimacy and power.

This article explores trade union policies and actions towards migrant and ethnic minority workers in Italy and the Netherlands, drawing on union documents and interviews with trade unionists at different organizational levels. It examines how far the explanatory factors addressed in the migration studies and industrial relations literatures help in explaining the observed differences. The findings suggest an inverse relationship between union institutional embeddedness and the perception of migrant workers as ‘power resource’. Of particular relevance, in comparative perspective, are differences in internal union structures and dynamics.

This paper revisits the comparative approach used by Penninx and Roosblad (Trade Unions, Immigration and Immigrants in Europe, 1960-1993. New York: Berghahn Books) to study trade unions’ attitudes and actions in relation to immigrant workers in seven Western European countries. It reassesses that approach and asks whether it remains valid, as economic, social, and political circumstances nowadays seem fundamentally different from those two to five decades ago. Each element of the original conceptual and explanatory frame is reassessed and its suitability weighed for an updated comparative study. The reassessment combines insights from migration studies with findings from the field of industrial relations. The latter highlight internal union variables in explaining trade unions’ attitudes and actions, while the former underline trade unions’ role as social and political actors in defending migrant rights.

This article examines trade union responses to migration in the Netherlands, Spain and the United Kingdom. We explore how national regulatory structures and industrial relations traditions shape these responses, reflected in different ways of working with the state, employers, union members and the migrant worker community. We identify three main logics that inform trade union action: class, race/ethnicity and social rights; these are used implicitly or explicitly in building representative action. Our analysis shows how trade unions in each country tend to give priority to certain specific logics rather than others. Our findings also show how, in each country, trade union renewal in relation to migration implies engaging with new logics of actions which have not been part of the historical trade union approach. Hence the question of migration brings specific challenges for union identity and strategy. We argue for an approach that goes beyond assumptions of path dependency, and stress the complexity of representation and the challenge of balancing different interests and strategies in the process of social inclusion.

This article shows the influence of regulatory traditions and history in shaping trade union responses to temporary labour migration. The case study of Spain is presented to illustrate this. Drawing on qualitative research which is part of a three-country study of trade union, migration and social exclusion/inclusion, the article highlights the importance of understanding established regulatory practices, parallel forms of regulation and historical legacies of previous practices in framing current responses. This subsequently furthers understanding of the politics and tensions that arise in debating inclusionary versus exclusionary responses.
