Background: The Great Recession, starting in 2008, was characterized by an overall reduction in living standards. This pushed several governments across Europe to restrict expenditures, also in the area of healthcare. These austerity measures are known to have affected access to healthcare, probably unevenly among social groups. This study examines the unequal effects of retrenchment in healthcare expenditures on access to medical care for different income groups across European countries. Method: Using data of two waves (2008 and 2014) of the European Union Statistics of Income and Living Conditions survey (EU-SILC), a difference-in-differences (DD) approach was used to analyse the overall change in unmet medical needs over time within and between countries. By adding another interaction, the differences in the effects between income quintiles (difference-in-difference-in-differences: DDD) were estimated. To do so, comparisons between two pairs of a treatment and a control case were made: Iceland versus Sweden, and Ireland versus the United Kingdom. These comparisons are made between countries with recessions equal in magnitude, but with different levels of healthcare cuts. This strategy allows isolating the effect of cuts, net of the severity of the recession. Results: The DD-estimates show a higher increase of unmet medical needs during the Great Recession in the treatment cases (Iceland vs. Sweden: + 3.24 pp.; Ireland vs. the United Kingdom: + 1.15 pp). The DDD-estimates show different results over the two models. In Iceland, the lowest income groups had a higher increase in unmet medical needs. This was not the case in Ireland, where middle-class groups saw their access to healthcare deteriorate more. Im Dezember 2009 gab die Bayerische Staatsregierung das Ziel einer grundlegenden Neugestaltung der Landesentwicklung im Freistaat nach den Prinzipien der Liberalisierung, Deregulierung und Kommunalisierung aus. Diese Entscheidung fällt zusammen mit dem Aufkommen der globalen Finanz- und Wirtschaftskrise und der daran anschließenden Eurokrise, in deren Zuge sparpolitische Ziele an Bedeutung gewannen. Ausgehend von der Beschreibung eines austeritätspolitischen Föderalismus durch den Geographen Jamie Peck analysiert dieser Beitrag die raumordnungspolitischen Reformen in Bayern zwischen 2008 und 2018. Hierzu stützt er sich auf die Merkmale der Kommunalisierung, des Wettbewerbs und der Responsibilisierung von Städten und Gemeinden und prüft, ob diese Logiken auch im Freistaat nachzuvollziehen sind. This decision coincides with the emergence of the global financial and economic crisis and the subsequent euro crisis, in the wake of which austerity policy objectives gained importance. Based on the description of an austere federalism by geographer Jamie Peck, this paper analyses the spatial planning reforms in Bavaria between 2008 and 2018. Based on the characteristics of municipalisation, competition and responsibilisation of cities and municipalities the paper examines whether these logics can also be observed in Bavaria. The article concludes with a discussion of the consequences of austere federalism for structurally weak municipalities in Bavaria.

This essay analyzes the semantics of fog in the context of neoliberal austerity in Portugal. Drawing on portraits of young Portuguese in the style of vignettes, the essay historicizes the political and epistemological uses of fog as a medium. Attending to the materiality of fog - a blurring through which visibility occurs - the argument unearths the logical structure of recurrence in and as crisis as it affects the powers of decision-making. The goal is to push the limits of this recurring structure into the present, in order to better expose how two seemingly opposite historical eras - authoritarianism and neoliberalism - share, in fact, the enduring structure of potentiation in language and governance.

This paper provides an analysis of the lockdown politics implemented in Greece during the COVID-19 pandemic in 2020 and 2021. It argues that Greece's pandemic politics deepened the crisis of the familistic social model that resulted from the austerity policies of the last decade. Although caring for the family became a high priority during the pandemic, resources for families and households did not increase. Likewise, while "essential" workers were much praised by officials, their wages and working conditions hardly improved. The COVID-19 pandemic crisis management in Greece has two peculiarities: First, the country entered the pandemic after a painful decade of austerity, interrupting the fragile, long-awaited economic recovery. Second, given the inadequate state of the public healthcare system after a decade of austerity, the lockdowns in Greece were among the strictest in Europe. Rather than being the result of state preparedness, these lockdowns can be interpreted as an acknowledgment of state failure.

In a bold and risky political move the Greek prime minister Alexis Tsipras called for a referendum on June 27 2015 quitting ongoing negotiations with Greece's creditors in Brussels. The referendum framed as a yes or no question asked the Greek voters to decide whether or not they approve or reject the latest take-it-or-leave-it proposal for "program con- tinuation" by Greece's creditors. What followed was a chaotic week leading to the referendum with intense campaigning by the two camps. Due to tense debates and increasing polarisation it became increasingly impossible to rely on traditional polling. Even the first exit polls (performed by phone on Sunday evening) could only see a marginal lead for one or the other vote at different times. Quite possibly people were jumping party lines and were unwilling to reveal their preferences. Using Google Trends I could tap into voters' true and unbiased revealed preferences and nowcast hourly what the ratio of the No vote to the Yes vote is and called an over 60% No vote well ahead of the closing of the voting urns. In this paper I document this nowcasting exercise.

