The terrestrial environment generally serves as an important carbon pool. This study mainly assessed the properties and carbon storage capabilities of soils from different urban land uses. Soil samples from roads/highways, parks, institutional areas, and constructed wetlands were collected to assess the effects of soil sealing on the characteristics and carbon content of urban soils. Soil sealing and compaction greatly influenced urban soil properties by altering the mass-balance, thereby resulting in a disproportionate amount of inflow and outflow of compounds in the soil strata. Using the Walkley-Black and loss-on-ignition (LOI) methods of soil organic carbon (SOC) analysis demonstrated that LOI-based analysis yielded up to 26 times higher SOC values than the wet-oxidation method due to the high weight losses prompted by the volatilization of hygroscopic and structural water and thermal decomposition of carbonate-containing minerals. Further analyses indicated that open soils contain 5% to 78% higher percentage of organic carbon as compared with their sealed counterparts and top soil layers tend to have higher amounts of SOC due to the continuous deposition of carbon-containing compounds from external sources. The number of city residents worldwide is increasing at the same that soil consumption around cities, which can be mitigated using technosols. Urban areas need to provide a healthy environment for residents, but this is threatened by climate change. Mitigating the adverse impacts of climate change does not involve one-size-fits-all global solutions; cities face varying economic and social contexts. Cities need to offer ecosystem services in order to operate as healthy urban ecosystems. The urban soils' environmental services are often overlooked, leading to public administrations having little to no awareness about land management policies and ecosystem services. Technosols, artificial or human altered soils, have the potential to provide the same ecosystem benefits as natural soils and do not require as much time to develop in order to perform their functions. Additionally, technosols have the potential to enhance the circular economy using waste materials. In this sense, policy makers should incorporate urban technosols as a strategy to enhance the health of cities and address climate change. Our perspective on soils in urban areas needs to be altered, as technosols should be included in urban policies, have the potential to serve as a crucial component in providing ecosystem services and acting as a carbon sink and enhance urban well-being. The amount of impervious surface is increasing rapidly worldwide. Although urban expansion has been studied extensively, the alteration of impervious land cover in rural regions remains under-examined. In particular, insights into the utilization of these sealed surfaces are crucially needed to unravel the underlying dynamics of land use changes beyond urban areas. This study focuses on rural regions from a Swiss case study and presents an analysis of the use of sealed surfaces in such regions, rather than solely quantifying the extent of sealed surfaces. Utilizing a synergistic approach that merges detailed cadastral plans with very-high-resolution remote sensing imagery and sophisticated deep learning algorithms, we characterized the uses of sealed surfaces, including buildings and their surroundings. Our findings reveal that 2.1 % of the study area’s rural regions comprises sealed surfaces - an area comparable to the sealed surfaces in the urban regions. Within these rural regions, transport infrastructure represents 68 % of this impervious surface. Buildings account for 12 %, and their surroundings, constituting 13 %, are utilized primarily for agricultural purposes, including farming and livestock activities. The deep learning approach achieved a classification accuracy of 72 % for a shallow model and 79 % for a deeper model, indicating that mapping building types is possible with reasonable accuracy. The outcomes of this study underscore the critical need to factor in the presence and utilization of impervious land cover within rural regions for the sustainable management of land resources.

