4. Theory/Practice Curriculum in Public Administration.

Abstract

The Theory/Practice Public Administration Pilot Project at Medgar Evers College at the City University of New York attempted to develop a curriculum that would integrate theory and practice in public administration education. This publication contains the final evaluation report of the project along with the learning packages used in the program. The evaluation report explains the program and each of its competence-based areas: values underlying public policy; implementing statutory programs and policies; communicating public agency policies, plans, and practices; and analyzing and contributing to personnel relationships, systems, and practices. The report presents demographic, pretest, posttest, and attitudinal data. The demographic survey revealed that more than half the students in the program are female, and that the students are older than most college students and have rather low high school grades. Analysis of attitudinal data revealed very positive student attitudes toward the program. A comparison of pretest and posttest scores revealed dramatically significant student gains. The learning packages section of the document presents the program's broad objectives (called theory practice units) and the accompanying performance objectives (called components). Also included in the learning packages section are program curriculum materials, reading lists, syllabi, glossaries, examinations, and quizzes. (Author/JM)

5. Undergraduate Education for the New Public Administration: A Report on Research Identifying Abilities Needed by Contemporary Public Administrators, with Implications for Curriculum.

Abstract

A study was undertaken to explore the relationship between students' expected competencies at various stages in the public administration baccalaureate program of Medgar Evers College (City University of New York) and agency needs as perceived by administrators, agency heads, and experts in the field. In a survey done in 1970, agency needs were defined. A comparison is made with the proposed curriculum for a competency-based undergraduate program. The major finding was that the defined needs and the curriculum elements are compatible. It is recommended that the curriculum units be translated into behavioral objectives, stated as professional rather than academic competencies, and that the program be evaluated after the first year, with due consideration for the difference between short- and long-term objectives. The survey questionnaire, a list of respondents, and the competency areas and the corresponding curriculum units are appended. (MSE)