Equitable access to healthcare is fundamental in preventing health inequities, and it is warranted by international and regional norms on socio-economic rights. However, during financial crisis, pro-cyclical fiscal austerity can shift the cost of healthcare from the public onto the individual, impinging on the right of everyone to access timely and affordable healthcare. This article analyses this process through the case study of Italy, where the 2008 Great Recession catalysed a series of draconian budget cuts in the health sector. Using disaggregated survey data on self-reported unmet needs for healthcare, it will be shown that increased user fees and downsized health staff and facilities, combined with reduced disposable income, was associated with a drastic rise in inequities in accessing healthcare in Italy., O acesso equitativo aos cuidados de saúde é fundamental na prevenção das injustiças na saúde e é garantido por normas internacionais e regionais sobre direitos socioeconómicos. No entanto, durante uma crise financeira, a austeridade fiscal pró-cíclica pode transferir o custo dos cuidados de saúde do público para o indivíduo, afetando o direito de todos ao acesso adequado a cuidados de saúde. Este artigo analisa este processo através do estudo de caso da Itália, onde a Grande Recessão de 2008 catalisou uma série de cortes orçamentais draconianos, no setor da saúde. Usando dados desagregados de pesquisa sobre necessidades não atendidas de cuidados de saúde autorrelatadas, será demonstrado que o aumento das taxas de utilizador e a redução das equipas e das instalações de saúde, combinados com a redução do rendimento disponível, estiveram associados a um aumento drástico das desigualdades no acesso aos cuidados de saúde em Itália.

Objective: To assess whether the level of austerity implemented by national governments was associated with adverse trends in perinatal outcomes and the social determinants of children’s health (SDCH) in rich countries. Design: Longitudinal ecological study of country-level time trends in perinatal outcomes and SDCH and from 2005 to 2015. Setting and participants: 16 European countries using available data from the International Monetary Fund, the Organisation for Economic Co-operation and Development and Eurostat. Main outcome measures: Trends in perinatal outcomes (low birth weight (LBW); infant mortality) and the SDCH: child poverty rates; severe material deprivation in families with primary education; preschool investment in three time periods: 2005-2007, 2008-2010 and 2012-2015. Outcomes were compared according to the cyclically adjusted primary balance (CAPB, differences between 2013 and 2009) as a measure of austerity, stratified in tertiles. Generalised estimating equation models of repeated measures were used to assess time trend differences in three periods. Results: Countries with higher levels of austerity had worse outcomes, mainly at the last study period. Material deprivation increased during the period 2012-2015 in those countries with higher CAPB (interaction CAPB-period 2012-2015, B: 5.62: p<0.001), as did LBW (interaction CAPB-period 2012-2015, B: 0.25; p=0.004). Conclusions: Countries that implemented more severe austerity measures have experienced increasing LBW, and for families with primary education also increasing material deprivation, worsening the negative impact of economic crisis. Reversing austerity policies that impact children is likely to improve child health outcomes.

The way housing affordability evolved since WW2 in Greece—and in its capital city in particular—is an example of how the South European welfare system managed, for several decades, to provide socially inclusive housing solutions without developing the services of a sizeable welfare state until global forces and related policies brought it to an end. The increased role of the market in housing provision since the 1980s, the rapid growth of mortgage lending in the 1990s, the neoliberal policy recipes imposed during the crisis of the 2010s and the unleashed demand for housing in the aftermath of the crisis have led to increased housing inequalities and converged the outcome of this South European path with the outcome of undoing socially inclusive housing solutions provided by the welfare state in other contexts. The article follows longstanding and recent developments concerning the housing model in Greece and especially in the city of Athens, focusing on mechanisms that have allowed access to affordable housing for broad parts of the population during different historical periods, and examines the extent to which the current housing model remains inclusive or not. The aim here is to discuss the most important challenges concerning access to decent housing and highlight the need for inclusive housing policies to be introduced into the current social and political agenda.

Gibt es alternative Möglichkeiten, Bürger und Unternehmen zu unterstützen? Und vor allem: Kostet der Beitrag den Steuerzahler nicht mehr, als er bringt? Spending Reviews zeigen konkrete Einsparungsvorschläge auf. Etwa die Reduzierung der Dienstwagen für Politiker oder der Beratungsaufträge. Rund 300 Millionen Euro konnten damit in Italien zwischen 2014 und 2016 eingespart werden. Debate among politicians and academics alike vacillates as to whether the euro is the crowning achievement of a half-century of European integration efforts, or now constitutes a force that threatens to drive European Union member states apart. This book introduces both the political and economic forces at play in the eurozone crisis that have shaped this debate and changed the face of European integration.

