This research paper presents an operationalization procedure for measuring fidelity of implementation (FOI) of a school-based crisis prevention program. The implementation literature recommends that program developers specify core components of an intervention that are directly related to a program's theory of change and need to be implemented with high FOI. This approach allows stakeholders some flexibility to adapt a program to individual circumstances yet helps assure that the intended outcomes are achieved. We trained 3,473 school staff in 98 German schools in the NETWorks Against School Shootings (NETWASS) program. Following the CORE cycle, we conceptualized 12 core components and operationalized relevant FOI dimensions of dosage, quality, adherence. and responsiveness. FOI was measured ex post facto, i.e. after program implementation was completed, and separately for three distinct stages of implementation. Finally, we identified theoretical cut-offs for high fidelity on 15 measures using 91 items derived from an existing data set. Results indicate a high FOI across all schools for the dimensions of dosage and quality. Regarding responsiveness, high FOI was found for intervention compliance at t1 and program acceptance at the follow-up. Participant engagement during the trainings was measured separately and remained below our threshold. Adherence to 10 out of 12 core components was high. After training, school staff reported sufficient theoretical knowledge and were sensitized to recognize students in trouble, but actual case evaluation skills left room for improvement. The resulting FOI Assessment System requires validation by empirical research. Multi-level statistical modelling is necessary to test the hyothesized relationships between FOI per stage and outcomes, and obtain empirical validation of the hypothesized core components. Despite the methodological weaknesses of applying the CORE cycle ex post facto, it seems to be a feasible strategy to assess dimensions of FOI.

The standardized, indicated school-based prevention program "Networks Against School Shootings" (NETWASS) combines a threat assessment approach with a general model of prevention of emergency situations in schools through early intervention in student psychosocial crises and training teachers to recognize warning signs of targeted school violence. The present review summarized the underlying program theory, gives examples from German cases of severe targeted violence, gives an overview of the program components, and a summary of the evaluation study and its results. Finally, the NETWASS crisis prevention approach is reflected with regard to its feasibility for the prevention of violent extremism.

An evaluation study in 98 German schools with 3,473 school staff participants (M[subscript age] = 46.2 years) used a quasi-experimental comparison group design with three measurement points (pre, post, and 7 months followup) with schools randomly allocated to implementation conditions. The study found increases in teachers' expertise and evaluation skills, enhanced abilities to identify students experiencing a psychosocial crisis, and positive secondary effects (e.g., teacher-student interaction, feelings of safety).

A plethora of studies have appeared which argue that, prior to their attack, the perpetrators of school shootings had experienced intense conflicts and problematic relations (e.g. bullying) with peers and teachers, and were on the periphery of the schools' social life. This in turn resulted in the perpetrators' view of themselves as marginalized victims. However, methodological problems and inconsistencies mark many studies, and findings vary. In an attempt to clarify the role of perpetrators' negative social experiences with peers and teachers prior to their attack, we have undertaken a systematic search of the literature, including 35 international primary studies on school shootings. In selecting the studies we limited ourselves to ones which deal with at least two (Range: 2-39) cases in which a violent targeted attack was carried out by a current or former student who chose their school or university as the site of the attack. A total of 126 cases (128 perpetrators) from 13 countries (USA, Canada, Germany, Finland, Brazil, Argentina, Australia, Bosnia, Greece, Hungary, Netherlands, Sweden, and Thailand) were examined. The mean age of the perpetrators was 19 (Range: 6-62 years, SD = 8.72), and in 121 cases the perpetrators were males. Detailed information relating on the social dynamics that contributed to the attack was found in 67 case reports. Our analysis revealed that in 88.1% of cases the future perpetrator experienced social conflict within the school environment. A minority of perpetrators (29.9%) were physically bullied, while 53.7% experienced peer rejection, verbal and otherwise. Romantic rejection was only found in 29.9% of cases. Conflicts with teachers (43.3%) proved a decisive factor. In order to better understand the role of social dynamics in the developments leading up to school shootings, it is necessary to analyze the perpetrators' position within their social network and the ways in which they experienced interaction with their peers and others at the school. In addition we must obtain precise information on their views of themselves as victim over a period of time.

The research-based NETWASS prevention model aims to enable school staff to identify students experiencing a psychosocial crisis that could lead to severe targeted school violence and to initiate appropriate support measures. A detailed analysis of the adolescent psychosocial crisis is conducted at an early stage by evaluating possible warning behaviors, crisis symptoms, a student’s individual and social background, and resources. The model was implemented in 98 schools. During the project duration of seven months staff from 59 schools reported 99 cases of a student’s psychosocial crisis. Three experts conducted a content analysis of the reported qualitative data focusing on crisis symptoms of the students as well as the initiated measures. Results show a broad spectrum of risk factors, whereas aggressive behavior of students was reported most frequently. On the basis of theoretical assumptions, the reported cases were divided into three distinct risk groups. A total of eight high-risk cases were observed and reported by the school staff. The school staff mostly reacted to the student crisis by initiating resource-orientated measures, the expertise of child and youth therapists was mostly requested for the high risk cases. By describing the impact of cases and choice of measures undertaken, the study aims to give an overview of incidents schools as well as clinical psychologists and therapists are confronted with.
