Even today we are faced with a social demand for safer urban spaces. Composition, functional features and management of such spaces are the principles behind a quality and, therefore, safe urban project. However, the orientation to safety and, therefore, to the prevention of those places requires great attention to the structure, organisation and methods of use. The "environmental design" is the perspective, and the application of UNI CEN/TS 14383-2:2023 goes in this direction. A useful tool for the project, this paper highlights the dual function of the Technical Specification, both as a 'guide' during the design phase, and as a tool for the 'verification' of the project's final result. On the basis of some recent studies that, from an interdisciplinary perspective, have focused in particular on the socio-political dimension of public art, this paper aims at analyzing the controversial use of public artworks in post-conflict Northern Ireland. Sculptures such as RISE and Beacon of Hope, located in the capital city Belfast, are part of a wider project aimed at "reimagining" the sense of place according to globalizing dynamics (Hocking 2015) which are alien to the (often conflictual) memories inscribed in the territory. When such artworks do not favor an actual "amnesia" (Crinson 2005), they reveal the fundamental inability to establish meaning relationships (Zingale 2017) with the space in which they arise and the local communities they claim to represent. And yet, public art can only manifest its political and social value when adopting an approach able to bring out the set of relationships that connect the artwork to the place and its memories.

The paper explores curatorship's role in relation to public art interventions in urban spaces, with a particular attention to cases where they are part of urban regeneration processes. Through the analysis of Without Frontiers, an Urban Art festival that has been organised by Caravan SetUp Association in Mantova, the author aims at describing one of the possible curatorial approaches to art in public spaces. The contribution problematizes themes such as the definition of the role of the curator working in urban contexts, its differences compared to the museum curator and the possibility to adopt museum strategies in urban public spaces.

Lo studio delle iscrizioni greche di Segesta consente di presentare alcune considerazioni sulla prassi epigrafica dei Segestani. Il presente contributo intende mettere in rilievo innanzitutto la tendenza di Segesta a privilegiare il greco come lingua e, di conseguenza, come scrittura, ancora fino al I secolo a.C., quando la città elima era ormai da due secoli sotto il dominio romano. La cronologia delle iscrizioni mostra poi un certo appiattimento della documentazione al II secolo a.C. Questo dato, insieme all’analisi delle diverse tipologie di documenti, da cui emerge una netta prevalenza delle iscrizioni onorarie, consente di comprendere meglio l’evoluzione della vita pubblica e lo sviluppo urbano della polis di Segesta, e più in generale il rapporto tra l’élite cittadina e la scrittura. The study of the Greek inscriptions of Segesta allows us some considerations on the epigraphic habit of the Segestans. The present contribution aims at highlighting first of all the tendency of Segesta to favour Greek as a language and, consequently, as writing, even until the 1st century BC, when the Elymian city had been under Roman rule for two centuries. The chronology of the inscriptions then shows a certain flattening of the documentation to the 2nd century BC. This datum, together with the analysis of the different types of documents, from which emerges a prevalence of honorific inscriptions, allows us to better understand the evolution of public and urban life in the polis of Segesta and more generally the relationship between civic elite and writing.