Austerity has become a key term in economic and social policy debates. Although austerity has been contested both in terms of economic theory and policy-making, it has been remarkably resilient. This resilience has been explained, for example, in structural and institutional terms by the rise of the ‘debt state’. Other explanations have emphasised the strength of austerity ideas rooted in ‘ordo-liberal’ economic theory. Following the insights of science technology scholarship and its emphasis on the social co-production of authoritative knowledge, this article proposes a stronger focus on organisations and their links across nation state borders for an explanation of the stability of austerity capitalism and the thinking underpinning it. The scrutiny of think tank networks, the article proposes, can help bridge the gap between ideational and structural explanations.

Die zaghafte wirtschaftliche Erholung 2017 und 2018 hat den Großteil der Bevölkerung in Russland nicht erreicht. Noch immer liegen die real verfügbaren Einkommen deutlich unter dem Niveau von 2014. Dafür ist auch der strikte Sparkurs verantwort­lich, an dem Moskau weiter festhält. Die langjährige Misere der Privathaushalte hat einen Boom von Konsumkrediten ausgelöst und merkliche Spuren in der Armuts­statistik und der Geburtenrate hinterlassen. Doch die politische Antwort des Kremls, eine Neuauflage der "Nationalen Projekte", verhallt bislang wirkungslos. Immer klarer zeigt sich, wie wenig die russische Führung der wirtschaftlichen Stagnation entgegenzusetzen hat. Gleichzeitig ist der Kreml nicht zu einer großzügigeren Sozialpolitik bereit. Das erzeugt Unmut in der Bevölkerung, auch weil außenpolitische Erfolge die Stimmung im Land kaum noch beeinflussen.

Im Zuge der Eurokrise setzten sich in Europa neue Formen der Austeritätspolitik als nationale Krisenbearbeitungsstrategien durch. Diese unterschieden sich zwar in ihrem Umfang, teilten aber das Ziel, die Staatsfinanzen zu konsolidieren und die Wettbewerbsfähigkeit der jeweiligen Ökonomie zu steigern. Parallel entstand auf europäischer Ebene ein System der Überwachung und Disziplinierung nationaler Haushalts- und Wirtschaftspolitiken. Der vorliegende Artikel untersucht die Interaktion und gemeinsame politökonomische Basis dieser Dynamiken. Mit Hilfe eines kombinierten, neogramscianischen und regulationstheoretischen Analyserahmens werden die finnische und die portugiesische Krisenbearbeitungsstrategie im Feld des öffentlichen Sektors kontextualisiert. Dabei wird die These vertreten, dass es sich bei den verschiedenen Formen der Austerität um zwei Gesichter einer übergreifenden Euro-Austerität handelt, die sich in der EU durchgesetzt hat, zugleich aber an ihre Grenzen stößt., In the wake of the Euro crisis new forms of austerity have emerged in Europe as part of national crisis management strategies. Although these strategies differ in scope they share a common aim, the consolidation of public finances as well as an increase in the competitiveness of their respective economies. Parallel to these aims a system to monitor and discipline national budgetary and economic policies has been developed at the European level. This article focuses on the interaction and common politico-economic basis of these dynamics. The Finnish and Portuguese crisis management strategies in the public sector will be contextualized by applying a combined neo-gramscian and regulationist framework. The article argues that the different forms of austerity can be seen as two faces of an overarching euro-austerity, which has prevailed in the EU but appears to hit its limit.

In the context of continuing political, social, and economic crises, trade unions in most European countries are seen as weakened, protest as having little influence, and the solidarity between European populations as damaged. Under these circumstances, scientists and practitioners have placed hope in the cooperation of social movements and trade unions in order to revitalise trade unions and achieve common goals. However, the conditions for forming alliances between trade unions and social movement organisations have, thus far, been primarily researched, and partially theorised, from the point of view of different disciplines. In doing so, approaches that emphasise the strategic alignment with resources and context diverge from approaches that highlight the relevance and necessity of shared ideologies or identities. This contribution aims to bring existing approaches from movement and industrial relations research into dialogue with each other and calls for a further integration of both perspectives. It contributes to a more holistic understanding of joint movement and trade union action current concepts such as social movement unionism cannot provide. It uses two examples to show that instrumental, strategy-driven modes and identity-based, culturally-driven modes of cooperation are not contradictory. There are situations in which strategic decisions on resources and political influence are more decisive than ideological proximity and vice versa. These findings are of social and scientific relevance for understanding mechanisms of solidarity construction and processes of bridging differences even in increasingly fragmented and unequal societies., Im Kontext anhaltender politischer, sozialer und ökonomischer Krisen gelten Gewerkschaften in den meisten europäischen Ländern als geschwächt, Protest als wenig einflussreich und der Zusammenhalt zwischen europäischen Bevölkerungen als beschädigt. Um Gewerkschaften zu revitalisieren und gemeinsame Ziele zu erreichen, wird von Wissenschaft und Praxis Hoffnung in die Kooperation von sozialen Bewegungen und Gewerkschaften gesetzt. Allerdings wurden die Entstehungsbedingungen von Allianzen zwischen Gewerkschaften und sozialen Bewegungsorganisationen bisher nur aus der Sicht der jeweiligen Disziplin erforscht und theoretisiert. Dabei stehen sich Ansätze gegenüber, die entweder strategische Ausrichtung auf Ressourcen und Kontext betonen oder die Relevanz und Notwendigkeit geteilter Ideologien oder Identitäten hervorheben. Dieser Artikel bringt Bewegungs- und industrielle Beziehungsforschung miteinander in Dialog und fordert eine Integration beider Ansätze. Er leistet damit einen Beitrag zu einem holistischeren Verständnis von gemeinsamem Bewegungs- und Gewerkschaftshandeln, was von bisherigen Konzepten wie dem "social movement unionism" nicht geleistet wird. An zwei Beispielen zeigt der Beitrag, dass instrumentelle, strategie-zentrierte und kulturbezogene, identitätsbasierte Kooperation keine Gegensätze sind. Es gibt jedoch Situationen, in denen strategische Entscheidungen über Ressourcen und politischen Einfluss entscheidender sind als ideologische Nähe und vice versa. Erkenntnisse über Mechanismen der Solidarisierung und Überbrückung von Unterschieden sind gerade in zunehmend fragmentierten Gesellschaften von wissenschaftlicher und gesellschaftlicher Bedeutung.