Green infrastructure (GI) networks comprising multiple natural and artificial habitats are important tools for the management of ecosystem services. However, even though ecosystem services are deeply linked with the state of biodiversity, many approaches to GI network planning do not explicitly consider the ecological needs of biotic communities, which are often threatened by anthropic activities even in presence of protected areas. Here, to contribute in fill this gap, we describe an easy-to-apply, biodiversity-centric approach to model an ecological network as a backbone for a GI network, based on the ecological needs of a range of representative species. For each species, ideal habitats (nodes) were identified, and crossing costs were assigned to other habitat types depending on their compatibility with the species ecology. Corridors linking the nodes were then mapped, minimizing overall habitat crossing costs. We applied the method to the Isonzo–Vipacco river area in Northern Italy, highlighting a potential ecological network where nodes and corridors occupied 27% and 11.8% of the study area, respectively. The prospective of its conflicts with anthropic activities and possible solutions for its implementation was also discussed. Our method could be applied to a variety of situations and geographic contexts, being equally useful for supporting the protection of entire biocenoses or of specific sensitive species, as well as enhancing the ecosystem services they provide. Soil sealing treatment is an effective chemical weed control method in rapeseed field. To evaluate the effects of different soil-applied herbicides on soil microorganisms in rapeseed field, 16S rRNA amplicon sequencing was used to analyze the changes in soil microbial structure and diversity after treatment with four commonly used soil-applied herbicides alachlor, acetochlor, metochlor and s-metolachlor. The results showed that soil-applied herbicide treatments could significantly reduce soil bacterial diversity in rapeseed fields, and alachlor had the greatest effect on soil bacterial diversity. However, after a period of herbicide treatment, the diversity and richness of the soil bacterial community gradually recovered. Soil-applied herbicide treatment had great influence on Actinomycetes, Acidobacteria and others in rapeseed soil, and alachlor treatment showed the greatest change in soil bacteria at phylum level compared with other herbicides. After 60 days of treatment with soil-applied herbicides, the abundances of functional bacteria related to pollutant degradation, denitrification, photosynthesis, pathogen growth inhibition and rhizosphere growth promotion were increased, whereas functional bacteria associated with the absorption of nutrients and excretion of metabolites were reduced. Overall, the results indicated that the soil-applied herbicides had a certain effect on soil microbial diversity and community structure in rapeseed field, but the effect of herbicides on soil microbial diversity gradually decreased along with the time of treatment. Today's global challenges are increasingly complex, and forecast scenarios show a general increase in risks that could compromise human permanence in some areas of the planet. In this context, cities have a key role, both because they concentrate an increasing number of inhabitants and because they will be among the first areas to feel these effects. As pointed out by the IPCC, addressing these challenges requires a redefinition of the organization of urban spaces by assigning, more or less explicitly, a key role to spatial planning. Urban and territorial planning may be the main tool in the regulation of transformation processes. Planning has a crucial role, especially if territorial transformations are no longer mainly linked to expansive logics. In this case, it is possible to orient urban choices and policies towards a sustainable use of resources, including land resources that continue to be overexploited. Starting from these assumptions, the present work intends to analyze the relationship between the LST (Land Surface Temperature) extracted from the data provided by MODIS (Moderate-resolution Imaging Spectroradiometer) and the level of soil sealing within the municipality of Ferrara in northern Italy. The reference period is between 2015 and 2021. The objective is dual. The first is investigating how the environmental matrix can influence the temperature values detected; the second is investigating how the implementation of transformative forecasts provided by the urban planning tool in force, could influence the thermal comfort of the study area. The chapter provides information on the ongoing legislative process to draft a fundamentally amended soil protection act in order to cope with climate change and adaptation, the maintenance of biodiversity and additional challenges. The current German government has agreed to this endeavor in 2021. First, the chapter offers information on the importance of soils for the society. In addition, the main challenges that soils are facing in Germany, the status quo of the soil legislation and the core deficits of the current regulatory regime will be outlined. The chapter will furthermore inform about the conceptual regulatory approaches under consideration, taking also into account the ongoing deliberations at EU level on an EU Soil Law. It will also be explained how political buy-in should be achieved considering both the ecological and social services of soils and competing interests and stakes. The chapter ends with some conclusions and observations.