7. FROM THE CLASSROOM TO THE CITY: THE EMBODIED SPACE OF PEDAGOGY AND EDUCATION.

Spaces, places and bodies in education and school are themes characterised by light and shade. This study aims to follow, as if on a journey, the path through the different places of educating, stimulating new reflections and drawing on contributions from neuroscience and the performing arts. Counter-spaces represent a corporeal elsewhere, a liminal and imaginative space to be inhabited, to open up new perspectives at the boundaries of different disciplines. With respect to the space of the classroom, a new approach is proposed as hetero-topia, a stage for educational and didactic action, according to the metaphor of teaching as theatre. Public space can also become educational space, and neuroscience and performing arts can contribute to enrich the pedagogical context. Public space is also an incorporated space to settle and inhabit, where relationships are formed, mistakes are made, and where learning while having fun. Gli spazi, i luoghi e la corporeità in ambito educativo e scolastico sono temi caratterizzati da luci e ombre. Il presente studio vuole percorrere, come in un cammino, il sentiero che attraversa i diversi luoghi dell'educare, stimolando nuove riflessioni e attingendo dai contributi delle neuroscienze e delle arti performative. I contro-spazi rappresentano un altrove corporeo, uno spazio liminale e immaginativo da abitare, per aprire nuove prospettive ai confini delle discipline. Si propone un nuovo approccio allo spazio dell'aula scolastica come etero-topia, palcoscenico dell'azione educativa e didattica, secondo la metafora dell'insegnamento come teatro. Anche lo spazio pubblico può divenire spazio educativo. Neuroscienze e arti performative possono contribuire ad arricchire il discorso pedagogico. The contribution traces the origins of the learning cities programme promoted first by the OECD, then by UNESCO and highlights the theoretical foundations of this initiative. Paying particular attention to technological development and the emerging models of smart cities and society 5.0, it highlights the risks that may arise from the closure of the public space as a place of relations and democratic participation, and as a context of lifelong quality learning. Recalling Jürgen Habermas' concept of the public sphere, and Richard Sennett's open city and closed city, the centrality of lifelong learning for the recomposition of relations between individuals, communities and living environments within modern societies is emphasised. This paper examines the impact of Covid-19 pandemic on the ‘situated art’ and on the geo-social methodology of research. The centralization of daily activities in the domestic spaces, caused by the pandemic, has had important repercussions on the topic of the doctoral research – the artistic use of public space – and on the ‘design’ of the research itself. So, the aims of the work are to show how a research project can change as needed and how the geo-social researcher must constantly adapt to reality and its transformations. In addition to presenting the criticalities encountered by ‘buskers’ and by the researcher, particular importance will be given to the alternative working methods introduced to overcome this collective crisis.

14. Public spaces of the energy transition – A design in Nepi for the New European Bauhaus

- Abstract
The paper presents a reflection on the contribution provided by the Research Unit of Roma Tre University Department of Architecture to the EHHUR project, selected within the New European Bauhaus (NEB) program. Can design contribute to the construction of a new awareness on the topics of energy transition? Does it make sense to imagine new devices able to build spaces acting as enabling interfaces of virtuous behaviours? Moving from these questions the work has developed a methodology to support Municipalities and local communities in seven European cities to develop interventions in public spaces and buildings according to the three NEB principles of beautiful, sustainable, together. The experience challenges the role of architectural design in transitioning from a phase of abstract modeling of standardised solutions to applying the principles identified into tangible spaces and concrete contexts. 20. The reconstruction of the Chiado in Lisbon. Álvaro Siza and the artifice of heteronomy

The plan conceived by Álvaro Siza to rebuild the Chiado neighbourhood in Lisbon, following a blaze which wiped out four whole city blocks between Baixa and Bairro Alto in August 1988, was based on a dense system of relationships at different scales. Siza’s proposal worked on redefining the relationship between the volumetric structure of the destroyed buildings, organized within the Marquis of Pombal’s grid plan, and a system of interstitial spaces which rediscovered traces of ancient routes, hidden away by the Cartesian rigour of a reconstruction following the earthquake of 1755. Siza proposed a spatial experience which allows us to amble through the various layers of the place’s memory, where the traces of the fire are intermingled with those left by the earthquake. A web of perceptual and mental connexions which substantiated the idea of a city based on relationships, with the fabric seen as a three-dimensional web of geometries and epochs, supporting the implementation and development of a body which is sometimes complex, sometimes not, as opposed to a flat pattern punctuated by events.