Public sector unions around the world are under threat from political forces. Combined, the financial crisis and austerity measures have challenged public sector unions' legitimacy. In the U.S., the postrecession assault on public sector unions is rooted in political ideology, with not only a widening polarization along the liberal-conservative spectrum playing a key role, but cultural cognition and economic downturn, too. This research provides a comparative historical analysis of changes in public sector collective bargaining rights at state and local levels in 50 states. The article describes the variations in public sector industrial relations at the state and local levels in the short and medium term. It also proposes a theoretical model to explain similar and diverging patterns which can be observed across the states., Gewerkschaften des öffentlichen Dienstes sehen weltweit ihre Legitimation in Frage gestellt und sind bedroht durch politische Gegner, die Finanzkrise und Sparmaßnahmen. In den USA wurzelt der Angriff auf die Gewerkschaften des öffentlichen Dienstes in politischer Ideologie, insbesondere der zunehmenden Polarisierung im liberal-konservativen Spektrum, dem Feld der kulturellen Kognition und des wirtschaftlichen Abschwungs. Der Beitrag liefert eine historisch-komparative Analyse der Veränderungen Rechte des collective bargaining im öffentlichen Dienst auf staatlicher und lokaler Ebene aller 50 Staaten der USA. Dabei werden die kurz- und mittelfristigen Veränderungen der industriellen Beziehungen des öffentlichen Dienstes auf staatlicher und lokaler Ebene beschrieben und darüber hinaus ein Modell zur Erklärung von Ähnlichkeiten und Abweichungen zwischen den Bundesstaaten vorgeschlagen.

Litauen gilt als einer der Vorzeigestaaten der neoliberalen Wirtschaftspolitik. Im Vorfeld der Finanzkrise hat es zusammen mit den anderen „Baltischen Tigerstaaten“ bemerkenswerte wirtschaftliche Erfolge aufgewiesen, im Zuge der Finanzkrise zeichnete es sich durch eine konsequente Umsetzung von austeritären Maßnahmen aus, die vor allem den öffentlichen Sektor betrafen. Der Status der Gewerkschaften gilt im postsowjetischen Litauen als prekär. Inwiefern ihre Lage durch die Austeritätspolitik in Litauen beeinflusst wurde, ist bislang nur unzureichend untersucht worden. Der Beitrag nähert sich dieser Frage mit Blick auf die mediale Darstellung von Gewerkschaften aus sozial-linguistischer Perspektive. Basierend auf dem Ansatz der konzeptionellen Metapher werden die Ergebnisse einer Metaphernanalyse von Artikeln präsentiert, die zwischen 2013 und 2016 in drei Zeitungen des Landes erschienen sind. Drei konzeptionelle Metaphern für Gewerkschaften werden aus dem analysierten Korpus abgeleitet und diskutiert: Kampf, politisches Instrument und Partnerschaft., Lithuania is one of the flagships of the neoliberal economies. Prior to the financial crisis, together with other "Baltic tiger-states" Lithuania achieved remarkable economic success. In the course of the financial crisis it consistently implemented several austerity measures which had a particular effect on the public sector. In the post-Soviet context the status of Lithuanian trade unions is mainly considered precarious. How the austerity policy of the Lithuanian state has affected trade unions remains underresearched. For this reason, the following paper approaches this issue from a socio-linguistic perspective. Based on the notion of the conceptual metaphor, the paper presents results of a metaphorical analysis of articles published in three Lithuanian daily newspapers between 2013 and 2016. From this three conceptual metaphors depicting trade unions have been derived from the corpus and are considered in the paper. These include militancy, political instrument and partnership.

