We have measured the sub-milli-arcsecond structure of 274 extragalactic sources at 24 and 43 GHz in order to assess their astrometric suitability for use in a high frequency celestial reference frame (CRF). Ten sessions of observations with the Very Long Baseline Array have been conducted over the course of $\sim$5 years, with a total of 1339 images produced for the 274 sources. There are several quantities that can be used to characterize the impact of intrinsic source structure on astrometric observations including the source flux density, the flux density variability, the source structure index, the source compactness, and the compactness variability. A detailed analysis of these imaging quantities shows that (1) our selection of compact sources from 8.4 GHz catalogs yielded sources with flux densities, averaged over the sessions in which each source was observed, of about 1 Jy at both 24 and 43 GHz, (2) on average the source flux densities at 24 GHz varied by 20%-25% relative to their mean values, with variations in the session-to-session flux density scale being less than 10%, (3) sources were found to be more compact with less intrinsic structure at higher frequencies, and (4) variations of the core radio emission relative to the total flux density of the source are less than 8% on average at 24 GHz. We conclude that the reduction in the effects due to source structure gained by observing at higher frequencies will result in an improved CRF and a pool of high-quality fiducial reference points for use in spacecraft navigation over the next decade., Comment: 63 pages, 18 figures, 6 tables, accepted by the Astronomical Journal

The current realization of the International Celestial Reference Frame (ICRF) comprises a total of 717 extragalactic radio sources distributed over the entire sky. An observing program has been developed to densify the ICRF in the northern sky using the European VLBI network (EVN) and other radio telescopes in Spitsbergen, Canada and USA. Altogether, 150 new sources selected from the Jodrell Bank-VLA Astrometric Survey were observed during three such EVN+ experiments conducted in 2000, 2002 and 2003. The sources were selected on the basis of their sky location in order to fill the "empty" regions of the frame. A secondary criterion was based on source compactness to limit structural effects in the astrometric measurements. All 150 new sources have been successfully detected and the precision of the estimated coordinates in right ascension and declination is better than 1 milliarcsecond (mas) for most of them. A comparison with the astrometric positions from the Very Long baseline Array Calibrator Survey for 129 common sources indicates agreement within 2 mas for 80% of the sources., Comment: 4 pages. 3 figures. A celestial reference frame at X/Ka-band (8.4/32 GHz) has been constructed using fifty-one 24-hour sessions with the Deep Space Network. We report on observations which have detected 436 sources covering the full 24 hours of right ascension and declinations down to -45 deg. Comparison of this X/Ka-band frame to the S/X-band (2.3/8.4 GHz) ICRF2 shows wRMS agreement of 200 micro-arcsec in a cos delta and 290 micro-arcsec in delta. There is evidence for zonal errors at the 100 micro-arcsec level. Known errors include limited SNR, lack of phase calibration, troposphere mismodelling, and limited southern geometry. The motivations for extending the ICRF to frequencies above 8 GHz are to access more compact source morphology for improved frame stability, to provide calibrators for phase referencing, and to support spacecraft navigation at Ka-band.

In the construction of modern Celestial Reference Frames (CRFs) the overall rotational alignment is only weakly constrained by the data. Therefore, common practice has been to apply a 3-dimensional No-Net-Rotation (NNR) constraint in order to align an under-construction frame to the ICRF. We present evidence that correlations amongst source position parameters must be accounted for in order to properly align a CRF at the 5-10 (mu)as level of uncertainty found in current work. Failure to do so creates errors at the 10-40 (mu)as level.

In order to extend the International Celestial Reference Frame from its S/X-band (2.3/8.4 GHz) basis to a complementary frame at X/Ka-band (8.4/32 GHz), we began in mid-2005 an ongoing series of X/Ka observations using NASA s Deep Space Network (DSN) radio telescopes. Over the course of 47 sessions, we have detected 351 extra-galactic radio sources covering the full 24 hours of right ascension and declinations down to -45 degrees. Angular source position accuracy is at the part-per-billion level. We developed an error budget which shows that the main errors arise from limited sensitivity, mismodeling of the troposphere, uncalibrated instrumental effects, and the lack of a southern baseline. Recent work has improved sensitivity by improving pointing calibrations and by increasing the data rate four-fold. Troposphere calibration has been demonstrated at the mm-level. Construction of instrumental phase calibrators and new digital baseband filtering electronics began in recent months. We will discuss the expected effect of these improvements on the X/Ka frame.

We describe the goals and initial results of a collaboration formed to survey extragalactic objects at radio frequencies of 24 and 43 GHz This survey is for extending the International Celestial Reference Frame (ICRF) that is the current coordinate system for astrometry and wh ich is the angular inertial frame of deep space navigation. In princ iple, the extension should lead to a more stable reference frame. We report upon our initial three 24-hour observing sessions involving about 100 radio sources at the VLBA.

