The Dutch government believes hydrogen will play an important role in decarbonizing the energy system. Industry, NGOs and the government work together in the Netherlands to setup low-carbon hydrogen supply chains. The Netherlands is in a good position to make a significant contribution to Europe's low-carbon hydrogen market, thanks to its current role as a European energy hub, large chemical industry, geographic location at the North Sea, offshore wind potential and existing gas and oil infrastructure. The Dutch national hydrogen strategy predominantly focuses on hydrogen produced via electrolysis from renewable electricity. However, there is also room for hydrogen produced from natural gas or waste gases with CCS, given that this effectively contributes to the development of the broader Dutch hydrogen system, without hampering the growth of hydrogen produced via electrolysis from renewable electricity. In the initial market phase, the Dutch government will prioritize hydrogen supply for the hard-to-abate sectors such as heavy industry and heavy-duty transportation. In later market phases more sectors could be using hydrogen as an energy carrier. The Dutch government has chosen for a combination of obligations and a variety of subsidies schemes, to increase investment security and scale up the low-carbon hydrogen market by 2030. Internationally the Netherlands aims to position itself as the low-carbon hydrogen hub of Northwest Europe, connecting international exporters and Dutch domestic production at the North Sea with industrial demand centres in Northwest Europe. Acknowledging the scale of the task at hand, the Dutch government is open for partnerships along the whole value chain to work towards an international low-carbon hydrogen market.

Werknemers kunnen tijdens hun werk aan elektromagnetische velden worden blootgesteld. Soms kunnen de velden sterker zijn dan de velden waaraan de Nederlandse bevolking wordt blootgesteld. Dit kan schadelijk zijn voor de gezondheid of indirect onveilige situaties veroorzaken, bijvoorbeeld door te vallen na een schrikreactie. Om werknemers hiertegen te beschermen heeft de overheid ongeveer tien jaar geleden wettelijke regels met grenswaarden opgesteld. Ook is er een overzicht gemaakt van werkplekken waarvoor bedrijven de risico’s van een blootstelling moeten beoordelen. De afgelopen jaren is de technologie sterk ontwikkeld waardoor apparaten of processen op het werk kunnen zijn veranderd. Hierdoor is het mogelijk dat de aard, hoogte, complexiteit of variatie van de blootstelling van werknemers aan elektromagnetische velden is veranderd. Het RIVM vindt het belangrijk om deze nieuwe ontwikkelingen in bronnen van elektromagnetische velden te blijven volgen. Dan blijven werknemers goed beschermd. Het RIVM heeft de ontwikkelingen daarom geïnventariseerd. Het overzicht is gemaakt op basis van wetenschappelijke literatuur en gesprekken met deskundigen. Op basis hiervan kunnen beleidsmakers bepalen of het nodig is om de voorlichting over bronnen van elektromagnetische velden aan te passen. Er zijn nieuwe of veranderde bronnen van elektromagnetisch velden op het werk gevonden bij het gebruik van draadloze communicatie (5G, RFID), energieopwekking en -transport (omvormers, gelijkstroom), lassen, vervoer (elektrisch rijden, radar) en medische of wetenschappelijke technieken (medische beeldvorming zoals MRI (magnetic resonance imaging), cosmetische behandelingen, materiaalonderzoek). Bij sommige van deze bronnen kunnen mogelijk grenswaarden worden overschreden. Dit geldt bijvoorbeeld voor magnetisch pulslassen in de metaalindustrie, draadloos opladen van grote voertuigen en cosmetische behandelingen met elektromagnetische velden. Verder blijft bijzondere aandacht nodig voor werknemers met medische hulpmiddelen, zoals een pacemaker. Zij hebben ook bij een blootstelling onder de grenswaarde al kans op gezondheids- of veiligheidseffecten.