The impact of the 2008 financial crisis led to the imposition of severe 'crisis measures' focused on alleviating budget deficits at all levels of Spanish government. In this context, the central government sought to restrict regional and local government spending. One of the key mechanisms at the Spanish government’s disposal was restricting public sector employment. This paper examines the responses to these centrally imposed measures in two local municipal governments, Bilbao (Basque Country) and Parla (Madrid) between 2010 and 2015. The paper applies a ‘varieties of capitalism’ conceptual approach to investigate what it refers to as subnational institutional systems and suggests that processes of economic and social adjustment in Spain are also influenced by distinctive regional and local political economic arrangements. Key factors contributing to the different industrial relations outcomes observed in the two case study locations are described and discussed. The results show that different types and degrees of coordination can co-exist within a decentralised national political economy., Die Finanzkrise zog seit 2008 schwerwiegende "Krisenmaßnahmen" nach sich, die auf allen Verwaltungsebenen Spaniens darauf konzentriert waren, das Haushaltsdefizit zu verringern. In diesem Kontext versuchte die Zentralregierung die Ausgaben regionaler und lokaler Verwaltungen zu beschränken. Eines der zentralen Instrumente über welche die spanische Regierung verfügte, war die Reduktion der öffentlichen Beschäftigung. Der Beitrag untersucht, wie die zwei Lokalverwaltungen von Bilbao (Baskenland) und Parla (Madrid) 2010 bis 2015 auf die zentral auferlegten Maßnahmen reagierten, indem ein Varieties of Capitalism-Konzept zur Untersuchung sub-nationaler Institutionen angewandt wird. Es wird der Schluss gezogen, dass Prozesse wirtschaftlicher und sozialer Anpassung in Spanien auch durch verschiedene regionale und lokale politische und wirtschaftliche Arrangements beeinflusst werden. Es werden Schlüsselfaktoren der unterschiedlichen Folgen für die industriellen Beziehungen beschrieben und diskutiert. Die Befunde zeigen, dass verschiedene Typen und Grade der Koordination innerhalb einer dezentralisierten Ökonomie existieren können.

The estimation of the impact of public investment on regional economic growth requires consideration of the spatio-temporal dynamics among the state variables of each region. Recent austerity policies in Spain that feature temporary decreases in the accumulation of regional public capital should thus be evaluated in terms of their impact on the economy as a whole, on specific regions together with the spillovers effects from one region to the rest of the regional system. Applying a multiregional integrated specification to model interdependencies across regions, our results indicate that, while global decreases in public investment have a homogenously negative effect on the output of all the regions, the Spanish regions portray heterogeneous responses from localized public capital stock reductions over the simulation period considered.

Entgegen der "Local Governance"-Hypothese ist in der kommunalen Haushaltskrise seit den 2000er Jahren kein Trend zu mehr dialogorientierter Bürgerbeteiligung erkennbar. Vielmehr führen die begrenzten Ressourcen und die Kosten-Nutzen-Kalkulationen der Akteure zu einem Rückgang der Bürgerbeteiligung. Die geringe Umsetzung von Beteiligungsergebnissenin der Haushaltskrise fördert die Politikverdrossenheit der Bürger, die bei hohem Aufwand nur wenig Nutzen aus ihrer Beteiligung ziehen und deshalb häufiger die Exit-Option wählen. Für die kommunalen Entscheidungsträger ist der Einsatz von Bürgerforen und Bürgerhaushalten ebenfalls wenig lohnend, weil diese wenig zur Haushaltskonsolidierung beitragen und viele Ressourcen der Verwaltung binden. In fact, limited resources and cost-benefit calculations by involved actors cause a decline of civic participation. Low level of implementation of participation results in the budgetary crisis promotes people’s disenchantment with politics. As their participation comes at great expense but nets them little benefit, in consequence they select increasingly the "Exit-Option". For local policymakers, the use of citizens’ forums and participatory budgets is also unrewarding, because it contributes little to the budget consolidation and ties up many of the administration’s resources. Instead, the municipalities focus on hierarchically coordinated, closely tailored and non-dialogue-based procedures of participation like the "Sparbürgerhaushalt."

Arbeitsmarkt- und ausbildungspolitische Aktivitäten für Jugendliche am Übergang von der Pflichtschule in den Beruf sind auch in Österreich zunehmend von neoliberalen Konzepten wohlfahrtsstaatlichen Umbaus geprägt. Der Umbau ist einerseits durch eine verstärkte ­Orientierung an aktivierenden Maßnahmen, andererseits durch den Ausbau sozialinvestiver Strategien ­gekennzeichnet, die als förderlich für Wirtschaftswachstum und Wettbewerbs­fähigkeit gelten und insbesondere auf die »Erweiterung des Humankapitals« zielen. Der Artikel untersucht die damit verbundenen Ambivalenzen mittels einer detaillierten Analyse von ­ExpertInneninterviews. Die Sozialinvestitionsstrategie konstituiert eine neue Art des Regierens, die auf die Subjektivität von Jugendlichen zielt und sie zur eigenständigen Anpassung an den ­Wettbewerb drängt. Formen des Scheiterns, Abweichens und Verweigerns werden dagegen pathologisiert und dienen als Legitimation eines wachsenden Zugriffs auf Jugendliche, wie er exemplarisch durch die Einführung der Ausbildungspflicht realisiert wird., Neoliberal conceptions about the transformation of the welfare state influence increasingly the activities on employment and vocational training policies for young people, who leave compulsory school and start to work. This implies an orientation toward activating measures and social investment strategies. Both focus on the »accumulation of human capital« and are expected to accelerate economic growth and competitiveness. Based on expert interviews, this article scrutinizes the ambivalences of such measures. The social investment strategy constitutes a new way in governance, which focuses on the subjectivity of youth, furthermore pushing them towards selfadaptation to a competitive world. Failure, deviation and disobedience are considered pathological and serve as legitimation for imposing even more rigid measures on young people, as the example, of making vocational training mandatory, shows exemplarily.

