Abstract

In Italy, hosting film and TV shoots has become a strategic business for the national economic development and for increasing tourism. To attract film and television crews, local and national public institutions introduced funds, tax incentives and free services which nowadays are key tools for an original competition among cities, regions, and countries. Within this scenario, Indian companies are an appealing target since India is the main film producer in the world, and the economic conditions of its inhabitants (which are potential spectators and tourists) are improving. This chapter aims to investigate: a) the push factors that induce Indian producers to leave India; b) the initiatives undertaken by Italian public and private stakeholders for attracting Indian producers; c) pro and cons for all the stakeholders involved in the India-Italy collaboration. The analysis is supported by an interview with a production service company that works with Indian producers shooting in Italy. The chapter is the follow-up of a research undertaken by the two authors nine years ago on the same topic. It extends the study period (now from 2010 to early 2022) and thus offers a more reliable panorama about the India-Italy collaboration.

Abstract

Crohn Disease (CD) is a complex genetic disorder for which more than 140 genes have been identified using genome wide association studies (GWAS). However, the genetic architecture of the trait remains largely unknown. The recent development of machine learning (ML) approaches incited us to apply them to classify healthy and diseased people according to their genomic information. The Immunochip dataset containing 18,227 CD patients and 34,050 healthy controls enrolled and genotyped by the international Inflammatory Bowel Disease genetic consortium (IIBDGC) has been re-analyzed using a set of ML methods: penalized logistic regression (LR), gradient boosted trees (GBT) and artificial neural networks (NN). The main score used to compare the methods was the Area Under the ROC Curve (AUC) statistics. The impact of quality control (QC), imputing and coding methods on LR results showed that QC methods and imputation of missing genotypes may artificially increase the scores. At the opposite, neither the patient/control ratio nor marker preselection or coding strategies significantly affected the results. LR methods, including Lasso, Ridge and ElasticNet provided similar results with a maximum AUC of 0.80. GBT methods like XGBoost, LightGBM and CatBoost, together with dense NN with one or more hidden layers, provided similar AUC values, suggesting limited epistatic effects in the genetic architecture of the trait. ML methods detected near all the genetic variants previously identified by GWAS among the best predictors plus additional predictors with lower effects. The robustness and complementarity of the different methods are also studied. Compared to LR, non-linear models such as GBT or NN may provide robust complementary approaches to identify and classify genetic markers. Abstract

Existing estimates of optimal climate policy ignore the possibility that carbon tax revenues could be used in a progressive way; model results therefore typically imply that near-term climate action comes at some cost to the poor. Using the Nested Inequalities Climate Economy (NICE) model, we show that an equal per capita refund of carbon tax revenues implies that achieving a 2 °C target can pay large and immediate dividends for improving well-being, reducing inequality and alleviating poverty. In an optimal policy calculation that weighs the benefits against the costs of mitigation, the recommended policy is characterized by aggressive near-term climate action followed by a slower climb towards full decarbonization; this pattern—which is driven by a carbon revenue Laffer curve—prevents runaway warming while also preserving tax revenues for redistribution. Accounting for these dynamics corrects a long-standing bias against strong immediate climate action in the optimal policy literature.

We find that if all countries adopt the necessary uniform global carbon tax and then return the revenues to their citizens on an equal per capita basis, it will be possible to meet a 2 °C target while also increasing wellbeing, reducing inequality and alleviating poverty. These results indicate that it is possible for a society to implement strong climate action without compromising goals for equity and development.

Abstract

Reducing greenhouse gas emissions has the 'co-benefit' of also reducing air pollution and associated impacts on human health. Here, we incorporate health co-benefits into estimates of the optimal climate policy for three different climate policy regimes. The first fully internalizes the climate externality at the global level via a uniform carbon price (the 'cooperative equilibrium'), thus minimizing total mitigation costs. The second connects to the concept of 'common but differentiated responsibilities' where nations coordinate their actions while accounting for different national capabilities considering socioeconomic conditions. The third assumes nations act only in their own self-interest. We find that air quality co-benefits motivate substantially reduced emissions under all three policy regimes, but that some form of global cooperation is required to prevent runaway temperature rise. However, co-benefits do warrant high levels of mitigation in certain regions even in the self-interested case, suggesting that air quality impacts may expand the range of possible policy outcomes whereby global temperatures do not increase unabated.

Abstract

How much should the present generations sacrifice to reduce emissions today, in order to reduce the future harms of climate change? Within climate economics, debate on this question has been focused on so-called “ethical parameters” of social time preference and inequality aversion. We show that optimal climate policy similarly importantly depends on the future of the developing world. In particular, although global poverty is falling and the economic lives of the poor are improving worldwide, leading models of climate economics may be too optimistic about two central predictions: future population growth in poor countries, and future convergence in total factor productivity (TFP). We report results of small modifications to a standard model: under plausible scenarios for high future population growth (especially in sub-Saharan Africa) and for low future TFP convergence, we find that optimal near-term carbon taxes could be substantially larger.

Abstract

The health co-benefits of CO2 mitigation can provide a strong incentive for climate policy through reductions in air pollutant emissions that occur when targeting shared sources. However, reducing air pollutant emissions may also have an important co-harm, as the aerosols they form produce net cooling overall. Nevertheless, aerosol impacts have not been fully incorporated into cost-benefit modeling that estimates how much the world should optimally mitigate. Here we find that when both co-benefits and co-harms are taken fully into account, optimal climate policy results in immediate net benefits globally, overturning previous findings from cost-benefit models that omit these effects. The global health benefits from climate policy could reach trillions of dollars annually, but will importantly depend on the air quality policies that nations adopt independently of climate change. Depending on how society values better health, economically optimal levels of mitigation may be consistent with a target of 2 °C or lower.