Land imperviousness reflects settlement growth and urban sprawl. Grounded on a comparative approach, a set of multidimensional statistical techniques were adopted here to quantify the evolution of land imperviousness from Copernicus High-Resolution Layers (HRLs) in a representative case study of Southern Europe (Athens, Greece). A two-way data matrix reporting the percent share of the surface land exposed to different sealing levels (101 classes ranging continuously from 0% to 100%) in the total municipal area was computed for two years (2006 and 2018) individually for 115 municipalities in metropolitan Athens. This matrix represented the information base needed to derive place-specific urban footprints and a comprehensive (global) profile of land imperviousness. Results of a Detrended Correspondence Analysis (DCA) delineated a metropolitan structure still organized along the density gradient, moving from dense settlements in central locations with dominant land classes sealed for more than 90% of their surface area to completely pervious land (0%) typical of rural locations. While the density gradient became less steep between 2006 and 2018, it continued to aliment a socioeconomic polarization in urban and rural districts with distinctive profiles of land imperviousness. Intermediate locations had more mixed imperviousness profiles as a result of urban sprawl. Differential profiles reflect place-specific urban footprints with distinctive land take rates. This paper describes the state of the art of urbanization in Italian coastal areas in 2021, both at national and regional level. Moreover, we focused on six coastal municipalities, aiming to evaluate land consumption in relation to population dynamics between 2012 and 2021 and assessing per capita consumed land in each municipality. Finally, an analysis of land consumption in specific areas prone to natural risks along the coastline (hydraulic, landslide and seismic, hazard) was provided. We considered areas of medium hydraulic hazard, of high and very high landslide hazard, and of high and very high seismic hazard. The results indicate an intense process of urbanization in the first 1000 m from the coastline at national, regional, and municipal levels, which is also increasing in the presence of stabilization or dwindling inhabitants. Furthermore, urbanization is also affected by geomorphology, leading to the developments of settlements in the most accessible areas, such as coastal plains, without taking into consideration the presence of natural hazards. The study highlights the importance of monitoring land consumption to the understanding of processes related to urbanization in coastal areas, from the perspective of future effective policies and to support sustainable planning. An irreversible consequence of urban expansion and industrial/infrastructural developments is that a significant extent of soil disappears in the affected area. In Hungary, no specific database shows the processes regarding soil degradation due to soil sealing, but remote sensing can contribute to this topic by providing relevant monitoring data on Earth’s surface. We evaluated the relationship between officially registered land withdrawal data and remote-sensed soil sealing data. For this, we collected land withdrawal data from the Zala County Government Office and compared them to the dataset of the LANDSUPPORT Decision Support System. Results show that the LANDSUPPORT data strongly correlate with the official data, which reliably indicates that soil sealing is related to land withdrawals. As the official data indicate the total area of land withdrawals and the LANDSUPPORT data indicate the sealed area, we could estimate the rate of soil sealing, which was 66% in the studied area.

The development of remote sensing technology has redefined the approaches to the Earth's surface monitoring. The Copernicus Programme promoted by the European Space Agency (ESA) and the European Union (EU), through the launch of the Synthetic Aperture Radar (SAR) Sentinel-1 and the multispectral Sentinel-2 satellites, has provided a valuable contribution to monitoring the Earth's surface. There are several review articles on the land use/land cover (LULC) matter using Sentinel images, but it lacks a methodical and extensive review in the specific field of land consumption monitoring, concerning the application of SAR images, in particular Sentinel-1 images. In this paper, we explored the potential of Sentinel-1 images to estimate land consumption using mathematical modeling, focusing on innovative approaches. Therefore, this research was structured into three principal steps: (1) searching for appropriate studies, (2) collecting information required from each paper, and (3) discussing and comparing the accuracy of the existing methods to evaluate land consumption and their applied conditions using Sentinel-1 Images. Current research has demonstrated that Sentinel-1 data has the potential for land consumption monitoring around the world, as shown by most of the studies reviewed: the most promising approaches are presented and analyzed. Aims: Cramped and sealed sites common in compact city areas limit tree growth due to multiple physical restrictions and physiological stresses. Fast urbanization and densification have intensified the pressure on urban trees, demanding innovative methods and solutions. The subaerial tree-growth space attracts more attention, but the more intractable