An active role of fiscal policy has been rediscovered as a crisis remedy at the beginning of the financial crisis all over Europe. More recently, the Euro Crisis with its mounting governments' funding costs for a number of Southern EU member states and Ireland has called this strategy into question. As opposed to this view, the main point of this contribution is to elaborate a link between rising sovereign risk premia in the Eurozone and a major feature of the financial crisis - which culminated in elevated uncertainty after the Lehman collapse. Theoretically, this link is developed with a reference to Keynes' liquidity preference theory. Empirically, a high explanatory power of rising uncertainty in financial markets and detrimental effects of fiscal austerity for the evolution of sovereign risk spreads are demonstrated by means of panel regressions and supplementary correlation analyses.

Mit dem Wahlsieg der linken Partei 'Syriza' in Griechenland steht die EU vor einer neuen Herausforderung: Die als 'Brüssel-Frankfurt-Konsens' bezeichnete Austeritätspolitik als Antwort auf die Krise der öffentlichen Haushalte wird von der Regierung eines EU-Mitgliedsstaates offen und vehement abgelegt - hierfür hat ihr der griechische Demos ein klares Mandat erteil. Im vorliegenden Aufsatz wird argumentiert, dass diese Entwicklung, die auch andere EU-Mitgliedsstaaten erfassen könnte, das Ergebnis einer 'unmöglichen Euro-Trinität' ist, in der sich die Unvereinbarkeit von neoliberaler Wirtschafts-, Finanz- und Sozialpolitik, dem Erhalt einer gemeinsamen Geld- und Währungspolitik und einer Legitimation der europäischen Integration zeigt, die sich auf die Erwartung wachstums- und beschäftigungsförderlicher Impulse des weiteren Zusammenwachsen der EU stützt., The electoral success of Syriza, a left-wing party, in Greece poses yet another challenge to the European Union: The so called 'Brussels-Frankfurt Consenus' compirising austerity measures to address sovereign debt problems in the aftermath of the World Financial crisis is being openly and strongly opposed by the government of one EU member state which is supported by its electorate. In the present article, it is argued that this development which may easily spill over to other EU member states is due to the 'impossible Euro trinity' in which the incompatibility of economic and social policy with a neoliberal orientation, the safeguarding of a common European currency and the legitimacy of European integration being based on the positive expectations of economic and employment growth as result of such an integration is shown.

Der Beitrag versucht die fiskalische Nachhaltigkeitsbilanz demokratisch sowie autokratisch verfasster Staaten anhand unterschiedlicher Performanzindikatoren (Kreditwürdigkeit, Zahlungsausfälle, Staatsverschuldung, Auslandsvermögen) zu erfassen und darüber hinaus zu klären, inwieweit die Regimetypausprägung einen Einfluss auf die Konsolidierungsanstrengungen in einem Land hat. Die Untersuchung fördert dabei zwei Kernerkenntnisse zu Tage. Während es den Demokratien in der Vergangenheit deutlich besser als ihren autokratischen Pendants gelungen ist, ihre Kredit- und Zahlungsfähigkeit aufrecht zu erhalten und Staatsinsolvenzen zu vermeiden, lässt sich ein ähnlicher Demokratievorteil im Hinblick auf die Verringerung der Staats- und Auslandsverschuldung nicht feststellen. Warum sich Demokratien, trotz vorhandener gemeinwohlsensitiver institutioneller und prozessualer Arrangements, schwer damit tun, eine Lastenverschiebung auf zukünftige Generationen zu vermeiden, Sparanstrengungen zu unternehmen und in ausreichendem Maße finanziell vorzusorgen, kann dabei im Kern als Kehrseite einer stark gegenwartslastigen Interessenorientierung interpretiert werden, welche durch einen kurzen "demokratiespezifischen Zeittakt" noch zusätzlich befördert wird., The article tries to detect the fiscal sustainability performance of democratic and autocratic states based on different performance indicators (credit rating, defaults, debt, foreign assets). It examines to what extent the regime type has an influence on the consolidation efforts of a country. The study provides two principal insights. While democracies have succeeded much better than their autocratic counterparts in maintaining their solvency and in avoiding national bankruptcy, a similar advantage of democracies cannot be found in terms of public and foreign debt reduction. The reason why democracies have, difficulties with undertaking savings efforts despite of their welfare-oriented institutional and procedural arrangements is a very present-centered interest orientation. In addition, the mentioned problems are even further aggravated by a short "democratic time clock".

