INTRODUCTION Since the 1983 report A Nation at Risk, states have increased their focus on almost all aspects of education. For example, states on their own or in response to [...], Education expenditures are one of the largest spending areas for state and local governments, and per-pupil expenditures have been growing over time. We examine trends in state aid for education and overall education spending and decompose the existing drivers behind growing state costs. We then explore how predicted future demographic trends will affect education spending levels, as the percent of the population that is of school age falls. We conclude that then' will continue to be a large state role in education funding, but demographic changes may lead to reduced political support for schools in the future.

This study examines the impact of Indiana's Twenty-first Century Scholars Program, an intervention that provides supplemental grant aid and academic support for low-income middle and high school students. Hierarchical logistic regression analyses indicated that 8th grade students who participated in the program were more likely to apply than their peers, indicating that encouragement had a modest influence on preparation. Receiving grant aid had a substantial influence on enrollment, indicating adequate aid is an important aspect of a comprehensive postsecondary encouragement program. Models are developed for allocating equipment and current expense funding that incorporate objective or performance-oriented variables, as well as weighting variables that enable decision makers to quantify the more subjective elements of the allocation process. As examples, the recent application of the models at Kent State University is described in order to illustrate the flexibility of these approaches in use. An empirical study was conducted to investigate the heretofore largely unexplored aspect of the effect of state school financing reforms on student achievement. Policymakers have met with varying success in attempts to address significant, persisting disparities in educational opportunities in the nation by imposing different reforms on state school financing. It has been argued by observers that reforms restricting local discretion over per pupil spending might have unforseen and possibly adverse consequences. The study shows that school finance reform exerted a substantial impact on the enrollment shares of private schools in California and reforms in state education finance played a substantial role in the rapid drop in california public school enrollment during the 1970s.

For two years, Chapter 1 coordinators in the state of Washington periodically attended workshops and received other technical assistance concerning the use of multiple measures for selecting students into the Chapter 1 program. A survey was sent to all coordinators in the state to assess current selection practices after the two-year effort to give technical assistance. Analysis showed that most districts now incorporate multiple measures, presumably facilitated by technical assistance.
