Non-technical summary: We identify a set of essential recent advances in climate change research with high policy relevance, across natural and social sciences: (1) looming inevitability and implications of overshooting the 1.5°C warming limit, (2) urgent need for a rapid and managed fossil fuel phase-out, (3) challenges for scaling carbon dioxide removal, (4) uncertainties regarding the future contribution of natural carbon sinks, (5) intertwinedness of the crises of biodiversity loss and climate change, (6) compound events, (7) mountain glacier loss, (8) human immobility in the face of climate risks, (9) adaptation justice, and (10) just transitions in food systems. Technical summary The IPCC Assessment Reports offer the scientific foundation for international climate negotiations and constitute an unmatched resource for climate change researchers. However, the assessment cycles take multiple years. As a contribution to cross- and interdisciplinary understanding across diverse climate change research communities, we have streamlined an annual process to identify and synthesise essential research advances. We collected input from experts on different fields using an online questionnaire and prioritised a set of ten key research insights with high policy relevance. This year we focus on: (1) looming overshoot of the 1.5°C warming limit, (2) urgency of phasing-out fossil fuels, (3) challenges for scaling carbon dioxide removal, (4) uncertainties regarding the future of natural carbon sinks, (5) need for join governance of biodiversity loss and climate change, (6) advances in the science of compound events, (7) mountain glacier loss, (8) human immobility in the face of climate risks, (9) adaptation justice, and (10) just transitions in food systems. We first present a succinct account of these Insights, reflect on their policy implications, and offer an integrated set of policy relevant messages. This science synthesis and science communication effort is also the basis for a report targeted to policymakers as a contribution to elevate climate science every year, in time for the UNFCCC COP. Each year, Future Earth, the Earth League and the World Climate Research Programme gather leading scholars from around the world to review the most pressing findings in climate research. The result is the 10 New Insights in Climate Science, delivered as two self-standing products: a peer-reviewed scientific article and this policy report providing a rich and valuable synthesis for policymakers and society at large. The scientific evidence underpinning this year’s report was published between January 2022–June 2023. For policymakers responding to the urgent challenge of the climate crisis, the 10 New Insights in Climate Science 2023/2024 offers credible guidance through 2024 and beyond.

- Abstract
This Synthesis Report (SYR) of the IPCC Sixth Assessment Report (AR6) summarises the state of knowledge of climate change, its widespread impacts and risks, and climate change mitigation and adaptation, based on the peer-reviewed scientific, technical and socio-economic literature since the publication of the IPCC’s Fifth Assessment Report (AR5) in 2014. The assessment is undertaken within the context of the evolving international landscape, in particular, developments in the UN Framework Convention on Climate Change (UNFCCC) process, including the outcomes of the Kyoto Protocol and the adoption of the Paris Agreement. It reflects the increasing diversity of those involved in climate action. This report integrates the main findings of the AR6 Working Group reports1 and the three AR6 Special Reports. It recognizes the interdependence of climate, ecosystems and biodiversity, and human societies; the value of diverse forms of knowledge; and the close linkages between climate change adaptation, mitigation, ecosystem health, human well-being and sustainable development. Building on multiple analytical frameworks, including those from the physical and social sciences, this report identifies opportunities for transformative action which are effective, feasible, just and equitable using concepts of systems transitions and resilient development pathways. Different regional classification schemes are used for physical, social and economic aspects, reflecting the underlying literature. After this introduction, Section 2, ‘Current Status and Trends’, opens with the assessment of observational evidence for our changing climate, historical and current drivers of human-induced climate change, and its impacts. It assesses the current implementation of adaptation and mitigation response options. - Abstract
This Synthesis Report (SYR) of the IPCC Sixth Assessment Report (AR6) summarises the state of knowledge of climate change, its widespread impacts and risks, and climate change mitigation and adaptation. It integrates the main findings of the Sixth Assessment Report (AR6) based on contributions from the three Working Groups1 , and the three Special Reports. The summary for Policymakers (SPM) is structured in three parts: SPM.A Current Status and Trends, SPM.B Future Climate Change, Risks, and Long-Term Responses, and SPM.C Responses in the Near Term.This report recognizes the interdependence of climate, ecosystems and biodiversity, and human societies; the value of diverse forms of knowledge; and the close linkages between climate change adaptation, mitigation, ecosystem health, human well-being and sustainable development, and reflects the increasing diversity of actors involved in climate action. Based on scientific understanding, key findings can be formulated as statements of fact or associated with an assessed level of confidence using the IPCC calibrated language.