Dieser Beitrag beschäftigt sich mit den Konsequenzen von Sozialstaatsabbau auf die Popularität der Regierung und deren Wiederwahlchancen. Während die Literatur gemeinhin von einer direkten Beziehung zwischen dem Abbau des Sozialstaats und elektoralen Verlusten ausgeht, zeigt dieser Aufsatz, dass ein solcher empirisch nur zu erwarten ist, wenn man eine Reihe von zusätzlichen Annahmen trifft. Diese Annahmen werden im Folgenden kritisch diskutiert. Insgesamt weist dieser Beitrag nach, dass Wähler auf Sparpolitik reagieren, die Mechanismen jedoch komplexer sind als bisher angenommen. So wird die Unzufriedenheit der Bürger nicht immer direkt im Wahlresultat sichtbar und Sozial- und Wirtschaftspolitik ist nicht per se mit besonderen elektoralen Konsequenzen verbunden., This study looks at the consequences of social policy retrenchment on government popularity. While the literature treats the connection between social policy cutbacks and electoral costs as a direct line; this study provides theoretical and empirical evidence that this view does not live up to reality. The article then discusses the micro foundation for the argument of electoral costs and its assumptions critically. It is shown that the mechanisms underlying the relation between social policy cutbacks and the electoral fate of the incumbents is more complex than previously thought and social policy does not always have an impact on the re-election chances of the incumbent parties.

In der Literatur wird argumentiert, dass unterschiedlich Parteiensystemkonstellationen unterschiedliche Opportunitätsstrukturen für Kürzungspolitik schaffen. Uneinigkeit herrscht allerdings darüber, welche Charakteristika des Parteienwettbewerbs Sparpolitik erleichtern oder erschweren. Die entsprechenden Hypothesen, die vor allem von Christopher Green-Pedersen und Herbert Kitschelt entwickelt wurden, werden im vorliegenden Aufsatz mittels einer vergleichenden Fallstudie der sozialpolitischen Kürzungspolitik in Dänemark, Deutschland, Großbritannien und den Niederlanden zwischen dem Beginn der 1980er Jahre und der Finanzkrise 2007 überprüft. Dabei ergibt sich erstens, dass Pivotalsysteme wohlfahrtsstaatliche Kürzungspolitik erleichtern. Zweitens zeigt sich, dass bürgerliche Parteien Sozialkürzungen nur unter günstigen Bedingungen durchsetzen können. Linke Regierungen müssen als natürliche Verteidiger des Wohlfahrtsstaates weniger den Zorn der Wähler fürchten, was Kürzungen erleichtert. Doch diese Parteien wollen in den meisten Fällen keine Kürzungen durchsetzen. Drittens kann hoher Problemdruck Regierungen jedweder parteipolitischer Couleur zu Kürzungspolitik veranlassen., Previous research has argued that diverging configurations of electoral competition induce differing opportunity structures for welfare state retrenchment. The literature does not agree on the specific characteristics of party system constellations that facilitate or impede retrenchment, however. This paper presents results of a comparative case study of the politics of welfare state retrenchment in Denmark, Germany, the Netherlands and the United Kingdom between the early 1980s and the eve of the financial crisis to test the competing hypotheses put forward by Christopher Green-Pedersen and Herbert Kitschelt. It turns out that pivotal party systems make retrenchment easier. Furthermore, bourgeois parties only engage in retrenchment under particularly favorable circumstances while left parties as traditional supporters of the welfare state are somewhat shielded from voter discontent and can thus retrench slightly easier. Finally, pressing problems can induce all governments to retrench.