subterranean rootability constraints are often overlooked. They are expressed as external (macro-scale) soil-body volume and internal (micro-scale) soil-pore volume limitations. The double jeopardy of urban soil insularity acutely restricts root growth, root spread, tree health, and stability. Methods: Some novel solutions can be distilled from a comprehensive review of recent research findings to bring effective relief. Results: Pedestrians and vehicles can co-use the expanded soil area in dense urban areas. Various creative soil expansion techniques can allow tree roots to break out from conventional confined tree pits or tree strips. Subsurface connections can link a planting site to an adjacent one or a nearby green patch. The soil union could be realized by subsurface soil conduits (large-diameter buried pipes) or subsurface soil corridors covered by pier-supported paving. In the spirit of landscape altruism, soil sharing by neighbor trees optimizes using the scarce rootable soil resource. Internal soil volume expansion can be accompanied by high-quality soil mix and compaction-prevention measures to resolve porosity and rootability deficit. Conclusions: Urban tree managers can adopt out-of-the-box thinking in managing critical physical soil deficiencies. New research findings can more promptly inform policymakers and practitioners. The frequency of occurrence of hydrogeological disasters (HGDs), as well as the persistence of their impacts, are not evenly distributed. Hazardous areas, by definition, are more prone to extreme events, while in densely urbanized regions, the impacts of these events tend to be more severe. The objective of this study is to investigate statistical relationships between urban and natural environment features and HGD occurrences. Taking Italian provinces as a comprehensive case study, we assessed the coefficient of determination, the χ ^2 test, and the p -value to determine the degree of statistical correlation between impact indicators and 57 hazard/risk/land management indicators, such as extension of at-risk areas or soil sealing. We discovered that HGDs persistence and frequency correlate best with an indicator describing the amount of soil sealing (i.e. urbanized soil) in medium-hazard areas. Building on that, a further dynamic analysis was carried out to investigate whether soil sealing trends changed significantly after the provinces were struck by HGDs. Our findings hold significant implications, challenging current policy norms. European directives and Italian national laws impose strict development restrictions in ‘high-hazard’ areas, but generally allow for urbanization in ‘medium-hazard’ areas, with only minor limitations. Moreover, a paradoxical positive urbanization trend is observed in the most sensitive areas, greater than in safer areas and generally unchanged after HGDs. This outcome highlights a critical gap in risk perception that reflects into territorial planning, decision-making processes, and existing policies.

The rapid growth of urban areas and the increase in sealed surfaces have significant implications for environmental management and urban planning. Monitoring and quantifying sealed surfaces are crucial for understanding urbanization processes and their impacts. This article deals with the issues of mapping the dimension of soil sealing in Craiova city, during the last two decades using GIS and remote sensing techniques. As the Normalized Difference Builtup Index (NDBI) has emerged as a valuable tool for assessing sealed surfaces and evaluating urban expansion, it was selected as preferred method selected to determine the dimension of soil sealing. Increasing the availability of greenspaces in built-up areas (GSB) is one of the main challenges to improving sustainability and livability in urban landscapes. Concurrently, the availability of brownfields and permeable spaces offers the chance to increase sustainability through the implementation of Nature-Based Solutions. This work aims to evaluate how land use/cover changes influenced the availability of permeable spaces in Italian built-up areas over the last three decades. These spaces were classified according to population density, vegetation type, and average size, to better characterize recent dynamics (2008–2016) and offer remarks and tips concerning ongoing soil sealing dynamics. According to the findings, despite an overall increase of 41.5% in built-up areas with respect to their 1990 extension, permeable spaces increased only by 25.2% during the same time-span, moving from 49.8% coverage in 1990 to 44.7% today, in relation to the whole national built-up area. Moreover, our in-depth analysis for the 2008–2016 period shows that forested spaces increased by 0.4%, while permeable unforested ones decreased by 0.7%, especially in thinly and intermediately populated areas. Overall, the scarcity of these spaces should be carefully considered when assigning residual vacant lots to new buildings and grey infrastructure, especially in densely populated areas. The Copernicus high-resolution layer imperviousness density (HRL IMD) for 2018 is a 10 m resolution raster showing the degree of soil sealing across Europe. The imperviousness gradation (0–100%) per pixel is determined by semi-automated classification of remote sensing imagery and based on calibrated NDVI. The product was assessed using a within-pixel point sample of ground truth examined on very high-resolution orthophoto