- Abstract
Aligning development and climate goals means Africa’s energy systems will be based on clean energy technologies in the long term, but pathways to get there are uncertain and variable across countries. Although current debates about natural gas and renewables in Africa are heated, they largely ignore the substantial context specificity of the starting points, development objectives and uncertainties of each African country’s energy system trajectory. Here we—an interdisciplinary and majority African group of authors—highlight that each country faces a distinct solution space and set of uncertainties for using renewables or fossil fuels to meet its development objectives. For example, Ethiopia is headed for an accelerated green-growth pathway, but Mozambique is at a crossroads of natural gas expansion with implicit large-scale technological, economic, financial and social risks and uncertainties. The mobilisation centred on the 2015 Paris Climate Conference (COP 21) is an opportunity to highlight the vulnerability of environments and populations in the South in the face of climate warming. Some tropical regions are already suffering from its effects, with heat waves in the Sahel, disturbances to monsoon systems, the melting of the Andean glaciers, threats to biodiversity, a rise in sea level and other features. Research conducted by IRD and its partners provides key knowledge for better understanding of the complexity of these phenomena. This book is a synthesis in three parts: observing and understanding climate change, analysing its main impacts on environments and setting societies and national public policies at the heart of the climate challenge. Focused on the capacity for resilience of populations and ecosystems in the face of trends in the climate, the book explores solutions that reconcile mitigation and adaptation in response to climate change, conservation of the environment and a reduction of inequalities. The work is both well documented and explanatory, reviewing operations and the results of research that is firmly involved and interdisciplinary, closely associating partners in the North and the South.

- Abstract
Despite three decades of political efforts and a wealth of research on the causes and catastrophic impacts of climate change, global carbon dioxide emissions have continued to rise and are 60% higher today than they were in 1990. Exploring this rise through nine thematic lenses—covering issues of climate governance, the fossil fuel industry, geopolitics, economics, mitigation modeling, energy systems, inequity, lifestyles, and social imaginaries—draws out multifaceted reasons for our collective failure to bend the global emissions curve. However, a common thread that emerges across the reviewed literature is the central role of power, manifest in many forms, from a dogmatic political-economic hegemony and influential vested interests to narrow techno-economic mindsets and ideologies of control. Synthesizing the various impediments to mitigation reveals how delivering on the commitments enshrined in the Paris Agreement now requires an urgent and unprecedented transformation away from today's carbon- and energy-intensive development paradigm.

Since the establishment of the Climate Convention and its recent Paris Agreement, capacity building has been considered as a fundamental prerequisite for achieving the goals of the climate regime. Various institutional architectures have been explored, while the 2015 Paris Climate Conference (COP21) established the Paris Committee on Capacity-Building aiming to address needs and gaps, along with promoting current, emerging, and further capacity-building efforts. Efforts to build capacity have been underway for decades but have largely failed in their objectives as they were not designed from, and rooted in, the local context. Drawing from the author's more than 40 years of personal experience in capacity building in Africa, this paper sheds light on the systemic challenges involved in building capacities. Arrangements that do not entail working on, or being led by, an agenda set by those in capacity needs are not, by definition, capacity mobilization or capacity building efforts. It is argued that capacity is tied to self-reliance and self-determination and thus ability to set and pursue the recipient's own agenda must be at the core of development narratives. Key policy insights Self-reliance and self-determination are at the core of capacity development. Therefore, countries need to set and pursue their own agenda by creating and following a bottom-up and inclusive development narrative. Intellectual, financial, and other important resources need to fall under the control of local leadership. Partnerships and networks of research centres think tanks and similar institutions in the South should be created and maintained to build capacities. Senegal's greenhouse gas (GHG) abatement schemes were formulated on the basis of a choice among least-cost GHG reduction alternatives. The three-cost options have top priority in the implementation hierarchy due to their negative costs.

Preliminary investigations reveal that substitution of liquid petroleum gas (LPG) for charcoal in households will significantly minimize greenhouse gas emissions and ameliorate the environmental problems of Senegal. The use of other petroleum products will help keep the oil import bill of Senegal low, despite the replacement of charcoal with LPG. More energy efficiency investments will result in further reducing existing environmental crisis.

45. Techno-Economic Analysis of Solar e-Cooking Systems for Rural Communities in Nigeria

- Abstract
This paper presents solar PV electric cooking systems to fill the gap of clean energy stove demand in Africa and in particular in rural communities. The design analyses of four different solar PV electric cooking configurations, based on resistive burner and induction burner, are presented. The levelised cost of energy (LCOE) of the solar PV induction e-cooking, with battery storage, is 0.39 $/kWh. Sensitivity analysis was done to ascertain the affordability range of solar PV e-cooking. It was shown that the combination of the reduced cost of investment and good sunshine would most likely make the solar PV induction e-cooking competitive. However, the acceptability of the solar PV induction cooking will require addressing some important technical, economic, policy and socio-cultural related barriers.

The purpose of this Commission is to explore explicit carbon-pricing options and levels that would induce the change in behaviors— particularly in those driving the investments in infrastructure, technology, and equipment—needed to deliver on the temperature objective of the Paris Agreement, in a way that fosters economic growth and development, as expressed in the Sustainable Development Goals (SDGs). This report does not focus on the estimation and evaluation of the climate change impacts that would be avoided by reducing carbon emissions. While the Commission also covers other policies relevant and important to carbon-pricing design and delivery on the Paris agreement, its primary focus is on pricing. This report has been prepared based on the Commission’s assessment of the available evidence and literature as well as on its members’ judgment, developed through their extensive international policy experience. While the commissioners are in broad agreement on the overall thrust of the arguments presented in the report, they may not necessarily support every single assertion and conclusion.