Questo articolo discute e analizza i processi che hanno prodotto un progressivo logoramento dei legami sociali, l’impoverimento dei rapporti di solidarietà e l’indebolimento del senso di comunità. Le trasformazioni in cui il mondo attuale è coinvolto hanno impattato significativamente sulla fragilità delle politiche pubbliche, delle strutture familiari, sociali e territoriali tanto da determinare sempre più “esclusione sociale”, concetto qui utilizzato per indicare la radice sociale, più che economica, del disagio connessa al cattivo funzionamento dei principali meccanismi di costruzione dei legami sociali. Nella post-modernità, la globalizzazione prima e la crisi poi hanno in larga misura indebolito e lacerato i legami sociali che sono senza dubbio più fragili, ma ad essere cambiato è soprattutto il loro modo di articolarsi che incide sulla tenuta della società. Solidarietà, valori comuni e senso di appartenenza ad una comunità tengono unita la società legittimando le istituzioni sociali a svolgere la loro funzione e dando modo ai cittadini di apprendere (ed esercitare) diritti e doveri. La debolezza dei legami sociali, che produce sempre più nuove forme di instabilità individuale e collettiva, evidenzia un progressivo sfaldamento anche degli spazi sociali pubblici che rende difficile la convivenza civile, poiché in crisi sono soprattutto i luoghi dell’incontro e della comunicazione e i tessuti comunitari inclusivi. Soffermarsi sull’esplorazione e sull’analisi della frammentazione dei legami sociali e della crisi dei luoghi dell’incontro collettivo è l’intento di questo articolo che presenta i primi risultati di un’indagine sociale svolta sul territorio nazionale e realizzata attraverso una metodologia psicosociale, il Listening post. L’indagine ha avuto come obiettivo quello di comprendere (i) le ragioni del logoramento dei legami sociali, (ii) l’impatto sull’agire individuale e collettivo, (iii) le azioni di resistenza (“contro-movimenti”) come risposta organizzata allo sfilacciamento delle relazioni sociali.

22. The city in quarantine. Perspectives of urban regeneration through the experimental model of the macro-block

The lockdown showed a city that is often unsuitable for emergency situations, such as that caused by the pandemic. Nonetheless, the population, imprisoned inside their homes, expressed the need for an urban experience and to practice open space. The emergency thus becomes an opportunity to rethink the city through a revision of the models. Within a line of research of the University of Parma on urban structure and density as regeneration factors, settlement methods are being experimented on the macro-isolated model. A spatial prototype that, starting from the type-morphological invariant of the block, improves the quality of living by means of compositional operations in the dialectic between built and open space, in the context of new primary functions, proximity services and improvement of environmental sustainability standards. In these terms, the macroisolation helps to create a settlement structure where the continuity of the fabric is defined by complete autonomous parts that relate to each other according to different degrees of complementarity.

The new SARS/Covid-19 pandemic did not bring to light any major defects in the compact city, but gave its detractors another opportunity to attack it by endorsing the accusation that its density makes it insanitary. But even were we to accept that diagnosis, we are currently unable to imagine what kind of new architecture could make the city secure against any pandemics, of whatever kind. What we can do, instead, is defend the idea of the historic city, counter the new problems we face of social inequality and housing, re-assert the central importance of public space, redesign the inner suburbs, and map out a new type of territorial polycentrism. The great loser of the present pandemic has been populism; now is also the time to definitively unmask populism in architecture, with its much vaunted smart buildings and its vertical (or horizontal, or diagonal) forests.

The paper presents a study on the mitigation of hydrogeological risk in the small villages of inland areas, which represent a significant portion of the Italian territory. These realities need an innovative strategy in the light of a new environmental awareness and technological innovation, not limited only to the protection of the built heritage but extended to the issues related to the risks of natural and anthropic origin, increased from the gradual phenomenon of depopulation of the small towns. Starting from a re-reading of the tradition in relation to the Italian urban studies, that still represents an important theoretical reference base, the research investigates the relationships between environmental risks and public space, arriving to develop a design experimentation taking the Greek village of Bova as an emblematic case study. The soil of the public spaces have been rethought in the light of the “vulnerability-resilience” paradigm, issuing the widespread practice of artificializing voids derived from the demolition of decaying artefacts and conceiving them as an environmental infrastructures. Consistent with the objectives of the National Strategy for the development of “Inland Areas”, in particular following the guidelines of the 2030 Agenda regarding the Goal 11, the device developed for “Water Squares” is conceived as a conceptual innovation factor based on new intervention criteria, no longer based on the principles of "Stiffness" but on those of “permeability”, capable of absorbing and adapting to natural changes. La forma dell’assenza nei territori fragili. Il progetto delle Piazze d’acqua come infrastrutture ambientali Il paper presenta uno studio sulla mitigazione del rischio idrogeologico nei piccoli "borghi" delle "aree interne", che rappresentano una porzione rilevante del territorio italiano. Queste realtà necessitano di una strategia rigenerativa alla luce di una nuova consapevolezza ambientale e della innovazione tecnologica, non limitata solo alla tutela del patrimonio costruito ma estesa alle questioni legate ai rischi di origine naturale e antropico, accresciuti dal progressivo fenomeno dello spopolamento dei piccoli centri. A partire da una rilettura della tradizione degli studi urbani in Italia, che ancora rappresenta una importante base teorica di riferimento, la ricerca indaga le relazioni tra rischi ambientali e spazio pubblico, arrivando a sviluppare una sperimentazione progettuale sul borgo grecanico di Bova, assunto come caso emblematico. Il progetto tenta di dare forma all’ “assenza” del costruito derivato dalle demolizioni dei manufatti fatiscenti attraverso il sistema delle "Piazze d'acqua" concepite come delle “infrastrutture ambientali” che mitigano i rischi idrogeologici. Un dispositivo che, in coerenza con gli obiettivi della Strategia Nazionale per lo sviluppo delle “Aree interne”, rappresenta un fattore di innovazione concettuale basato sul principio della “permeabilità”, nel solco tracciato dalla Agenda 2030, in particolare dal Goal 11 sulla capacità di adattamento ai disastri naturali e la gestione del rischio.