Scientific research points to a possibly increased risk of childhood leukaemia in children who live near overhead power lines. Because of statistical uncertainties and the fact that the disease mechanism is not known, it is not clear whether the magnetic fields of the power lines are the cause. Out of precaution, the Netherlands and several other European countries have developed policies several years ago that aim to reduce the exposure to magnetic fields from new power lines. Different countries deal in different ways with the uncertainties in the available knowledge and strike a different balance between scientific evidence and social, economic and political arguments. These are the findings of an investigation by the National Institute of Public Health and the Environment (RIVM). The report clarifies the policy in the Netherlands on magnetic fields from power lines and compares it with the policies in four nearby countries (Belgium, France, Germany and the United Kingdom). These countries differ in the applied limits and in the locations and types of electricity infrastructure to which the policy applies. For example, the policy in the United Kingdom is the most restrained and is aimed at informing the public and changing the connectivity (phasing) of power lines, for example in power stations, which weakens the magnetic field. Further measures are not deemed proportional to the possible risk. Germany applies a policy that aims to minimise magnetic fields from a broader range of electricity infrastructure, for example also for switch stations and the overhead wires of railways.

Er is nog geen eenduidig antwoord mogelijk op de vraag of elektromagnetische velden op de lange termijn gezondheidseffecten bij werknemers kunnen veroorzaken. Dit blijkt uit een update van het literatuuronderzoek uit 2015, waarin het RIVM dezelfde conclusie trok. Sterke elektromagnetische velden op de werkplek, zoals bij elektrisch lassen of radarinstallaties, kunnen direct gezondheidseffecten veroorzaken bij werknemers. Voorbeelden daarvan zijn prikkeling van de zenuwen of opwarming van organen. Deze update gaat in op mogelijke langetermijneffecten van blootstelling van werknemers aan elektromagnetische velden. Het gaat hierbij vooral om situaties waarin de velden zwakker zijn dan de limieten in de Europese regelgeving. Dergelijke langetermijneffecten zijn niet opgenomen in de wetgeving die werknemers in Nederland sinds 2016 beschermt. Toen deze werd opgesteld, was het niet bekend of er een verband was. In wetenschappelijk onderzoek zijn nog geen verbanden bewezen tussen de blootstelling van werknemers en het ontstaan van kanker, ziekten van het zenuwstelsel of andere ziekten op de lange termijn. Wel zijn er opnieuw aanwijzingen gevonden voor een verband tussen (laagfrequente) elektromagnetische velden en de mate waarin de zenuwziekte ALS voorkomt. Het is echter nog steeds niet duidelijk of de elektromagnetische velden de werkelijke oorzaak zijn, of andere factoren op de werkplek, zoals chemische stoffen of elektrische schokken. Bij andere ziekten van het zenuwstelsel, zoals dementie en multiple sclerose (MS), spreken onderzoeken elkaar tegen of is er nog te weinig onderzoek gedaan naar het effect van elektromagnetische velden. Er is geen verband aangetoond tussen blootstelling aan elektromagnetische velden en het ontstaan van diverse vormen van kanker en hart- en vaatziekten. Voor borstkanker (bij vrouwen) zijn er nog steeds geen aanwijzingen voor een verband. Voor hersentumoren en leukemie is er onvoldoende bewijs voor een verband. Voor andere vormen van kanker en voor afwijkingen in de voortplantingsfuncties, de zintuigen, het afweersysteem en spieren of gewrichten ontbreekt voldoende en goed onderbouwd onderzoek. In deze update is ook onderzoek betrokken naar een mogelijk verband tussen elektromagnetische velden en ongelukken of sterfte bij werknemers. Daaruit kwam een eerste aanwijzing dat ongevallen buiten werktijd vaker voorkomen bij werknemers met hoge beroepsmatige blootstelling aan elektromagnetische velden van MRI-apparatuur. Het is nog onduidelijk of dit met een korte of langdurige blootstelling samenhangt. Er is te weinig onderzoek uitgevoerd naar een verband met algemene sterfte om daarover conclusies te kunnen trekken. De update is uitgevoerd in opdracht van het Ministerie van SZW.

