Climate change mitigation efforts have been underway in the EU for many years. EU Member States (MS) have acknowledged the need to reduce greenhouse gas (GHG) emissions and have developed strategic national plans aimed at achieving the environmental goals set by the EU, and by the worldwide community through the United Nations Framework Convention on Climate Change (UNFCCC). It is widely acknowledged that the energy sector is responsible for a major proportion of the total GHG emissions, and the EU is focusing on actions to decarbonise it, including the promotion of renewable energy and energy efficiency upgrades. However, despite careful planning, using best available knowledge, energy and climate policy makers often face situations in which actual policy outcomes differ from policy expectations. Such deviations can occur due to unexpected impacts of the social, economic or political context on the deployment of mitigation technologies and relevant policy outcomes. Throughout this report the focus is set on the factors that broadly hinder the deployment of energy and climate mitigation policies and technologies, and on suggestions for policy makers on how these can be overcome. More specifically, to provide more concrete suggestions and guidelines for national and EU policy makers and to make the scope more operational, accounting also for the aforementioned inherent limitations, the main research question was narrowed down to the following complementary inquiries: What are the most inhibiting contextual factors reported for selected case-studies? How did their influence manifest? How has the country under assessment dealt with identified influences thus far (policy actions, practices considered)? Can examples of different countries which addressed similar influences be of aid? The aim is to synthesise the influence of contextual factors hindering mitigation policy and technology options across different MS contexts and to derive (more) concrete suggestions for policy makers on how to deal with the contextual factors identified., The authors would like to acknowledge the support from the EC. This section summarizes the main findings of the work presented in this report regarding needs and priority areas for further research, for the cases of Bio-Energy with Carbon Capture and Storage (BECCS) and Solar Photovoltaic (Solar PV). BECCS technology is highly controversial. On the one hand, it demonstrates a growing number of supporters and is considered by many climate scientists, as one of the most promising negative emissions technologies, with considerable potential to achieve climate goals (e.g. the 1.5oC goal), especially in light of the recent “neutral emissions” debate. At the same time, a potential sizeable reliance on BECCS has raised concerns amongst researchers and policy makers, mainly with regard to sustainability issues (e.g. vast areas of land for the cultivation of biomass, land competing uses, food security, etc.). In contrast, Solar PV is a competitive technology, which has been proven capable to create value and provide services to many stakeholders. However, to continue its exponential growth and remain at the centre of the energy transition, it has to provide solutions to different challenges that have emerged due to its increased deployment. Our work aims to provide insights on research gaps and areas in priority that can be taken up by academic institutions and researchers, as well as associated insights, for policy decision makers to enhance the development and deployment of these two-key climate change mitigation options. To do so, our approach is focused on combining stakeholders’ perspectives and concerns with regard to future research needs and