for the section of the product covering Norway. The results show a high overall accuracy, due to the large tracts of natural surfaces correctly portrayed as permeable (0% imperviousness). The total sealed area in Norway is underestimated by approximately 33% by HRL IMD. Point sampling within pixels was found to be suitable for verification of remote sensing products where the measurement is a binomial proportion (e.g., soil sealing or canopy coverage) when high-resolution aerial imagery is available as ground truth. The method is, however, vulnerable to inaccuracies due to geometrical inconsistency, sampling errors and mistaken interpretation of the ground truth. Systematic sampling inside each pixel is easy to work with and is known to produce more accurate estimates than a simple random sample when spatial autocorrelation is present, but this improvement goes unnoticed unless the status and location of each sample point inside the pixel is recorded and an appropriate method is applied to estimate the within-pixel sampling accuracy. Soil sealing affects local climate via changes in the energy and radiation budget and represents a major causation for urban-rural temperature differences. In the present study, we investigate to what extent and at what spatial scales soil sealing accounts for significant spatial differences in mean near-surface climate characteristics as given by the relatively dense meteorological network in Germany. The study is based on soil sealing data from satellites and five near-surface meteorological parameters related to temperature and atmospheric humidity. We employ different spatial aggregation levels and classification methods of the soil sealing data. All analyzed meteorological variables are a clear function of soil sealing. The link is barely sensitive to the applied classification approach but differs depending on the level of spatial aggregation of the soil sealing data. At an aggregation level of 1–5 km, the local to regional climate exhibits an almost monotonous and statistically significant tendency towards warmer and dryer conditions when soil sealing increases from class to class. At the original 20 m resolution of the soil sealing data, the local picture is less coherent but still reveals statistically significant differences, especially for the classes with maximum sealing. The spatial distribution of meteorological stations assigned to the soil sealing classes shows that, at higher aggregation levels, soil sealing is an unambiguous indicator for urban agglomerations and metropolitan areas in Germany. At the local scale, stations assigned to the highest soil sealing class are more widespread and independent of urban regions. Thus, local soil sealing around rural meteorological stations can lead to local climatic conditions that are almost as warm and dry as on average in large metropolitan areas.

Soil degradation process reduce the ability of the land to perform its primary function - food production. The most aggressive process being soil erosion, endangers the environment and affects the quality of life. The constant loss of arable land by soil sealing, due to urban expansion, is affecting agricultural production. As a result, the conditions for food production are limited, and the economic prosperity of that area is disputable. This paper represents an analysis of the land use and its change detected by Corine Land Cover (CLC) and the assessment of soil erosion rate and its spatial distribution using Revised Universal Soil Loss Equation (RUSLE) model through a GIS-based approach, for two periods (2000, 2018) in Belgrade suburban area. This study area, characterized by many agricultural areas concentrated around the capital of the Republic of Serbia, is attractive from the economic point of view due to the proximity of the market. The results indicate that with the constant increase of inhabitants, agricultural areas have been reduced due to urban sprawl. The average annual soil loss decreased from 5.85 to 1.95 t⋅ha year. Analysis shows that the high medium erosion rate that was detected in the study area in 2000, decreased by 65% compared to the results from 2018, while the processes of low erosion rate has increased by 20%. Despite all the soil loss detected in the study area, soil sealing is the most harmful process of soil degradation due to its often implication of the complete loss of biological functions. Over the last 50 years there have been significant changes in land cover and land use, mainly those classified as artificial. This process, and its generalisation on a global scale, affect directly the basic functions of the soil, increasing other problems such as the loss of biodiversity, pollution, soil degradation, flooding and the effects of climate change. In the study area (Mazarrón, Region of Murcia) this problem is exemplary: the binomial urban development associated with the increase of beach tourism and intensive agriculture (under greenhouses) alter drastically the nature of the soil. The aim of this paper is twofold: to establish a supervised classification model that distinguishes, with an assumable error, the different classes established, highlighting those considered as sealed surfaces and, in addition, to make a comparison with the latest Corine Land Cover available information (2018). For this purpose, Sentinel 2A satellite images were selected and a maximum likelihood classification was performed. To validate the results, a confusion matrix was developed and an overall accuracy of 89% was obtained. Finally, a significantly underestimation by the Corine Land Cover of 75% of the sealed surfaces was observed, mainly due to its resolution. [ABSTRACT FROM AUTHOR]

