Abstract

The Special Committee on Registration of Algal and Plant Names (including fossils) was established at the XVIII International Botanical Congress (IBC) in Melbourne in 2011, its mandate being to consider what would be involved in registering algal and plant names (including fossils), using a procedure analogous to that for fungal names agreed upon in Melbourne and included as Art. 42 in the International Code of Nomenclature for algae, fungi, and plants. Because experience with voluntary registration was key to persuading mycologists of the advantages of mandatory registration, we began by asking institutions with a history of nomenclatural indexing to develop mechanisms that would permit registration. The task proved more difficult than anticipated, but considerable progress has been made, as is described in this report. It also became evident that the Nomenclature Section needs a structure that will allow ongoing discussion of registration and associated issues. Abstract

The Melbourne Congress of 2011 authorized a Special Committeeon Registration of Algal and Plant Names (including fossils), whichwas established the following year (Wilson in Taxon 61: 878–879.2012). Its explicit mandate was “to consider what would be involved inregistering algal and plant names (including fossils), using a procedureanalogous to that for fungal names agreed upon in Melbourne andincluded in the Code as Art. 42”, but expectations at the NomenclatureSection in Melbourne went farther than that. There was the hope thatregistration systems for at least some of the main groups would soonbe set up, to be used and tested on a voluntary basis and, if found tobe generally accepted, would persuade the subsequent Congress inShenzhen, in 2017, to declare registration of new names an additionalrequirement for valid publication.

Abstract

Taxonomic data are a scientific common. Unlike nomenclature, which has strong governance institutions, there are currently no generally accepted governance institutions for the compilation of taxonomic data into an accepted global list. This gap results in challenges for conservation, ecological research, policymaking, international trade, and other areas of scientific and societal importance. Consensus on a global list and its management requires effective governance and standards, including agreed mechanisms for choosing among competing taxonomies and partial lists. However, governance frameworks are currently lacking, and a call for governance in 2017 generated critical responses. Any governance system to which compliance is voluntary requires a high level of legitimacy and credibility among those by and for whom it is created. Legitimacy and credibility, in turn, require adequate and credible consultation. Here, we report on the results of a global survey of taxonomists, scientists from other disciplines, and users of taxonomy designed to assess views and test ideas for a new system of taxonomic list governance. We found a surprisingly high degree of agreement on the need for a global list of accepted species and their names, and consistent views on what such a list should provide to users and how it should be governed. The survey suggests that consensus on a mechanism to create, manage, and govern a single widely accepted list of all the world's species is achievable. This finding was unexpected given past controversies about the merits of list governance.

Abstract

Lists of species underpin many fields of human endeavour, but there are currently no universally accepted principles for deciding which biological species should be accepted when there are alternative taxonomic treatments (and, by extension, which scientific names should be applied to those species). As improvements in information technology make it easier to communicate, access, and aggregate biodiversity information, there is a need for a framework that helps taxonomists and the users of taxonomy decide which taxa and names should be used by society whilst continuing to encourage taxonomic research that leads to new species discoveries, new knowledge of species relationships, and the refinement of existing species concepts. Here, we present 10 principles that can underpin such a governance framework, namely (i) the species list must be based on science and free from nontaxonomic considerations and interference, (ii) governance of the species list must aim for community support and use, (iii) all decisions about list composition must be transparent, (iv) the governance of validated lists of species is separate from the governance of the names of taxa, (v) governance of lists of accepted species must not constrain academic freedom, (vi) the set of criteria considered sufficient to recognise species boundaries may appropriately vary between different taxonomic groups but should be consistent when possible, (vii) a global list must balance conflicting needs for currency and stability by having archived versions, (viii) contributors need appropriate recognition, (ix) list content should be traceable, and (x) a global listing process needs both to encompass global diversity and to accommodate local knowledge of that diversity. 7. Towards an index of all known species: the Catalogue of Life, its rationale, design and use.

Abstract

The Catalogue of Life, created by Species 2000 and the Integrated Taxonomic Information System, has the ambitious aim of creating a uniform and validated index of the world's known species for use as a practical tool in inventorying and monitoring biodiversity worldwide. This is achieved by accessing an array of taxonomic databases created and made available by individual, project and institutional custodians through taxonomic and biodiversity initiatives. A standard data set is delivered for every known species, drawn from Species 2000 contributing databases. Data are provided to the Species 2000 Philippine office, compiled annually and published in CD-ROM format. Species 2000 also includes the Species Locator Service, which gives a responsible opinion as to the actual species currently recognized by taxonomists and their accepted names, and the Name Service that assists users in checking the spelling and original publication details for a wider range of names, including species not yet incorporated in the Species Locator Service. The Species Locator Service is available as the Dynamic Checklist, which is used to search for the scientific name of an organism online, and the Annual Checklist, which is a stable index produced once a year and is available on CD-ROM and online. Catalogue of Life currently covers more than 272 000 species and 32 000 infraspecies, with 181 000 synonyms. It has 217 000 common names, 87 000 references and 20 contributing databases that encompass all known animals, plants, fungi and microorganisms.