Abstract

Future population growth is uncertain and matters for climate policy: higher growth entails more emissions and means more people will be vulnerable to climate-related impacts. We show that how future population is valued importantly determines mitigation decisions. Using the Dynamic Integrated Climate-Economy model, we explore two approaches to valuing population: a discounted version of total utilitarianism (TU), which considers total wellbeing and is standard in social cost of carbon dioxide (SCC) models, and of average utilitarianism (AU), which ignores population size and sums only each time period’s discounted average wellbeing. Under both approaches, as population increases the SCC increases, but optimal peak temperature decreases. The effect is larger under TU, because it responds to the fact that a larger population means climate change hurts more people: for example, in 2025, assuming the United Nations (UN)-high rather than UN-low population scenario entails an increase in the SCC of 85% under TU vs. 5% under AU. The difference in the SCC between the two population scenarios under TU is comparable to commonly debated decisions regarding time discounting. Additionally, we estimate the avoided mitigation costs implied by plausible reductions in population growth, finding that large near-term savings ($billions annually) occur under TU; savings under AU emerge in the more distant future. These savings are larger than spending shortfalls for human development policies that may lower fertility. Finally, we show that whether lowering population growth entails overall improvements in wellbeing—rather than merely cost savings—again depends on the ethical approach to valuing population.

Abstract

Crohn's disease and ulcerative colitis, the two common forms of inflammatory bowel disease (IBD), affect over 2.5 million people of European ancestry, with rising prevalence in other populations(1). Genome-wide association studies and subsequent meta-analyses of these two diseases(2,3) as separate phenotypes have implicated previously unsuspected mechanisms, such as autophagy(4), in their pathogenesis and showed that some IBD loci are shared with other inflammatory diseases(5). Here we expand on the knowledge of relevant pathways by undertaking a meta-analysis of Crohn's disease and ulcerative colitis genome-wide association scans, followed by extensive validation of significant findings, with a combined total of more than 75,000 cases and controls. We identify 71 new associations, for a total of 163 IBD loci, that meet genome-wide significance thresholds. Most loci contribute to both phenotypes, and both directional (consistently favouring one allele over the course of human history) and balancing (favouring the retention of both alleles within populations) selection effects are evident. Many IBD loci are also implicated in other immune-mediated disorders, most notably with ankylosing spondylitis and psoriasis. We also observe considerable overlap between susceptibility loci for IBD and mycobacterial infection. Gene co-expression network analysis emphasizes this relationship, with pathways shared between host responses to mycobacteria and those predisposing to IBD.

Abstract

This work evaluates the behavior of thallium in a 50 MW industrial circulating fluidized-bed combustion plant (CFBC), focusing on the distribution of this element among the bottom and fly ashes separated by the solid retention devices in the plant. The results show that thallium species are mainly retained in the solid by-products and are not emitted to air with flue gases in significant amounts, proving that this technology is a more effective means of preventing thallium emissions than pulverized coal combustion technology (PCC). The mass balance of the thallium content in the solids shows that this element was retained in the ashes separated by the different devices installed in the plant. An evaluation of the ash fractions taken from the strippers, the heat recovery area, the hoppers in the air heater and the electrostatic precipitator, shows that thallium was relatively homogeneously distributed in all the ash samples, independently of their composition, but is slightly related to surface area, which in turn is dependent on particle size and unburned carbon content.

Abstract

The ecotoxicological importance of thallium stems from its acute toxicity, the effects of which are as harmful to living organisms as those of lead and mercury. The main anthropogenic sources of thallium are the emissions from coal combustion processes, underlining the need to control this element in coal and coal by-products. Despite the threat posed by thallium, very little information has been published on its behaviour in coal-fired power plants or on its modes of occurrence in coal, its mobilisation and its distribution. Although thallium is highly toxic, the environmental risk presented by this element in coal utilisation have been studied to a much lesser degree than in the case of other toxic elements such as lead, cadmium or mercury. The present work addresses the issue of thallium in coal, focussing on its origin, modes of occurrence, the analytical methods commonly used for its determination and its behaviour during coal utilisation for energy production.

Abstract

Laser ablation ICP-MS has been used to produce element profiles from polished coal samples. The elements analysed (V, Ge, Ni, Cu, Zn, Sr and Ba) were those known to have an organic association, with the addition of Al and Fe as controls on the clay and pyrite abundances. The element profiles were compared with the petrography and a statistical analysis was also carried out. Sporinite was found to have low trace element concentrations, inertinite higher concentrations of detrital elements and vitrinite higher concentrations of V, Ge and Al. The relationships between these elements are explored and all are thought to be present in the organic matter and not as minerals. It is thought that these elements became concentrated during diagenesis, with the possibility that some of the Al could be residual. The Cu/Ni ratio in the pyrite is relatively constant, suggesting constant ionic proportions during diagenesis, and possibly a seawater source.

Abstract

Laser ablation inductively coupled plasma-mass spectrometry (LA ICP-MS) offers the possibility of directly analysing individual, micron-sized coal components down to the ppm level using polished sections or blocks and therefore free from the need to separate components. A number of representative coals have been analysed for V, Ge, Ni, Cu, Zn, Sr and Ba, which were known to have some organic association. Aluminium and Fe were included as controls on the abundances of the clay and pyrite. Sporinite was found to have low trace element concentrations, inertinite higher concentrations of detrital elements and vitrinite higher concentrations of V, Ge and Al. It is thought that these latter elements became concentrated during diagenesis from circulating porewaters.