Anthropogenic activities are consistently modifying surface covers changes. Such alterations have been producing negative impacts on surface and groundwater sources by escalating surface runoff and reducing infiltration to recharge the aquifers. In this research, an attempt has been made to explore the rapid expansion of the built environment, its trend, and impacts on the increasing surface runoff and the genesis of pluvial flood in Peshawar, Pakistan. The study area has been experiencing rapid population growth and urban expansion, which has been continuously consuming the fertile farmland and replacing the natural ground with artificial impermeable surfaces. The required data for this study was acquired through primary and secondary sources from various organizations. Remote sensing (RS) and geographic information system (GIS) were used to monitor and detect the development of the built environment and its probable impacts on the accelerated surface runoff. Analysis reveals that physical, infrastructural, and socio-economic developments were the major factors of land take and conversion of natural ground into impervious surface covers (ISC). Such modifications have been producing negative effects on the urban environment and water resources of the study area. The finding of the study reveals that rapid population growth is responsible for the increase in built-up areas, urban expansion, and infrastructural developments during the study period (1981–2014) that have increased the impermeable surfaces from 3.70 to 16.27%. Consequently, surface runoff has also been intensified, which has in certain cases created pluvial and flash floods. Rapid urban growth and the resultant physical and infrastructural developments need to be properly checked and monitored. The adverse impacts on the generation of pluvial and flash floods could be minimized if the existing land use regulations and urban policies are implemented in its true spirit. Land take by urbanization has increased significantly in the last decades, seriously contributing to the loss and degradation of the land capital. Urban sprawl and the related soil consumption are a major environmental and urban planning issue in the West Asian regions, particularly in the recent context marked by fast economic development and by regional conflicts that produced waves of war refugees and economic migrants. This study quantifies soil sealing due to the urban development between 1962 and 2020 in 28 municipalities located along the coastal strip and the coastal hill range of the Beirut and Mount Lebanon Governorates, in Lebanon, and discusses the impacts of urbanization processes on important ecosystem services such as food security and hydrological risks. The study is based on original data derived from historical topographic maps and from recent geospatial datasets. The two datasets have been generated and combined in a GIS environment by means of an original method that proved to be effective to perform detailed urban change analyses over long time spans covering periods in which no satellite information with sufficient resolution was available. An overall 54.0% increase in land surface taken by urbanization was observed in the study area between 1962 and 2020. This amount is not exceptional if compared to other fast-growing urban centers of the region. It is, however, very high considering the high overall degree of saturation (83.5%) of the available land space, the very dense continuous urban fabric, and the high level of soil sealing on the hill slopes overlooking the plain. These aspects raise concerns about the environmental sustainability of the urbanization process. A very sensitive situation is represented by the suburban areas located on the hill sides and still destined to agricultural crops, which preserve high value traditional rural landscapes. Urgent measures should be taken, framed within improved urban planning policies, to prevent further losses and to mitigate the impacts of the present-day soil sealing situation. Currently, we can see a rapid decline of agricultural land with new uses, especially for construction purposes. This negative trend is evident across Europe, the Czech Republic has the fastest loss of land in the EU. One reason for the significant loss of agricultural land is building industrial zones, which utilises of greenfield areas, and their occupying new areas of agricultural land, often the most the most fertile. The analysis deals with the occupied area (the area of a particular industrial zone), the percentage utilisation of that industrial zone, the number of employees in the industrial zone, and the land quality expressed by means of the agricultural land protection class. The results of the analysis show the low usability of industrial zones, the large occupation of the agricultural land, and the low benefits to the Czech state and Czech citizens. The results also show the poor land use policy in relation to the soil protection. This work is followed by the project Sustainable management of natural resources with an emphasis on non-production and production ability of the soil, the results of which will be included in legislation and be binding for spatial planning.