priorities, with scientific literature to conclude with specific directions for further research and applications. In particular, we used association representatives’ knowledge and position papers as a starting point for the identification of key research challenges and needs and complemented the latter by relevant and updated scientific literature in the field. European cities across the Mediterranean region face common climatic threats. Urbanised areas are highly vulnerable to the adverse effects of climate change, including climate variability and climate extremes. Cities concentrate population and assets, and losses and damages as a result of climate change impacts such as heat waves, droughts, wildfires, landslides, coastal hazards are likely. So far, however, there is no systematic understanding how cities in the Mediterranean Europe are preparing to adapt to these impacts, nor of how they aim to increase their resilience and adaptive capacity. Understanding how cities plan to manage climatic risks will help to identify action gaps, allocate resources and provides better-informed climate policy, at local, regional national and international scale. This research gathered and analysed adaptation planning documents in a representative sample of 73 cities across 9 Mediterranean European countries (France, Italy, Spain, Greece, Portugal, Croatia, Slovenia, Cyprus and Malta) in the context of their national policies. The results and this paper shed important light on the progress of adaptation planning, by focusing on identified impacts and proposed adaptation measures. N/A

Στη παρούσα Διδακτορική Διατριβή αναπτύσσονται βελτιωμένες μεθοδολογίες αξιολόγησης εργαλείων πολιτικής για την ενεργειακή εξοικονόμηση. Η διατριβή συμβάλλει στη βελτίωση των υπάρχοντων διαδικασιών σχεδιασμού και αξιολόγησης εργαλείων πολιτικής για την ενεργειακή απόδοση, επεκτείνοντας σημαντικά τη σύγχρονη βιβλιογραφία. Η βελτίωση αυτή κρίνεται αναγκαία ενόψει των συνεχώς αυξανόμενων απαιτήσεων για εξοικονόμηση ενέργειας σε εθνικό και διεθνές επίπεδο καθώς και των αυστηρότερων προϋποθέσεων επι-προσθετικότητας των πολιτικών ενεργειακής απόδοσης. Συνεπώς οι υφιστάμενες διαδικασίες σχεδιασμού εργαλείων πολιτικής για την εξοικονόμηση ενέργειας είναι αναγκαίο να βελτιωθούν ώστε να αξιολογούν τα εργαλεία πολιτικής σε διαφορετικά στάδια στον κύκλο εφαρμογής τους και να εξετάζουν πτυχές και κανόνες μέτρησης που είχαν παραμεληθεί στο παρελθόν. Η διατριβή συμβάλει στην κάλυψη του επιστημονικού «κενού» που εντοπίστηκε για την καλύτερη ενσωμάτωση αυστηρότερων προϋποθέσεων επι-προσθετικότητας των εργαλείων πολιτικής (i.e. additionality) καθώς και των κοινωνικών πτυχών που χαρακτηρίζουν τις επενδύσεις για ενεργειακή εξοικονόμηση. Μέσω μιας εμπεριστατωμένης ανάλυσης όλων των παραμέτρων του προβλήματος και της ανάπτυξης μιας βάσης τεκμηρίωσης, αναπτύχθηκαν πιο ρεαλιστικές και διαφανείς μεθοδολογίες αξιολόγησης. Αυτές βελτιώνουν τις υπάρχουσες πρακτικές αξιολόγησης και αποσκοπούν στην υποστήριξη της διαδικασίας λήψης αποφάσεων των εθνικών φορέων χάραξης πολιτικής για αποτελεσματικότερα εργαλεία πολιτικής για την ενεργειακή απόδοση. Συγκεκριμένα, η διατριβή προτείνει την ανάπτυξη των κάτωθι μεθοδολογιών: (i) Ποιοτική αξιολόγηση του σταδίου εφαρμογής των εργαλείων πολιτικής: υποστηρίζει τους υπεύθυνους χάραξης πολιτικής στη διαδικασία εντοπισμού και κατάταξης εργαλείων πολιτικής για την εξοικονόμηση ενέργειας. Η αξιολόγηση και κατάταξη πραγματοποιείται σύμφωνα με ενδιάμεσες επιδόσεις για τη δυνατότητα εφαρμογής των εργαλείων. Η προτεινόμενη προσέγγιση παρέχει προτάσεις ανασχεδιασμού, σύμφωνα με τα εμπόδια που εντοπίστηκαν κατά το στάδιο της εφαρμογής των εργαλείων. (ii) Εμπειρικό μοντέλο προσδιορισμού της επίδρασης των