A quasi-inertial reference frame is defined based on the radio positions of 212 extragalactic sources distributed over the entire sky.

This year we have adopted the new standard for greenwich true sidereal time, which involves 18yr and 9yr terms.

Corrections to the Earth's precession and nutation have been derived from VLBI observations of extragalactic sources carried out by JPL's Deep Space Network between 1978 and 1994. The analysis is based on the source right ascensions and declinations given in annual position catalogues. These catalogues result from adopting specific conventions on precession and a nutation model, using VLBI data.

24 years of Lunar Laser Ranging (LLR) observations and 16 years of Very Long Baseline Interferometry (VLBI) observations are combined in a global analysis to yield improved estimates of the Earth's precession and nutation. The correction to the International Astronomical Union (IAU) (1976) precession constant inferred from this joint VLBI/LLR analysis is -3.00 +/- 0.20 milliarcsec/yr (mas/yr). A significant obliquity rate correction of -0.20 +/- 0.08 mas/yr is also found. In all, 32 forced nutation coefficients are estimated. These coefficients confirm that the IAU (1980) nutation theory is in error by several mas. The estimated nutation coeficients are found to vary by as much as several tenths of mas, depending on the a priori nutation model used to analyze the VLBI and LLR data. Forced circular nutations derived from this analysis agree with the ZMOA-1990-2 nutation theory at the 0.2 mas level for the 18.6 yr terms, and at the 0.05 mas level for the other terms (periods less than or = 1 yr). A retrograde free core nutation with an amplitude of 0.20 mas is also detected. Its phase is found to be very sensitive to the precise value of the free core nutation period used in the solution. Separate analyses of four independent subsets of the LVBI data indicate no significant variations of the free core nutation since 1988. The pre-1988 estimates of the free core nutation are consistent with the post-1988 estimates but are not accurate enough to rule out possible variations of the free core nutation at these earlier epochs.

To compare the validity of current algorithms that map zenith tropospheric delay to arbitrary elevation angles, 10 different tropospheric mapping functions are used to analyze the current data base of Deep Space Network Mark 3 intercontinental very long baseline interferometric (VLBI) data. This analysis serves as a stringent test because of the high proportion of low-elevation observations necessitated by the extremely long baselines. Postfit delay and delay-rate residuals are examined, as well as the scatter of baseline lengths about the time-linear model that characterizes tectonic motion. Among the functions that utilize surface meteorological data as input parameters, the Lanyi 1984 mapping shows the best performance both for residuals and baselines, through the 1985 Davis function is statistically nearly identical. The next best performance is shown by the recent function of Niell, which is based on an examination of global atmospheric characteristics as a function of season and uses no weather data at the time of the measurements. The Niell function shows a slight improvement in residuals relative to Lanyi, but also an increase in baseline scatter that is significant for the California-Spain baseline. Two variants of the Chao mapping function, as well as the Chao tables used with the interpolation algorithm employed in the Orbit Determination Program software, show substandard behavior for both VLBI residuals and baseline scatter. The length of the California-Australia baseline (10,600 km) in the VLBI solution can vary by as much as 5 to 10 cm for the 10 mapping functions.

The standard tropospheric calibration model implemented in the operational Orbit Determination Program is the seasonal model developed by C. C. Chao in the early 1970's. The seasonal model has seen only slight modification since its release, particularly in the format and content of the zenith delay calibrations. Chao's most recent standard mapping tables, which are used to project the zenith delay calibrations along the station-to-spacecraft line of sight, have not been modified since they were first published in late 1972. This report focuses principally on proposed upgrades to the zenith delay mapping process, although modeling improvements to the zenith delay calibration process are also discussed. A number of candidate approximation models for the tropospheric mapping are evaluated, including the semi-analytic mapping function of Lanyi, and the semi-empirical mapping functions of Davis, et. al.('CfA-2.2'), of Ifadis (global solution model), of Herring ('MTT'), and of Niell ('NMF'). All of the candidate mapping functions are superior to the Chao standard mapping tables and approximation formulas when evaluated against the current Deep Space Network Mark 3 intercontinental very long baselines interferometry database.

This report is a revision of the document Observation Model and Parameter Partials for the JPL VLBI Parameter Estimation Software 'MODEST'---1991, dated August 1, 1991. It supersedes that document and its four previous versions (1983, 1985, 1986, and 1987). A number of aspects of the very long baseline interferometry (VLBI) model were improved from 1991 to 1994. Treatment of tidal effects is extended to model the effects of ocean tides on universal time and polar motion (UTPM), including a default model for nearly diurnal and semidiurnal ocean tidal UTPM variations, and partial derivatives for all (solid and ocean) tidal UTPM amplitudes. The time-honored 'K(sub 1) correction' for solid earth tides has been extended to include analogous frequency-dependent response of five tidal components. Partials of ocean loading amplitudes are now supplied. The Zhu-Mathews-Oceans-Anisotropy (ZMOA) 1990-2 and Kinoshita-Souchay models of nutation are now two of the modeling choices to replace the increasingly inadequate 1980 International Astronomical Union (IAU) nutation series. A rudimentary model of antenna thermal expansion is provided. Two more troposphere mapping functions have been added to the repertoire. Finally, corrections among VLBI observations via the model of Treuhaft and lanyi improve modeling of the dynamic troposphere. A number of minor misprints in Rev. 4 have been corrected.