Authors aim to carry out a bibliographic review as an initial approach to state of the art related to the quality of urban soils, as well as its possible link with human health. This concern arises from the need to highlight the consequences that soil could face, derived from the growth and aging of the population, as well as its predicted preference for urban settlement. Urban development may pose a challenge to the health of urban soils, due to degradative processes that it entails, such as land take, sealing, contamination or compaction. A healthy soil is the one which maintains the capacity to support ecosystem services, so it can provide numerous benefits to human health and well-being (carbon sequestration, protection against flooding, retention and immobilization of pollutants and a growth media for vegetation and food production). This article addresses threats facing urban soils, the strategies put forward by the European Union to deal with them, as well as the issues that require further attention. Greening cities could be a consensual solution, so authors analyze whether soils of cities are ready for that challenge and what resources need to maintain soil ecosystem functions. This review proposes to use made by waste Technosols for a sustainable green city. Increasing the availability of greenspaces in built-up areas (GSB) is one of the main challenges to improving sustainability and livability in urban landscapes. Concurrently, the availability of brownfields and permeable spaces offers the chance to increase sustainability through the implementation of Nature-Based Solutions. This work aims to evaluate how land use/cover changes influenced the availability of permeable spaces in Italian built-up areas over the last three decades. These spaces were classified according to population density, vegetation type, and average size, to better characterize recent dynamics (2008–2016) and offer remarks and tips concerning ongoing soil sealing dynamics. According to the findings, despite an overall increase of 41.5% in built-up areas with respect to their 1990 extension, permeable spaces increased only by 25.2% during the same time-span, moving from 49.8% coverage in 1990 to 44.7% today, in relation to the whole national built-up area. Moreover, our in-depth analysis for the 2008–2016 period shows that forested spaces increased by 0.4%, while permeable unforested ones decreased by 0.7%, especially in thinly and intermediately populated areas. Overall, the scarcity of these spaces should be carefully considered when assigning residual vacant lots to new buildings and grey infrastructure, especially in densely populated areas. The proposed methodology provides reliable estimates and represents a starting point to develop advanced monitoring tools supporting sustainable urban policies.

Land use changes can significantly influence the water balance, and thus especially the development of flood-triggering runoff peaks. Hence, it is advisable to assess possible changes already at the level of municipal planning. Since many different actors are usually involved in spatial planning, it is useful to provide a shared platform where stakeholders can access the same information to analyze and evaluate flood hazards. Therefore, a GIS routine for the prediction of soil sealing induced runoff peaks and resulting potential flooding in the watercourse was developed, which is embedded in a GIS based decision support system (GIS-DSS). The so-called storm water routine (SWR) is founded on preprocessed flood characteristics, calculated by means of hydrological/hydraulic models (described in part 1). The potential impact of land use change is assessed purely in GIS as flow difference which is routed through the river system. To validate this simplified method, a process model was set up with an exemplary land use change and its results were compared with the GIS-based results. For 16 of the 18 rainfall scenarios tested, the SWR provided very good to good agreement with the detailed model. For short and highly dynamic rain events the SWR approach is less reliable. Land use changes influence the water balance and often increase surface runoff. The resulting impacts on river flow, water level, and flood should be identified beforehand in the phase of spatial planning. In two consecutive papers, we develop a model-based decision support system for quantifying the hydrological and stream hydraulic impacts of land use changes. Part 1 presents the semi-automatic set-up of physically based hydrological and hydraulic models on the basis of geodata analysis for the current state. Appropriate hydrological model parameters for ungauged catchments are derived by a transfer from a calibrated model. In the regarded lowland river basins, parameters of surface and groundwater inflow turned out to be particularly important. While the calibration delivers very good to good model results for flow (Evol =2.4%, R = 0.84, NSE = 0.84), the model performance is good to satisfactory (Evol = -9.6%, R = 0.88, NSE = 0.59) in a different river system parametrized with the transfer procedure. After transferring the concept to a larger area with various small rivers, the current state is analyzed by running simulations based on statistical rainfall scenarios. Results include watercourse section-specific capacities and excess volumes in case of flooding. The developed approach can relatively quickly generate physically reliable and spatially high-resolution results. Part 2 builds on the data generated in part 1 and presents the subsequent approach to assess hydrologic/hydrodynamic impacts of potential land use changes. [ABSTRACT FROM AUTHOR]