© 2019 Ferrata Storti Foundation., B-cell acute lymphoblastic leukemia is the commonest childhood cancer. In infants, B-cell acute lymphoblastic leukemia remains fatal, especially in patients with t(4;11), present in ~80% of cases. The pathogenesis of t(4;11)/KMT2A-AFF1+ (MLL-AF4+) infant B-cell acute lymphoblastic leukemia remains difficult to model, and the pathogenic contribution in cancer of the reciprocal fusions resulting from derivative translocated-chromosomes remains obscure. Here, “multi-layered” genome-wide analyses and validation were performed on a total of 124 de novo cases of infant B-cell acute lymphoblastic leukemia uniformly diagnosed and treated according to the Interfant 99/06 protocol. These patients showed the most silent mutational landscape reported so far for any sequenced pediatric cancer. Recurrent mutations were exclusively found in K-RAS and N-RAS, were subclonal and were frequently lost at relapse, despite a larger number of non-recurrent/non-silent mutations. Unlike non-MLL-rearranged B-cell acute lymphoblastic leukemias, B-cell receptor repertoire analysis revealed minor, non-expanded B-cell clones in t(4;11)+ infant B-cell acute lymphoblastic leukemia, and RNA-sequencing showed transcriptomic similarities between t(4;11)+ infant B-cell acute lymphoblastic leukemias and the most immature human fetal liver hematopoietic stem and progenitor cells, confirming a “pre-VDJ” fetal cellular origin for both t(4;11) and RASmut. The reciprocal fusion AF4-MLL was expressed in only 45% (19/43) of the t(4;11)+ patients, and HOXA cluster genes are exclusively expressed in AF4-MLL-expressing patients. Importantly, AF4-MLL/HOXA-expressing patients had a significantly better 4-year event-free survival (62.4% vs. 11.7%, P=0.001), and overall survival (73.7 vs. 25.2%, P=0.016). AF4-MLL expression retained its prognostic significance when analyzed in a Cox model adjusting for risk stratification according to the Interfant-06 protocol based on age at diagnosis, white blood cell count and response to prednisone. 5G-systemen gaan de nieuwe generatie mobiele netwerken vormen, na 2G, 3G en 4G. Uit de eerste metingen en berekeningen aan 5G-systemen blijkt dat de blootstelling aan de elektromagnetische velden van losse antennes en gebruikerstoestellen lager is dan de limieten die de Europese Unie aanbeveelt. De verwachting vanuit de bestudeerde literatuur is dat het aantal bronnen zal toenemen. Ook is er sprake van toenemend gebruik van datacommunicatie. In welke mate de blootstelling ten opzichte van de limieten wijzigt, is nu niet met zekerheid te voorspellen. Fabrikanten en operators houden bij het ontwerp rekening met de blootstellingslimieten. Het is belangrijk om de ontwikkelingen te blijven volgen om duidelijk te krijgen wat de veldsterkte is als 5G-systemen in gebruik zijn genomen. Ook moet duidelijk worden hoe de variabele blootstelling bij meerdere zenders en gebruikers moet worden gemeten, en of er geen verstoring van elektronische apparatuur optreedt. 5G-systemen verschillen op een aantal punten van eerdere generaties telecommunicatiesystemen. Met de 5G-technologie kan met ongeveer dezelfde hoeveelheid energie als de huidige systemen sneller en meer informatie worden verstuurd. Daarnaast komen er op langere termijn op meer plekken antennes te staan (meer zenders per vierkante kilometer). Verder kunnen de bundels in verschillende richtingen worden uitgezonden en zo de gebruiker 'volgen'. Hierdoor wisselt de blootstelling in plaats en tijd. Ook zullen in de toekomst frequenties worden gebruikt die hoger zijn dan de nu al gebruikte frequenties. In de samenleving zijn er zorgen over gezondheidseffecten door blootstelling aan elektromagnetische velden van telecommunicatie-systemen. Hoewel sommige onderzoeken naar de huidige generaties mobiele telecommunicatie aanwijzingen voor gezondheidseffecten leveren, geven alle wetenschappelijke onderzoeken samen geen bewijs dat blootstelling onder de limieten schadelijk is. Of inzichten over gezondheidseffecten veranderen, zal nog moeten blijken. Voor dit onderzoek heeft het RIVM in opdracht van Agentschap Telecom de peer-reviewed wetenschappelijke literatuur onderzocht op de blootstelling en eventuele gezondheidseffecten van 5G-systemen. Daarnaast hebben Agentschap Telecom en het RIVM bij 5G-testopstellingen veldsterktemetingen uitgevoerd.