The contemporary city, result of a liquid society, has also become liquid, transforming itself into urban territory and incorporating within it large areas of uncertain character - or, better to say, no longer certain - characterized in some cases by a high degree of atopicity (as in the case of disused areas of various kinds) while in others it has such a strong topicality that it seems out of place (for example, areas or elements characterized by historical-cultural or naturalistic value). The challenge is to understand how these areas (in which the sense of the landscape often prevails over the story of the territory) can become new urban places - nodal elements (oikoi) of pervasive ecological infrastructure - and generate a different system of spaces for social enjoyment. A research line, both theoretical and design - which has long been undergoing personal experimentation - is based on the paradigm of the Ecopolitan Network, understood as a system of dense places (rethought as spaces for public use) interconnected (materially or immaterially) in a way as to create a sort of environmental infrastructure of urban/metropolitan/territorial scale which, emerging from purely sectoral spheres, becomes a supporting element for the project to redevelop the contemporary urban territory, with respect to which it contributes to the creation of original scenarios and visions, in particular in the hybrid zones of mixture between different landscapes. Il paradigma della "rete ecopolitana" quale strumento di riconfigurazione sistemica dello spazio pubblico nel "territorio urbano" contemporaneo La città contemporanea, frutto di una “società liquida”, è divenuta “liquida” anch’essa, trasformandosi in “territorio urbano” e inglobando al suo interno ampie aree dal carattere incerto - o, per meglio dire, non più certo - caratterizzate in alcuni casi da un alto grado di “atopicità“ (come nel caso delle aree dismesse di vario genere) mentre in altri dal possedere una “topicità” talmente forte da sembrare oramai fuori luogo (ad esempio aree o elementi connotati da valore storico-culturale o naturalistico). La sfida sta nel comprendere come queste aree (nelle quali il senso del paesaggio spesso prevale sul “racconto” del territorio) possano divenire “nuovi luoghi urbani” - elementi nodali (oikos) di una “infrastruttura ecologica” pervasiva - e generare un differente sistema di spazi destinati alla fruizione sociale. Una linea di ricerca sia teorica sia progettuale - oramai da tempo in fase di personale sperimentazione nell’ambito della ricerca di base e della didattica - è quella che si basa sul paradigma della “Rete Ecopolitana”, intesa come sistema di luoghi densi (ripensati come spazi di uso pubblico) interconnessi (materialmente o immaterialmente) in modo tale da creare una sorta di “infrastruttura ambientale” di scala urbana/metropolitana/territoriale che, uscendo da sfere prettamente settoriali, diviene elemento portante per il progetto di riqualificazione del “territorio urbano contemporaneo”, rispetto al quale contribuisce alla creazione di originali scenari e visioni, in particolare nelle “zone ibride” di commistione tra differenti paesaggi.