Die meisten europäischen Staaten bezahlten die Stabilisierung ihrer Volkswirtschaften in der Finanzkrise mit einem deutlichen Anstieg der Staatsverschuldung. Um dem Teufelskreis steigender Schulden und Zinszahlungen zu entgehen, sehen sich die betroffenen Regierungen zum Schuldenabbau verpflichtet - und damit mit der Frage konfrontiert, wer die Lasten der Krise tragen soll. Da die von den Finanzmärkten verlangten Einsparungen bei den betroffenen Bevölkerungsteilen auf Ablehnung stoßen, sehen sie sich darüber hinaus dem Dilemma ausgesetzt, gleichzeitig die Märkte und das eigene Volk besänftigen zu müssen. Im Zentrum des Papiers stehen die Fragen, mit welchen Konsolidierungsmaßnahmen Regierungen auf diese Lage reagieren, wer die Lasten der Krise tragen muss und wie mögliche Unterschiede zwischen Staaten zu erklären sind. Untersucht werden diese Fragen anhand der Schuldenbekämpfung in Island und Großbritannien - zweier Länder, die besonders hart von der Finanzkrise getroffen wurden. Da sich in beiden Ländern Regierungen mit unterschiedlicher ideologischer Ausrichtung mit der beschriebenen Aufgabe konfrontiert sahen, nämlich eine Koalition aus Sozialdemokraten und Sozialisten in Island und eine von den Konservativen geführte Koalitionsregierung in Großbritannien, liegt ein besonderes Augenmerk auf der Frage, inwieweit derartige ideologische Differenzen einen Einfluss auf die Art der Konsolidierung und die Lastenverteilung haben., Due to the expensive stabilization of their national economies in the course of the financial crisis, most European countries witnessed a significant deterioration of their public finances. To break the vicious circle of rising debt and rising risk premiums, governments feel obliged to reduce debt and are thereby confronted with the question, who should shoulder the burden of fiscal consolidation. As the most prominent consolidation measures, welfare cuts and tax increases, are generally highly unpopular with the electorate, governments face the difficult task of calming the markets without alienating the voters at the same time. From this, the following questions arise: Which consolidation measures are chosen in this situation, who bears the burden of fiscal consolidation and what can explain differing paths to consolidation. Empirically, these questions are analyzed by a comparison of fiscal consolidation policies in Iceland and the United Kingdom, two countries that were hit extremely hard by the recent financial crisis. Since the governments confronted with exploding public debt - a left-wing coalition of social democrats and democratic socialists in Iceland and a Toryled bourgeois coalition in Great Britain - differed considerably between both countries, the article focuses especially on the influence of ideological differences on the composition of consolidation packages and the resulting burden-sharing.

In November 2016, Egypt agreed a comprehensive aid programme with the International Monetary Fund (IMF). Its stated objective was to stabilize the country’s macroeconomic situation within three years and put it on track for inclusive economic growth. At the half-way stage, hardly any structural reforms have been implemented despite a short-term macroeconomic stabilization resulting from the conditions put in place. Rather, the increasingly influential military has prevented the emergence of a functioning market economy. This has been compounded by the disastrous human rights record of the government under President Abdel Fattah el-Sisi, which has also had a negative impact on Egypt’s economic development. Germany played a key role in the IMF agreement being concluded. The German government should, therefore, work to ensure the IMF produces a critical assessment of the reforms that have taken place so far. It should also link its willingness to support future aid packages with improving the human rights situation and strengthening civil society. (Autorenreferat)

Der Gipfel der NATO-Regierungs- und Staatschefs im Mai 2012 brachte keine Neuentwicklung des Verteidigungsbündnisses. Die wesentlichsten Schwerpunkte stellten Afghanistan, "smart defense", Partnerschaften, nichtstrategische Nuklearwaffen und Raketenabwehr dar. Alle diese Themen waren geprägt durch die unterschiedlichen Vorstellungen über die Zukunft des Bündnisses. Diese Debatte wurde auch durch die Sparpolitik der Mitgliedstaaten notwendig. Eine Rückbesinnung auf die traditionellen Aufgaben der Territorialverteidigung würde Kosten sparen, sagen die einen. Globale Missionen haben wegen der weltweiten Herausforderungen Priorität, sagen die anderen. Für globale Aufgaben bracht man aber auch Partner in den jeweiligen Regionen. Österreich kann im Rahmen der Partnerschaft für den Frieden spezielle Fähigkeiten für internationale Einsätze anbieten.

This paper aims to show the binding force within the social field of Eurocracy and, more specifically, the subfield of the European economic governance, through the singular case of Yanis Varoufakis's experience as Greek minister of finance. Why is it that, while many elements might have suggested that Varoufakis was not lacking resources, his passage from economics into politics ended up in a fairly brutal shock and a mutual exclusion so extremely invested in on the symbolic level? The paper's hypothesis is that a substantial part of the strategies of the epistemic agent Varoufakis - an experienced economist as well as new ruler and new politician in the EU game - were completely out of tune with the structure of the field. To show this, the paper deliberately breaks with the causal analysis of the bargain inside the Eurogroup to build on the use of two multiple correspondence analyses (MCA). The first describes a view of (and from) the silent fraction of the field, composed of insiders in the European administrations. The second reconstructs Varoufakis's own relational position and vision of the game from the book he wrote on his experience. Thanks to these two approaches, we combine a descriptive-institutional and a narrative-individual construction of the same social space to explore its deep structure and effects in an innovative way.

Using discourse institutionalism this article traces how Asian think tanks have provided valuable input for informing and articulating alternative economic narratives in the wake of the 1997 Asian Financial Crisis (AFC) and the Global Financial Crisis (GFC) of 2007–2008. Starting with the AFC, think tanks began to cultivate a move away from dominant western economic policy approaches towards more 'Asian'-style solutions. These solutions included new policy programmes focused on creating 'sustainable and balanced' economic growth and protecting vulnerable populations from the negative impacts of financial downturns. Regulatory and institutional changes reflecting these new narratives helped shelter the Asian financial sector during the GFC a decade later. The GFC also created additional critical junctures permitting think tanks to coordinate new policy solutions concerning financial regulation and foster an emerging regional economic identity.