εργαλείων οικονομικής επιδότησης: ποσοτικοποιεί την επιπρόσθετη επίδραση που μπορεί να αποδοθεί στο επιλεγμένο εργαλείο πολιτικής, αναφορικά με την υιοθέτηση τεχνολογιών ενεργειακής εξοικονόμησης. Η επιλογή του εργαλείου μπορεί να προκύψει από την προηγούμενη αξιολόγηση. Η μοντελοποίηση που προτείνεται λαμβάνει υπόψη την ετερογένεια των οικιακών καταναλωτών καθώς και άλλους εξωγενείς παράγοντες που επηρεάζουν την υιοθέτηση τεχνολογιών εξοικονόμησης και κατ ́επέκταση την επίδραση του εργαλείου πολιτικής. (iii) Eκ των προτέρων αξιολόγηση των μελλοντικών δυνατοτήτων των οικονομικών επιδοτήσεων για εξοικονόμηση ενέργειας: επικεντρώνεται στο σχεδιασμό ενός χαρτοφυλακίου τεχνολογιών ενεργειακής εξοικονόμησης για την υλοποίηση εναλλακτικών πολιτικών επιδότησης. Για τον σκοπό αυτό αναπτύσσεται ένα καινοτόμο οικονομοτεχνικό πλαίσιο «από κάτω προς τα πάνω» (i.e. bottom-up) που στόχο έχει την μοντελοποίηση των εναλλακτικών πολιτικών. Μέσω του συγκεκριμένου πλαισίου εκτιμώνται οι μακροπρόθεσμες δυνατότητες εξοικονόμησης ενέργειας για τις επιμέρους τεχνολογίες, υπό διαφορετικά σενάρια επιδότησης, καθώς και από διαφορετικές οπτικές, σε σχέση με τους στόχους που έχουν τεθεί καθώς και τον προϋπολογισμό που απαιτείται. Στο σύνολο τους, τα προαναφερθέντα ερευνητικά κεφάλαια αποτελούν ανεξάρτητα αλλά διαδοχικά βήματα ενός ολοκληρωμένου μεθοδολογικού πλαισίου αξιολόγησης, το οποίο: αξιολογεί τα εργαλεία πολιτικής σε διαφορετικά στάδια του κύκλου ζωής τους (δηλαδή κατά τη διάρκεια, εκ των υστέρων και εκ των προτέρων) και ενσωματώνει κοινωνικούς και συμπεριφορικούς φραγμούς κατά την εκτίμηση του μελλοντικού δυναμικού τους για εξοικονόμηση ενέργειας. Επιπλέον, η παρούσα διατριβή συμβάλλει στην ανάπτυξη και αξιοποίηση καινοτόμων μεθόδων και τεχνικών για την υποστήριξη του σχεδιασμού αποτελεσματικότερων πολιτικών ενεργειακής εξοικονόμησης όπως: η πολυκριτηριακή ανάλυση, η ανάλυση ευαισθησίας (μέσω cluster analysis), η οικονομετρική μοντελοποίηση βάσει έρευνας (i.e. survey-based), καθώς και η αξιολόγηση «από κάτω προς τα πάνω» για τον προσδιορισμό των μακροπρόθεσμων δυνατοτήτων ενεργειακής εξοικονόμησης. Η διαθεσιμότητα πραγματικών και εθνικά αντιπροσωπευτικών δεδομένων που συλλέχθηκαν στο πλαίσιο των ευρωπαϊκών έργων “APRAISE-Assessment of Policy Interrelationships and Impacts on Sustainability in Europe” και “ENSPOL - Energy Saving Policies and Energy Efficiency Obligation Schemes”, διαμόρφωσαν το σχεδιασμό του μεθοδολογικού πλαισίου αξιολόγησης και αποτελούν σημαντικό στοιχείο της προτεινόμενης προσέγγισης καθώς και των αποτελεσμάτων της. Τέλος η εφαρμογή του προτεινόμενου μεθοδολογικού πλαισίου στο μίγμα των εργαλείων εθνικής πολιτικής καθώς και των τεχνολογιών εξοικονόμησης στον Ελληνικό κτιριακό και οικιακό τομέα, επέτρεψε την αξιολόγηση της πληρότητας και της αξιοπιστίας των αποτελεσμάτων. Αυτό επιτεύχθηκε μέσω της ανάπτυξης του μεθοδολογικού πλαισίου σε στενή συνεργασία με τους εθνικούς φορείς χάραξης πολιτικής και τους βασικούς ενδιαφερόμενους στην αγορά.

Second Assessment of Local Climate Action Plan (LCAPs) in 85 Urban Audit core cities, EU-28.

Evidence from the Second Assessment of Local Climate Change Plans conducted on all Urban Audit (UA) Cities across the EU-28 was presented. The UA Cities are large- and medium-sized cities of regional representativeness and comprise more than 900 European cities in total. As part of the assessment researchers collect and analyse the cities’ local adaptation and mitigation plans. This intervention will focus on the state and content of these plans as well as the information used to develop the plans: which information was derived from national assessments, which information was produced at local level and which information gaps were encountered.