The field of application of the research proposed in this contribution - with reference to the objective of the 2030 Agenda "to protect and safeguard the cultural and natural heritage of the world" - is the vast range of contemporary landscapes in the Mediterranean area defined as "neglected" or at risk of compromise or disappearance despite having (or having had) a role of fundamental identity for the communities. The product of the research is the construction of an atlas of strategies - developed in design workshops, educational laboratories, theoretical and applied research and through activities of additional fieldwork - exportable and transferable in contexts similar to those analysed. Specifically, this contribution contains three in-depth studies concerning the abandoned rural terraces along the coastline, the rivers compromised by the phenomena of uncontrolled urbanism and the depopulated villages in the internal areas. The three case studies are associated with three key concepts - unveiling, layering, re-configuring - in both the narrative and application. The ultimate aim is the experimentation of an interpretative / operational approach that embraces the principles of environmental, social and economic sustainability - considered essential in the contemporary world - in relation to the specificity of the cultural and identity features of the Mediterranean landscapes, of the link between ritual and representation and of the relationship between myth and history. Strategie rigenerative per paesaggi mediterranei negletti Il campo di applicazione della ricerca proposta in questo contributo – in riferimento all’obiettivo dell’Agenda 2030 “proteggere e salvaguardare il patrimonio culturale e naturale del mondo” – è la vasta gamma di paesaggi della contemporaneità in area mediterranea definiti “negletti” in quanto a rischio di compromissione o sparizione pur avendo (o avendo avuto) un ruolo identitario fondamentale per le comunità di abitanti in essi insediati. Il prodotto della ricerca è la costruzione di un atlante di strategie – sperimentate in workshop progettuali, laboratori didattici, ricerche teoriche e applicate, attività di terza missione – esportabili e trasferibili in contesti similari a quelli analizzati. Nello specifico di questo contributo sono esposti tre approfondimenti che riguardano: i terrazzamenti rurali abbandonati lungo le linee di costa; le fiumare compromesse dai fenomeni di urbanesimo incontrollato; i borghi spopolati nei territori interni. Ai tre casi studio sono associati i tre concetti chiave – svelamenti, sovrascritture, riconfigurazioni – in una duplice dimensione narrativa e applicativa. Lo scopo ultimo è la sperimentazione di un approccio interpretativo/operativo che accolga i principi di sostenibilità ambientale, sociale, economica – ritenuti imprescindibili nella contemporaneità – declinandoli in relazione alla specificità dei caratteri culturali e identitari dei paesaggi mediterranei, del legame fra rito e rappresentazione, del rapporto tra mito e storia.

In 1960 the Istituto Autonomo Case Popolari (IACP) in Bologna commissioned to Glauco Gresleri, Giorgio Trebbi, Francesco Santini and Giorgio Brighetti the project of an urban plan for a very large and suburban area of Bologna, the so-called villaggio Pilastro. Only part of it will be built. The proposal was paradigmatic of Gresleri's planning thought, which had always conceived architecture in a continuous relationship between what is empy and what is built, to create spaces where the life of the community takes place. This contribution intends to focus on how this principle was declined in both urban planning and architectural form, in the Pilastro district case. Together with the other designers, Gresleri in fact drew a fragment of cities in which the settlement principle was characterised by a careful and varied arrangement of residential and public buildings, able to generate spaces in which city life could have developed with greater intensity. This paper studies the particular attention and ability of Gresleri in addressing the issue of public space outside of the specificity of housing, creating urban environments in which the community can live a proper life: spaces whose quality aimed at allowing the greatest number of possible interactions between people and their environment. In addition to the urban project, he designed and realised one of the first residential buildings in the Pilastro. The interest and care for the external voids inevitably led to a design of the buildings and their mutual arrangement: the staircases became pivots between the lots of the building that could freely unwind to generate always different open spaces for social life.