Ramularia leaf spot has recently emerged as a major threat to barley production world-wide, causing 25% yield loss in many barley growing regions. Here, we provide a new reference genome of the causal agent, the Dothideomycete Ramularia collo-cygni. The assembly of 32 Mb consists of 78 scaffolds. We used RNA-seq to identify 11,622 genes of which 1,303 and 282 are coding for predicted secreted proteins and putative effectors respectively. The pathogen separated from its nearest sequenced relative, Zymoseptoria tritici similar to 27Ma. We calculated the divergence of the two species on protein level and see remarkably high synonymous and nonsynonymous divergence. Unlike in many other plant pathogens, the comparisons of transposable elements and gene distributions, show a very homogeneous genome for R. collo-cygni. We see no evidence for higher selective pressure on putative effectors or other secreted proteins and repetitive sequences are spread evenly across the scaffolds. These findings could be associated to the predominantly endophytic life-style of the pathogen. We hypothesize that R. collo-cygni only recently became pathogenic and that therefore its genome does not yet show the typical pathogen characteristics. Because of its high scaffold length and improved CDS annotations, our new reference sequence provides a valuable resource for the community for future comparative genomics and population genetics studies.

In opdracht van de Ierse overheid heeft het RIVM de huidige wetenschappelijke kennis over mogelijke gezondheidseffecten van elektromagnetische velden op een rij gezet. De nadruk lag op de elektromagnetische velden afkomstig van hoogspanningslijnen en basisstations voor mobiele telefonie. Daarnaast heeft het RIVM het beleid van vijf Europese landen en Ierland aangaande de blootstelling van de bevolking aan elektromagnetische velden in kaart gebracht. Ook is beschreven hoe dat beleid in de praktijk wordt uitgevoerd. Met behulp van de verzamelde informatie zijn in dit Addendum beleidsopties geformuleerd op basis waarvan de Ierse overheid eigen beleid kan ontwikkelen

Use of non-ionizing radiation (NIR) for diagnostic purposes allows non-invasive assessment of the structure and function of the human body, and is widely employed in medical care. ICNIRP has published previous statements about the protection of patients during medical magnetic resonance imaging (MRI), but diagnostic methods using other forms of NIR have not been considered. This statement reviews the range of diagnostic NIR devices currently used in clinical settings; documents the relevant regulations and policies covering patients and health care workers; reviews the evidence around potential health risks to patients and health care workers exposed to diagnostic NIR; and identifies situations of high NIR exposure from diagnostic devices in which patients or health care workers might not be adequately protected by current regulations.Diagnostic technologies were classified by the types of NIR that they employ. The aim was to describe the techniques in terms of general device categories which may encompass more specific devices or techniques with similar scientific principles. Relevant legally-binding regulations for protection of patients and workers, and organizations responsible for those regulations were summarised. Review of the epidemiological evidence concerning health risks associated with exposure to diagnostic NIR highlighted a lack of data on potential risks to the foetus exposed to MRI during the first trimester, and on long-term health risks in workers exposed to MRI. Most of the relevant epidemiological evidence that is currently available relates to MRI or ultrasound. Exposure limits are needed for exposures from diagnostic technologies using optical radiation within the body. There is a lack of data regarding risk of congenital malformations following exposure to ultrasound in utero in the first trimester and also about the possible health effects of interactions between ultrasound and contrast media.
