Abstract

The thesis is focused on the internal control system and its application in the contributory organization (a school facility). Currently, these organizations suppressed internal control system to the background despite the legal obligation of its introduction. The thesis is divided in a theoretical part, which is focused on the theory of the internal control system, and the reasons, why it is important to monitor the internal control system in educational institutions. In the practical part of the thesis the internal control system of the model contributory organization (school facility) will be evaluated and adjustments of the current state will be suggested. The main purpose of the thesis is to prove that the contributory organizations are not able to guarantee either the accuracy of internal control or its observance. The second purpose of the thesis is to prove that even controlling institutions do not follow or check internal control system as a complex problem.

Abstract

Kontrolní systémy veřejné správy v ČR vychází ze zkušeností vyspělých demokratických zemí, mezinárodních standardů a doporučení. Nová legislativa a novelizace současných zákonů v ČR a jejich zavádění do praxe umožňuje jejich účinnější využívání, přesto je systém kontroly v tomto odvětví příliš složitý. Zahrnuje celou řadu odvětví a institucí, mezi kterými existuje mnohostranná spolupráce s různými vztahy subjektů a objektů kontroly, jež zapříčiňují komplikovanost sektoru národního hospodářství. V souvislosti s reformou veřejné správy, reformou veřejných financí a se vstupem ČR do Evropské unie, je důležité, aby došlo ke sjednocení a následnému zdokonalování kontrolních systémů veřejné správy. Bakalářská práce je zaměřena na problematiku kontrolních systémů ve veřejné správě. Analyzuje návaznosti, důsledky i účinnost kontrolních systémů, vč. uplatňování finanční kontroly. Neopomíjí ani nově zaváděné kontrolní systémy., Control systems of public service in Czech Republic are built on experiences of advanced democratic countries, international standards and recommendations. The new legislation and revision of current labor code of Czech Republic and their introducing to practice are enabling more effective using of these methods. However control system is quite complicated in this sector. It contains lot of branches and institutions, among which exists multilateral cooperation with various relations between subjects and objects of control, which is the cause of complexity of national economy. In context of reformation of public service, public finances and entry into European Union, it's important to unify and subsequently improve control systems of public service. This bachelor thesis is aimed on problematic of control systems in public service. It analyzes continuity, consequences and efficiency of control systems including the use of financial control. There are also mentioned new control systems in the thesis.