If "landscapes are cultural facts", as written by Marc Augé, the relationship between funerary landscape and cultural identity is a vital storage of knowledge. With this premise, this paper focuses on Glauco Gresleri's contribution to the definition of a landscape of memory after the Vajont disaster. In the places disfigured by the events of 1963 a group of young architects (Gianni Avon, Francesco Tentori and Marco Zanuso for the cemetery of Longarone, Glauco Gresleri and Silvano Varnier for the cemeteries of Ponte Giulio and Erto a Monte) designed the necessary funerary installations. This operation was charged with an evident symbolic value. It was not just an answer to the functional emergency, but an opportunity to reconstruct the identity of places that were by then unrecognizable. In this context Gresleri proposed the architectural project as a civil commitment, able to reread, with sensitivity, the faint traces still present in the places devastated by the catastrophe. If today’s administrations are usually distracted by mere numbers and satisfied by the functional response to the needs of dwelling, these cemeteries show their relevance by linking their role to the landscape itself, recovering images, dimensions, materials rooted in local traditions, respectful of the character of the places and of the forms of territory.

Il testo si propone di analizzare l’attivismo come forma di relazione complessa all’interno di quelle pratiche artistiche che, facendo uso di approcci partecipativi e azioni performative hanno messo in discussione il ruolo dello spazio pubblico. In particolare dopo aver ripercorso il dibattito critico artistico in merito all’autonomia dell’arte e la sua valenza etica attraverso la querelle tra i due critici Claire Bishop e Grant Kester, il testo propone l’analisi di due interventi che hanno ridiscusso lo spazio pubblico nella sua logica di spazio del consenso e della rappresentazione lavorando sulla marginalità delle comunità non rappresentate e non rappresentabili. Gli interventi che verranno analizzati sono: Art. 2 realizzato dall’artista Adriana Torregrossa (Torino, 1999) e Bitte liebt Österreich realizzato dall’artista tedesco Christop Schlingensief (Vienna, 2000). I due interventi in questione verranno soprattutto analizzati alla luce del meccanismo di imprevedibilità del loop di feedback, teorizzato dalla studiosa Erika Fischer-Lichte nel suo Estetica del Performativo (2004) ovvero, l’impossibilità di collegare una determinata azione a una diretta conseguenza dal momento che i due quadri - quello performativo e quello della realtà - non vengono apertamente dichiarati, chiamando di fatto in causa lo spettatore a prendere consapevolezza della sua risposta in base al quadro d’azione che decide di seguire.

The article examines the relationships between place identity, the cultural value of public spaces and the quality of open spaces in city centres. Particular attention has been paid to the features that allow the recognition of public spaces as areas of cultural value. A selected fragment of the public space in the centre of Warsaw - Grzybowski Square - was examined, showing the adaptation possibilities of public spaces with a distinct identity. La guerra civile spagnola fu il primo conflitto militare con incursioni aeree usate contro la popolazione civile. La successiva dittatura trascurò queste infrastrutture e molte furono distrutte o sepolte. Oggi molti comuni spagnoli hanno deciso di recuperare e valorizzare i rifugi come simboli di concordia. Quelli che sono sopravvissuti sono rimasti nascosti e ogni traccia dei loro ingressi originali è stata cancellata. Questo è il caso del Rifugio Antiaereo del Camí d'Onda a Borriana, in Spagna, la cui rampa di accesso originale è completamente scomparsa a metà degli anni '40. The scientific community has for some time seen a growing awareness that to effectively impact the city's environmental and ecosystem quality, it is necessary to act not by the sum of point-by-point interventions (as those albeit virtuous ones on the scale of improving the efficiency of the individual buildings have been for decades), but systematically on the urban fabric and on significant parts of it. This is what is represented in the research and in the related applicative experimentation, the result of the combination of two financing operations - the third-party one of a major national body, and the university financing won in a selective competition. These financing operations aim to develop retrofitting actions for public spaces, applied to an area of Rome with established and decayed settlements. The essential idea is to build a use model of "types" of technological/design interventions for their implementation and future application to other settings with similar characteristics, albeit with the essential adaptivities to differences, in such a way as to give the experimentation the role and character of a constant development in progress in methodological approach and in defining strategic and operative frameworks. This paper aims to critically review the emergence and evolution of design methodologies aimed at improving security and quality of life in cities. It analyses important experiences internationally, particularly in America where they first experimented with an environmental approach to urban security, and in more evolved European contexts. It then looks at Italy following the recent Legislative Decree of 2017 and successive additions and the UNI Regulation of 2010 which sets out a clearly structured design approach which has not, however, been implemented.
