The first and major portion of this report of a film study project in Evanston, Illinois, lists films selected for use in grades 1-8, together with plot summaries of varying lengths, special uses for the films, suggested study questions and activities, sample student responses to questions and assignments, running times, appropriate age levels, and sources for ordering the films. The results of an evaluation of the film program as determined by questionnaires distributed to students and teachers are presented in parts two and three. A brief conclusion on the overall response to the program and the addresses of film distributors conclude the publication. (LH)

This study aims to provide a critical assessment on the trajectory of the extensionist activity of the Center for Extension in Territorial Development Center Serra (NEDET CS, Brazilian abbreviation), from 2014 to 2017. The NEDETs were created through the Public Call CNPq / MDA / SPM-PR No. 11/2014 in order to set up advisory teams to the Territorial Development Colleges (CODETERs, Brazilian abbreviation). At the Federal University of Santa Maria, the NEDET CS was set up to operate in the Serra do Rio Grande do Sul Center Territory. From 2014 to 2017, it was develop activities for social management and productive inclusion. The analysis of the actions point out that the NEDET has organized and promoted social participation in CODETER, carried out 115 activities and mobilized 2.6 million reais. It was concluded that the NEDET had a positive role in the articulation and development of the CS Territory besides being a privileged space for academic formation since it provides opportunity to develop research and extension actions.

This paper presents an improvement in the long-term hydrothermal system operation planning by including peak generation as a decision variable in the simulations, in order to better operate the hydro plants. Although this has been widely considered in the short-term, the objective is to correctly set the power system operation planning to avoid instantaneous shortages and blackouts. Thus, the instantaneous generation capacity is included in the objective function in order to better consider this variable in long-term operation planning. The results show that it is possible to significantly increase peak power by simply modifying the operation of hydro plants. Moreover, this approach does not present a significant increase in the operation costs.

This article presents an alternative approach to solve hydrothermal systems operation planning based on stochastic dynamic programming. Under the presented approach, the hydroelectric power plants are grouped into equivalent subsystems of energy and the expected cost functions are modeled by a piecewise linear approximation, by means of the Convex Hull algorithm. Also, under this methodology, the problem is solved independently for each subsystem such that the state variables to be considered are the energy storage and energy net interchange of the subsystem. The presented results have shown that this subsystems separation technique reduces significantly the computation time when compared with the traditional techniques of stochastic dynamic programming, demonstrating the effectiveness of the proposed methodology.

Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES From the recognition of the extreme ethnic and racial inequality in Brazil, the study aimed at discussing the integration of ethnic-racial “agenda” in the Rural Development Policy with a territorial approach. Using Sociology of Public Action as theoretical frame, the implementation of “Programa de Desenvolvimento Sustentavel de Territorios Rurais (PRONAT) in the “Centro Serra” territory and its impact to the “Comunidade Quilombola Linha Fão” (municipality of Arroio do Tigre) was analyzed for 2009/2017. Suggested analytical categories of the Public Policies Pentagon (actors, representations, institutions, processes and results) were used to guide the analysis of the policy implementation. The analyses were carried out based on a review of the scientific literature produced on the theme (for contextualization of ethnic-racial “agenda”, characterizes territorial development policy and the historical trajectory of “Centro Serra” social configuration), analysis of PRONAT normative documents, the mitnutes of CODETER meetings, participant observation and semi-structured interviews with “quilombola” community members. As research results, it was observed that the territorial development public policy, by itself, does not guarantee the productive inclusion of “Quilombola” communities and that, even with the resource being accessed, did not generate much expectation in the community regarding its execution. It is considered that due to brazilian territorial policy origins (with a family farm orientation) and given the high bureaucratic requirement for the submission of proposals, there is limited opportunity to Quilombola community agency in this process. The territory history, characterized by a continuous expropriation of lands of the most vulnerable groups, made them search and adopt livelihoods other than those recommended by the territorial policy. Partindo do reconhecimento da extrema desigualdade étnico-racial no Brasil, o estudo visou discutir a inserção da agenda étnico-racial na Política de Desenvolvimento Rural com enfoque territorial, implementada pelo então Ministério do Desenvolvimento Agrário. Usando como referencial teórico a Sociologia da Ação Pública, foi analisada a implementação do Programa de Desenvolvimento Sustentável de Territórios Rurais (PRONAT) no Território Centro Serra (RS) no período 2009/2017 e suas repercussões para a comunidade quilombola Linha Fão (município de Arroio do Tigre). As categorias analíticas sugeridas no Pentágono das Políticas Públicas (atores, das representações, das instituições, dos processos e dos resultados) foram utilizadas para orientar a análise da implementação. As análises foram realizadas com base na revisão da literatura científica produzida sobre o tema (para contextualização da agenda étnico-racial, da política de desenvolvimento territorial e da trajetória histórica da configuração social do território Centro Serra), análise de documentos normativos do PRONAT, analise das atas do Colegiado de Desenvolvimento Territorial (CODETER) Centro Serra, observação participante e entrevistas semi-estruturadas a membros da comunidade quilombola. Como resultados, observou-se que a política pública de desenvolvimento territorial, por si só, não garante a inclusão produtiva de comunidades quilombolas e que, mesmo com o recurso sendo acessado, não gerou muita expectativa na comunidade quanto a sua execução. Considera-se que devido à política territorial brasileira ter sua origem em uma política voltada para agricultura familiar e dada a alta exigência burocrática para a submissão de propostas, há limitada possibilidade de participação da comunidade quilombola neste processo. O histórico de ocupação do território analisado, caracterizado por uma contínua expropriação de terras dos grupos mais vulneráveis, fez com que eles adotassem modos de vida distintos daqueles recomendados pela política territorial.

College students predicted the situations which would produce the greatest affective result: academic success or failure, as caused by ability or by effort. Short films are often experimental in nature. They can place aspects of the environment which are usually unnoticed in such a way as to sharpen our observations of the world, and "create a new awareness, a fuller sense of life and being." Based on the premise that visual literacy is becoming increasingly important, this book describes several films which attempt to serve this function under four sections: The observer and the creative spirit, which includes the films, "The Searching Eye" and "Why Man Creates;" a sharper vision, covering films such as "Leaf" and "Waters of Yosemite;" impression and compression, including the films "American Time Capsule" and "Deep Blue World;" and the poetry of awareness, with films such as "Moods of Surfing" and "Ski the Outer Limits." In each section, the discussion focuses on the films, beginning with an introductory statement on the film and then presenting a description of the action of the film, a list of suggestions for ways to approach thinking about the film after viewing it, a series of written reactions to the film, a brief statement on making the film, and, in some cases, an interview with the film's producer. A statement on the role of a film producer concludes the book. (SH)

Concerned with the need to offer high school students organized practice in observing visual stimuli and writing about what they see, the author offers an annotated list of short films with little dialogue and narration that can conveniently be used in the classroom for teaching observation through the moving image.