Very Long Baseline Interferometry (VLBI) observations of extragalactic radio sources provide the basis for defining an accurate non-rotating reference frame in terms of angular positions of the sources. Measurements of the distance from the Earth to the Moon and to the inner planets provide the basis for defining an inertial planetary ephemeris reference frame. The relative orientation, or frame tie, between these two reference frames is of interest for combining Earth orientation measurements, for comparing Earth orientation results with theories referred to the mean equator and equinox, and for determining the positions of the planets with respect to the extragalactic reference frame. This work presents an indirect determination of the extragalactic-planetary frame tie from a combined reduction of VLBI and Lunar Laser Ranging (LLR) observations. For this determination, data acquired by LLR tracking stations since 1969 have been analyzed and combined with 14 years of VLBI data acquired by NASA's Deep Space Network since 1978. The frame tie derived from this joint analysis, with an accuracy of 0.003 sec, is the most accurate determination obtained so far. This result, combined with a determination of the mean ecliptic (defined in the rotating sense), shows that the mean equinox of epoch J2000 is offset from the x-axis of the extragalactic frame adopted by the International Earth Rotation Service for astrometric and geodetic applications by 0.078 sec +/- 0.010 sec along the y-direction and y 0.019 sec +/- 0.001 sec. along the z-direction.

Vertical ocean loading amplitudes are determined by analysis of IRIS geodetic Very Long Baseline Interferometry (VLBI) data. The 4 nearly diurnal (K(sub 1), P(sub 1), O(sub 1), Q(sub 1)) and 4 nearly semidiurnal (K(sub 2), S(sub 2), M(sub 2), and N(sub 2)) component amplitudes can be inferred from the data with accuracies of 1-2 mm. Uncertainties of total displacements can approach 1 cm. Empirically determined total displacements are considerably larger than the values calculated from two geophysical models. The Scherneck model is found to give a better representation of VLBI delay data than the model of Pagiatakis by about 3 mm in residuals at 6 sites. Empirical estimation of the ocean loading amplitudes reduces Chi squared by 3067 for the 96 additional degrees of freedom in a fit to 273,000 IRIS VLBI observations, and reduces the RMS residuals by 3 mm relative to a fit using the fixed Scherneck model. Vertical ocean loading amplitudes can thus be inferred from VLBI data at a level which improves the overall model, but detailed assessment of individual tidal components is presently obscured by incomplete modeling at the tidal frequencies.

In this report, Earth Rotation Parameter (ERP) estimates ahve been obtained from an analysis of Deep Space Network (DSN) VLBI data that directly aligns its celestial and terrestrial reference frames with those of the International Earth Rotation Service (IERS).

Ocean tidal effects on universal time and polar motion (UTPM) are investigated at four nearly diurnal (K(sub 1), P(sub 1), O(sub 1), and Q(sub 1)) and four nearly semidiurnal (K(sub 2), S(sub 2), M(sub 2), and N(sub 2)) frequencies by analyzing very long baseline interferometry (VLBI) data extending from 1978 to 1992. We discuss limitations of comparisons between experiment and theory for the retograde nearly diurnal polar motion components due to their degeneracy with prograde components of the nutation model. Estimating amplitudes of contributions to the modeled VLBI observables at these eight frequencies produces a statistically highly significant improvement of 7 mm to the residuals of a fit to the observed delays. Use of such an improved UTPM model also reduces the 14-30 mm scatter of baseline lengths about a time-linear model of tectonic motion by 3-14 mm, also withhigh significance levels. A total of 28 UTPM ocean tidal amplitudes can be unambiguously estimated from the data, with resulting UTI and PM magnitudes as large as 21 micro secs and 270 microarc seconds and formal uncertainties of the order of 0.3 micro secs and 5 microarc secs for UTI and PM, respectively. Empirically determined UTPM amplitudes and phases are com1pared to values calculated theoretically by Gross from Seiler's global ocean tide model. The discrepancy between theory and experiment is larger by a factor of 3 for UTI amplitudes (9 micro secs) than for prograde PM amplitudes (42 microarc secs). The 14-year VLBI data span strongly attenuates the influence of mismodeled effects on estimated UTPM amplitudes and phases that are not coherent with the eight frequencies of interest. Magnitudes of coherent and quasi-coherent systematic errors are quantified by means of internal consistency tests. We conclude that coherent systematic effects are many times larger than the formal uncertainties and can be as large as 4 micro secs for UTI and 60 microarc secs for polar motion. On the basis of such ealistic error estimates, 22 of the 31 fitted UTPM ocean tidal amplitudes differ from zero by more than 2 sigma.

