A study of the decision-making related to provision and pricing of services by local governments in a decentralized environment is presented. The local governments decide on provision of service, its user fees, and taxes, and also impose discriminatory fees on users from other regions. The competition among governments can lead to either over provision or under provision of the services and consequently affect the user fees.