A combined analysis merges 17,000 Deep Space Network (DSN) Very Long Baseline Interferometric (VLBI) observations with 303,000 observations from the Crustal Dynamics Project (CDP) and the International Radio Interferometric Surveying (IRIS) project. Observations from the Radio Reference Frame Development (RRFD) and Time and Earth Motion Precision Observations (TEMPO) programs through late 1990 form the DSN VLBI data set. The combined analysis yields angular coordinates of extragalactic radio sources with a precision of a few nanoradians, as compared with 5 to 10 nrad precision for coordinates derived in the past solely from DSN data. The improvement in the combined analysis is due to the new Mark III DSN data, as well as to increased statistical strength from the large volume of observations from non-DSN experiments. Such a unified analysis is made possible by recent improvements in parameter estimation software efficiency. The terrestrial reference frame is based on joint VLBI experiments using both DSN and CDP antennas, and on specifying the coordinates of VLBI antennas in a proper geocentric coordinate system by means of Global Positioning System (GPS) collocation of VLBI, LLR, and SLR (Laser Ranging) sites.

A revision is presented of MASTERFIT-1987, which it supersedes. Changes during 1988 to 1991 included introduction of the octupole component of solid Earth tides, the NUVEL tectonic motion model, partial derivatives for the precession constant and source position rates, the option to correct for source structure, a refined model for antenna offsets, modeling the unique antenna at Richmond, FL, improved nutation series due to Zhu, Groten, and Reigber, and reintroduction of the old (Woolard) nutation series for simulation purposes. Text describing the relativistic transformations and gravitational contributions to the delay model was also revised in order to reflect the computer code more faithfully.

The physical models employed in GPSOMC, the modeling module of the GIPSY software system developed at JPL for analysis of geodetic Global Positioning Satellite (GPS) measurements are described. Details of the various contributions to range and phase observables are given, as well as the partial derivatives of the observed quantities with respect to model parameters. A glossary of parameters is provided to enable persons doing data analysis to identify quantities with their counterparts in the computer programs. The present version is the second revision of the original document which it supersedes. The modeling is expanded to provide the option of using Cartesian station coordinates; parameters for the time rates of change of universal time and polar motion are also introduced.

The density of radio sources near the ecliptic in the astrometric JPL Very Long Baseline Interferometry (VLBI) catalog has been increased by over 50 percent since 1985. This density increase has been driven by the need for more sources for the VLBI navigation of the Magellan and Galileo spacecraft, but the sources also will be usable for Mars Observer and other future missions. Since the last catalog, including observations made through 1985, was published in 1988, a total of 21 radio sources has been added that fulfill the following criteria: (1) they lie within 10 deg of the ecliptic plane; (2) their correlated flux densities are above 0.2 Jy on at least one of the Deep Space Network intercontinental baselines at both 2.3 and 8.4 GHz; and (3) the source positions are known to better than 5 milliarcseconds (25 nanoradians). The density of such sources in the catalog has been increased from 15.6 per steradian to 25.2 per steradian. Ten more sources have been added that fulfill the last two criteria given above and lie between 10 deg and 20 deg from the ecliptic plane. Analysis shows that there may be approx. 70 more sources with correlated flux densities above 0.2Jy that are within approx. 20 deg of the ecliptic. However, VLBI navigation observations of the new and prospective sources with the 250-kHz bandwidth of the current operational system will require the use of two 70-m antennas in most cases. Including both old and new sources, if two 34-m antennas are used, there will be usable navigation sources within 10 deg of a spacecraft in only 30 percent of the ecliptic, and sources within 20 deg of a spacecraft over 70 percent of the ecliptic.

Assessment of the impact of recent improvements Deep Space Network (DSN) instrumentation, as well as of joint data analyses, provide a prognosis for the accuracy level to be expected in future realizations of an inertial radio reference frame. Intercontinental dual-frequency radio interferometric measurements during 68 sessions (including two recent sessions employing Mark III instrumentation) from 1978 to 1989 using NASA's DSN stations in California, Spain, and Australia give 8900 pairs of delay and delay-rate observations. Analysis yields a catalog of positions of 200 extragalactic radio sources north of -45 deg declination. The resulting source-position formal uncertainty distributions peak below 1 milliarcsecond, with 75 percent being smaller than 2 mas. Comparison with independent measurements shows some evidence for systematic errors at the milliarcsecond level.
